IT is no great exaggeration to say that present grinding practice and economics are largely determined by lining design. A record of outstanding liner wear can be achieved with any liner surface pattern that will positively lock the outer layer or layers of grinding media. With no slippage, lining wear is bound to be slight. At the same time, popular practice calls for tumbling loads of about 50 pct of mill volume to obtain maximum grinding capacity. Innumerable parallel grinding investigations have verified that optimum speed for such a mill lies within 70 to 85 pct of theoretical critical speed. If the mill is speeded up to 100 pct of critical, little or no grinding can be accomplished. Earlier Work on Supercritical Grinding: First investigations concerning grinding at supercritical speeds seem to be very old. Remarkable work on the subject has been performed by White,&apos; and his experiments have been described and summarized by Richards.&apos; White&apos;s contributions seem to have passed unnoticed by Fahrenwald,2,3 whose extensive experiments have been well presented, yet apparently very little appreciated. Additional work on grinding at supercritical speed has been reported, e.g., by Lewenson and Tscherny,&apos; USSR; Anselm and Grunder,&apos;, Germany: and Rose and Evans." Great Britain. Subcritical and Supercritical Speeds: In the formula of the critical speed given in the textbooks of mineral dressing, no factor indicating the coefficient of friction is generally included. If this factor = 1.0, which is equivalent to grinding conditions in a mill provided with heavily ribbed lining, the formula of the critical speed holds as such and grinding is possible at subcritical speeds only. In a mill equipped with a smooth or relatively smooth lining, the numerical value of the friction factor in the denominator of the formula becomes <1.0, indicating that grinding at supercritical speeds should be possible in such mills. It has been recently shown by the author&apos; that a wide supercritical speed range will become available for grinding—and especially for fine grinding—if the basic conditions within the mill have been selected properly. Mathematical analysis of mill dynamics at supercritical speeds&apos; has indicated that the mill speed may be increased if: 1) total mass of grinding medium decreases, 2) mass of the individual grinding piece increases, and 3) the coefficient of friction between the outer layer of medium and the mill lining decreases. It is obvious that the mass of the individual grinding piece will be affected by its shape and by its specific gravity. The coefficient of friction decreases with: 1) increasing smoothness of liner surface, 2) increasing roundness of the grinding piece, 3) increasing fineness of material to be ground, 4) decreasing pulp density, and 5) decreasing hardness (abrasiveness) of the mineral to be ground. In a mill equipped with heavily ribbed lining, practically no size reduction will take place between the lining and the outer layer of tumbling medium, because slippage is prevented. In the overwhelming majority of today&apos;s mills the grinding accomplished is by virtue of cataracting and/or cascading media with some action within the tumbling charge. Sub-critical speeds only can be applied. In grate-type or peripheral discharge mills equipped with a smooth lining a tumbling load of any kind of common medium occupying about 50 pct of mill volume will behave in such a way that practically no slippage will take place. This has been verified in experiments run by the author in the laboratory and in pilot plant mills&apos; equipped with smooth lining. Again, the operation is limited to the subcritical range. In a mill with a smooth lining, grinding will be possible either at subcritical speeds or within a wide supercritical speed range as soon as the basic requirements for a desired speed are fulfilled. In a mill operated at supercritical speed, any point on the liner surface proceeds at a speed greater than that indicated by the formula of the critical speed, while any grinding piece situated in the outer layer of the medium against the lining proceeds in the same direction at a speed less than that indicated by the critical speed. This speed difference produces a very effective attrition grinding zone between the liner surface and the outer layer of the medium. The share of attrition grinding of the total grinding accomplished increases rapidly with increasing speed in the supercritical speed range. The smooth surface of the mill lining may be well illustrated by the surface of a bucking board. The outer ball layer may be similarly represented by the lower surface of a muller. If the bucking board, the material to be ground, and the muller all proceed in the same direction at the same speed, no grinding will result. This is the general situation in the mills of today. If, however, the muller is pulled with respect to the board, moving or stationary, grinding will be accomplished effectively. Although grinding in today&apos;s mills is primarily the result of cataracting and/or cascading media, the principal place of grinding at high supercritical speeds will be the attrition zone.