Wollastonite, named after William H. Wollaston, an English chemist, is a calcium metasilicate, CaSiO3. It has a short history as an industrial mineral. The earliest production of wollastonite is reported to be from a deposit near Code Siding, located north of Randsburg, Calif. At this locality small tonnages of wollastonite were quarried during 1933-34 and 1938-41, and processed into mineral wool. This operation was largely experimental and virtually no United States production was again reported until the 1950s when a large deposit near Willsboro, N.Y., was developed by the Cabot Corp. A processing plant was placed on-stream in 1953, with nearly continuous production to date, and it is currently operated by Interpace Corp. Since 1958, wollastonite deposits in the Little and Big Maria Mountains of Riverside County, and in the Panamint Range of Inyo County, both in California, have operated intermittently for production of both ornamental and commercial wollastonite. During 1973, the United States was the major producing country, furnishing about 75% of the world's output. Recent production also has come from Finland, Mexico, and Kenya. Small amounts have been shipped intermittently from India, USSR, New Zealand, Republic of the Sudan, Republic of South Africa, and South-West Africa. The principal use of wollastonite is in the manufacture of ceramics, especially wall and floor tiles. Other uses are for paints, fillers, adhesives, reinforcing agents, plastics, fluxes, and glazes. Mineralogy Pure wollastonite, CaSiO3, has the composi¬tion of 48.3 % CaO and 51.7 % SiO,. However, it is seldom found in the pure state due to the ease with which it takes into solution the metasilicates of manganese, magnesium, iron, and strontium. Predominantly, wollastonite occurs as a contact metamorphic deposit forming between limestones and igneous rocks. Commonly associated minerals are garnet, diopside, epidote, calcite, and quartz. It has a specific gravity of 2.8 to 3.0, and hardness of 4.5 to 5 on Mobs' scale. When pure, it has a brilliant white color, but with impurities it may be grayish or brownish. Luster is vitreous to pearly. Melting point of wollastonite is about 1540° C. Wollastonite occurs in coarse-bladed masses, rarely showing good crystal form. It is usually acicular or fibrous, even in the smallest of particles. The most unique property of crushed and ground wollastonite is its cleavage. Fragments of crushed wollastonite tend to be needle-shaped, imparting a high strength, and this property is the basis for many of its uses. The fiber lengths are commonly in the ratio of 7 or 8 to 1, length to diameter. Some crystals of wollastonite fluoresce under short-wave or longwave ultraviolet light, or both; colors ranging from yellow-orange to pink-orange. Specimens may also show phosphorescence. The brightness of wollastonite is a property of considerable importance to the paint industry. Material, 99% pure, with a size of -325 mesh, has a General Electric reflectance rating of 92 to 96%. Chemically, wollastonite is inert and this property makes it useful as a filler and reinforcing agent. There are two polymorphs of calcium silicates: wollastonite, a low temperature form, and pseudowollastonite, a high temperature form. Inversion of wollastonite to pseudowollastonite occurs at about 1120° C, resulting in an increase in the coefficient of expansion and a color change. Pure white wollastonite, on inversion, may change to a cream tint, or various shades of red or brown. The color change is thought to be due to the presence of iron and strontium.

