THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.

Perhaps the greatest challenge to the non-ferrous extractive industry, aside from discovery and cost reduction, is the continuous effort toward the total recovery of metals. This is-and must continue to be-a joint endeavor on the part of the miner and the smelter, the first to trend constantly toward that form of concentration most amenable to the smelter and the latter to upgrade technical efficiency on the product delivered. What follows will be a smelter's-eye view of the relative value of gold, silver, copper, lead and zinc as they each are contained in copper, lead and zinc concentrates. The variety of combinations is obviously of such a magnitude that it will be necessary to restrict the observations to fundamental concepts.

Alexander N. Winchell, Butte, Mont. (communication to the Secretary): Mr. Spurr calls attention to the fact that an ore-deposit may be due to a succession of concentrations at different geological epochs. He cites an example of such a condition on Napoleon creek, a branch of Forty-Mile creek, Alaska. It will perhaps be of interest to call attention to another example of the same general character, not so remotely situated. The example referred to is located on Pole creek, a tributary of Cherry creek, in the extreme northeastern part of Madison county, Montana. An excellent geological map of this region is to be found in the Three Forks folio (No. 24) of the United States Geological Survey. According to this map, Pole creek, in its upper course, occupies the contact between the " Flathead " formation, which Peale correlates with the Middle and Lower Cambrian, and an area of gneisses and schists supposed

This paper describes the observed variability of the chemical composition of coal preparation plant refuse for the major producing seams of Kentucky. Both the Appalachian Coal Field of eastern Kentucky and the Eastern Interior Coal Field of western Kentucky are represented. Also reported is the variability observed in the chemistry of the coal refuse due to cleaning, and the observed chemical variations between past and present production samples. This represents part of a larger study directed toward characterization and utilization of Kentucky coal refuse.

Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

Arthur H. Elliott, New York, N. Y.: We have all been very much interested in the results of Dr. Bone's work, which Mr. Ellis has presented to us this evening. The high temperatures attained by this method perhaps afford us an explanation of the temperatures reached in the puddling-furnace with its crude and almost primitive methods of burning fuel, by means of which we have, nevertheless, been able to melt iron in a comparatively short time, and keep it in a molten condition down to a high degree of purity. No doubt many of us have wondered, as I have done, how such a result could be obtained in such a way; and it occurs to me that, perhaps, Dr. Bone has supplied the explanation in disclosing the effect on combustion of burning gas and air after passing through, and in contact with, a porous refractory body. May not the fettling of the puddling-furnace have, in some degree, an effect upon the combustion like the influence of the porous diaphragm employed by Dr. Bone ?

I DESIRE to call the attention of the Institute to a novel system of dredging, which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at least of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circumstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges ; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action ; and, so long as holes could be bored and fired in solid rock, this process was effective enough. In June, 1906, I delivered to the graduating class of Lehigh Cniversity an address upon this subject, the substance of which, with sundry omissions and additions, was subsequently repeated, in October of the same year, in an extempore address before the Schenectady branch of the American Institute of Electrical Engineers. The latter, as stenographically reported, was published in the Proceedings of that society for November, 1906, and was referred to by President John Hays Hammond in his address at the Chattanooga meeting of October, 1908. Requests have been received from various quarters for the repub-lication of this address by the Institute. This I do not regard as necessary or proper; but I yield to that demand so far as to reproduce in the Transactions a summary of my views, as expressed in the two addresses above mentioned.

Forecasters, in estimating long-term energy requirements and supplies, have predicted a bright outlook for coal. Some predictions have annual coal output reaching 800 million tons by 1980, almost twice the average of the last five years. These projections assume that ultimate consumer energy products will be supplied adequately not only in volume but also by kind and type. The consumer energy schedule shifts continually as it reflects the changing demands for numerous uses. Its appearance, expressed generally in proportions of solids, liquids, gases and electricity, is quite different today from what it was in 1940. It may change even more by 1980. Thus, the shares that coal and the other energy sources will have In total supply will depend upon how well each source can be processed into products that will be accepted by consumers.

A manpower shortage during this emergency appears inescapable. It therefore becomes necessary to develop the highest possible efficiency. Employee training is a concomitant of economical, high production. Training keeps employee morale high, reduces waste, improves skills, and increases production without speed-up or overload of workmen or supervisors.