&apos; In the mineral dressing laboratory of the State Institute for Technical Research. The term clay is somewhat ambiguous unless specifically defined, because it is used in three ways: (1) as a diverse group of fine-grained minerals, (2) as a rock term, and (3) as a particle-size term. Actually, most persons using the term clay realize that it has several meanings, and in most instances they define it. As a rock term, clay is difficult to define because of the wide variety of materials that compose it; therefore, the definition must be general. Clay is a natural earthy, fine-grained material composed largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates composed mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many definitions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic; for example, halloysite and flint clay. As a particle-size term, clay is used for the category that includes the smallest particles. The maximum-size particles in the clay-size grade are defined differently on various grade scales. Soil investigators and mineralogists generally use 2 micrometers as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than approximately 4 micrometers. Some authorities find it convenient to use the term clay for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or argillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally understood by those who use it. Clay is an abundant natural raw material, and it has an amazing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial minerals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1978, 1979, and 1980 production and values according to the US Bureau of Mines (Ampian, 1980). Statistical data summarizing world production of kaolin, bentonite, and fuller&apos;s earth are compiled by the US Bureau of Mines (Ampian and Polk, 1981). The total world bentonite production in 1980 was 6,625,204 st of which the United States produced 4,184,619 st. The total fuller&apos;s earth produced in the world in 1980 was 1,952,600 st of which 1,534,000 st was produced in the United States. The total world kaolin production in 1980 was estimated at 22,971,000 st. Approximately 13 million tons of this total was produced in two countries, the United States and the United Kingdom. World production data on ball clay, fire clay, and miscellaneous clays are not available. As industrial minerals, clays are a complex group that consists of several mineral commodities, each having somewhat different mineralogy, geologic occurrence, technology, and uses. In this chapter these commodities are organized as follows: (1) bentonite and fuller&apos;s earth; (2) kaolin, ball clay, halloysite, and refractory clays; and (3) miscellaneous clay and shale. Bentonite and fuller&apos;s earth are grouped together because they are closely interrelated. Though bentonite is a term based on mineral composition and fuller&apos;s earth is a term based on use, the two are virtually inseparable, because much, but by no means all, clay sold as

SEC. 1. This Institute is incorporated under the Membership Corporations law of the State of New York; its corporate name is American Institute of Mining and Metallurgical Engineers, Inc.; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II SEC. 1. The membership of the Institute shall comprise four classes, namely: 1. Members; 2. Honorary Members; 3. Associates; 4. Junior Associates. All members shall be equally entitled to the privileges of membership, excepting that Honorary Members, Junior Associates, and Members and Associates whose residences shall be outside of the United States, Mexico, and Canada shall not be entitled to vote. Members and Associates residing within the United States of America, Mexico, and Canada, and not in arrears for dues, shall be entitled to vote in person at the meetings of the Institute, or, as hereinafter provided for, by letter ballot. SEC. 2. Members shall comprise all those persons who on the third Mon- day of February, 1918, were members of the Institute, and in addition thereto, all those thereafter elected or transferred into the class of Members. A person to be eligible for election or transfer into the class of Members must be at least 27 years of age and must have had at least six years&apos; employment in the practice of engineering, mining, geology, metallurgy or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Graduation from the scientific course of a college, approved by the Committee on Membership, shall be considered equivalent to two years&apos; employment, as required in the previous sentence. Employment as a teacher of engineering, mining, geology, metallurgy or chemistry, if in direct charge, may be considered a position of responsibility as specified in the second paragraph. Persons employed in research or any scientific literary work or in teaching in the scientific departments of colleges, approved by the Committee on Membership, who at the same time are engaged in consulting or in the active practice of mining, geology, or metallurgy, shall be entitled to consider the time so spent in active practice as equivalent to an equal length of time of employment in positions of responsibility, provided the work done or the positions held seem to the Committee on Membership to warrant the equivalency. The requirement of three years&apos; employment in positions of responsibility may be waived by the Committee on Membership in the case of persons who have done notable original work in mining, or metallurgy, or have won distinction by research or investigations In one or more of these subjects.

