Owing to the traffic jam in collection, and transportation of wastes, the air- and water- pollution in incineration plants, and the sanitary trouble in reclaimed land, it seems that the defective existing system of the solid waste treatment in Japan can not follow the change in quality and the increase in quantity of solid wastes. Under these situations, the objective of the municipal solid waste treatment must be to actualize the pollution-free system for environmental protection and the resources recovery system for resource- and energy- saving. From this point of view, AIST of Japan is now engaged in the research and development of the resources recovery system from municipal solid wastes. This paper reports on the outline of the development of resources recovery technology in Japan, including the AIST's project on this matter.

On a low desert ridge six miles south of Cairo lie the remains of the world's earliest known mining town, Maadi of predynastic Egypt. Copper artifacts, including ingots and an ax head which was spoiled in casting, indicate that copper ore was smelted in Maadi, and radio- carbon dating has placed the activity at least as early as 3300 B.C. This is the oldest documented date for the use of smelted copper, the first industrial metal used by man. Copper was mined and smelted almost as early in Asia Minor and on the island of Cyprus, but the greatest development of the budding copper industry was in Egypt, where specific historical records show that about 10,000 tons of copper metal were produced in the period from 1850-1580 B.C. Contrast this production of 35 tons per year with the present world production of about 7 million tpy.

A study of the mechanics of hydraulic fracturing shows the fracture initiation pressure to be a function of the in-situ principal stresses, the formation and fluid properties, and how the wellbore has been completed. The orientation of the hydraulic fracture is perpendicular to the least in-situ principal stress. The geometry of the induced fracture depends on the treatment fluid properties, the injection rate and volume, fluid leak-off and formation properties.

It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is' propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. FORGING under the hydraulic press, which was introduced by Haswell in the year 1861, at the machine shops of the Imperial State Railway Company of Austria, has since been greatly improved, so that at the present time there are very few parts of machines which cannot be produced in this way, and at no greater cost than iron castings. The process is now used at Vienna chiefly for such parts of locomotives as cross-heads, link-bars, axle-box frames, etc., especially where the form is intricate, and there are many angles and projections. These objects weigh from 50 to 150 lb. or more, and it is claimed for them that they are not only much cheaper than ordinary forgings, but are much more regular in form and stronger. The results which Mr. Haswell has attained, after years of patient experimenting, were well shown in the Austrian Department of the Vienna Exhibition by a collection of the pressed objects in iron and steel, just as they left the moulds, with some of them cut asunder longitudinally and the surfaces etched, so as to show the internal structure or direction of the grain. Through the courtesy of Mr. Haswell and his son I saw the hydraulic presses in full operation at the works, drawing down large Bessemer ingots, cutting them up into blocks of convenient size, and forming various parts of locomotives. They have two large hydraulic presses in use; the largest, with a piston 24 inches diameter, gives 1200 tons pressure, and the second, with an 18-inch piston, gives 600 tons pressure. The pressure in the pumps is 600 atmospheres. The action is vertical ; the piston descends upon the work, and for forging ingots is armed with a hammer-like head. An ingot of No. 7 soft Bessemer steel, which was forged in my presence, weighed 2030 lbs. One end being placed upon the anvil, the piston is brought slowly down and crowded into the mass as if it were putty or dough, forcing it each way, but chiefly in the direction of the length of the ingot, this being the narrowest section of the anvil and hammer. The piston is then raised and the ingot is moved forward for a second squeeze, and so on, until the first half of the ingot has been reduced in thickness, when it is turned on edge and the operation is repeated. EUGENE AUSTIN STEPHENSON, better and affectionately known as "Steve," has long been an active and enthusiastic member of the Petroleum Division of the Institute. As its Secretary-Treasurer for several years, he was the spark plug that so successfully carried the Division over the trying period of the early thirties. "Steve" was born at Franklin, Mich., July 27, 1883; graduated from Adrian College in 1905, and later received his Doctor's degree from the University of Chicago where he was an instructor for two years. From 1917 to 1925 he was chief geologist for the South Penn Oil Co. and from 1925 to 1930 he was associated with Ralph Davis, Inc., of Pittsburgh, consulting engineers. In 1930 the Missouri School of Mines called him to Rolla to head a department of petroleum and natural gas engineering. and in 1938 he was invited to build up a similar department at the University of Kansas.

