Coal reserve estimates are prepared using a simple equation: the product of area, bed thickness, density and recovery factors. Each of these elements involves a degree of risk based on certain assumptions. Reserve area, thickness and density rely on certain physical data whose accuracy, reliability and sufficiency may be problematical. Estimates of recovery factors for mining and coal preparation are often subjective. Most reserve estimates assume, sometimes incorrectly, that the subject reserves will be completely extracted. The principle that certain coal resources are reserves, if they can be considered economically recoverable at the time of determination, needs to be reexamined in the light of recent market cycles. Reserve estimating requires the exercise of judgments, the validity of which reflect the qualifications, experience and objectivity of the estimator.

Experimental and theoretical analyses are presented to study the mechanics of growth and interaction for three inclined left-stepping, three inclined right-stepping and two inclined non-stepping cracks in a brittle material subjected to uniaxial compression. It was found that the non-stepping cracks did not interact and they propagated individually in a direction parallel to the uniaxial compressive stress. The propagating cracks formed in regions where tensile stresses developed. The left-stepping cracks interacted and formed branching cracks as a result of failure in tension of the material between them. Also, they propagated from their tips in a direction parallel to the uniaxial compressive stress. The right stepping cracks did not interact, but extended themselves from their tips following a direction parallel to the uniaxial compressive stress. The extended cracks formed in areas of compressive stresses.

In the past few years changes have taken place in shaft sinking. Progress has been made with types of machinery designed, developed, and made available to shaft sinking contractors. This is particularly true of drilling and mucking equipment. Compared with conventional clamshell loading, mucking or loading with a crawler-mounted overshot loader is a new technique for shaft work. There are several methods of clamshell loading. Dravo Construction Co. mounts an air tugger on the clamshell to operate the closing line. The load, or holding line, is attached to the hoist of a crane or whirler at the shaft collar. The clamshell is raised or lowered by the hoist when a signal is given by a bell or light system operated by men at the bottom of the shaft. Two men control the drift of the clamshell with tag lines, pulling it to any position in the shaft for loading, or over the shaft muck bucket for emptying. One man operates the air tugger to open and close the clamshell by means of two lines attached to the operating air valve, just as reins are used to drive a horse. W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

The 118th, meeting of the Institute, which has been arranged primarily for the benefit of the Institute of Metals Division and of those members who are particularly interested in iron and steel, will be held in the Milwaukee Auditorium, Milwaukee, Wis., on Oct. 8 to 11, 1918. This date has been selected because at that time, and at the same place, the American Foundrymen's Association and the American Malleable Castings Association will hold meetings. A notable exhibit of metallurgical and mechanical processes and products, at which over 165 firms will be represented, has been arranged in Machinery Hall, of the Auditorium Building. Wherever practicable, the machinery will be in operation. The program of the Institute's sessions was published in Bulletin 141. A special announcement of the meeting, together with a program of the sessions of the American Foundrymen's Association, has been mailed to every member who was thought to be directly interested in the meeting. A report of the meeting-and of the discussion of papers will be printed in the December Bulletin.

A brief paper on this subject (which might readily be made to, fill a volume) is suggested at this time by several considerations, among which may he named the meeting of the Institute on the borders of Ontario, not far from some of the mining undertakings which are hereafter mentioned ; the mineral developments made in the Province quite recently ; the highly creditable collection of most of the minerals of Ontario, for the first time got together, and exhibited this year at Cincinnati, in the Centennial Exhibition of the Ohio Valley ; and, finally, the recent appointment, by the Government of Ontario, of a Commiesion to inquire into, and report upon the mineral resources of the Province, and the best means to be adopted for their development. The Province of Ontario has no Department of Mines or official geologist, to take note, and keep record, of mining and mineralogical development and discovery. Within the last few years some valuable statistics have been collected by Mr. A. Blue, the Deputy Minister of Agriculture; but recently a desire has risen on the part of the people to obtain further knowledge of these subjects, and the government has appointed a Commission, the report of which is expected to be issued in part, if not in completed form, this winter.

