The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Faced with low prices and weak demand in an oversupplied market, the Australian coal industry must seek to further reduce its costs. The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.

Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.

PT Freeport Indonesia is a copper-gold mine operation located in West Papua, Indonesia about 3500 km east of Jakarta. Current ore production is about 270 000 tpd, of which 30 000 tpd comes from underground. In the future, the production from underground will be gradually increased to reach a maximum of 115 000 tpd, as the Grasberg open pit production decreases. The current and future challenge for PT Freeport Indonesia is to fill the quota of underground miners, as Indonesia does not have a long culture of underground work. At present, there are only three active underground mines in Indonesia. The lack of underground skilled labour incited the company to develop its own skilled workforce. In the mean time, to overcome the shortage of personnel, the underground management had to find a way to improve the productivity. Since 21 May 1998, PT Freeport Indonesia Underground Mine has operated with the new roster of two rotating shifts a day, 11 hours per shift. The previous schedule consisted of three nine-hour shifts per day, six days a week, for a total of 26 working days in a month. This change was intended to increase the productivity of the miners. With the previous roster, studies determined that the effective working time was only seven hours per shift. The new roster produces an improvement of effective working hours to about nine hours per shift. As a result, total production has increased by 33 per cent and the utilisation of production equipment has increased by 16.5 per cent. This paper describes the background of the decision to change the work schedule, the study carried out to evaluate the benefits and drawbacks of the new shift roster, the challenges, and then compares the results for various parameters between the old schedule and the new one.

Rampura Agucha open pit mine has successfully been excavated to a depth of 320 m, incorporating multistage working. The key to success is the implementation of presplitting as control blast measures at every stage of mining, including intermediate cut backs, in addition to the final wall. The major challenges encountered in establishing presplitting in the hang wall as compared to the footwall of the mine are:reversely dipping foliation, ie dipping into the hang wall itselfstriking obliquely at an angle of 20–30° with regards to the general strike of the pit wallthe presence of numerous geological planes of weaknesses like major faults, slips, etc.Control blast parameters like hole inclination, spacing and stand-off with buffer row were chosen initially from the literature survey and were subsequently fine-tuned by field trials to the mine geo-mining conditions of the hang wall. Digger Rocks is one of several nickel-bearing sulphide deposits localised within komaLiitic volcanics of the Forrestania Greenstone Bell within the Archaean YiIgam Block of Western Australia. Exploration and evaluation to April 1990 have delineated a resource, at a nominal cut-off grade of 0.5 per cent Ni, of 1.9 Mt at 1.1 per cent Ni within a lensoid sulphide body which strikes NW, dips 50°SW, and occurs at a depth of 30 - 110 m below surface. There has been no production from any of the Forrestania nickel deposits to-date. The deposit, comprising both disseminated and massive sulphides, has maximum dimensions of 400 m strike, 115 m vertically and 90 m true width. Generally the massive sulphides occur at the base of the disseminated sulphides, on or close to the base of the Digger Rocks dunite. The two main massive sulphide lenses have maximum dimensions of 120 m strike, 75 m vertically and 16 m true width (northern lens) and 60 m strike, 25 m vertically and 4 m true width (southern lens). The average grades of the massive and disseminated sulphides are 5.9 per cent i and 1.2 per cent i respectively. The massive sulphides generally have sharp hangingwall and fOOlwall contacts and display strong internal grade anisolropy.The massive sulphides are mainly within the supergene zone and consist of violarite, pyrite and marcasite. The disseminated sulphides are mainly within the primary zone and consist of pentlandite, pyrrholite, pyrite and minor chalcopyrite. Alteration zones, up to six in number, are complex in detail. The sulphides are capped by an average of 30 m of sub-economic, leached, siliceous, oxidised material.A genetic model for the deposit is described which places Digger Rocks in Category 2 (sulphides in large layered dunite bodies) of the latest classification of komatiitic nickel sulphide deposits in the Yilgam Block of Western Australia by Hill and Gole (1990).

