A change in priorities is perhaps the underlying motivation reflective of governments and people in the Far East nations of the Philippines, Indonesia, and Thailand. While in the past, local governments have focused on feeding their large populations, the transfer of modern technology to the agricultural sector has produced record crop years in many of these countries. As a result, agricultural objectives have become more manageable, prompting governments to shift priorities to the accelerated development of their industrial sectors. The basis of any sustained industrialization program, the governments concede, is the development of a vibrant minerals sector.

The tin-deposits of Durango, Mexico, have been ably described by Mr. W. R. Ingalls in a paper published in our Transactions in 1895.* While the occurrellces of tin-ore in other parts of the Republic are similar in many resperts to those in Durango, there are noteworthy local differences which, it is hoped, ma? lend interest to the present paper. The deposits examined by me in May, 1895, are found in the Serrania de Chacuaco, Municipality of Sain Alto, District of Sombrerete. The workings are situated in a range of mountains having a general northwest to southeast trend between Sombrerete and Fresnillo; the most northerly claim (La Desparranlada) being about six leagues southeast of the former town. El Refugio lies about four leagues to the southwest, and El Calabrote eight leagues to the west, of Fresnillo. The claims are from about 8425 to 8775 feet above sea-level, and from 1500 to 1800 feet above Sain Alto, the position of which town is marked in the map printed in Mr. Ingalls's paper. In order to reach the claims, one uses the carriage-road from Sain Alto to the small tin-colony of Las Cuevas; from the latter place to the mines there is only a rough mule-track. The mountain range consists of a rugged, weathered, gray granite rock, remarkable for large grains of quartz, and is flanked by masses of rhyolite and rhyolite-tuff of upper Tertiary age. The whole formation is broken up by narrow and steep willding arroyos and deep barrancas, mainly the result of denudation, and it appears to be a southeasterlj extension of the tin-bearing belt of rocks north of Durango City. In a series of papers, the authors and their associates have shown the influence of four important factors on the technical cohesion limit.3-l6 By "technical cohesion limitv is meant the technically determin-able resistance to fracture. The four importarlt factors are the stress system, plastic deformation, temperature, and the strain rate, The influence of any one of these factors may be represented by a curve of cohesion limits, although only one point on the curve may represent actual fracture. As the term "fracture stress" has come into general use with the same significance as technical cohesion limit, the authors are here using the shorter term with the understanding that it does not always refer to actual fracture. The previously mentioned series of papers contains ample evidence that plastic extension increases the fracture stress of any polycrystalline metal, In a recent paper of the series,l5 moreover, it has been shown that the effect of plastic deformation on the fracture stress cannot be attributed to reorientation of internal flaws but is a work-strengthening effect, similar to the effect on the flow stress, $ Plastic deformation of steels, however, may not only cause work hardening, but may result in additional hardness because of strain aging. Some evidence that strain aging affects not only the flow stress but also the fracture stress, has been presented in a recent paper.14 In that paper, a study is made of the influence Of Plastic deformstion at room temperature on the fracture stress of ferritic steels at -188°C. The study is based on the results Of two-stage tests. In the first stage each specimen was extended a predetermined amount at room temperature; in the second stage the specimen was tested to fracture in liquid air. In most Of these tests the specimen remained in the testing machine during the interval of about one hour between the first and second stages, it was kept under a tensile load of about 500 lb and maintained at liquid air temperature. The effects of various amounts of .plastic deformation on the fracture stress were thus determined and curves were obtained to represent the influence of plastic deformation at room temperature on the stress at brittle fracture in liquid air.14 Two specimens Of ingot iron, however, were removed from the testing machine at the end of the first stage and several days elapsed before the specimens were tested to fracture in liquid air, As shown in Fig 8 of that paper," the points representing fracture of these specimens are far above the curve representing the results of two-stage tests without a rest interval between the stages. In any process wherein materials must be pelletized, a crucial period exists during the interval between the manufacture of the green pellets and their subsequent heat treatment. The pellets must possess sufficient strength and plasticity to withstand conveying and sizing. Also, they must be neither excessively brittle nor excessively plastic when placed in a bed on a traveling grate for heat treatment. An acceptable pellet, in the event sufficient forces are applied to cause its fracture, will merely split into two or three large fragments which would not drastically alter the permeability of the pellet bed. However, when brittle pellets are broken, they shatter so that the resultant fine particles either decrease the perimeability of the bed or become entrained in the gas stream and thereby cause dust problems. On the other hand, excessively plastic pellets may not break at all but may merely flatten. This would seriously hamper bed permeability. In the past, pellet evaluation has usually been left to the creative and artistic talents of the balling operators. A multitude of techniques have evolved, of which the most common is the simple compression test. For this test a hand-operated device loads single pellets to fracture, but reliability is strictly operator- dependent. Probably the next most common test is the drop test, which is conducted according to several different procedures. This is an important quantitative test for estimating the amount of handling a pellet will withstand. There are many other tests, such as pinching a pellet between the thumb and index finger, but none are capable of producing reproducible results.