I DESIRE to submit, for the consideration and information of the members of the Institute, the following data, drawings, and tables, showing what I believe will be interesting information with regard to the diamond drill, and its uses in developing mineral lands. I would first say that the results given have been obtained during the past two years by means of two drilling machines belonging to the Lehigh Valley Coal Company, operating on their coal lands in the Mahanoy, Lehigh, and Wyoming regions. 1st. A tabulated statement, giving location of borings, date, progress, total cost, itemized cost per foot, etc. 2d. Section showing strata bored in Nos. 5 and 10 holes at Mt. Carmel, see Plate VI. 3d. Section showing strata bored in No. 19 hole at Hazleton, see Plate VI. 4th. Photograph and description of drill No. 2. From the first it will be seen that the total number of test-holes bored up to May 1st of this year is 24; 9 of these are in the Mahanoy region, 6 in the Lehigh region, and 10 in the Wyoming region, in all of which cores have been taken for the whole distance. The total distance bored is 9902 feet. The majority of the holes have been put down for the purpose of proving the lower veins of the coal series, and have had to encounter the harder rocks of the coal formation. Much of the distance has been through the lower conglomerates, going in some cases through the coarse egg conglomerate, the foundation of the coal deposit, and to the green sandstone and red shale which underlie it. These lower sandrocks and conglomer¬ates are among the hardest known to geologists, and present a formidable resistance to the exploring drill. This fact must be taken into consideration in comparisons of cost of drilling, and when considered will still further improve the very favorable results I am able to show in my statement of costs. In illustration, I will cite the work of one bit when boring in the upper or softer rocks of the Wyoming region, where 280 feet were obtained without resetting, while in the Lehigh and Mahanoy regions, in the lower and harder rocks, bits set with the same quality of diamonds would only bore from 3 to 20 feet before being worn out. The remarkable increase in the distribution of the small underfeed stoker for use in furnaces and boilers in small industrial plants, apartment houses and homes has brought producers and distributors of bituminous coal to consider the problem of which coals and which sizes are best suited to this market. Many papers have also appeared, mostly in the trade journals, discussing the problem of the combustion of various coals and various sizes of coal in small stokers. Much difference of opinion has been apparent in these articles; due often, it would appear, to a misunderstanding of the fundamentals of the process of combustion in the stoker fuel bed. During the past year and a half, a program of research has been conducted at Battelle Memorial Institute: (1) On the process of combustion in the fuel bed of the small stoker, sponsored by Battelle Memorial Institute, and (2) on the relation of the characteristics of bituminous coals to their performance on small underfeed stokers, sponsored by Bituminous Coal Research, Inc. As a result of this program of research, two publications have been made, one1 dealing with the problem of clinker formation, and the other2 with the relation of the size of the coal fed to the stoker hopper to that of the coal that reaches the retort to be burned. The experimental research on the relation of size to the performance of the coal is being actively continued. A publication of Bituminous Coal Research, Inc. presenting the data obtained on the performance of several sizes of four typical bituminous coals will appear shortly. Because of the early appearance of that publication, the present paper includes few numerical data. The purpose of this paper is to follow the coal from the hopper through the furnace with a discussion of the various actions that occur, in the hope that it will lead to a clearer understanding of the relation of the type of coal, the size of coal, and other characteristics, to the performance. The authors do not pretend to have obtained the answers to all the complex questions involved; many unanswered questions will be proposed on which future research work is planned.

(written discussion).-The subject discussed in this paper has long been debated by operators in European fields, where very strong views are held regarding the advisability of controlling gas pressures by shutting in wells. While unwilling to theorize on the subject of restricted flow, the writer has always been disposed to associate himself with those who hesitate to impose any obstruction to a natural transitory state that breaks up the oil-containing strata and establishes a feeder system which no subsequent events, natural or artificial, can approach in intensity. In both Russia and Roumania, where the oil is concentrated in discontinuous, disturbed, and irregular lenticles of sand varying, within short distances, in coarseness of grain, extent of impregnation and degree of cementation, it has been the practice to let the wells run wild in order to provoke disruption of strata. By encouraging violent eruptions, an extended feeder system is created and the ejection of enormous quantities of sand, rock, and clay creates a sump and seepage area that it would be difficult to imitate by any artificial means, not excluding actual mining. Before discussing the somewhat novel method suggested for enlarging the infiltration area, the writer would like to confirm the fact that many valuable data applicable