JOHNSON, JR., New York.-It seems to me that it ought to be somebody's job to tie these notch tests with the reversed-stress tests, because the thing that causes failures in structures, in a great majority of cases, is where the material is stressed repeatedly up somewhere near the elastic limit, and the repetition of that stress seems to bring about what I suppose you may call a growth of crystals and that eventually develops into a break. It seems to me that it would be of the greatest value if there could be a coordination of the results of a shock test of some kind with the reversed-stress test, so that we could be sure that a material that had shock-test resistance would have reversed-stress resistance. Joseph Hartshorne was born in Philadelphia in 1852. He died Aug. 23, 1918. After graduating from Haverford College, he took a special course in chemistry at the Massachusetts Institute of Technology, and later at the University of Pennsylvania. He started with The Pennsy!vania Steel Co. as an apprentice in 1873, working in the laboratory and mills for two years, and then one year as foreman in the Bessemer Department. Next, he was assistant chemist in the second Geological Survey of Pennsylvania. In 1878, he went to Prance to investigate the Pernot open-hearth furnace for the Cambria Iron Co. Upon his return, he assisted in designing and erecting the plant in Johnstown and was foreman of a turn for one year, and superintendent for the next. In 1881, he became superintendent of the Bessemer and rolling-mill departments. In 1884, he went to Pottstown and also made a trip to Europe to investigate the Bessemer basic process. Upon his return he dcsigned and erected the basic Bessemer plant for the Pottstown Iron Co., and was superintendent there until 1893, when the company failed. Since then he has been a consulting metallurgical engineer, and expert in patent cases. The !most important of the latter was that of Krupp versus Midvsle on the armor-plate patent case, in which he was leading cxpert for Midvale. He was a good linguist, having command of French and German, and a fair knowledge of Italian and Spanish. In all, he made eight professional trips to Europe.

ALTHOUGH Thomas Savier Washburn, known always to his friends and associates as "Tom," entered this world in Minneapolis, the Flour Capital of America, and the tradition of flour milling was associated with his family name, he decided early to turn his back on such dusty pursuits and to court the Goddess of Fortune in the more romantic fields of mining and the metallurgy of iron and steel. Born in March 1901, his early education was gained successively in the Minneapolis public schools and the Blake School until 1918, and then in Phillips Andover Academy until 1920.

Foreign investment in Mexico, particularly of American capital, has increased steadily since 1940. At present, however, these investments are less important to the Mexican economy than in earlier periods. In the last few years, local or Mexican capital has participated in most American investments in Mexico with the encouragement of the Mexican Government. Foreign investment in a wide variety of industrial activities has gone up in the last decade, placing mining investments in second place. This growth is the result of the Mexican Government's favorable attitude toward industrial expansion. The process has been encouraged through tax exemption on infant industry, through customs protection, and through other incentives.

Examples are presented in which Time Domain Reflectometry (TDR) was employed to locate deformation in rock masses induced by mining. The first example involved monitoring the propogation of overburden fractures above a longwall coal panel and the second example involved the use of TDR to monitor rock mass deformation in the vicinity of a strip mine highwall. Rock mass deformation, strata separation and large block movement generated strains and failure along coaxial cables which were installed in drill holes and the TDR reflections generated by these strains and failures were monitored. Analysis of field data and a preliminary laboratory test indicate that it may be possible not only to locate rock mass movements but also to quantify these movements with TDR data.
