This paper presents an application of goal programming (GP) to major mining machinery purchases based on historical operating data on mechanical downtime and production. The GP technique, an extension of integer programming, is used to maximize an objective function comprised of deviations away from management-preferred financial goals. Different capital budgeting techniques are used to evaluate capital proposals, and the results of these analyses are combined and weighted in a maximization of profits objective function. The GP method gives an optimal solution to a multiple goal problem. A sensitivity analysis is performed to determine the effect of a variable production improvement condition or a variable budget control con¬dition on proposal selection.

At the Atlanta Meeting in October, 1895, a short paper was presented by Mr. R. W. Leonard on the " Assay of Auriferous Ores and Gravels by Amalgamation and the Blow-pipe" (Trans., xxv., 645), embodying the results of some very conclusive tests as to the value of the process. His arguments regarding the desirability of the process appear to be indisputable, but the practicability of the field-outfit used by him is open to question. The Province of Ontario, in which Kingston is situated, is still largely unexplored; and at the Kingstoil School of Mining we give much attention to the instruction of prospectors and the testing of ores. So many factors influence blasting results that theories and rules are usually dismissed as impractical; the practice prevailing today is arrived at by cut and try. Usually the first step is to experiment with drillhole patterns and spacing until an arrangement is found that gives best results. The next step is to experiment with different types of explosives and sequences of blasting until the most satisfactory degree of fragmentation is achieved and until no further reduction in cost is immediately apparent. Improved fragmentation is generally attributed to the type of powder used, the sequence in which the holes are blasted, or the use of millisecond delays. Various types of drill rounds have been evolved in tunneling operations, underground development headings, and stoping, and various patterns of blasting in open pit mines and quarries. These practices usually are carried from mine to mine or from district to district, and great skill is exercised by those experienced in the art of blasting.

THE importance to the growing steel industry of the United States of a domestic supply of ferro-manganese or "spiegel" of a high grade, induces me to bring to your notice some details of the method by which a superior article is produced in the Austro-Hungarian Empire. At Reschitza, Hungary, and probably at Laibach also (the Krainische Industrie Gesellschaft), ferro-manganese is made in a blast-furnace, with charcoal as fuel, and limestone as the flux. The ore is a ferruginous mixture, containing about 37 per cent. of sesquioxide of manganese. It is silicious, and somewhat resembles, in its appearance, the manganese ore from Red Island, in the Bay of San Francisco, California. It contains about 29 per cent. of silica and some alumina, shown by the subjoined analysis

After a year-long study comparing existing crafts and techniques for ocean exploration with the future needs of oceanologists, the University of Pennsylvania's ocean engineering research team has come up with a system proposal for prolonged deep-sea exploration. Given the assumption that it will be necessary to re-explore our oceans every 25 years or so, engineers from the University's Towne School of Civil and Mechanical Engineering believe the best sys- tem for future ocean exploration would consist of a stable, manned surface ship operating and controlling two types of vehicles-an unmanned untethered craft for broad search missions, and an unmanned, tethered vehicle for detailed work.

Laboratory data and field tests indicate that substantial losses of valuable coal can be caused by wind erosion. Wind tunnel tests show the effects of wind velocity and particle sizing on the amount of coal lost while in transit. Different coals were evaluated to determine the variables associated with wind erosion. The erosion losses can be substantially reduced by using a binder, or crusting agent, to consolidate the surfaces of the coal into a solid mass which resists erosion. This not only reduces economic loss but minimizes polllution.

In a laboratory study of grinding and classification of silica sand, a satisfactory means of producing the medium-fine specification sand desired by producers of flint-glass containers was developed. The best procedure consisted of ball-mill grinding and double classification, which gave a properly sized sand containing less iron than the feed.

Lithium raw materials usable with present technology consist of pegmatite ore and shallow evaporite brine. Deposits of these materials occur in many parts of the world. Those advantageously located supply the present lithium industry. Less favorably located deposits will come into production as markets expand and present sources are depleted. In this discussion, materials listed as reserves include fully explored and partly explored deposits. For those closely drilled and assayed, the data provide measurements rather than estimates, and such reserve tonnages are "proved." For deposits partly explored, the data support reserve estimates of "probable" tonnages. Materials lacking exploratory data are classed as resources, and their "possible" tonnages are inferred mostly from indirect evidence and are essentially objectives for exploration. All figures for pegmatite ore apply to total materials in the ground.
