The Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. Production oF Two Concentrates The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead con- centrate and a zinc concentrate, both with satisfactory grades and recoveries. By February 1941, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. A rough outline of the flowsheet and reagents used is as follows: Minus ¾-in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. 18 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. In this investigation, a method to measure the basic characteristics of comminution has been developed. These characteristics are expressed by the three major comminution functions - crushing probability function, energy function, and breakage function. By testing three different minerals, quartz, calcite, and jasper, these three functions are determined. It is shown that the crushing qualities of a material can be valued by three constants which define the two first comminution functions. These two functions give the relation between particle size, probability of crushing, and the energy input.

Air Leakage in underground mines is the most common cause of inefficient distribution of ventilating air. Depending upon various factors, more than one half of the fresh air entering a mine short-circuits to the return airways before reaching the working faces. Consequently, large leakages create an additional demand for increased intake air, which substantially affects the efficiency of a mine system. This paper deals with the identification of the physical variables of air leakages and offers an overview of the methods of measuring leakage.

The German silver industry of the United States amounts in value to upwards of $6,000,000 or $8,000,000 annually. Several thousands of people earn a livelihood pursuing it, and the beautiful goods and articles manufactured from this time-honored and valued alloy are everywhere visible. German silver enters largely into our street signs, harness and house hardware, and all manner of table-ware, solid or plated. There is scarcely an hour in the day that German or nickel-silver is not before our eyes. The composition of this alloy is a very uncertain thing, and depends largely on the honesty of the manufacturer and the price the purchaser is willing to pay. It is composed of copper, zinc and nickel in varying proportions. The best varieties contain from 18 to 25 per cent. of nickel, and from 20 to 30 per cent. of zinc, the remainder being copper. The more expensive nickel-silver contains from 25 to 33 per cent. of nickel, and from 75 to 66 per cent. of copper. The nickel is used as a whitening element; it also strengthens the alloy and renders it harder and more non-corrodible than the brass made without it, of copper and zinc. Moreover, it reduces the odor emanating from brass, which is so disagreeable if it occurs about the dining-table. Of all troublesome alloys to handle in the foundry or rollingmill, German silver is the worst. It is unmanageable and refractory at every step in its transition from the crude elements into rods, sheets or wire. As a white-headed furnace-man recently said to the writer, in one of our large mills, " you can put eight crucibles into the fire, each containing exactly the same mixture of German silver, and when you take them out and pour them into slabs for rolling, seven will be a mass of scum or slag, or the stuff will swell up like rising bread and overflow the moulds, and be so full of blow-holes that it will look like a sponge. The eighth crucible will contain perfectly good metal. On remelting the next day, the bad stuff will, in nine chances out of ten, come out just as good metal as the eighth pot the day before, and under apparently the same conditions." PROFESSOR W. P. BLAKE, in a note to his Catalogue of California Minerals, pointed out that the mining districts of the Pacific slope are arranged in parallel zones, following the prevailing direction of the mountain ranges. This interesting generalization has been more fully illustrated and connected with the geological history of the country by Mr. Clarence King, who sums tip the observed phenomena as follows: "The Pacific coast ranges upon the west carry quicksilver, tin, and chromic iron. The next belt is that of the Sierra Nevada and Oregon Cascades, which, upon their west slope, bear two zones, a foot-hill chain of copper mines, and a middle line of gold deposits. These gold veins and the resultant placer mines extend far into Alaska, characterized by the occurrence of gold in quartz, by a small amount of that metal which is entangled in iron sulphurets, and by occupying splits in the upturned metamorphic strata of the Jurassic age. Lying to the east of this zone, along the east base of the Sierras, and stretching southward into Mexico, is a chain of silver mines, containing comparatively little base metal, and frequently included in volcanic rocks. Through Middle Mexico, Arizona, Middle Nevada, and Central Idaho is another line of silver mines, mineralized with complicated association of the base metals, and more often occurring in older rocks. Through New Mexico, Utah, and Western Montana lies another zone of argentiferous galena lodes. To the east, again, the New Mexico, Colorado, Wyoming, and Montana gold belt is an extremely well-defined and continuous chain of deposits." An examination of the neutron capture gamma ray method using a 252CF neutron source indicates that this technique may be feasible for process stream analysis of ores. Simulated laboratory experiments were made on iron in taconite and magnetite, and copper and nickel in their respective ores. Satisfactory analyses were obtained for 500-1000-g samples in a combined irradiation and counting time of 100 min. For large industrial size samples this time could be shortened. Based on these experiments, a set of guidelines are given for the use of the neutron capture gamma method in an industrial mill.

UNEMPLOYMENT no longer finds its cure in pros-perity. Not only is there surplus labor in over-developed industries -like coal -mining, but more and more man, power is being released by technical im-provements in production. A new problem in industry has arisen: What is to be done with the labor dis-pensed with by better methods and more highly de-veloped equipment? Are luxury industries the logical outlet for our new unemployed? There has been a marked decline in employment in the manufacturing industries during 1927. Its extent is shown by the Bureau of Labor Statistics index, which receded from a high of 91.4 in March to 87.3 in October, with an estimated figure of approximately 85 in De-cember. This was a drop between the high and low points in the year of about 7 per cent, which means roughly that at the close of 1927 there were approxi-mately 600,000 fewer persons employed in manufac-turing industries than in March -of 1927, and upward of 400,000 less than in December, 1926. Does this de-cline reflect a swing toward industrial depression? Paradoxically it does not; the cause of unemployment at this time does not lie in a lack of prosperity, but rather is largely traceable to prosperity. Capital has been abundant and has gone back into production in the form of great increases in mechanization and new processing. Management is more than ever on the alert to improve methods, as well as to cut costs through reduction of personnel. Properly applied incentives and employee cooperation also have increased produc-tion per man. A new phenomenon in the industrial world-technological unemployment-is the result. Of course, there are added to those unemployed be-cause of the reasons just considered those affected by the coal strike, the period of shutdown at the Ford plants, and the reduction in expenditures by railroads and public utilities. This whole situation suggests that the problem of unemployment is not entirely solved by ironing out seasonal variations or by achieving business prosperity.

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

The first National Industrial Conference was disbanded without accomplishing the results hoped for. A second conference is to be called in the near future. In response to suggestions of members of the Founder Societies, the following telegram was sent, Oct. 29, to the President and each member of his cabinet. "Engineering Council respectfully recommends appointing on new Industrial Conference two or more engineers familiar with industrial problems.
