WHEN a local man has attained high position in business and civic affairs at home, his fellow citizens feel elated if his attainments are given recognition in the form of election to office in an organization of national scope. Eugene Ainsworth White, a new Director of the Institute, is one of the must prominent citizens of Tacoma, where for the past thirteen years he has managed the Tacoma Smelter of the American Smelting and Refining Co. A list of the civic duties he has carried with distinction would be a long one; for recent years it would show that he has been chairman of the Community Chest, vice-president of the Chamber of Commerce. and a member of the Pierce County Taxation Bureau.

The United States Employment Office of the Department of Labor, of which the division of engineering and education, under the direction of A. H. Krom, maintains an office at 29 La Salle Street, Chicago, Ill., is engaged in a classification of engineers in order to make their services more readily available in case of need. We have received a form used by this division, on which it requires only a very little time to indicate one's particular line of work, his experience and the salary that he desires. We have been asked to impress upon members of the Institute the distinct advantages that come through registration. Filling out the blank entitles an engineer to free employment service, provides him with direct contact with the Government, supplies him with information in regard to engineering affairs, and helps him to become successful in his profession. The Government wishes every technical man to register, so that it may know the strength and location of the engineering reserve. It is therefore the duty of every patriotic engineer, whether he needs a position or not, to register at once. Blanks can be obtained by addressing the office above noted.

R. W. NEWCOMB,* New York, N. Y. (written discussiont).-On page 1638 mention is made of a new -instrument with an exceptionally high resistance that has been developed by Charles Engelhard. All friction and wear of moving parts of the moving system has been elimi-nated by replacing the hardened steel pivots and jeweled bearings, commonly used on other instruments, by a double metallic filament, one at the top and One at the bottom, under slight tension. Any pos-sible distortion of the moving coil, because of tension, has been eliminated by introducing a solid spindle as the axis of the coil between the points on the coil where the metallic filament is attached. The filaments serve not only as a support for the moving coil; but also to lead in the current from the binding posts to the moving coil, and as a source of counter-torque; instruments so constructed, do not require leveling, and are mechanically very robust. The clock of the recorder serves only to drive the chart at its specified rate and -to operate a small contact-making device; i.e., there is no other mechanical load on the clockworks. The contact-making de-vice is so constructed that there is a quick-make, a quick-break, and a wiping effect while the contact is being made. Contact surfaces on this switch are of platinum platinum-iridium. The operation of this contact, which occurs once each minute, sends a current, from a 6-volt supply; through a solenoid magnet, which operates the depressor bar mechanism in the case of the single-record instrument; in the case of the multiple-record instrument, it operates the automatic switch and color-changing features, as well as the depressor bar.

The presence of calcium ion in iron ore pulps that are upgraded by selective desliming can result in indiscriminate flocculation of both iron oxide and siliceous gangue slimes. In order to overcome this adverse effect, deflocculation by three complexing agents, namely ethylenediaminetetzaacetate (EDTA), sodium tripolyphosphate (STPP), and sodium hexametaphosphate (SHMP), was investigated. The precipitates and complexes of these agents with calcium ion were characterized by potentiometric and conductometric titrations, and the surface properties of quartz and goethite were studied in the presence of calcium ion and of the complexing agents by means of streaming potential measurements and flotation tests. The results were then correlated with selective flocculation tests on an artificial mixture of quartz and goethite. EDTA markedly improved the selectivity of flocculation when added in near stoichiometric amounts, whereas STPP was less effective and SHMP was totally ineffective due to strong, indiscriminate dispersion. Remanent calcium polyphosphates on the goethite surface interfered with the adsorption of starch flocculant.