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

DURING recent years thermal drying of fine coal has increased at a tremendous rate, but very little discussion of the several excellent units has found its way into print. This is particularly true for operating and maintenance costs, and the operator who is faced with his first fine coal drying installation must depend chiefly on hearsay when trying to determine what his drying costs will be. This article presents the maintenance and operating costs for the seven drying units now installed in preparation plants of Pittsburgh Consolidation Coal Co. and lists other cost information that should be obtained before any particular drying unit is selected. Plant Description: The fine coal drying section of Plant A consists of four Flash driers operating on two furnaces equipped with spreader stokers. Plant B has one Flash drier operating (together with a screen-type coarse coal drier) on one furnace equipped with a spreader stoker. Plant C has two Cascade-type driers operating on a single furnace with a spreader stoker. Plant Costs: Tables I, 11, and III present the cost of operating these units as reported by the individ- ual plants. As can be seen, the labor rates vary, depending on the amount of overtime paid and the time interval the cost figures cover. There is considerable variation in thermal units used and in the value given to the thermal units at the particular mine. There is some difference in power costs at a given location and, finally, the power costs of conveyors leading to the drying plants were included in some cases. Maintenance supply costs are simply a tabulation of the cost of all supplies used on the driers, furnaces, and stokers. Depreciation is not included, and the tables omit items such as supervision, plant cleanup, oiling, general maintenance, taxes, and insurance. These tables in themselves do not offer a true comparison of costs. This information must be reduced to some common basis. But what is this common basis to be? A mine operator must calculate his overall mine and preparation plant costs in terms of tons of clean coal sold. Unit costs on pieces of equipment within a given plant are correctly calculated on the same basis. However, when unit costs are compared between one plant and another, some thought must be given to unit design. This reasoning is similar to the old argument concerning i solid bowl vs basket-type centrifuges—the units themselves are not directly comparable without their supporting equipment. In 1817, McClure prepared a geological map to represent the boundaries, and they are not controverted at the present date. In 1834, Richard C. Taylor made a survey and report on portions of the basin. In 1835, Prof. W. B. Rogers was appointed by the State of Virginia to make a geological survey, and made six annual reports in which this area was included; but the reports and maps were not published. R. C. Taylor's Statistics of Coal, published in 1855, gave to the public the details of exploration and production, to date, very perfectly and completely. Daddorw and Bannan's work, Coal, Iron, and Oil, published in 1866, repeated the details before given, and advanced some vague theories respecting the coal-field, but gave no new facts. (written discussion*).-Experi-ments with titaniferous ores found in Essex County, New York, made by the MacIntyre Iron Co. in 1914, showed' that titaniferous concentrates are reduced in the furnace with no greater, and probably with less, expenditure of heat, and consequently of fuel, than non-titaniferous mag-netites; and as a greater proportion of their oxygen is removed by carbon monoxide than is the case with non-titaniferous magnetites, a lower fuel consumption for the reduction of iron may be expected. After the furnace was blown out at the end of the experiment, the formation in the hearth was found to be abnormal. The brickwork was replaced, entirely around the furnace, by a layer which at -the tuyere circle was made up of cinder, fine carbon, and coke; the coke, however, gradually disappeared toward the bottom, being replaced by cinder and graphite. The usual salamander of graphite and iron was missing. The material left in the hearth seemed to be cinder that had not drained from the last cast; its composition, though, would indicate that it was in the furnace previous to the taking off of the titaniferous ore. At first, this material was thought to be blast-furnace cinder mixed with less iron and graphite than is normal; but an examination showed it to be made up of cinder with small masses of iron and graphite. There were also patches of a steel-gray material having a metallic luster; a microscope showed these patches to be made up of black metallic crystals interlacing white crystals.

This is the date at which the manuscript must be in the hands of the Secretary, and is not the mailing date upon which it leaves the author's hands. In case manuscripts are sent to members of Technical Committees, they must be in the hands of the Technical Committee a sufficient time in advance of Nov. 23 so that they may be in the hands of the Secretary on the date indicated.