(Communication to the Secretary) : The investigation so fully described by Mr. Laudig was undertaken with the idea of determining if it is possible to learn by expesiment, without an actual trial in the furnace, what economical results can be expected from the use of a given ore-mixture. The research was necessarily preliminary, and the results obtained are only to be depended upon so far as they relate to the samples treated. With the exception of the ores obtained from the stock-piles of the Buffalo Furnace Company, and several samples taken at a neighboring furnace, there is no certainty that the ores represented the average shipments of any mine. For this reason the publication of the names of the ores might do producers a great injustice. The names of the ores arc therefore withheld, and their identity is further .veiled by leaving out of the analyses the phosphorus-contents. The investigation was begun with the preconceived idea that the rate of reduction would be found to be dependent upon the accessibility of the particles of the ore to the action of the reducing-gas. In other words, a spongy, brown hematite or a very fine Mesabi would be the easiest reduced. I had formed a scale with No. 21 first, No. 30 second, No. 1 third, Nos. 5, 24, 25 and the remaining Mesabis fourth, etc , which is sufficient to show how much actual results differ from a judgment based on physical characteristics. Gloomy predictions that domestic mineral reserves are approaching exhaustion are unwarranted and may be harmful, this author contends. Specific mineral forecasting errors in the Paley Report are cited to support this contention, and steps that can be taken to insure a progressive mineral industry capable of keeping pace with the major raw material needs of the nation through advancing technology are suggested. Mining is both exciting and rewarding —although at times somewhat frustrating— and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining&apos;s stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I be-li4ve that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public&apos;s recognition of our industry&apos;s peculiar problems. The progress of our civilization over the centuries has been fundamentally based upon proper use of raw materials, both agricultural and mineral, and upon energy, human or otherwise. As the standard of living has progressed century by century, the demands for mineral raw materials have increased in an irregular, but steadily rising progression. Fortunately, those minerals on which we depend most, i.e., iron, coal, petroleum, copper, aluminum, lead, and zinc have been neither too difficult to find nor to process into useful form. Iron, the most useful of all metals, is present in various amounts in most rock types and soils. Gold, seemingly the most generally desired (but certainly not the most useful of all metals), occurs in sea water in a far greater total tonnage than has been won from all of the world&apos;s known gold mines. If the latter is true, then why do we not see large installations treating sea water for the recovery of its gold content? The answer, of course, is that even the French, who seem, from their recent actions, to value gold above all else, have not devised a way of doing this at a profit. Theoretically, it is possible, but not with today&apos;s technology at a cost which would justify the effort. Man has exploited only those mineral concentrations which accidents of nature have placed within his so far limited means of finding and utilizing. What we geologists and engineers refer to as an orebody is nothing more than a concentration of minerals, exploitable with available knowledge, that will yield a value greater than the value attached to the energy and capital required to produce it. What is "ore" and what is not "ore" is, in the end, a matter of economics. The economic problem stems from the physical and chemical character of mineral deposits. The good Lord stacked the cards heavily in favor of rising costs by limiting the amount of the higher grade ores easily available. As the best and most accessible ores are depleted, it becomes necessary to work harder and with greater ingenuity to produce more from less accessible and lower grade resources. The quantity of mineral raw materials we can have in the future will be determined largely by what we can afford to pay for them in terms of human effort, capital outlay and production energies. We will always have the problem of cost with us and our only real means of keeping ahead of rising costs is by continually improving our technical abilities. We, in this country at least, no longer have open to us large and unexplored virgin wildernesses in which a pick-and-shovel prospector might uncover an untouched mineral bonanza. The rest of the world also has few conventional frontiers left in which the explorer-prospector is free to roam. We do, however, have enormous land areas unexplored, and untouched po-