to oil are forthcoming from a study of water phenomena. Long association with water-supply problems in many parts of the world has shown how closely the phenomena of underground movements of water and oil are related, so that it is pleasing to note the author's use of water formulas. IN 1929 one of the authors' determined the constitution of copper-silicon-manganese alloys containing over 90 per cent copper. Through a combination of circumstances the presence of the copper-silicon kappa phase was overlooked in both binary and ternary systems. In the binary system the omission has already been rectified.2,3 To establish the limits of this phase in the ternary system, the samples that had been heat-treated at the time of the original research have now been re-examined, using more careful technique. Full details of the compositions used and the temperatures and times of heat-treatment are to be found in the earlier paper .2 The etching reagent now used to distinguish the kappa phase had the following composition: hydrogen peroxide (30 vol.), 20 c.c.; water, 25 c.c.; 20 per cent potassium hydroxide solution, 5 c.c.; ammonium hydroxide (0.90 sp. gr.), 50 c.c. Table I lists the newly observed structures. In virtually every case the constituents are the same as those previously recorded, except where kappa is now shown to be present as a result of the improved etching technique. A few other changes will be noted (No. 138 at 450°C., No. 149 at 550°C., Nos. 153 and 149 at 750°C.). The change from liquid to beta in equilibrium with kappa in No. 139 at 800°C. is based upon newly heat-treated samples. The alloy is very near the solidus at 800°C. and probably there was a slight error in the old heat-treatment temperature. The isothermal phase diagrams shown in Figs. 1 to 6 were reconstructed on the basis of the new studies. The presence of manganese does not greatly change the composition limits of the kappa phase or cause the [K = a + ?] change to occur at a markedly different temperature. There is some uncertainty regarding the range of existence of beta, for alloys were not spaced very closely in composition. The proposed diagrams, however, are in accordance with the available experimental data and with the dictates of the phase rule. Theoretically necessary fields with no experimental points are delineated by dotted lines. The alpha boundaries at all temperatures are shown together in Fig. 7. This includes also some additional points on the alpha boundary at 300° and 350°C., which were obtained as a result of electrical-conductivity measurements. Two series of seven alloys with increasing manganese content but with silicon constant at 1.90 ± 0.03 per cent or 2.42 ± 0.05 per cent were cast in ingots of 3-in, diameter. These were hot-rolled, homogenized and drawn to wire, finished at 0.08-in. diameter with a 61 per cent reduction of area following annealing at 900°C. Conductivity determinations were made before and after annealing for 30 days at 300°C. or 21 days at 350°C. The officers and staff of the Petroleum Division are the servants of the members, and to the extent that the wishes of the members are made known and are practicable they will be carried out. The tentative plans outlined here are in general accord with previous custom, but modified by suggestions received recently from various members. The advice of all members is solicited, and it is hoped that the general expression on matters of policy can soon be facilitated by circulation of a questionnaire. Plans for two mid-year meetings of the Petroleum Division and for participation in the annual meeting at New York were inaugurated at the last annual meeting and are being carried forward as rapidly as possible in the belief that an early start will increase the possibility of finding the best available program material and permit the careful preparation, review, editing, and advance discussion of papers. While a number of papers have already been solicited, both members and nonmembers are hereby invited to submit additional papers, with the assurance that such papers will be given just as favorable consideration as the papers that have been requested. Mid-year meetings will be held at about the same time both in the Mid-Continent and California. The time will be selected if possible to coincide with the visits of President Lovejoy, who expects to be in California the last of September and in Texas early in October. Fort Worth, Dallas and Austin have been suggested for the Mid-Continent meeting. The Pacific Coast meeting will be held at Los Angeles. It is to be noted particularly that a Pacific Coast meeting was waived last year in favor of the annual meeting of the American Petroleum Institute, which was held at Los Angeles for the first time in nine years. It is hoped, and it was the understanding at the time among a number of individuals interested in both organizations, that in view of this action of the Petroleum Division the industry will give more than the usual support to the A.I.M.E. meeting this year. Ultimate Recovery is being considered as the keynote topic for the mid-year meetings. In view of trying financial conditions combined with an exceptionally high current potential rate of production, it is natural that the attention of the industry should be focused upon means of controlling production and reducing cost of operation. • As part of $850,000 granted by the House Appropriations Committee for development of manganese in the U.S., the Bureau of Mines will build a pilot plant at Artillery Peak, Ariz., for development of low grade manganese ores. • The historic Argo tunnel and mill in Idaho