THE introduction of the tungsten-carbide bit and the single-use bit to the mining industry has had far-reaching effects on the advancement of drilling techniques. Six years of testing these new bits has disclosed new factors not previously considered. The mining industry, which is ordinarily slow to change, has accepted the new methods of drilling as a possible relief for the reduced manpower available to the mines. In 1950 an extensive program of testing was begun at the Calloway mine of the Tennessee Copper Co. to gather data on rock-drill bits and drill steel: When these tests are concluded the information should be sufficient to establish a drilling program. The scope of this article is a progress repor the years 1950 and 1951. The deposits of the Ducktown, Tenn. mining district are massive sulphide replacement lenses in folded and metamorphosed Cambrian schists and graywackes. The primary ore consists of pyrrhotite, pyrite, and chalcopyrite with minor amounts of zinc blende, bornite, specularite, magnetite, quartz, chlorite, and iron-magnesium-lime silicates. The deposits are high-temperature hydrothermal replacements. The drilling conditions vary from a hard highly siliceous rock to the softer material of the ore body, thereby giving a range of hardnesses to be considered. Single-Use Bits Test work was done first on two single-use bits to determine life expectancy, costs, rate rate of penetration, gage wear, and ease of use. Lack of a system in scheduling the replacement of capital equipment can result in emergency purchases of units which may later be found unsuitable for the job. New York Trap Rock Corp., which produces crushed stone for use as construction aggregate, was faced with just such a situation some years ago. The company replaced capital equipment only when machinery in use was no longer serviceable, or when there was an obvious need for different equipment. Operating and maintenance costs were generally neglected because an efficient method was lacking. New York Trap Rock has four plants located along the Hudson River, all within 70 miles of New York City. Crushed stone output-6 million tons a year-is moved to markets in metropolitan New York, New Jersey, and Long Island areas by water transport. Customers are contractors with ready-mix concrete and asphalt plants located on the water.

MATTESON, Houston, Tex.-I think that Mr. Powers has given us some very valuable information on the Healdton field, which is of material interest in view of the fact that the Healdton field has passed Cushing in the point of production, and if not leading, stands second only to the new El Dorado field in the point of production of the oil-in this country. Mr. Powers says that the deepest producing sand at Healdton is 1860 ft. Within the last 3 or. 4 months they have drilled to 2700 ft. there and found a sand which is producing very high-grade oil, if I remember correctly, about 42 gravity. Another very important point brought out by Mr. Powers is the fact that the Pennsylvanian beds and the Permian beds are conformable according to his interpretation. He seems to have based his interpretation upon the gathering of a number of well logs and a very careful study of them, but it seems to me the information furnished by the, well logs is really insufficient to justify such an important conclusion. In the first place, the difficulty of interpreting the line of demarcation between the Permian "Red Beds" of Oklahoma and the top of the Pennsylvanian is apparent, for the reason that sometimes the uppermost Pennsylvanian formation has a reddish phase and the line of demarcation is not very sharp.

The unit-train for moving mineral raw materials is considered by many railroad men as the most significant contribution toward reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling, results in the maximum utilization of equipment. For example, before the unit train was placed in service on coal hauled to one of Mid-Continent Coal and Coke Company's customers, about 900 cars and 9 locomotives were needed to move its coal requirements, compared with 250 cars and 6 locomotives currently used. If unit-train economics are to be achieved, coal companies cannot use railroad cars as small storage bins on wheels to accumulate their coal in train-load shipments, instead, these companies must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time.

William Kelly, Vulcan, Mich.:—In the northern part of Bedford county, Pa., the county immediately south of Huntingdon, the Clinton measures appear along the eastern slope of Tussey mountain near its base. The only iron-ore bed that has been worked is in the upper part of the formation. Along the mountain this seam has a dip of more than 60°. At the outcrop the ore is soft and rich, but with depth it passes often abruptly into an almost pure limestone similar to that described by Dr. Rutledge. The soft ore extends deeper in the cross-gullies than it does under the higher gound between the depressions. The slates adjoining the rich ore have been weathered, but where in juxtaposition to lean ore and limestone they are hard. At the Kidd Creek mine operated by Ecstall Mining, Ltd. near Timmins, Ontario, Honeywell has installed a sophisticated new quick- thinking computer system that keeps tabs on conditions along three separate processing streams at once and relays continuous 60-second data to the mill operator. Believed to be the first of its kind, the system picks up data from two independent x-ray spectrometers simultaneously. A digital computer from Honeywell's Computer Control Division receives and interprets real-time information gathered by online x-ray analyzers, and the system then advises control room operators of the relative amount of each of five elements at five points in each of the three process streams. The system is reported to provide a quantitative analysis of the five elements at a given point in the process within one minute-which is about 120 times as fast as a chemical laboratory assay could be performed. With this instant data at his command, the mill operator can make timely process adjustments to correct any deviation from optimum flotation results, thus salvaging valuable minerals that would inevitably be lost with slower detection methods. The minerals recovered at Kidd creek are copper, lead, iron, silver and zinc.

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

No democracy such as ours, can ever be prepared for war, because we could never conceivably be the aggressor. The aggressor prepares in secret, designs his new tactics, and invents and makes new equipment and selects the time to strike. If a democracy prepare done year and the war came later, all that it had one would have to bed one over. All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.