THE lattice parameter of the ß form of pure titanium has been measured at elevated temperature.&apos;, &apos; No attempt was made, however, to correct the parameter obtained to room temperature. In the course of phase diagram studies at Armour Research Foundation and elsewhere, the variation of ß-phase lattice parameter with composition has been established in a number of binary and ternary systems involving titanium. It was possible to extrapolate in these instances to 100 pct Ti to find the apparent lattice parameter of ß titanium at room temperature. Table I lists the results thus obtained. The suggested value for the lattice parameter of ß titanium is the average of the extrapolated values 3.276 ±0.003 kX. This suggested value gives an interatomic distance in ± titanium of 2.837 kX and hence a Goldschmidt atomic diameter (coordination number 12) of 2.925 kX. The latter agrees closely with the value of 2.93 given by Hume-Rothery." From the data of Adenstedt and coworkers&apos; it was possible to determine by extrapolation the mean coefficient of linear expansion for /3 titanium in the range from room temperature to 1000°C. This value, 10.1x10-8 per degree C, compares with about 11x10-8 for a titanium in a similar range." It was thus possible to calculate the parameter at 900 °C. The value of 3.305 kX agrees well with 3.3065 given by Eppel-sheimer.&apos; The majority of values reported in the literature7-&apos;, &apos; were given as Angstroms. In at least one case, ref. 8, it was shown that they actually represented kX units. The source of this confusion appears to be that a large number of tables of X-ray emission spectra list wavelengths as Angstroms and give values in kX units. The accepted conversion factor for kX units to Angstroms (10.&apos; cm) is 1.00202. Thus the parameter of ß titanium suggested corresponds to 3.282A. References J. H. de Boer, W. G. Burgers, and J. ANTHRACITE SMALL power-driven, toothed, cast-iron rolls were used first to break anthracite in 1844. Prior to that time, men with hammers, who stood on perforated cast-iron plates, broke the large lumps into commercial sizes. In order to convert run-of-mine into the various sizes required by the anthracite industry, about 20 million tons must be broken, annually, into smaller sizes. This phase of anthracite preparation is of major importance, because the degradation accompanying reduction in coal sizes should be kept at a minimum. The exclusive use of toothed rolls for that purpose indicates that comminution by rolls is the best solution of the problem. Many improvements have been made in tooth design, but the most important was a reduction of the peripheral speed of the rolls from 1000 to 300 ft. per minute. The higher speed was based upon and approximated the velocity of a falling piece of coal when it entered the rolls, Exhaustive roll tests at the slower speed showed that the same size reduction could be affected with less degradation. The adoption, therefore, of slow-speed, compound geared rolls, especially for breaking the larger sizes, became quite general after 1912. A high-speed roll is shown in Fig. 1 and a slow-speed roll in Fig. 2. Anthracite Crushing Problems.-Crushing anthracite presents the problem of selecting a series of rolls that will produce the greatest percentage of the prepared sizes of nut and over. The size distributions to be expected are shown in Table 1. Coal breaking and crushing practices in anthracite breakers involve the use of equipment for comminuting the following classes of material: 1. Run-of-mine-plus 6 ½ -in. coal. 2. Sized coal-steamboat, broken, egg, stove, nut, and pea. 3. Flat coal--coal that is flat and hence not suitable for the market. 4. Bone--a piece of laminated coal and slate, crushed for the purpose of reclaiming the coal. 5. Breaker refuse, reduced to a size suitable for flushing into a mine for back-filling purposes.

Magnesium, it is now generally realized, differs in some important aspects from most other structural metals, not excepting even its close neighbors, the aluminum-base alloys. This is particularly true with respect to the effects of elevated temperatures on the two light metals when in the molten state. Aluminum, 0&apos; the one hand, should not be raised above its melting point any higher than is absolutely necessary if one is to avoid danger of gas absorption and a tendency toward grain growth in the resultant casting.&apos; Magnesium alloys, in sharp contrast, actually benefit by being heated to temperatures considerably above their melting point, It is a commonly accepted practice to establish the desired fine grain in the industrial magnesium alloys of the aluminum-hearing group by raising the temperature of the melt after the refining treatment to some 250°C (482°F.) above the melting range. To recall briefly the typical practice for magnesium alloys, the molten metal is refined by fluxing at about 730°C. (I350°F.), and after the melt has been covered with a suitable flux, the temperature is raised to between 870°C. (I600°F.) and 930°C. (1700°F.). It is then cooled as quickly as possible to the casting temperature. This superheating, as it is called, results in a fine-grained cast metal structure which has superior mechanical properties, enhanced amenability to &apos;solution heat-treatment, and better machinability than cast metal that has not been superheated. The minimum temperature of superheating varies to some extent with the composition of the alloys to be treated and usually increases with the percentage of magnesium in alloys containing the same constituent metals.&apos; It should be noted that the grain-refining effect of superheating is markedly apparent only in connection with the alloys containing aluminum as an alloying Constituent—the binary alloy containing 1.5 per cent manganese, for example, is not refined in grain to any noticeable extent by a superheating effort. While the phenomenon of superheating is well known in the magnesium industry, the mechanism of the process has remained a mystery During the superheating cycle something occurs that forces a fine grain upon the solidifying metal. The process has been controlled in an empirical manner, and occasionally, especially on large-scale melts, and for no apparent cause, no grain refinement is obtained from a superheating treatment. Only a few papers of importance have been published on the subject. Of these, one of the most helpful is the paper by Achenbach, Nipper and Piwowarski,3 which gives considerable data concerning the effect of superheating on various properties such as fluidity, shrinkage and hot crack

