Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding. Morrow and Jordan1 before a joint meeting of the Iron and Steel Section of the Engineers Society of West-ern Pennsylvania and the A.I.M.E. Pitts-burgh Section at Pittsburgh in the spring of 1940. As that paper was not published, the present authors have availed them-selves of Mr. Morrow's kind permission to use information given therein. Similar figures for the latest years available have been added to many statistics originally presented. It is unfortunate that Mr. Jordan's death removes his stimulating guidance and help, which the authors would have welcomed and have found invaluable in the past. One interested in the Pittsburgh seam should not fail to read the exhaustive and authoritative paper by Eavenson2 presented in 1938. As Allegheny, Fayette, Greene, Washington, and Westmoreland Counties contain practically all the reserves and furnish nearly all of the production from the Pittsburgh seam in Pennsylvania at the present time, this area only is intended when reference is made to the Pittsburgh seam in Pennsylvania. On much of the seam in Greene and Washington Counties, which contain a large proportion of the total reserves, insufficient data are available to determine the detailed characteristics of the seam with any degree of finality. It is hoped that the data presented here will fairly well indicate the probable characteristics. Economic Importance of the Pittsburgh Seam The Pittsburgh seam in Pennsylvania is of primary importance as a coal resource, not only because of its substantial reserves but because it contributes such a large proportion of the coal used in the country and an even larger proportion of that used in the manufacture of coke. Mr. Ashley3 placed the estimated recoverable reserves (1935) of the Pittsburgh coal bed in Pennsylvania at 7,500,000,000 tons.* Although a considerable portion of this tonnage is not now suitable for coking coal, because of its high sulphur content, undoubtedly the supply of coking coal will last for many years and that not suitable for coking will furnish industry with an ample supply of energy. In attempting to assess the contribution of the Pittsburgh seam to total coal production and to that of coal used in making coke, one finds that the statistics published annually by the U. S. Bureau of Mines, Minerals Yearbook, do not give tonnages classified as to seams but only as to districts or states and counties. However, it happens that, at present and during much of the

THE main objective of everybody, individually and collectively as the people of nations, is to earn their living and improve the scale thereof as much and as rapidly as possible. We are able to earn" our living only by working and producing. We I are able to rise to higher standards of comfort only by increasing our production of goods, or diminishing the waste of those that we do produce, or both. This statement is trite. It is equally trite to dwell upon the importance of increased production to be derived from increased efficiency of labor and improved manage-ment; and the good results that would accrue to every-body if employers and employees would work together to secure the maximum of production at the minimum of cost. All of this is nothing more than platitude, to which every intelligent person subscribes in the abstract; but what concerns us especially, and what is neither so easy nor so understandable, is to translate the expres-sion of the abstract principle into formulas for action. The national net income obviously may be increased in two ways, or by both together. One is to diminish the waste of the goods that we already have made available. The other is to increase the supply of goods. .Increasing the supply of goods may involve the elimina-tion of waste, but a distinction is to be drawn between the waste of things that we have and the failure to obtain those that we might have. If we limit the term "waste" to the careless and profligate use of the materials that have come into our possession, together with the absorption of labor in doing obviously unnecessary things; and if we character-ize by the term "inefficiency" the failure to accomplish in our industrial operations the best of which we are capable, we shall create a distinction that will be pro-motive of clear thinking. In this paper I am going to deal with inefficiency, not waste, observing the distinc-tion, arbitrary if you please, that I have made. Without any doubt the greatest inefficiency that exists in our economic affairs is that which causes hundreds of thousands, perhaps millions, of men to be idle a good deal of the time. The major reasons for such idleness are two-fold. One of them is the conse-quence of what for convenience may be called business cycles, although I do not hold to the hypothesis of business cycles as it is now being rather widely expounded. That hypothesis involves the idea of rhyth-mic undulations due to causes unknown, but which it is hoped may be ascertained. The movement of busi-ness in waves up and down is undeniable, but that there are recurrences of cycles every so often is purely imag-inary, I think. It is unnecessary-to digress into that subject. The extents of the rises and falls above and below a median line undoubtedly is less than is commonly supposed.

