Some years ago it was my good fortune to inspect some coal properties in Germany, and the most striking impression I received on my trip was that in that country every one in the coal industry, miners and operators, was proud of the fact-not apologetic about it-and that industrially coal was looked upon as a King. The explanation, of course, was that at least 90 per cent of the entire mineral value produced in Germany was from coal, and that it was the very foundation of the nation's industrial life. The feeling was so different from that existing in the United States among those engaged in producing coal that it made a profound impression on me, and many times since then I have speculated about the reasons for the difference in opinion in the two countries. The fact that gray iron increases in volume, cracks and distorts upon repeated heating and cooling is rather conlmon knowledge. In ingot molds, Diesel engine pistons, carburizing boxes, continuous furnace parts, grate bars, stoker parts, and all castings that are subjected repeatedly to high and low temperatures, the phenomenon of growth presents a vital problem. Ingot molds distort and produce cracks which result in seams or laps and later appear as defects in the finished product. The heads of Diesel pistons frequently fail by cracking in a stellar shape. This is attributed usually to the result of permanent growth. Distortion and change of dimension of furnace parts frequently renders them entirely unusable. In chain grate stokers, mechanical difficulties frequently are caused by the growth of the links. In proper operation these links should never attain a temperature sufficiently high to start growth; nevertheless, some have grown in. on an 8-in. length when improperly operated. Even though the phenomenon is generally known there still exists a deficiency in the explanation of the mechanism of this growth. The field of investigators of this subject has a decided variation in opinion concerning the causes. The problem is of sufficient importance therefore to warrant further consideration. Review of Published Work Since the published work, particularly the European, contains much detail, only the outstanding results and conclusions of the investigators will be reviewed. The pioneering investigations of Outerbridge in 1904 and 1905 brought forth the conclusion that growth was not a function of chemical or crystallographic changes but was a result of the formation of fine hair cracks. These cracks are supposedly due to a nonuniformity of thermal expansion and contraction which ruptures the structure of the material. More recently Benedicks and Lofquist presented a purely mechanical theory, which is similar to that of Outerbridge. A medium is anisotropic if its properties vary with direction. This is the general characteristic of many rocks, for example, schists, slates, gneisses, phyllites and other metamorphic rocks. Bedded and regularly jointed rocks also display anisotropic behavior. This paper is concerned with the influence of rock anisotropy on in-situ stress measurements. It is limited to stress measurements by overcoring techniques for which strains and displacements are recorded either on the walls of a pilot hole at the end of one or several boreholes or within instrumented solid or hollow inclusions perfectly bonded to the surface of the pilot hole. The rock is described as homogeneous, continuous, anisotropic and linearly elastic. The following questions are answered with special emphasis on rocks that can be classed as transversely isotropic or orthotropic: the number of independent measurements obtainable in a single borehole; the number of boreholes required to determine the in-situ stress field; the influence of rock anisotropy on these numbers; the influence of the anisotropy type and the error involved by neglecting rock anisotropy.

Much has been written to explain decreasing profits in American industry. Foreign competition, the attitude of government, rising tax burdens and increased labor costs have been blamed in turn. Whatever the cause, management in the mining industry, as elsewhere, is increasingly aware of diminishing profit margins. A mine operator is usually unable to do much about the causes of decreased profits, even if he knows what they are, but he can check the trend in part by cutting the cost of operation. To do this, he must know what his costs are, which of them are most significant and then go about reducing them in a systematic and logical manner.

Solution-mined salt cavities are being used for storage of liquid petroleum gas, natural gas, and other hydrocarbons; waste disposal or storage; storage of radioactive wastes; and as a surge vessel for air compressed by an electric utility during off-peak hours. Examples of each use are given. Other contemplated uses of salt cavities are noted.

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

DIFFERENT parts of the world in which mineral separation by flotation is practiced experience vastly different natural temperatures, and in some districts there is a big difference between summer and winter tempera-tures. It will be shown in this paper that the temperature is of con-siderable importance where it is desired to separate pyrite or arsenopyrite from other minerals. It is probable that some of the differences obtained in the flotation of these minerals at plants working under otherwise similar conditions are due to temperature variations. The influence of temperature on the flotation of galena, chalcopyrite and sphalerite by xanthates is less marked than its influence on pyrite flotation.

Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale." Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The

IN 1915, the State of California passed a law of great scope and importance. This law has been in successful operation for., year and may be briefly described as an act "establishing and creating a department of. the State Mining Bureau for the protection of the natural resources of petroleum and gas from waste and destruction through improper operations in production; providing for the inspection of petroleum and gas wells; requiring all persons operating petroleum and gas wells to make certain reports" and providing the necessary officers and assessments-to carry out the provisions of the act. The statute provides for a separate department of the State Mining Bureau, under the general supervision of the State mineralogist, with a staff composed of a "state oil and gas supervisor" and four deputies. It rules that all petroleum and natural gas wells shall be drilled, operated or abandoned under the supervision of the State supervisor, who shall order such tests or remedial work as seems to him necessary to protect the interests of property owners and the general public. It also provides for a board of arbitration to consider orders given by the supervisor which are not acceptable to the well owner. Section 18 of the, act, which is the provision that is directly related to, this paper, requires "the owner of any well referred to in this act to keep a careful and accurate log of the drilling of such well;" and further requires that this log shall show the character and depth of the formations passed through or encountered in the drilling, particularly the location and depth of the water-bearing strata; the character of the water encountered (so far as ascertained); whether the water was shut off, and, if so, at what point; that it shall show completely the amounts, kinds and size of casing used; the depth at which oil-bearing strata are encountered; the depth and character of the strata, and whether all water was successfully and permanently shut off so as to prevent percolation or penetration into the oil-bearing strata. -