At the Beckley mine in southern West Virginia, forecasting unstable roof conditions in advance of mining is accomplished by wing a rating system that combines historical information on mine roof failures with known mine geology. Failure frequency rates are derived for each category of roof rock composition, unit thickness, structure, and extraction ratio. In this manner, known geological environments are rated according to instability based on actual experience. Drill hole control and geological interpretation provide the basis for forecasting unstable conditions beyond working faces. The forecasting technique has assisted mine management in reducing fall frequencies by 80% over the past two years compared to the first five years of operation. This reduction in fall frequency was accomplished by modifying the plan of advancing sections to minimize mining exposure to unstable roof conditions.

Certain geological indications at Glady's station, four miles south of Beaumont, on the Sabine and East Texas railway (a branch of the Southern Pacific) induced me to undertake a thorough test of that locality by means of a well. I had been making reconnoissances for nearly two years in that part of Texas, before deciding upon this supreme effort. Three previous attempts had been made in the same place: one in 1894 by Messrs. Sharp & Co.; one in 1896 by Mr. J. Looney; and one in 1898 by Messrs. Savage Bros. They had all failed to pass though the immense thickness (500 ft.) of quicksand which underlies the surface soil, clay, etc. At first, I employed the system of boring which I had previously used in the Louisiana salt-deposits.* But I soon found that this method was inadequate, without modification, to deal with the quicksand. Accordingly, I adopted the use of large and heavy castings, and pipes of 12, 10, 8, 6 and 4 in. diameter, successively telescoped one into the other. Boring was begun by Messrs. Hamill Bros., of Corsicana, contractors, about the middle of October, 1900; and on January 10,1901, after many difficulties, a layer of rock containing marine shells was reached, at the depth of 1160 ft. For 150 ft. immediately above, the drill had passed through layers of sandstone and concretions of limestone. At this time there was about 600 ft. of 4-in. pipe, weighing at least 6 tons, in the well; and this, together with the next (6-in.) casing above, was filled with water. In the belief that a resume of what will be exhibited during this meeting, and a brief record of progress in the seven years which have elapsed since the Institute's first visit to Lake Superior would be interesting, the following statistical data have been prepared or copied from the most reliable sources, and considerations are also presented concerning the development or utilization of some of the resources of the Lake Superior Region. When the Institute, on the return trip from enjoying the charming panoramas of Thunder Cape or Isle Royale, and inspecting the unique development of Silver Islet, passed, in August, 1880, through the St. Mary's Falls ship canal, en route to Escanaba, the boat was lowered from the level of Lake Superior to that of Michigan and Huron lakes (18 feet), through two locks each 70 feet wide and 350 feet long, which had been in use since 1855. But as these locks accommodated vessels which drew 12 feet of water or less, a new lock 80 feet wide, 515 feet long and admitting vessels of 16 feet draught was approaching completion and was opened in September, 1881. The time required to pass the locks was utilized by the members in examining the work upon this new lock and in viewing the Sault Ste. Marie, which in discharging from Lake Superior all average volume of 90,783 cubic feet of water per second, forms a rapid, falling 18 feet in one mile. In a conventional cement plant, the drying and heating of the raw material takes place in the upper section of a cylindrical kiln where the heat exchange is poor. In a Lepol kiln this part of the process is carried out on a traveling grate where the heat exchange is efficient. The increase in fuel economy justifies the greater complexity of the installation.

IN SUBSTANCE, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit, our own oil resources on an equality with American citizens and without hindrance or restrictions. This country: has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need.

NATURAL abrasives of some type are found in all countries of the world. In order of their hardness the principal natural abrasives are diamond, corundum, emery, and garnet, which are termed high grade, and the various forms of silica, including pumice, pumicite, ground feldspar, china clay and, most important, sandstone. The properties qualifying materials for use as abrasives are hardness, toughness, grain shape and size, character of fracture, and purity or uniformity. For manufacture of bonded grain abrasives such as grinding wheels, the stability of the abrasive and its bonding characteristics are also important. No single property is paramount for all uses. Extreme hardness and toughness are needed for some applications, as in diamonds for drill bits, while for other purposes the capacity of the abrasive to break down slowly under use and to develop fresh cutting edges is of greatest importance, as with garnet for sandpaper. In dentifrices, soaps, and metal polishes, of course, hardness and toughness are objectionable.

The Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps—Sudbury, Porcupine, Kirkland Lake and Cobalt—and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensation Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed from underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed necessary to meet the situation, and to provide compensation for the men affected. Amendments in 1926 Arrangements were made for the necessary amendments to the Mines Act and the Workmen's Compensation Act and these amendments were passed in 1926. The Amendment to the Mines Act provided that all underground employees must be the holders of certificates certifying that they were free from tuberculosis of the respiratory organs and further provided that the certificates must be renewed annually. The Government, however, at that time refused to adopt a form of certificate for applicants certifying as to their physical fitness for underground work. FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, in- formation that ultimately can be secured only from actual tests made in the laboratory or in the washery.