Springs, Colo., will reopen shortly for the mining of uranium. The Uranium Co. of America has acquired control of the tunnel and mill and 12 nearby mining properties. J. H. Rodgers and G. C. Ridland will manage the operation. •The opening of a new 4000-ton per day coal mine in Washington Co., Pa., and the reopening of another mine of the same capacity in Fayette Co. has been announced by the H. C. Frick Coke Co. They'll help meet added war demands. •A 7000 bbl per day commercial synthetic liquid fuel plant, making gasoline from natural gas at Brownsville, Texas is being operated by the Carthage Hydro-col Corp., a Texaco subsidiary. The gasoline is produced by the Hydrocol process, chemically similar to the Fischer Tropsch process, but differing mechanically in several ways. To operate the process it has been necessary to build an oxygen plant producing 95 pct pure oxygen in quantities equal to U. S. production of commercial oxygen in 1946. •Over 96 pct of the class of 1950 at Montana School of Mines are now employed,, in industry, and they're scattered from MIT to the island of Cuba., • Cobalt, heretofore almost entirely imported, will soon be produced in Idaho. The Calera Mining Co. is building a 600-ton mill in which a cobalt and copper concentrate will be obtained from Idaho ores. •Plans for mining iron ore on the Conarky Peninsula in French Guinea, (an ECA project) call for equipment purchases as follows: 8 wagon drills, electric shovel for mining, conveyor for the port, 8 trucks, wrecker, 2 tractors, as well as miscellaneous accessories and spare parts. •A low-grade lead-zinc mineralization, located east of any known ore bodies in Utah's East Tintic district, has been located by a 2000-ft wildcat USGS drill hole. * Higher-than-going rates have been authorized by the Munitions Board for its stockpile program, where domestic production of scarce materials is low or uneconomical. Payment in excess of 25 pct over the foreign price is now permitted. •A new self-centering conveyor roll, developed by Carnegie-Illinois Steel, is expected to revolutionize materials handling. It completely eliminates the necessity for sideguides to keep materials on a conveyor. See P. 1028. •Great Britain's socialized coal industry employs twice as many miners, but produces less than half as much coal as America's coal industry. last year, British mines produced 28 million fewer tons of coal than the output of the same ,mines in 1939. Absenteeism amounted to a big 12 pot of working time. • Labor market conditions have tightened on almost a country-wide scale. Only 4 out of 143 major labor market areas have a substantial surplus -- less than half the total for May. Growing scarcities of skilled labor are in evidence.

Electrolytic refining of all lead bullion produced at the Oroya smelter of the Cerro de Pasco Copper Corporation has been adopted as standard practice. A pilot refinery with a capacity of 25 metric tons daily has been in operation since June, 1934, and a new refining unit having an initial capacity of 100 tons per day is under construction. This program has been made possible by certain modifications of the usual Betts refining process1, developed at Oroya, which have the effect of making the purity of the lead produced, and the acid loss incurred in operating the process, entirely independent of the amount of impurities in the original bullion. The modified process, as developed and at present used, treats impure bullion direct, without presoftening or other prerefining step, except that if the bullion carries tin it is desirable to detin before casting into anodes, since tin carries over to some extent to the cathodes. The refining process developed differs from usual Betts practice in two essential particulars: the anodes are cast thinner and replaced at more frequent intervals, and anode slimes are washed by a system of counter-current dipping, prior to their removal from the surface of the anode scrap. Limiting the period of anode corrosion insures a cathode of high purity, since solution of impurities at the anode can occur only if the thickness of the anode slime blanket, and hence the voltage drop across it, becomes greater than a certain critical value. The dip washing system operates to prevent acid losses, by recovering the highly concentrated, nearly neutral lead fluosilicate solution present in the pores of the slime blanket on the corroded anode, and doing this in such a way that there is no opportunity for chemical decomposition to occur. The best illustration of the efficacy of these two expedients may be secured from records of more than a year's operation of the 25-ton pilot plant, during which period the acid losses were less than 2 Ib. of 100 per cent hydrofluosilic acid (H2SiF6) per ton of lead produced, and typical assays of bullion and refined lead were as shown in Table 1.

LEACHING of mined-out areas at the Arizona property of the Ray Mines Division, Kennecott Copper Corp., was started on Jan. 20, 1.937, and by July 1, 1938, 10,000,000 lb. of copper had been produced by this method. Leaching operations at present are confined to the western portion of the ore body and over an area of approximately ten acres. The ore in this area was extremely high in pyrite and the copper content, which averaged slightly in excess of 1 per cent, was the result of incomplete secondary enrichment by solutions which apparently worked laterally from the main ore body. Above the ore was an unaltered zone of primary or protore averaging 125 ft. in thickness and containing approximately 0.6 per cent copper. Above this was the capping or leached zone averaging 50 ft. thick.