Vague references to tin-deposits in Mexico are scattered throughout technical literature, and that country has been looked to as a likely source of a part of the world's supply of till at no very distant date; but thus far nothing but occasional small lots have come forward, so that the notion has arisen that these mines are either mythical or unworkable. So far as I am aware, there has not yet been published any description of the tin-deposits of Mexico except a few brief references; and this paper, based on a study of them made in 1892, is therefore offered.

Summary This paper reviews the developments in uranium process technology as a result of modern trends in the design of ion exchange equipment. The operation of the Cloete-Streat fluidised bed contactor is described and pilot-plant development of this contactor for uranium slurry work at Imperial College is outlined. The properties of a suitable ion exchange resin for slurry treatment are discussed, together with a description of relevant rheological properties of ore suspensions. A prediction of ion exchange resin- slurry behaviour is presented in order to establish the feasible operating limits for this type of R-I-P contactor.

THE manufacture of iron and steel is one of the largest of our indus-tries; and in point of size of single plant and equipment certainly the biggest of all industries. By the general public it is generally con-sidered a prime example both of the marvelous technical advances achieved by modern science and engineering in the design and operation of equipment and of the efficiency of big business in the coordination of men and materials. Actually the operation of its basic processes has not changed significantly in either theory or fundamental design of equipment in the past 75 years. Though many other process indus-tries have been born and developed, and not seldom completely revolu-tionized, during this period, the primary processes of making iron and steel are still carried out along the lines laid down, and in the equipment originated so long ago, by Bessemer, Siemens and Martin, and subse-quently expanded to practically the modern scale by Carnegie, Schwab and Captain Bill Jones in the eighteen eighties and nineties. The application of the principles underlying the continuous counter-current physical and chemical interaction of solids, liquids and gases, which have been so successfully used in the rapid evolution of our chemical process industries, has been very largely lacking in the steel industry. In the days of -the last-named giants, especially Carnegie, the steel industry made great and rapid technical progress. Carnegie's ever driving idea (as later with Ford in the production of automobiles) was the finding of new and better ways of making cheaper steel. Carnegie himself was a steelman, and so long as he dominated the industry its technical progress. was rapid; and he, like Ford, was vastly successful financially as well, since his costs were continually being driven lower than those of his competitors by his advances in steelmaking technique.

In this paper the economics for a conventional comminution system, consisting of three stage crushing and one stage ball mill grinding, are compared to a semi-autogenous/ball mill comminution system. Capital and operating costs for a copper concentrator in Arizona at two levels of production, 20 and 40 thousand short tons of ore per day, are estimated. In order to minimize the investment and operating costs, large size equipment is selected for all four cases. These cost data are evaluated and conclusions are presented.

Sparry dolomite from all of the operating mines in the Viburnum Trend of Southeast Missouri have been found by cathodoluminescence microscopy to reveal a systematic pattern of banding resulting from a growth zoning within individual dolomite rhombs. Four principal bands have been recognized throughout the entire Trend and each of the major bands contain even finer internal banding. Minor bands a few microns in width can be correlated in specimens collected ten's of kilometers apart along the trend. The first three principal dolomite bands decrease from south to north. This feature, together with the fact that the white sparry dolomite crystals decrease in abundance from south to north in the Trend, suggests that a major source for the fluids was from the south. The application of cathodoluminescence microscopy to crystalline dolomite demonstrates a strong correlation between ore grade and the intensity of internal banding and dissolution textures.

Accurately predicting the minor element content of an anode product is an important part of an evaluation of copper smelting processes. A general review of the minor element behavior in copper smelting is presented with the techniques to predict anode quality as a function of important process variables. Among variables considered are concentrate composition; recycle of dust, sludges and other intermediate byproducts from smelters and refineries; and other important smelting variables, including matte grade and the slag cleaning process. To evaluate the complex nature of minor element behavior relative to these variables, special techniques have been developed and are described.

Progress in Butte has always been marked by changes which have not only altered the physical appearance of the city, but have also greatly affected the manner and means of mining. The innovation of the Berkeley pit is an example of the former, and the introduction of blockcaving at the Kelley mine is an example of the latter. Now the camp is on the brink of another change which won't be visible on surface but will have an important impact on future underground operations. This change is known as the Deep Level Plan and has been under study for the better part of five years. In this plan all ore from the deep level mines (Mountain Con, Steward, Leonard and Belmont) will be hauled on two haulage levels, at depth, to the Kelley mine and there hoisted to surface.
