From L. K. Armstrong, Secretary of the Columbia Section of the Institute, we have received information as to the activities and plan of the Spokane Engineering and Technical Association, which was recently organized under the joint auspices of the local sections of the American Institute of Electrical Engineers, the American Society of Civil Engineers, and our own Institute. The first meeting was held on September 20, at which a program for the following year was adopted. The, meeting was then conducted by the Civil Engineers., the principal business being the reading of a report by Mr. Flinn, Secretary of the United Engineering Society. The second meeting was held on October 18, of which the Columbia, Section of our Institute took charge. According to the program adopted, meetings will be held regularly on the third Friday of each month, except June, July and August. It is understood that these meetings shall not interfere with nor abridge the independent activity of the participating societies. The proposed work of the Association is to be conducted by a large number of committees, whose attention will be devoted to such subjects as the following: Municipal, Highways, Resources, Manufacture and Industries, Legislative, Educational, National and State, Patents and Inventions, Americanization, Safety and Rehabilitation, Research, Emergency. When all of these committees shall have been filled, and their work begun, it is expected that the engineers of Spokane and vicinity may take a more active part in things affecting human welfare in that vicinity.

AT first sight this subject seems to belong to pure theoretical geology, but examination will soon show that it has important practical and economic interest to the mining engineer. The conclusion that all the northern portions of our country, as well as of the eastern continent, have, in the later periods of geological history, been covered with a thick bed of ice, is now accepted by geologists. This bed of ice, except in its greater magnitude, was like the modern glaciers of the Alps, and other mountains which extend above the line of perpetual snow. The marks it has left upon the surface show that it was comparatively thin on its southern. edge, but that its thick¬ness was much greater a little further north, and that it was several thousand feet thick at its heaviest parts. This variation of its surface would give it a descending slope towards the south, and cause the mass of ice, like a semifluid substance, to move in that direction.

Previous studies have demonstrated the possibility of using aqua regia-extractable copper and zinc in plutonic rocks in exploration geochemistry. The present investigation compares this method of extraction with hydrofluoric-perchloric acid attack and bisulfate fusion in terms of precision and discrimination between high and low concentrations. Statistical treatment of data shows that the overall performance of the aqua regia method compares very favorably with other methods of attack.

In the year 1881 I presented to the Institute two papers containing the resnlts of researches on gold, in which I endeavored to make plain some of the causes of the losses in the working of gold-ores. Since that time I have continued this investigation at intervals with the following results. In the papers previously presented to the Institute I made no attempt to make compounds containing more than two substances. Since then I have endeavored to make more complex compounds. The experiments consist in fusing mispickel free from gold with a certain amount of metallic gold, and experimenting with that; also fusing the same mineral with sulphide of antimony, and fusing iron pyrites with gold and compounds of antimony. THIS IS a history of a company whose roots run deep into the nation's past and whose field of operations has never been narrowly confined. The men who founded Phelps Dodge were men of initiative and imagination. They were men of strong convictions and upright character. They held fast to the simple virtues and traditions of the days when America was young. This heritage they passed on to their successors. From the very beginning, under such leadership, Phelps Dodge became a company of large affairs. It bought and sold, exported and imported, built factories and organized railroads, converted great forests into lumber, and operated coal and iron mines. Much of the iron, copper, and tin plate used in the United States for a generation was under its control. Its business abroad was extensive enough to warrant the organization of a separate partnership in England. Then, almost half a century after its foundation, the company began to substitute new activities for old and eventually transferred its major operations to the West, primarily to Arizona. THERE are many who may consider a paper on aerial transport and its possibilities in connection with mining operations somewhat premature. Nevertheless, as there is considerable interest manifested in the subject at the present time and the amount of information available is both scanty and misleading, the result of investigations in some of the remote mining districts of Peru will not only be of interest, but will help crystallize, in the minds of many, a more correct conception of just what an airplane is capable of doing. By way of introduction, I will deal briefly with the types and varieties of airplanes now in use, and the developments of the past few years, pointing out -how the war has encouraged machines. of startling performance rather than those of commercial utility. I will then take up aerial transport in general, showing