IN a previous paper Burwell and Wulff1 have shown by electron diffraction studies that allotropic transformations can be induced in 18-8 stainless steel by polishing to a depth of about 5 X 10-5 cm. The development of a successful etching technique, which removes accountable amounts of metal from the surface without pitting and without changing the root-mean-square profile as measured with an Abbot profilometer, led to the application of the whole technique and material to an investigation of various mechanical methods of surface preparation, such as grinding, lapping, superfinishing and cold-rolling. Ideally suited to such a study is 18-8 of low carbon and nitrogen content. The material can be heat-treated to produce a coarse-grained single-phase structure. On cold deformation there occurs not only a reduction in grain size but, at regions of maximum stress, a change of face-centered material to body-centered material, provided the metal is worked below about 200°C. When worked between 200° and 415°C., diffraction studies evidence a reduction in grain size without the appearance of any new body-centered ferrite. Ferrite, which can be referred also to strains induced by carbide precipitation, is evident when the material is worked at temperatures between 415° and 800°C. Stainless steel is advantageous because the usual surface-finishing operations do not readily oxidize it to any appreciable depth. In order to produce detectable oxide films on the surface of austenitic 18-8 in a time equivalent to that required to produce, for example, a fine ground finish on ½ sq. in., the sample must be held in a furnace or oxygen stream above 600°C. By using longer heating times, it is possible to achieve measurable oxide films on samples whose surface temperatures exceed only about 250°C. EXPERIMENTAL PROCEDURE The apparatus, material, and technique described in the previous paper1 were employed in this investigation. Samples of 18-8, 1 by 1 cm. by 4 mm., were carefully annealed in the austenitic range to produce a coarse-grained structure. They were then quenched and pickled to remove scale. On a lapping machine of the Graton2 type, both sides of each sample were polished to a flatness of 1/6 a wave length of sodium D light. Thereafter they were electrolytically etched to remove at least 1 X 10-3 cm. of the surface, a depth that is well below that of any deformations induced by surface preparation. Samples of this material, carefully mounted in steel holders, were then sent to various industrial organizations known for special finishing techniques. INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project's own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company's presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks' experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author's paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY'S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

The lower cost of producing oil from naturally flowing wells compared with pro-luction costs accruing from artificial lifting methods has stimulated much research, rith the joint purpose of extending the natural flowing life of wells and of increas-ng the productivity of small wells. The iboratory investigation described herein was made to determine the effect of a lotted liner on the pressure gradient in the icinity of the wall of a flowing well. Flow estrictions caused by the liner induce nergy losses between the oil-bearing for-lation and the inside of the liner, which lay be reduced by improved liner design, nd thereby the flow capacity of wells may e increased. These losses have been evalu-ted for rectangular slots of different sizes, nd means are suggested for reducing them. The dearth of information concerning the ature of the flow of fluids from uncon-slidated sands through small openings in he walls of. pipes—as represented by the ow of oil from an oil sand into a slotted ner—is acknowledged. Although the bene-ts to be realized by operators through the se of optimum liners is just beginning to e recognized generally, Coberlyl in 1937 ointed out that the functioning of screen is is an important factor in the pro-uction of oil. From his study on the :lection of size of oil strings for wells in California, Parks2 concluded, in part, that the perforated section of the oil string deserves continued study, especially with respect to the selection of perforations. The growing use of gravel packing resulting from certain research findings lends even more significance to the problem of selecting optimum liners, as the application of these methods usually requires slotted liners or other kinds of perforated liners. The present study was made to obtain further information for the guidance of engineers and operators in selecting slotted liners and to develop a laboratory method that may be used in analyzing possible pressure conditions surrounding most types of perforated casings used in producing oil wells, so that the present inadequate fund of knowledge on this important subject may be expanded. Discussion of ProbleM At the beginning of the investigation the following assumptions were made regarding bottom-hole conditions of a producing oil well and the oil-sand reservoir it penetrates: (I) Conditions of steady-state flow exist, (') a a homogeneous liquid is being produced) (3) no contaminating material (such as drilling fluid) is present between the liner and the face of the oil-bearing sand, (4) the well is vertical and completely penetrates a horizontal sand stratum of uniform thickness occurring between two impermeable strata, and (5) the flow is wholly viscous. I desire to submit, for the consideration and information of the members of the Institute, the following data, drawings, and tables, showing what I believe will be interesting information with regard to the diamond drill, and its uses in developing mineral lands. I would first say that the results given have been obtained during the past two years by means of two drilling machines belonging to the Lehigh Valley Coal Company, operating on their coal lands in the Mahanoy, Lehigh, and Wyoming regions. 