The greatest single obstacle in the path of constructive action in making conservation a reality is the inherent discord in the hearts of men. A perfect society doubtless is many millenniums removed from the present generation, but it must be admitted that progress toward a conservative use of our natural heritage with the altruistic concept of the greatest good for the greatest number for the greatest time can be attained only by a society in which discord is reduced to a minimum compatible with the limitations of human nature. Daily industrial discord is witnessed between management and labor which passes the bounds of arbitration and results in stoppages of production, waste of productive capacity, idle capital, idle labor, and the complete loss of the most unrecoverable element of all-time. The conservation of material things cannot progress independently of the conservation of the efforts of the human worker, and the results of these efforts are proportional to life itself as measured in hours and years. Unfortunately discord passes international boundaries, and the story of war is as old as the story of mankind. Our recent attempts of international control of nations appear to be dismal failures. This study compares the costs of transporting coarse coal by pipeline versus more conventional belt conveyors. Hydraulic conveying of crushed (not pulverized) coal has not had widespread commercial acceptance. However, there is little doubt that the technology is available, so that, should this method be proven economical for a given application, implementation will become more acceptable.

Discussion of the paper of J. NORMAN BULKLEY, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 355 to 373. GRAHAM BRIGHT, E.. Pittsburgh, Pa.-On p. 265 mention is made of a change from steam hoist to electric hoist. The arrangement mentioned, of using a geared motor, and having the gearing and counter-shaft in a separate, self-contained unit, and then connecting that to the hoist by means of a flexible coupling, is very good. Sometimes, however, it is necessary to change a geared hoist over to an electric hoist. 'In that case the motor could be either direct-connected to the countershaft or geared to the countershaft, making a double-reduction gearing. Trouble has been experienced with this method on account of the hoist not being designed for electric drive. It may be of a rather light construction which will not stand the forces obtained by steam operation, the maximum being determined by the steam pressure which can be obtained in the cylinder. With motors of hoisting types, torques, can be obtained, which are so far in excess of anything that the steam engine could give, that this sometimes results in disaster when a motor is applied to a hoist of that type. If the operator gets a little careless, he may overstrain the hoist, And cause damage, so that this question should be looked into when changing from a steam hoist to an electric hoist. The hoist should be rugged enough to stand the torques which may be attained by careless operation, in which case, instead of using a three-bearing motor, with a pinion between two of the bearings, it is much better to arrange for a two-bearing motor, arranging for a coupling through a flexible coupler. In another place trouble is mentioned as due to the vibration of a geared hoisting motor. That can be overcome by supplying a flexible coupling between the motor and the hoist proper. You will find, if a flexible coupling is furnished, that the motor troubles will largely disappear. K. A. PAULY (communication to the Secretary*), Schenectady, N. THE United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in .this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and, the general results of the explosions have been carefully recorded and. studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and valuable information will be obtained in. the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the farmers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining industry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages.

A GREAT labor, surely, is that of the coppersmith, since his every work must be hewn from the mass of copper by force of the hammer. At the beginning, middle, and, end all his works are inconvenient pieces and unpleasant to handle. If the work is done on the forge with the fire, it is done in order to refine or compose it into masses again, for drawing these out while hot with the blows of some heavy hammer, or in order to put the works in a condition that allows them to be drawn out while cold and worked. In this he puts all his labor and industry. He who works at this art often makes use of large hammers, sometimes of small ones, and sometimes of those that have a long iron head and a short handle. With these he is obliged ever to proceed in one of these activities, either extending the work lengthwise, narrowing it, or widening it. This is achieved by the manner and direction of striking and therefore it is sometimes hammered on the inside, sometimes on the outside, sometimes with the peen, and sometimes with the flat head. For instance, when he wishes to close it up he strikes it on the outside with the peen, and if he wishes to widen it he strikes it on the inside with either the flat head or the peen. In this way he proceeds to shape it with constant patience, and to make all the vessels that he works graceful. This metal, as I have told you, is soft, flexible, and tenacious under the hammer. It yields with a certain toughness, provided, however, that it is fine and without admixture of a trace of tin or other metal. To be born in the East, reared and educated in the West, to do graduate work in Germany, leading to the doctorate in metallurgy, and to wind up-for the time being at least-in the Middle West as head of one of the outstanding mining and engineering schools of the country, is a unique career. Curtis Laws Wilson, dean (and in most respects, president) of Missouri School of Mines and Metallurgy at Rolla, is a native of Baltimore. He came to Anaconda in 1918 and in due course was graduated from Montana School of Mines, with an exceptional record. In 1921, after experience in metallurgical research at Anaconda, he became instructor in metallurgy at his alma mater. Because of his ability as a teacher, he rose rapidly to head of the department after special work at Columbia in 1923-24. In 1927, Wilson was granted leave of absence to study physical metallurgy under the great Tammen at Goettingen, and returned with his doctorate to his work at Montana School of Mines. The year 1926 has seen few radical changes or developments in methods of drilling and handling oil wells, but it has been a year of steady progress and development in deep drilling and production methods. Probably the outstanding development of the year was recognition by the directors of the American Petroleum Institute of the importance of natural gas in the production of oil, and the Institute directors' resolutions in December, 1926, regarding regulation of gas production with oil by state legislation. This matter is extremely important and will receive the attention of the industry in 1927. Advances in Drilling Equipment The history of the progress of deep well drilling is the solution of problems as they have confronted the operator. As the prospects for deeper production have become apparent, methods of penetrating the earth to greater depths have been devised. Rotary Equipment Improvements in the construction and in the methods of operation of rotary drilling equipment have practically caused elimination of cable tools in California for all but shallow work. The rotary drill, from 1910 when it began to be a practical factor in California, has been making steady advances, first displacing cable tools for drilling to the oil sands in proved fields and later displacing the cable-tool outfit entirely. With the perfection of machinery for taking core samples of the formation penetrated, the rotary drill has become generally used for wildcat work, continuous coring being practiced when desirable. Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should coder handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

We are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England, is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany.'' Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient in the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may be a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion. In the United States we have such an admixture of unassimilated foreigners that the problem is more difficult, and as yet we have not been brought to that point of stress which has arrived in England. A METALLURGICAL process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the dis-tillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working block must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort -to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retort-ing plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the- introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties.