THE Dawson coal-mines are owned and operated by the Stag Canon Fuel Co., of which Dr. James Douglas is President and E. L. Carpenter general manager. The property is situated in Colfax county, N. M., and the openings now in operation are in townships 28 and 29 N. R. 20 E., and township 28 N. R. 21 E., shown in Fig. 1. The mines are part of the southern end of the Raton coal-field, which extends north into Colorado and embraces many coal-camps of the Trinidad section. II. GEOLOGY. Geologically, the coal-measures, commonly known as the Laranmie series of the Cretaceous system, have a thickness of about 800 ft. in the vicinity of Dawson. The coal makes an excellent coke, and, according to some authorities, its coking properties are clue to the action of intruded sheets and sills of igneous rock, the sheets occasionally thickening into masses resembling laccoliths, at such places making nearer approach to the coal and sometimes producing small areas of natural coke. There are but few dikes through¬out the entire southern portion of the field and little or no faulting along the dikes. In some parts of this great coal-field the intrusive sheets are far removed in the green shales below the coal-measures, and are so much altered as to be difficult of identification. There is but little disturbance of the strata through¬out the Raton coal-field in as far as it extends into New Mexico. The formal descnption of the decay of an isolated scratch can be written in terms of an appropriate Fourier integral. With the application of certain approximations, this description leads to the second-moment analysis developed by King and Mullins. It is shown that the second-moment analysis does not adequately describe the behavior of a decaying, isolated scratch, and that it is difficult to obtain internally consistent values of the surface self-diffusion coefficient, D,,from this analysis. This inconsistency arises from contributions of higher-order moments to the decay process. Two new analytical methods, based on the Fourier integval representation of a scratch profile, have been developed for determining values of D, from the decay kinetics of isolated scratches. In the profile-matching method, a given initial profile is resolved into its Fourier components, the components are allowed to decay exponentially over an annealing time interval, At, and finally they are synthesized to form a decayed profile. The predicted profile is adjusted to fit the experimental profile by varying only the parameter, D,At; the contribution from volume diffusion is directly taken into account and the integrals involved in the Fourier analysis are evaluated by numerical integration on an electronic computer. In the kinetic method, the widths, W, of a series of predicted profiles are determined for various volume-diffusion contributions, and the results are plotted in the form W vs DSAt. For a fixed ratio of surface to volume diffusivities, R, these plots are linear; the slope of the lines increases as R decreases. A simi-lar analysis can be performed on the depths of the predicted profiles. In this case, plots of (l/df3 vs D,At are found to be nonlinear. The proper value of Ds is found by superimposing the data for the experimental widths and depths on Plots of this kind and adjusting Ds until a fit is obtained with the line having the appropriate value oj R. An analysis of the slopes of these plots for R —= (surface diffusion only) reveals that they do not give the correct value, 2276, for width tf second-moment standard profile. This finding allows one to modify the second-moment analysis in such a way as to obtain internally consistent values of Ds. ThERE are several processes, involving a flow of matter along a surface, due to gradients in curvature of the surface, that may be used to determine the surface self-diffusion coefficient, Ds. These processes are commonly known as 1) thermal grooving, 2) single and 3) multiple scratch decay, 4) blunting of field-emitter tips, and 5) sintering. In this series of papers, the first three of these processes are examined in detail in an attempt to subject the phenomenological theories governing these processes to a critical test and, furthermore, to make a critical comparison of the values of D, obtained from these techniques. Although the thermal grooving technique has been established&apos;&apos; as a reliable method for determining D, , this has not been the case for the process of scratch flattening. Mullins and coworkers374 have proposed phenomenological laws governing the growth of the width and the decay of the amplitude of an isolated scratch, but only in one study5 has the width-growth law been supported by experimental evidence. In paper I of this series detailed experimental evidence is presented that points up the deficiencies of the second-moment analysis; the origins of these deficiencies are also discussed. Following this development, some new analytical procedures, based on representing the scratch profile by Fourier integrals, are presented as a means of obtaining reliable values of D, from the kinetics of the scratch-flattening process. Further applications of the Fourier integral approach are reported in papers 11&apos; and 111,~ where the method has been useful in interpreting the anisotropy of flattening rates of isolated scratches (paper 11) and in describing the multiple scratch decay process (paper 111). Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining&apos;s stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public&apos;s recognition of our industry&apos;s peculiar problems.