This paper presents the initial results of a pressure maintenance by water return project in the Lower Pawelek reservoir of the Falls City Field, Karnes County, Southwest Texas. Production is from the Lower Wilcox section at an average depth of 6,030 ft on the downthrown side of a "down to the coast" fault. Of particular interest is that the reservoir oil is high gravity and low viscosity but far undersaturated with gas at the original reservoir pressure and temperature. The early pressure and production history indicated only a partial or limited water drive, and this fact, coupled with the characteristics of the reservoir fluid and artificial lifting problem.. made advisable the water injection program to maintain reservoir pressure. The paper includes a description of the reservoir and reservoir fluids, the pressure and production history, a description of the water injection facilities, and the results of reservoir calculations involving Hurst's unsteady state flow and the material balance equations for calculation of water influx and prediction of the pressure-production relationship at various rates of withdrawal. The reservoir calculations and initial field results indicate that reservoir pressures in excess of 85 per cent of original pressure can be maintained by control of water injection even at very high rates of production. INTRODUCTION The purpose of this paper is to report the initial results of a pressure maintenance by water return program in the Lower Pawelek reservoir, Falls City Field, Karnes County. Texas, and to calculate an empirical relationship between pressure and production in this limited or partial water drive reservoir. Location The Falls City Field (Fig. 1) is located two miles north of the town of Falls City in Karnes County, Texas, and is approximately 50 miles south-southeast of San Antonio on U. S. Highway 181. Discovery and Development The initial block of leases was taken after a surface geological survey identified a major east-west fault and closure on the south or downthrown section. The discovery well, Southern Minerals Corporation's Joe F. Bartosch 1; was completed at 4,650 ft in the Lower Bartosch sand in December, 1944. Drilling was continuous until December, 1946, and resulted in the discovery of 12 oil reservoirs between 4,600 and 6,050 ft in the Middle and Lower Wilcox formations. These are shown on the cross-section (Fig. 2). As of the current date there are 64 oil wells completed as follows: Southern Gulfshore Magnolia Minerals Oil Petroleum Reservoir Corp. Co. Corp. THE electrodeposition of iron has been practiced for many years. The earlier work along this line was directed toward the preparation of pure metal, but later applications were the production of thin adherent coatings as used in the electrotyping of Russian banknotes in 1860. A historical discussion of this subject, however, would require too much space and would be inconclusive. Much has been written on the subject but no two experimenters use the same methods or materials. During the war, the British army repair, shops developed a method for building up worn parts of automotive machinery, aero engines, etc., using the cold surfate . bath and low-current density method.1 The method has been used successfully in commercial work for the production of about 6000 repaired parts, therefore experiments along the same lines have since been made at the Westinghouse research laboratory. The apparatus used was essentially that described in the article mentioned except that the current -used for cleaning was obtained from a 3/4-kw. 60-volt, house-lighting generator, direct connected to a 2-h.p., 870-r.p.m., 440-volt, three-phase, type CS induction motor; while the plating current was taken from the storage batteries at any desired voltage. The anodes were made from 0.036 in. (0.9 mm.) Armco iron made into cylinders 5 in. (127 mm.) long by 8 in. (203 mm.) in diameter with a disk of 1/8 -in. (3.17 mm.) micarta, having a 2 in. hole in the center fitted at each end of the cylinder for stirring. The anodes were hung on a wooden rocker frame driven by a wooden connecting I rod directly connected to a small reducing gear, such as is sold by most of the apparatus supply firms; 3 gal. stoneware crocks were used as containers. The solution used by Thomas, 75 gm. of the crystallized ferrous ammonium sulfate per liter, was tried, using the current density recommended by him; namely, 0.33 amp. per sq. dm. The reaction COSO4(c)?CoO(c) + So3(g)was investigated from 950° to 1170OK by two different methods. The sulfate was decomposed in a previously evacuated space and Pso3 calculated from the measured total pressure on the assumption that Pso2 = 2P02. The sulfate was also decomposed under conditions of controlled oxygen pressure. The difference in the results obtained by these experimental techniques is attributed to the effects of thermal diffusion. The standard free energy change for the reaction is given by ?F° = 66,292 + 17.273T log T — 102.57 T (±300 cal/mole). It was found by DTA and X-ray diffraction studies that CoS04 undergoes a transformation at 617°± 4°C. THE metal sulfates may decompose directly to the oxide or pass through one or more intermediate basic sulfates. Provided the oxidation state of the cation does not change in the course of the reaction, the decompositions may be described in general as follows: One of the major objectives of this work was to