I HAVE already referred to this interesting locality in the opening address, but at the request of some of the members of the Institute, brought before them specimens of the ore and the accompanying rock. The ore, which is cassiterite, is also met with elsewhere in Maine, at Paris and Hebron, but it there occurs associated with orthoclase, quartz, tourmaline, and beryl, in concretionary granite veins, which cut the micaceous gneisses of the White Mountain series. At Winslow the veins traverse an impure gray micaceous limestone, which is found in many parts of this region, and is subordinate to the same gneissic series. The veins, which are seldom more than an inch or two in thickness, are abundant through a considerable breadth of the rock, and are interlaminated with it, occupying places between the sedimentary layers, which are distinctly marked by different shades of color. Occasionally, however, they cut across the stratification for a little distance, showing that the disrupting action was not always confined to tearing the layers apart. The vein-stone consists of purple fluor-spar, and silvery white mica with quartz. In this gangue the cassiterite, nearly black in color, is disseminated in small crystalline masses, sometimes one-half an inch in diameter, and is associated with a little mispickel. I have only seen the veins as exposed at a single point, but was informed that similar veins holding the ore are met with at a distance of several thousand feet.

H. A. BUEHLER, Rolla, Mo. -I consider the lead .and zinc deposits of the Mississippi Valley to be the result of descending waters. There are many features that we have not determined and yet when you see the general field relations, it seems to me that the cause and effect can be well explained by descending circulation. In the Joplin-Miami district, for instance, the ore deposits are connected with openings or with old cavity fillings which have a direct connection downward from the surface to practically 300 ft. In the Miami camp, in the western part of the field, some of the deepest orebodies are directly connected with water, channels; the same condition has been obvious and always present with the shallower ores. I speak of one deposit that I have examined more thoroughly than any other in that district, the Admiralty property, which contains large openings or caves at the deepest levels. It seems to me that waters which would pass upward through 1800 ft. of dolomite would be saturated with lime and magnesia so far as the carbon dioxide of those waters would dissolve them, and therefore, on

The San Francisco Chemical Co. has been actively interested in phosphate mining since 1908. It was, in fact, the first company to make claims on properties in the western phosphate belt. From the period of 1908 to 1947, the company's phosphate operations were centered at their Waterloo property, five miles east of Montpelier, Idaho. A small tonnage of phosphate rock was shipped annually from their underground mines in that area. In 1945, the company started the first western open-pit phosphate mine on the slopes of Waterloo Hill. In 1947, they obtained an option and lease on the Beckwith Hills' deposits in southwestern Wyoming, some 25 miles south of Cokeville. While the operations at Montpelier and the Beckwith Hills are both open pit, there are many differences which suggest separate treatment in this paper. Structurally, the Waterloo Hill is the west slope of an anticline. The beddings dip from 20" to 35" to the west. Erosion has caused the footwall exposures (Well's formation) to appear in the upper areas as a series of apices, giving the outcrops a festooned arrangement. Pulverized coal has been introduced at the anode where it is oxidized during the electrowinning of metals from their aqueous solutions This substitutes an electrochemical reaction between coal and water for the usual oxygen-evolving half-cell reaction at the anode, with the result that overall cell potential is significantly lowered and the consumption of electrical energy is correspondingly reduced. Experimental results are reported for electrowinning copper as an example of this novel modification of the electrowinning process in this example, the use of coal lowered the consumption of electricity by two-thirds of the requirement of the conventional process When the potential electrical energy of the coal consumed is considered the new, coal-assisted process consumes about 45% less energy, and the energy costs (combined costs of coal and electricity) are reduced by about 50%.

(written discussion *).-From a theo¬retical point of view the best method to maintain the cold junction at a constant temperature is by means of a pipe driven in the ground, to which the so-called cold-junction compensating leads are run, ;and of course there are many times and places where it can be successfully used. There are, however, several objections to this method. In the vicinity of any furnace there are apt to be underground flues for preheated air or gases, recuperators, water mains, etc., which will eliminate the probability of a constant temperature. These, of course, can be avoided by carrying the leads to distant locations known to be free, but this is not good practice because the so-called compensating leads have a rather high re¬sistance, which materially affects the accuracy of even the high resistance instruments, unless they are specially calibrated for it. Moreover, the cost of these long leads is almost prohibitive. A better way is to run short lengths of compensating leads to electrically heated constant¬ temperature boxes conveniently located near the furnace in a place that is of fairly uniform temperature. These boxes are on the market and can be procured at a cost that is approximately equal to the cost of 100 ft. of compensating leads. They can be connected to any power or lighting circuit and once set require very little care. One box will ac¬commodate a number of couples.