The issue of flyrock is very important in the operation of all mineral extraction sites that use blasting. Unlike the other environmental effects of blasting, ground vibrations and air overpressure, flyrock is (or should be) a rare event, with severe consequences which may include damage to property, injury or fatalities. These physical consequences are often matched by a loss in public confidence in the management of the operation, mistrust and bad press. In this work a deterministic analysis of flyrock was carried out using the equations of a particle in motion with drag. The solutions to these equations were used to reproduce the curves of Lundborg et al (1975) for the relationship between flyrock boulder size and maximum ejection distance. A probabilistic approach based on Monte Carlo simulation was built up with the analytical model using published data together with local case study material. A typical quarry blast situation was modelled and estimates of safe standoff distances were determined using risk assessment techniques.

The design of composite materials for wear resistant service aims at com- bining two or more materials in such a way as to achieve unique and useful properties not generally available in any single homogeneous material. Properties and applications are presented of what might be described as a new generation of wear resistant materials, namely, metallic and part- metallic composites suitable for use in the high abrasion/moderate impact environment encountered in the crushing and screening of ore. Significant cost performance benefit can result from the use of such materials and several specific case histories are discussed. Some promising new developments, utilis- inn white iron and rubber, as yet in the field testing stage, are reviewed. Further comments are offered foreshadow- ing new composite developments, as yet untried but which appear to h,uve merit.

The load capacity of a friction bolt has long been regarded as 4 t/m of embedment for ground support design analysis and supported by in situ pull test results. In recent years, the authors have observed lower pull test results or inconsistent results which were rarely sighted in the early 2000s. The lower pull test results indicated in some cases that reliable friction bolt capacity (≥90 per cent of results) is closer to 3 t/m of embedment with some geotechnical engineers adjusting the ground support parameters in the design work accordingly. This can be in contrast with other mines which reliably obtain 4 t/m (or greater) using the same suppliers bolt in similar ground conditions. This raised several questions: • What is the effect of poor installation (bolt twist or bolt hole deviation)? • Does the performance of friction bolts vary in different rock masses? • Does bolt performance vary between suppliers? • What effect does increased jumbo feed/percussion/rotation settings have? • Have the bolt dimensions or steel strip width changed? • Have the physical bolt properties changed? • Have the steel properties changed? This paper was aimed to answer as many of these questions as possible and discuss each variable in detail. This project included friction bolt trials at various mine sites across Australia, multiple friction bolt manufacturers, steel manufacturers and laboratory analysis. The paper also includes discussion on what the authors consider best practice for pull testing. It should be noted, the terms ‘friction stabiliser’ and ‘split set’ used in this paper are used in a generic manner and is not linked to any specific ground support supplier. Whilst its acknowledged within the industry the term split set and friction stabiliser is used interchangeably, the authors acknowledge that the term split set is a trademark of Split Set Mining Systems and has been used in context in this paper.

The Mt Todd Gold Project is located 42 km northwest of the township of Katherine within the Northern Territory of Australia. It is situated in the southeastern portion of the Pine Creek Geosyncline. The Batman gold deposit, the largest of several deposits at Mt Todd, hosts an identified mineral resource of 92.9 million tonnes (Mt) grading 1.4 grams/tonne (g/t) as at 31 December 1993. Host rocks at Batman are assigned to the Early Proterozoic Burrell Creek Formation, comprising greywacke and siltstone interbedded with shale. Gold mineralisation is associated with a very broad zone of sheeted and stockwork quartz-sulphide veins that occupy a corridor of intense brittle fracture and faulting. A conceptual model of formation involves the dilation of joints and micro-faults within overlying sediments during sinistral movement along a basement shear zone. Synchronous granite intrusion generated convective circulation of crustal fluids through the sedimentary pile resulting in the formation of auriferous quartz veins within favourable structures. The Batman zone of mineralisation is not directly related to fold structures which typify several other major gold deposits within the Pine Creek Geosyncline.