determine the validity of Eq. [3] as much of the existing sulfate data has been calculated from decomposition pressures by Eq. [5]. The type of apparatus generally used for these measurements consists of a reaction vessel at high temperature which communicates with a manometer at room temperature. A temperature gradient is thus imposed on the gas phase causing thermal diffusion which brings about a partial separation of the different gaseous species present in an initially uniform mixture. The basic theory and experimental facts associated with this phenomenon are summarized elsewhere1 and it will suffice to state here that the heavier gaseous species diffuses down the temperature gradient. Since thermal diffusion destroys the homogeneity of the gas phase, it is not necessarily true that Pso2 = 2Po2 in any particular volume element of the gas phase even though there are twice as many molecules of SO, as of 0, in the gas phase considered as a whole. Under these conditions, the decomposing sulfate gives off SO, which dissociates to SO, and 0, and all three species are distributed throughout the system by thermal diffusion. However, the sulfate will continue to dissociate until the equilibrium value of PSo3 is established on the hot zone. Thermal diffusion may distribute SO2 and O2 throughout the gas phase in any way so long as Eq. [2b] is satisfied in the hot zone; i.e. Pso2(Po2)1/2=K3pso3. Data given in this paper indicate that certain relations exist between different characteristics of sandstone. These relations are not rigid, for all sandstones are more or less heterogeneous. Not every increment of a given horizon follows exactly the relationship; however, studying a reservoir as a whole from a large number of samples, definite trends are found to exist. Apparently nature's processes of sedimentation and diagenesis are such as to give some degree of uniformity. Average relationships are valuable because electrical measurements in a borehole comprise a considerable volume of rock near the hole. Also, it is desirable that a given producing reservoir be studied as a unit. In a permeable reservoir whose pores are filled with a saline solution, it was found that the total porosity and the type of sandstone influence the relationship between its electrical resistivity and the RO and the resistivity of the brine R,. The relation can be expressed by the following empirical equation, Ro = R10O— [i] where 0 is the porosity expressed as a fraction and the numerical value of the exponent lies between 1.8 to 2.0 for consolidated sandstones, and is about 1.3 for clean, unconsolidated packs. This equation indicates that an appropriate electrical log can be used to estimate the porosity of a saline water-bearing reservoir when Rw and the type of rock are known. The fraction R0rw, is called the "formation resistivity factor." It reflects the effect of the nonconducting rock structure on the resistivity of the salt water that fills the tortuous paths through which the electricity must pass. The formation resistivity factor F is found to be related to permeability k. In this case the type of rock plays an important role, as shown by the relation F = ak-b [2] where the values of a and b must be determined experimentally for each horizon. Therefore Eq. I rather than Eq. 2 is used when it is desired to determine the value of F, because small changes in rock structure particularly in the pore size are not critical. Another useful relation, R = R0S- [3] where R = resistivity of rock when partially saturated with brine and partly with oil or gas, S = fraction of the pore space filled with brine, and n equals approximately 2 for both unconsolidated and consolidated sandstone, shows that the connate water of an oil or gas reservoir can be estimated in situ from a resistivity log. This paper reports the distribution of sulphur between iron and titanium in Fe-Ti-S alloys and in Fe-Ti-C-S alloys. The compound TiS was found, which exists as a separate phase at temperatures below 1200°C. Titanium in steels reacts with sulphur in preference to carbon. THE general relationship between sulphides and oxides suggests that titanium should form a sulphide having properties similar to those of titanium oxide. Specifically, titanium should form a sulphide having a high melting point, indicating a stable compound of low solubility in iron. In order for titanium to function as a desulphurizer or sulphur-fixing agent, it must form a stable sulphide. In order for titanium to be useful in steels as a sulphur-fixing agent, it must react with sulphur in preference to carbon; and to prevent red shortness, the sulphide formed must have solubility characteristics such that grain-boundary precipitation of a low melting phase be prevented. The terms desulphurizer and sulphur-fixing agent when used in this paper mean that titanium effectively ties up the sulphur as a stable sulphide of titanium and prevents the formation of FeS. The partition of sulphur between iron and titanium was studied first in a series of Fe-Ti-S alloys with carbon absent, and then in similar alloys with carbon present. It has been established1 a that titanium forms in Fe-Ti-S alloys a sulphide of undetermined composition which can be identified microscopically, and that the titanium-sulphur compound does not respond to sulphur printing. It has been suggested" that titanium acts as a sulphur-fixing agent, although little proof has