The method of treating hazards wherein value is decreased, is cited by R. D. Parks. Quite properly, the theory of probabilities is made use of when multiple hazards are under consideration. E. F. Fitzhugh, Jr. deals with the enhancement phase graphically and uses percentage of expectancy as derived by a study of conditions and the selection of a chance factor. It is believed that both of the authors referred to fully recognize the part which human judgment plays, and as coupled with experience, training, and the application of the theory of probabilities; in that respect the composer of this paper is in accord. Within the past year, the task of arriving at a mathematical method for handling the enhancement phase, and, additionally, coupling the negative and positive phases, was explored. The ultimate goal in rock mechanics is to make quantitative predictions of the response of rock to changes. Measured and calculated values of changes in displacements or temperatures in the rock for six different field experiments are compared using linear regression. When values of the mean compressive stresses are large compared with the values of the deviatorial stresses, linear elasticity, using values for Young's modulus from laboratory tests, provides a good predictive model. However, if the values of the mean compressive stresses are small compared with those of the deviatorial stresses the behavior and response of the rock, though systematic, is not linear. Linear heat conduction provides good predictions of changes in rock temperatures but thermal displacements are not predicted well by linear thermoelasticity.

WHEN bronze is melted in open-flame furnaces a considerable amount of slag is formed during the melting operation. This slag maybe incidental to the melting practice or it may be formed intentionally by slag-forming constituents added to the furnace charge to provide a covering for the melted metal. When this slag is removed from the furnace, it contains, in addition to the free metal carried with it by the skimming operation, a considerable amount of metal as oxide either combined or mechanically mixed with it. By the usual crushing and washing methods this metallic oxide generally goes to the tailings pile, so diluted by other foundry waste that its recovery is economically impossible. If this furnace slag is not mixed with other foundry waste, practically all of the metal oxide as well as the free metal may be recovered by some form of smelting operation. The first side of the problem to be considered is the amount of slag produced. It may not be true that the majority of foundries have no record of the amount of slag made, but it is certainly true that a very great many either have no record or pay little attention to it. Usually the collection of furnace slag for one normal week's run will be sufficient to determine the advisability of its being handled in a different manner from the crushing and concentrating generally employed. If a large representative sample of the accumulation is crushed and concentrated and the recovery compared with the results of a careful assay, it will be found that a large percentage of the total metal content was lost in the washing process. The percentage of loss will be greater than the metallic oxide content, as some free metal in extremely fine particles always is carried away in grains of slag. From such a comparison, it may be determined whether or not the slag should be melted, sold or treated as before. An example of an actual test of this kind is given below. In a foundry melting 50,000 to 80,000 lb. of bronze per day, a week's accumulation of furnace slag and ladle skimmings amounted to 16,500 lb.-over three times as much as the foundry superintendent estimated before the accumulation was made. One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

The Thompson Creek Coal & Coke Corp. operates three coal mines which presently supply the United States Steel Corp. with high grade, medium volatile coking coal at a rate of 1000 tpd. Mining is done at an elevation of 8000 ft, approximately 13 miles southwest of the small town of Carbondale, Colo. The coal is cleaned mechanically by heavy media and Deister tables, after which it is trans- ported to the railhead at Carbondale. GENERAL GEOLOGY The coal beds in this area lie in the Mesa Verde formation of Cretaceous age. Three beds are now being mined, with a fourth possibility pending further exploratory work. Formation of the Rocky Mountains tilted the sedimentary strata approximately 30º and created considerable faulting throughout. These faults, which range from a few inches to 35- ft displacement, constitute serious obstacles to mining.

This paper traces the history and performance of a coal degasification project in the Black Warrior Basin of Central Alabama. The primary coal beds being degasified are the Mary Lee and Blue Creek. The area being developed for gas production is also scheduled for underground mining in two to seven years. The paper discusses the early data collection and evaluation. The coals are extremely gassy with some measurements in excess of 500 SCF/ton. Five experimental wells were drilled and produced. Geologic heterogeneities were encountered which affect the performance of the project. Drilling and completion practices together with well design considerations compatible with under- ground mining are discussed. Finally, the gas gathering and sales system together with the early production history is illustrated.

The American Mining Congress, of which the President is Carl Scholz, and the Secretary is J. F. Callbreath, and of which many of the officers and directors are prominent in Institute affairs, has extended to the members of the Institute a cordial invitation to attend the nineteenth Annual Session of the Congress, to be held at the La Salle Hotel, Chicago, Nov. 13 to 16, 1916, and to take part in its deliberations. The morning sessions will be, general meetings at which the attendance of all members of the Convention is hoped for, and which will he devoted to a discussion of subjects related to the three several heads, "safety," "efficiency" and "conservation." The afternoon meetings will be divided into several sections, each devoted to the discussion of subjects of interest to its special branch of the industry. It is planned to have 811 papers printed and distributed, allowing the author a limited time in which to present the salient features of his address and giving up the greater part of the time to a discussion of the subject presented by members on the floor. By this plan it is hoped to have a free expression of opinion and to provide ample time for reaching conclusions to be embodied in resolutions representing the best thought of the mining industry.