A combined reflection seismic and magnetic survey off the south coast of New South Wales has revealed six distinct reflection horizons within the Lower Triassic- Upper Permian sequence, and has enabled the upper part of the Illawarra Coal Measures to be mapped in considerable detail. Large magnetic anomalies in the eastern half of the survey area appear to originate in the Gerringong Volcanic Sequence which forms the magnetic basement in this survey. Small residual anomalies in the western half of the area can be correlated with small scale faulting and folding in the uppert part of the Illawarra Coal Measures, as revealed by the seismic reflection survey. A synclinal axis striking at approximately 55¦ has been mapped near the western margin of the survey area, and areas of faulting and folding have been outlined by com- bined analysis of seismic and magnetic results.

Environmental Geochemistry International (EGi) and the Ian Wark Research Institute (IWRI) collaborated in a three-year Australian Minerals Industry Research Association (AMIRA) research project (Project Number P387A) focussed on the prediction and kinetic control of acid mine drainage. As part of this project, single addition, and sequential net acid generation (NAG) testing was carried out on sulfide mineral samples. The test samples comprised a range of synthetic waste materials prepared using a quartz bulk and controlled quantities of the commonly occurring sulfide minerals; pyrite (FeS2), pyrrhotite (Fe7S8), arsenopyrite (AsFeS), chalcopyrite (CuFeS2), chalcocite (Cu2S), covellite (CuS), bornite (Cu5FeS4), galena (PbS) and sphalerite (ZnS). NAG test results clearly show that there are significant differences between the acid forming potential of sulfide minerals. The NAG test results for each mineral were compared with theoretical acidity values (NAPP*). The NAPP* calculation was based on stoichiometric oxidation reactions assumed for each of the sulfide minerals. Sequential NAG values for pyrite corresponds closely to predicted NAPP* values, confirming the assumption that pyrite oxidation occurs according to the stoichiometry assumed. For the pyrite sample with 5 wt per cent S, two NAG stages were sufficient for all of the sulfur to be released to solution. Since sulfides in waste materials will generally be dominated by pyrite, results also confirm the validity of including NAG testing for ARD evaluation of most waste rock. NAG testing confirms that of the sulfide minerals examined, only pyrite, pyrrhotite, arsenopyrite and chalcopyrite are acid producing, ie able to produce leachate with a pH less than 4.5. In the case of sphalerite, galena, bornite, chalcocite and covellite the pH of the final NAG solution was greater than 4.5. The significant differences between the acid forming potential of different sulfide minerals could lead to overestimation of acid producing potentials based on NAPP values calculated from total per cent S alone, ie assuming all S is present as pyrite. The oxidation of galena during the NAG test resulted in the consumption of acid. The examination of the galena surface by X-ray photoelectron spectroscopy (XPS) after oxidation in peroxide solution indicated the presence of polysulfide. The reaction of sulfide to polysulfide is acid consuming, thus explaining the net acid consuming behaviour of galena in the NAG test. This reaction pathway may provide a possible explanation for the lower than expected acid production observed for some of the other sulfide minerals examined.

Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

The basic aim of mine planning is to design mine layouts and schedules that achieve optimisation of operations, minimum cost and maximum resource recovery. Successful accomplishment of this aim is facilitated by timely and comprehensive rehabilitation planning commencing at the pre-feasibility stage and continuing until the end of mining. Incorporation of a final landfomt design for waste rock dumps in a mine plan requires a prediction of surface stability, which may be achieved through erosion modelling. Erosion prediction models can be placed in two broad categories: soil loss prediction models eg USLE and CREAMS, and geomorphic models such as SIBERIA. A waste rock dump landform design based on selected slope form and grade and drainage systems should be developed as part of planning. A digital terrain model (DTM) of the landfonn should then be produced which can be modelled for long-term erosional stability using pre-determined parameter values. If acceptable standards of stability are not achieved, the landform should be redesigned and remodelled until the desired result is obtained. The planning process incorporating models requires knowledge of spoil or waste rock properties and model parameter values. This information is site specific and can be obtained from drill cores or costeans at the pre-mining stage and from spoil or waste rock during the mining stage. Realistic model parameter values are critical in post-mining landfonn design and can be obtained by several methods, including rainfall simulation, monitoring, geochemical analyses and grain size analysis.