1st. A tabulated statement, giving location of borings, date, progress, total cost, itemized cost per foot, etc. 2d. Section showing strata bored in Nos. 5 and 10 holes at Mt. Carmel, see Plate VI. 3d. Section showing strata bored in No. 19 hole at Hazleton, see Plate VI. 4th. Photograph and description of drill No. 2. From the first it will be seen that the total number of test-holes bored up to May 1st of this year is 24; 9 of these are in the Mahanoy region, 6 in the Lehigh region, and 10 in the Wyoming region, in all of which cores have been taken for the whole distance. The total distance bored is 9902 feet. The majority of the holes have been put down for the purpose of proving the lower veins of the coal series, and have had to encounter the harder rocks of the coal formation. Much of the distance has been through the lower conglomerates, going in some cases through the coarse egg conglomerate, the foundation of the coal deposit, and to the green sandstone and red shale which underlie it. These lower sandrocks and conglomerates are among the hardest known to geologists, and present a formidable resistance to the exploring drill. This fact must be taken into consideratiotl in comparisons of cost of drilling, and when considered will still further improve the very favorable results I am able to show in my statement of costs. In illustration, I will cite the work of one bit when boring in the upper or softer rocks of the Wyoming region, where 280 feet were obtained without resetting, while in the Lehigh and Mahanoy regions, in the lower and harder rocks, bits set with the same quality of diamonds would only bore from 3 to 20 feet before being worn out. ECONOMIC STRUCTURE OF MODERN INDUSTRIAL ECONOMIES The role of minerals in modern industrial economies may be examined in several ways. There are relationships with the various sectors of the economy: the primary, secondary, and tertiary industrial groupings and activities. Mineral supply and demand activities can be measured in terms of national accounts criteria. The economic policy objectives of the modem industrial economy are based to a considerable extent on the needs of the nation for economic supplies of miner- al materials. There is an important role for minerals relative to national security in peace and in wartime and many national policies are directed toward ensuring adequate sup- plies of minerals. Environmental control in the modem industrial economy is increasingly concerned with matters related directly to the production and use of minerals and these matters, in turn, bear importantly on conservation in mineral supply and demand. Mineral polices include specific provision for research and development activities concerned with the production and the use of minerals. In all, national policy objectives will be shaped in considerable part by the circum- stances of mineral supply and demand: the relative degree of availability from domestic and foreign sources, the state of the mineral-processing industries, and the degree of development of the mineral-using industries, and per capita and total changes in requirements. Goods made from mineral raw materials are the basis of all advanced societies and although this is taken for granted, every country is continually dealing with problems of mineral supply and demand. Considering that in the first 50 years of this century the consumption of mineral materials in a highly Industrialized country such as the United States increased by six times while the population was doubling, it becomes apparent that if a country is to enjoy rapid economic growth it must have access to huge and ever-growing supplies of mineral materials at lowest possible cost. Adequate supplies of mineral materials and wise usage of mineral resources have always been among the most important determents of a nation's survival The importance of access to adequate mineral supplies is increasing every year and this has significant international, as well as national, implications because of the unique locational characteristics of mineral resources. It is generally acknowledged that no particular type of natural resource is essential to a high level of national income or to economic progress. A country's endowment of natural resources need not exercise a determining influence on the course of its national income over time, provided it is able to trade. What is required for economic progress is the availability of a substantial quanti-

JOINT convention week has become a feature of the year with western mining men. The first was held at Denver in 1926, the second at Salt Lake City in 1927, and the third is about to take place at Los Angeles. Holding in the same city in one week the meetings of a number of related organizations has been .found to permit the development of a well-rounded program at the same time that it economizes time and money for the members, many of whom belong to several of the participating organizations. For the third time, the American Mining Congress, represented by its Western Division, of which Philip Wiseman is chairman, is taking the lead and assuming the main responsibility. The A.I.M.E. is furnishing the papers for two sessions and the California Development Association for one. The Southern California Section, Robert R. Boyd, chairman, is host for the Institute, but the Northern California, Nevada and Arizona sections have each contributed papers to the program, and will be represented at the meeting. It will be a real reunion of the mining men of the Southwest.