T Tahawus, N. Y., National Lead Co. operates the MacIntyre development. Here the world's largest titanium mine produces 5200 long tons of ore per day and pours 8000 long tons of waste rock over its dumps. Concentrated ilmenite is sent by rail to National Lead Co. pigment plants, and a second product, magnetite, is sold to steel producers in raw form or is agglomerated and shipped as sinter. Several earlier attempts had been made to produce iron from the deposits, which have been known since 1826. These attempts failed, chiefly because of titanium impurity. In 1941 the present owners re-established the operation for production of war-scarce ilmenite, and the impurity became the main product.

It is scarcely necessary to point out the important functions of water in the mining operations of man, especially in the State of California, where sluicing and hydraulic mining have been practiced on such a grand scale as to arouse the opposition of the agricultural interests. But the role which water and ice have played in mining or excavating on their own account is not so apparent. The alluvions of existing rivers, and the higher gravel-beds left by ancient streams, are doubtless the result of running water; but how far these gravelly materials owe their origin primarily as rocky debris and fragments of veins to glacial erosion, it is difficult .to determine. Yet we see on every side in our higher mountains unmistakable evidences of the cutting, crushing and eroding effects of glacial ice. We note that mountain-summits have been reduced in height and shaped into rounded and dome-like summits. We know that the general contour of the hills of New England, of the Highlands of the Hudson, and of the mountains of northern New Jersey, is due to glacial carving. The same is true of the Laurentian hills of Canada and of the mountains of all northern regions. And we recognize in the vast deposits of so-called " drift," which are spread out over the surface of the northern States, the chips and debris from the glacial workshops. Thus we cannot avoid the conclusion that there was an enormous amount of cutting and excavating in glacial times, and that vast quantities of veinmaterial and of ores and metals must have been liberated by ice-action.

This paper is concerned with the physical phenomena in the fracture process of presplitting and only indirectly with the establishment of the optimum presplitting parameters. Its nature is therefore qualitative, rather than quantitative. Before examining the problem of presplitting, it is first necessary to study the phenomena which occur when an explosive charge is detonated in a borehole. To do this it is desirable to consider the action of the explosion wave separately from that of the expanding gases.l In the theoretical analysis such a separation poses no problems. Experimentally this was accomplished by use of an underwater-spark discharge to generate the stress wave and by pressurized oil to simulate the pressure of the explosion products. The main role of the wave is to generate a densely radially fractured zone around the borehole. The subsequent gas pressure, exerted against the walls of a highly (radially) fractured cavity, generates a quasi-static stress field (henceforth referred to as static stress field). This stress field was found to be the same as that of a pressurized cylindrical "equivalent cavity" with a radius equal to that of the crack tips. Under these conditions the quasi-static stresses become appreciable and cause further extension of the radial cracks. It was further found that, under gas pressure, the longest of the radial cracks would extend first, and extension of two diametrically opposed radial cracks requires the least pressure. From these observations concerning the single shot the transition to a whole series of more or less simultaneous shots, as in presplitting, can readily be made. In the case of multiple shots, as in presplitting, exactly the same effects occur, but at numerous locations and sufficiently close in time that they interfere with

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James-Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

The rapidity of oxygen steelmaking has created renewed interesl in the mechanisms and kinetics of the various processes involved. These studies can now be approached with increased confidence because of the more adequate thermodynamics, physical chernislry, and relevant engineering infornzation available. These combine to offer promise of useful control and automation if the details of each specific problem can be sufficiently well-defined. The hot filament microscope provides new insig-hi into many of these problems by direct observation at temperature, allowing the appraisal of the relative importance of thermal gradients, convection, and intermediate phases. All of these have a direct bearing on the overall rates and control of most pyrometallurgical processes. It is one of the special privileges of the Howe Lecturer to become better acquainted with this distinguished man. All of us interested in the metallurgy of iron and steel have developed some sense of his widespread influence by the annual reference to his work in these Memorial Lectures. Each lecturer since 1923 has been able to identify his personal specialty with the broad interests of Professor Howe. This has become even more rewarding with the background information from Professor Gensamer's monograph, "Henry Marion Howe's Contributions to Metallurgy, which brings out his happy combination of intellectual and professional activities. Beyond this, I found my personal bond with Professor Howe in his book on The Metallurgy of Sleel first published in 1891.' After a detailed discussion of the dephosphorizing action of slags, he relates the mineral species identified in the frozen sample to the chemistry of the fused slag with the question, "Is it not most philosophic to hold that these independent entities were wholly integrated in the initial magma; that their presence in it was wholly