been given. A report% f The Advisory Committee on Metals and Minerals summarizes the existing knowledge concerning substitutes for manganese in steels. Distribution of Sulphur Between lron and Titanium with Carbon Absent The alloys for this investigation were made by -melting Armco iron, metallic titanium, and iron sulphide in alundum crucibles in an induction furnace. The titanium was added after the other ingredients had melted. In these alloys it is recognized that some TiO, is present, since the melts were made in the air and since no other deoxidizing agent was used; therefore, some of the titanium was not available for union with sulphur. Thirteen ingots were made. Ingots 2 to 8 were cast in baked-sand molds; ingots 12 and 13 were cast in metal molds; and ingot 9 was allowed to cool in the crucible in which it was melted. All ingots were annealed at 900°C for 3 hr and were cooled slowly in the furnace. Subsequent information indicates that this anneal had no effect upon the titanium sulphide particle size, since the sulphide does not go into solution at this temperature. The ingots as-cast were approximately 8 in. long and % in. diam. The compositions of the eight ingots and the results of the partition of sulphur are recorded in Table I. Total titanium and total sulphur were determined by standard gravimetric methods. Sulphur, as iron sulphide, was determined by the evolution method. Boiling HC1 (1:4) liberates the sulphur from iron sulphide, but leaves the titanium sulphide practically undecomposed. A complete separation of titanium sulphide and iron sulphide cannot be made by digesting these compounds in dilute HC1 since titanium sulphide was found to dissolve slowly. The amount of titanium sulphide decomposed will depend upon the time in contact with the acid and upon the particle size of the sulphide. The point

FROM a study of sulfur with reference to its specific combination in coal, published as University of Illinois Bulletin No. 111, 1919, it is now possible to determine the various forms of this constituent with a good degree of accuracy. This fact suggests two questions: (1) Are the same analytic methods applicable to coke? (2) Is there any correlation between the forms of sulfur as it occurs in coal and the residual sulfur found in the finished coke? The answer to the second question might be helpful in answering a still further question as to what chemical route the sulfur travels during the carbonization process. While the special studies along these several lines are by no means complete, a few preliminary statements are herewith presented. They may, at least, prove suggestive of further possibilities from a continuation of research along these lines. There is no reason, chemically, why the analytic methods devised for coal should not apply to coke and a fair amount of experience in connection with such use affords confirmation of this statement. The procedure in the case of coal may be briefly outlined as follows; Combinations of sulfur as sulfate, or sulfides other than FeS2, are readily dissolved without disturbing either the pyrite sulfur or the sulfur that is in organic combination by means of dilute hydrochloric, acid-1 part of concentrated HC1 to 10 parts of water or approximately 3 per cent. acid. Digestion at 60° C. for 24 hr. insures the complete removal of the sulfur thus combined. In freshly mined coal the amount of such sulfur is very small; weathering processes, however, may very materially increase the amount of sulfate present.

This paper deals with the Asarco method for the determination of equipment availability. It is apparent that no single availability equation will provide all of the information necessary for the complete record of equipment availability. In the Asarco system, three separate availability records are carried on major equipment. The first is mechanical availability, the second is operational availability, and the third is a historical record of equipment use. The derivation of the three items and the definitions of the time elements used in the various availability equations are presented and discussed. The Mission unit of American Smelting and Refining Co. is located in Pima County, Ariz., approximately twenty miles southwest of Tucson. The unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to company smelters at Hayden, Ariz., or El Paso, Tex. Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tpd concentrator was started in the spring of 1960. The first ore was treated in midsummer of 1961 and full ore production was reached in August 1961. At that time over 46 million tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tpd. Total production to date (ore and waste) is over 120 million tons. The South Works high-tonnage billet caster was started in late March 1971, with the first heat being successfully cast to completion. Currently, over 31,500 tons per month are being produced. U. S. Steel designed and built this caster with the objective of producing quality-steel billets for critical bar, rod, and wire applications. The essential design parameters were based on studies conducted on the Research Laboratory's pilot caster, also located at South works. 1,2,3)* The caster is a four-strand, straight-mold machine that produces 7.5-inch- square billets at rates exceeding 300 tons per hour. An in-line-reduction mill reduces each strand to either 6-inch-, 5-inch-, or 4-inch-square billets.