Previous Publications THE first report on the slag viscosity work of the Bureau of Mines was made by one of the authors 1 in 1916. It was concerned chiefly with, the method of measurement. A paper 2 on this phase of the work was presented to the Institute in February, 1917, and a similar paper 3 was communicated to the Faraday Society. Purpose and Scope of the Slag Viscosity Tables Following the development of a suitable method, the next step in the investigation was the measurement of slag viscosity over a wide range of temperature and composition, and the arrangement of this experimental data in the form of tables for the use of the blast-furnace operator. It is believed that this information, if used intelligently, should help the operator to reduce losses in production caused by off-grade pig iron, to improve fuel economy, to promote operating efficiency, and to extend present-day practice to meet the increasing need of smelting lean and complex ores. In the experimental part of the work it was early observed that the temperature-viscosity relations of a slag were determined, for practical purposes, by the relative proportions of the three major constituents, lime (CaO), alumina (Al203), and silica (Si02), provided the percentage

THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

INTRODUCTION In order to make effective plans for the control of blasting effects, it is necessary to understand a few basic principles relating to the behavior of explosives. For the purposes of discussing this behavior, it is convenient to divide blasting effects into two zones. The first zone is the non-elastic zone in close proximity to the explosive charge where rupturing of the rock occurs. For this zone, our discussion will be oriented towards the factors which affect the rock breakage, and the means of controlling the limits of this breakage. The second zone is that zone more remote from the charge location where elastic vibrations are transmitted through the surrounding medium. In this zone, we are interested in the factors affecting vibration intensity, and the means of controlling the intensity so that no damage is done to structures, utilities, or excavated slopes. It has been easier to gather data in the elastic zone, because the stress levels are lower and time durations are longer. The instrumentation for obtaining data in this zone can be less rugged and less sophisticated. Consequently, more information of ad empirical nature has been gathered. In the non-elastic zone, there has been more dependence on theory, fewer measurements, and more questioning of the validity of the measurements. In spite of these questions, there has been an encouraging advancement in knowledge in recent years, both theoretical and empirical, of the effects that take place close to the source of an explosion. When discussing the problems encountered in rock excavation, we can simplify the terminology by referring to the physical phenomena encountered in the non-elastic zone as a problem in "over-break". The phenomena in the elastic zone could be called "vibration effects". Although there is some interdependence between the two, it is possible to control the rock breakage to neat surfaces and still have very high vibration levels. Similarly, it is possible to control the vibrations to moderate levels and still have a great deal of overbreak. THE ROCK BREAKAGE ZONE First, let us discuss the effects in that zone close to the blast source that we might call the non-elastic zone. FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.

STATE geological surveys have had an interesting development in this country. They first appeared more than a hundred years ago. The fact that they have persisted and are now an important part of most state governments indicates the basic need for state departments con-cerned with mineral problems. The number of state surveys in 1941 (43) is at an all-time high, as is the aggre¬gate appropriation for their support for the fiscal year 1940-&apos;41 ($1,600,708). The first surveys, those of North and South Carolina (see Fig. 1), made their appearance in 1820-&apos;30, but neither survived that period. During the next two decades surveys were created in twenty states, but only three survived. In fact, it was not until the decade 1900-&apos;10, when eighteen surveys were created and only five abolished, that these agencies became firmly established.