The vapor pressure of zinc in equilibrium with solid ß AgZn alloys has been measured by the dew-point method. The thermodynamic activities of silver, and the molar heats of formation have been calculated. Similar measurements have been made for the ternary alloys formed by adding gold to AgZn. An apparent particle size effect has been observed for AgZn filings. The vapor pressure of zinc over filings is 15 to 20 pct higher than over the solid alloys. STATISTICAL methods have been used to inter pret the thermodynamic activities of the components of a solid solution in terms of average equilibrium atomic configurations. In some cases, the atomic arrangements can be measured by X-ray methods, and the results are usually expressed in terms of short range order parameters. Only in the cases of Cu³Au and AgAu have there been sufficient X-ray and thermodynamic data to verify the assumed correlation between the X-ray and the thermodynamic measurements. In Cu³Au the agreement is good; negative deviations from Raoult's law are observed and the number of Cu-Au nearest neighbor pairs predicted on the basis of the thermodynamic treatments agrees quite well with the number of such pairs observed by the X-ray methods. The ß brass alloys present a different set of conditions. The ordering is so rapid in these alloys that the disordered state cannot be retained on quenching. In contrast, the disordered state in CuAu is easily retained on quenching. On heating, the ordered ß brass loses its long range order continuously as the critical temperature is approached; in Cuau the order decreases slightly on heating and then drops discontinuously to zero at the critical temperature. These differences indicate that the short range order configurations in ß brass systems may be of a different character than in Cudu systems. However, X-ray measurements of local order cannot be made in the Cu-Zn alloys because of the similarity in scattering factors. The alloy AgZn is isomorphous with CuZn, however, and recent experiments have indicated that there is a good possibility of observing short range order in this system. Another complication arises in the case of ß AgZn. The disordered body-centered cubic structure exists above 280°C. On quenching from above this temperature an ordered structure of the cesium-chloride type is formed. On slow cooling, however, a complex hexagonal structure, the 3 phase, is produced; and if an ordered quenched alloy is reheated the phase begins to form above 80°C. It is thus difficult to study local order by X-ray methods in single crystals of AgZn since the C phase formed on heating does not necessarily return to a single crystal of the original orientation. The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

W. 0. Philbrook (Carnegie Institute of Technology, Phila.)—Mr. DeVaney's paper is a valuable addition to the growing technology of the magnetic roasting of lean iron ores. His furnace is ingeniously designed to permit close control of the process and to achieve high thermal efficiency by counter-current heat exchange and the withdrawal of both solid and gaseous products at relatively low temperatures. The principle of using a lean reducing gas to avoid over-reduction of the ore even at high operating temperatures (for rapid reaction rate) is thoroughly sound. The gas analyses and flow rates reported, however, are internally incon- sistent and render suspect any details of a heat balance based upon them. While it is entirely proper to consider the entrant gas as a reagent and to account only for the heat evolved by consuming a portion of the gas, many operators are accustomed to a heat balance using the total calorific value of the reagent supplied; and comparison of heat balances made with different bases of calculation can be quite misleading. Since Mr. DeVaney's paper is likely to be cited frequently in future discussions of magnetic roasting processes, it seems worth while to point out the internal discrepancies and to give alternate values of heat requirements for different bases of calculation.

For over 200 years meerschaum has been a significant item of trade between the Near East and countries to the west. Best-known for its use in making smoking pipes and cigar and cigarette holders, it is also used in making a variety of decorative and ornamental items. It is easily carved, and is given an attractive, lustrous finish by rubbing. No published specifications are known, but compact form, purity, uniform whiteness or light color, and uniform, porous texture appear to be requisites. Fig. la shows the appearance of a piece of crude meerschaum from Turkey; [Fig. lb a carved item; and Fig. lc, d, and e] show the fibrous and porous texture as revealed by the scanning electron microscope. Neither a major industrial mineral nor a precious stone, meerschaum nevertheless holds a record of long-and continuing-association with art and personal affairs of man. It is also a mineral to which modern methods of exploration and production probably could be profitably applied. An interesting account of the preparation and use of meerschaum in the early part of this century is given by Sterrett (1907). Geology and Mining Mineralogy Meerschaum is recognized now to be the compact variety of sepiolite, the claylike variety of which is one of the minerals included in the chapter on clays. The word "meerschaum," from the German meaning "sea foam," was in earlier times used synonymously with "sepiolite," a word of Greek origin suggestive of the resemblance of the compact variety-then the only variety known-to cuttlefish bone. At one time "meerschaum" was used as the commercial name, and "sepiolite" for the scientific name. However, to think of meerschaum as the name by which sepiolite is known commercially is no longer valid, in view of the recent emergence of the earthy variety as a competitor of bentonite and other clay materials. Present tendency is to restrict the term "meerschaum" to the compact variety, and to use the term "sepiolite" as a more general name to include both the compact and earthy varieties. This is the terminology followed in this publication.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.