At temperatures above 950°F, zirconium which has been strained a critical amount will experience critical recrystalli-zation. The large grain size thus formed can result in a reduction in the fatigue life by a factor of 2 to a factor of 9 at both high and low temperatures. The critical strains for zirconium vary from 15 pct at 900°F to about 2 pct at 1125°F, while those for zircaloy III vary from 15 pct at 1050°F to 5 pct at 1200°F. Zircaloy II ,experiences no critical recrystallization up to 1200°F. ZIRCONIUM has become increasingly important for nuclear applications and is being employed in reactors at temperatures where recrystallization can occur. Recent work' on the fatigue properties of zirconium has shown that coarse-grained structures developed in zirconium during recrystallization have much lower fatigue lives than fine-grained material. The development of these large grain sizes under such conditions is well known to be the result of critical recrystallization.2-4 Briefly, critical recrystallization occurs when a metal is strained a critical amount and annealed in the recrystallization range. The critical strain is defined as that minimum strain necessary to promote nucleation in the time unit and temperature considered. The maximum grain size occurs at the critical strain, since at this strain the fewest stable nuclei per unit volume grow into new grains. Recrystallization is not evident below this; strain since the nucleation rate is vanishingly lolw, and metal strained more than the critical amount has a higher nucleation rate per unit volume which results in a finer grained structure. This paper describes the critical recrystallization observed in reactor-grade zirconium, zircaloy 11, and zircaloy I11 as a function of annealing temperature and temperature of strain. EXPERIMENTAL The zirconium used was hafnium-free, double arc-melted sponge obtained from the Bureau of Mines. The ingots were forged and hot reduced to 0.08 to 0.10-in. sheet and subsequently cold reduced to 0.035-in. sheet with intermediate and final anneals at 1200 OF for 15 min. The zircaloy II and zircaloy III used were 0.035-in. sheets in the annealed condition. Compositions of these materials as tested are given in Table I. To determine the critical strain at a given temperature, tensile specimens having a0.065-in. taper in a 2-in. gage length were machined from the sheets parallel to the rolling direction. The specimens were polished, etched, and examined metallographically to ensure that all of them were strain-free, initially. Tukon indentations were made every half millimeter along the gage length of each specimen. These served as fiducial marks enabling the plastic strain to be measured with a microscope and micrometer stage. The specimens were pulled to failure at a rate of 0.002 in. per min in an Instron tensile-testing machine. Three temperatures were used for straining: room temperature, 500 ºF, and 900 ºF. The 500º and 900 ºF tests were run in an argon atmosphere. Since the rate of work hardening changes with temperature, a different critical strain was obtained for each temperature of strain. Specimens, prepared in the manner described, were annealed in vacuunl at various temperatures ranging from 900" to 1200 F for up to 1000 hr, after which they were examined metallographically. The critical strain and the recrystallized grain size as a function of strain were determined for each specimen. Results for the same temperature and time indicated that the critical strain measured was reproducible to within 5 pct of each other. MR. ECKLEY B. COXE, in his able and interesting paper on " The Preparation of Small Sizes of Anthracite,"* read and discussed at the Glen Summit Meeting, October, 1891, refers to the reputed immense amount of coal contained in the culm-banks, which are the unsightly accompaniment of every mining operation in the anthracite coal-regions. Mr. Coxe thinks the available amount and value greatly exaggerated, giving among his reasons (1) the spoiling of the culm by mixing with other refuse; (2) its deterioration; (3) its destruction by fire ; and (4) frequent failures to realize expectations as to the size of the banks. These points are undoubtedly important factors in determining the advisability of working any individual bank, but they have a varying influence in the several regions, some prevailing more in one than in another. Although the amount of fuel lying waste in these banks is still an uncertain and undetermined quantity, yet no one can visit the Schuylkill region without being impressed with the fact that a considerable amount of culm, too valuable to be left merely to the mercy of the elements, surrounds and encumbers each site of an old or present colliery operation. The rapid increase in the number of washeries, and the demand for leases on old culm-banks, shows that, in the Schuylkill region at least, the question of deterioration doès not play an important part. The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.