The Republic of Mexico is traversed by many mountain ranges, and presents a great diversity of climates, soils and geographical features, yet its grander geographic provinces are few and peculiarly well defined. The Gulf plain, the Cen tral plateau, the Sierra Madre, and the lowland or Tierra Cali ente of the western coast are the main features of the geogra phy of the Republic, and in the northern half these provinces are particularly well defined. The Sierra Madre separates the Republic into eastern and western parts, and from the City of Mexico north to the Texas line presents an almost impassable barrier to east and west travel. On the north, the first wagon road pass from east to west is at El Paso del Norte, the site of the Texan city of El Paso. Southward for many hundreds of miles the Sierra Madre, traversed by well-worn trails, over which all travel from the west coast to the interior must pass, is a stupendous barrier to social and commercial intercourse. The Sierra Madre is commonly described as a range or con geries of mountain ranges. In fact, it is, in Chihuahua at least, a great plateau, fringed by mountains on the east, trenched by deep canons in its center, and bordered by a wild and rugged complex of mountains carved out of the plateau on the west. Professional duties took me across this region from Parral westward to the Gulf of California via Guadalupe y Calvo. As it includes some of the great ore-deposits of Mexico, and its geological features have never, so far as I am aware, been described, I have prepared a diagrammatic section made from my observations on a horseback trip across the Sierra, and added such notes as seem to be of general interest.

Modern civilization, because of its industrial development, depends more and more for its well-being on ample supplies of raw materials; the higher the type of that civilization, the greater its dependence. No fact is more obvious than that the raw materials should be put to use with greatest prudence and efficiency. National life is not a matter of a decade or a century. Conservation is no longer a matter for political discussion; it is a vital element in the future welfare of all nations. Unfortunately, to the minds of many, conservation means the locking up of natural resources, their arbitrary withdrawal, bringing about, in short, a condition of industrial stagnation. This has occurred in past centuries through misdirected governmental effort. Two eminent engineers have variously defined conservation as follows:

The relative partial molar enthalpies of gold and tin in liquid Au-Sn alloys have been measured from Xsn = 0.474 to 0.510 at 696°K, slightly above the melting point of solid AuSn. Within an average precision of 6 cal per g-atom, the data are represented by two smooth curves, which satisfy the Gibbs-Duhem relationship and which do not show any anomalous behavior in the range of composition studied. The results give no support to the hypothesis that atomic associations in the equiatomic liquid alloy resemble those in solid AuSu. LITTLE has been firmly established as to the nature of atomic distribution in liquid metallic phases. A favored hypothesis assumes the existence of atomic groupings in the liquid phase which are similar to those in solid phases occurring at lower temperatures. Beginning with this hypothesis, it is often possible to adjust the values of certain parameters (such as degree of association) so that approximate agreement is achieved with certain features of the X-ray diffraction pattern of the liquid, even though many other possible structures might satisfy the data equally well. Thus, in this manner, the structure of liquid tin has been described as a dispersion of fragments of gray tin in a matrix of metallic tin.1 Four X-ray diffraction studies2"5 have been made of the liquid alloy of composition AuSn at temperatures slightly above the melting point of the solid. Each investigator concluded, on somewhat different grounds, that the liquid consisted to a large extent of arrays of atoms similar to the solid, with admixture of more disordered arrays. Solid AuSn has the nickel arsenide crystal structure: each tin atom has six nearest neighbors, all gold atoms; and each gold atom has six tin and two gold atoms as nearest neighbors. It remains highly ordered to the melting point. The liquid alloy has a large exothermic (?H700° K = -2700 cal per g-atom6) enthalpy of formation, favoring ordering and making the hypothetical molecular association not unreasonable. The possible existence of such solidlike arrays, or of a high degree of order that occurs preferentially at a specific composition in a liquid alloy, might also be revealed by thermodynamic behavior somewhat analogous to that in highly ordered solid alloy phases. The latter often exist over wide composition ranges, within which the highest degree of order occurs at the ideal composition for which the atomic fractions are equal to the fractions of sites which are "right" for each kind of atom. On departing from the ideal composition, the excess atoms occupy "wrong" positions, raising the internal energy and making it progressively easier for additional atoms to occupy "wrong" positions. Thus, on either side of the ideal composition, there should be a pronounced rise in the entropy and enthalpy, which would be shown particularly by the change in the relative partial molar enthalpies, ?Hi, since they depend strongly on d?H/dx. In the one case where accurate measurements have been made, the solid AuCu ordered phase, the structure becomes much less ordered as the composition deviates from the ideal, and relative partial molar enthalpies change sharply as shown by the data6 given in Table I.