how airplanes may be employed to advantage and the particular kind of work for which they are best suited. This will cover a preliminary discussion on cost, which is one of the most important phases of the subject. In passing on from a general survey of the situation, I will deal with actual observations and investigations made in Peru. This part of the paper will be divided into two sections: the first, covering the mountainous districts of the Andes (Tamboras, Pataz, Soledad, etc.); the second, the alluvial deposits in the rivers, Chinchipe, Santiago, and Napo. In each case the question of atmospheric conditions, altitude, landing grounds, motors, cost, etc. will be discussed. While it is my intention to deal chiefly with mining in the sections mentioned, the same line of argument will be applicable to any other districts in the world. In conclusion, I will touch on the possibilities of using lighter-than-air craft of the Zeppelin type, followed by a summary of the most salient points brought out in the paper.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safety conscious. In so doing, a constant reminder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand. Safety Rules To supplement and aid this safety conscious attitude, certain safety rules applicable to our operation, a modified block caving system of mining limestone, in addition to the established state regulations, were put into effect and enforced. The specific rules referred to above and which will be mentioned below are in most cases simply a means of applying and complying with the very adequate "Mine Safety Orders" issued by the Industrial Accident Commission of the State of California. Bruce C. Netschert—It is unfortunate that the authors of this paper consider it necessary to begin with an expression of concern over possible false interpretations of the word "economics." In their preoccupation with the definition of economics, they have adopted a definition of mineral economics which is, to say the least, unduly narrow. Just as the broad field of economics is not confined to a study of the profitability of business concerns, but includes the problems of production, distribution, and consumption as they pertain to society as a whole; so an inclusive definition of mineral economics should not be confined to the determination of the profitability of mineral-producing and processing enterprises, but should include the significance of the unique characteristics of mineral resources as raw materials for the use of society. Such features as the exhaustibility and localized, haphazard occurrence of deposits, the existence of a secondary (scrap) supply, and the increasing cost of operation during the life of a mining enterprise are obviously factors which concern those businesses which are producing mineral raw materials, since they partially determine the profitability of such enterprises. They are also of concern to society as a whole, however, as characteristics of one of the basic elements of the economic system. In the last analysis, the contribution which mineral economics can make as a means of determining and guiding social policy with respect to the production and utilization of mineral resources is perhaps more important than its use as a basis for determining the cost accounting procedure of individual firms. The list of "economic factors peculiar to the industrial minerals" which the authors present is in reality an application of such a broad definition of mineral economics. An inconsistency appears, however, in the inclusion of items 8 and 9 in the list. As this writer sees it, the point in question is: What influences do the characteristics of industrial minerals have on the characteristics and operating procedures of industrial mineral enterprises which are not present in the metallic mineral field? In answering this question with items 8 and 9, Messrs. Ladoo and Stokes do not recognize that there are two distinct types of differences between the two fields of enterprise. There are, on the one hand, important basic economic distinctions due to inherent economic characteristics of industrial minerals which do not pertain to metallic minerals. On the other hand are those characteristics of the industrial mineral enterprises peculiar to them alone, but which are superficial and temporary, in that they may be changed or eliminated at the discretion of the managers of those enterprises. The lack of adequate research and development in industrial mineral production, processing, and marketing (item 8) is not due to an inherent characteristic of industrial minerals. It is true that one may perhaps describe the field of industrial mineral enterprise in terms of such a deficiency, just as one could, until recently, point to a similar lack of research and development in the coal industry; but unless it can be shown that the deficiency has been wholly or partially due to the very nature of industrial minerals themselves it is not an "economic factor peculiar to the industrial minerals" but a temporary characteristic peculiar to the industry. In the writer's opinion, the authors have not demonstrated that the former relationship exists. Similarly, item 9, the "influence of technologic developments," is also not inherently peculiar to industrial minerals. Nowhere in the discussion of this item do the authors mention anything that is not equally applicable to the field of metallic minerals. This is not meant to imply that the specific technologic developments which the authors list are of equal significance in both fields. It does mean that such a statement as, "technological advances together with new consuming areas to provide markets make deposits commercially valuable which once were of no interest" cannot be considered as an argument that technological developments have significance in the field of industrial minerals alone. In considering the problem of stockpiling, the authors note that the stockpiling of nonstrategic materials might be desirable if future wartime needs could exceed domestic production capacity, but dismiss this as hardly adequate to justify such stockpiling. The problem, however, can be stated in broader economic terms, i.e., the real costs (as distinguished from the money costs) of prewar versus wartime production. In other words, it might well be that the labor and capital required to produce a given amount of a certain mineral raw material could be used more efficiently in another industry. In such a case it is obviously advantageous to stockpile the material in prewar times rather than forego the benefits of additional production in another line of endeavor during wartime under conditions which demand the optimum use of all resources, including manpower and capital. TWO notes have already appeared in the Transactions concerning the columbite or tantalite of the Black Hills tin-mines. In vol. xiii., page 232, Prof. Schaeffer speaks of the mineral as tantalite, and concludes by saying that its separation from the tinstone "is a matter which will, I believe, prove puzzling to the wisest metallurgist." He also observes that he is unable to find by analysis in his specimens the least trace of columbic acid. Prof. W. P. Blake, in the same volume, at page 696, says: " Even if it [tantalite or columbite] were present to a considerable amount, it would not injure the tin in smelting. It does not alloy with tin, but carries a small percentage of tin, which would probably be liberated in smelting." He calls the mineral columbite from the fact that a great number of specificgravity tests invariably indicated that it should be so classed. We have made chemical tests as well as specific-gravity tests upon many samples from many different parts of the Hills. Our analyses have always shown the presence of columbic acid, and the specificgravity tests have always indicated columbite, as we have elsewhere shown.* As Prof. Blake has already observed, it is not found in such close association with the tin as to prevent separation by a rough handsorting, but it is usually present with the stream-tin. As Prof. Schaeffer says, it cannot be separated by ordinary concentration; and while, as declared by Prof. Blake, its columbic acid may not unite with the tin in any form, yet its iron and manganese oxides may be reduced, and thus lower the quality of the tin produced, as is also the case when the smelting charge contains wolfram. To determine the effect of columbite in the ordinary potassium cyanide assay, there were assayed at the Dakota School of Mines four samples containing different proportions of columbite. Dr. Wadsworth's discussion of leaching is straightforward and certainly points out some of the critical areas in regards to the fundamental aspects of leaching. I will address myself to the more practical aspects of leaching. As a couple of general comments, very fine particles are often dealt with only when necessary. In many processing applications the sands and slimes are separated with the sand portion being treated by common metallurgical techniques and the slime portion being treated essentially by any technology that will recover some of the values. Ore treatment techniques such as leach/precipitate/float (LPF) have been used in the copper industry to take advantage of leachable copper preferentially reporting to the fine fraction. The second advantage, of course, is the improved metallurgy associated with the treatment of the sand fraction. Cases can be made for sand/slime separations in the aluminum and uranium industry where most of the value reports to the slime fraction and the sand fraction is rejected In the agitated leach systems, fine particles are often the most readily attacked and leached. In dump, vat and in-situ leaching, fine particles cause considerable problems. The fines will tend to restrict the solution flow from portions of the leach feed. This either causes a significantly reduced solution flow or, more probably, the solution will channel, by-passing much of the ore. In either case the result is a decreased metal recovery from ore. The fine particles of principal concern are clays of a flat plate-like shape which can very effectively compact, swell and cause a decreased solution flow. Discrete silica grains or sulfide grains due to their shape, even though they may be very fine, will not cause nearly the problems clays and secondary precipitates can cause.

THE occurrence of copper ores at Garimenapenta, 14 59 min 30 sec N Lat., 79 33 min 10 sec E Long., in Nellore district, Madras State, India, has been examined and investigated on numerous occasions during the past two centuries.' No tangible orebody was ever located as a result of all the ex- tensive trenching and shafting done in the area by various agencies. However, during 1933 Messrs. Piepmeyer & Co., a German firm engaged by one of the leaseholders of the area, carried out an electrical survey using inductive methods.' On the basis of certain strong indications found in their survey, they recommended that the prospect be proved by drilling or shafting. But for want of financial backing no further work was carried out. When the Madras government more recently proposed investigation, Dr. Krishnan, then Supt.