The seam gas content at Westcliff Colliery is 12-15m3/tonne of coal.Composition ranges from 99% CH4 to 52% C02 in one area. Desorption rates are proportional to gas contents and CH4 is preferentially desorbed. A crushed zone of reduced permeability advances with the face - at Westcliff ribside crushed zones are 2.5 to 6.5m wide. Poor strata control widens crushed zones. 12 months of pre-drainage allowed 2 heading development and longer pillars to be used in a virgin area instead of 3 or more headings without drainage. Machined coal may lose as much as 1.6m3/tonne being conveyed out of Westcliff Colliery. Experience differs from mine to mine. Permeation is affected by time, strata movements, changing water content, and changing stress. Permeabilities vary from lOmd for Pittsburgh Seam to less than 1 and for the Bulli Seam. All these data and differences await further investigation.

During more than 100 years continuous mining of the lead-zinc orebody at Broken Hill, an immense amount of geological data has been collected about shear zones related to the orebody. The challenge to current mine geologists is to synthesise and interpret these data sets in a way that is applicable to production demands. Precise knowledge of the locations of major shear zones is important not only for the determination of ground conditions but also to develop an understanding of ore remobilisation along these structures. Traditionally, geological information has been collected from drill core and back and wall mapping underground, and interpreted on sections that are approximately 20 m apart. The recent introduction of MaptekÆs Vulcan software has enabled the shear zones to be modelled in three dimensions. The new three-dimensional shear models have been combined with seismic data from the Southern Cross area. The seismic data is collected from a microseismic monitoring system installed in the Pasminco Southern Operations in August 1996 (Rauert and Tully, 1998). The addition of seismic information to the shear zone models has led to a greater degree of certainty about the shear zone locations and has provided information about shear zones in areas yet to be drilled.

In the ten years since the University of NSW proposed a pillar design methodology for bord and pillar operations, the Australian coal mining industry has changed substantially. What was primarily a bord and pillar design approach is now being applied to chain pillar design in longwall mines where the requirements are substantially different. The dimensions of chain pillars can impact on tailgate conditions (roof, rib and floor), seal performance, and surface subsidence. The status of chain pillar design practice in Australia is reviewed, with a focus on defining pillar strength, chain pillar loading, and assessing the performance of the roof/pillar/system. A new pillar strength equation is proposed for Australian coal that applies for all width/height ratios. An alternative analysis of probability of failure of chain pillars is presented.

Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance. Many narrow-vein gold deposits are characterised by a high to extreme nugget effect and the presence of coarse gold. They rank amongst the most difficult of deposits to produce an accurate and precise resource estimate. This contribution presents a case study from the Nalunaq Gold Mine in Southern Greenland. The mine commenced operation in May 2004 and is currently operating at a rate of 400 tonnes per day, to produce about 100 000 oz gold per annum from a total resource base of 1.2 Moz. Mineralisation is characterised by quartz veins that are hosted within a shear zone that is continuous over about 1000 m. The principal orebody is the Main Vein structure, which ranges up to 3 m in width, maintains an average dip of 35¦SE, and contains significant gold grades (1000s g/t Au). Gold particles are often visible, with 25 per cent being greater than 250 microns in size. Variography using underground development samples indicates a nugget effect of about 75 per cent. For the 2005 resource estimate, a 2D metal accumulation ordinary kriged block model was used to produce a global grade for the Target and South Blocks of the Main Vein. Grade control chip-channel samples are collected from æshantyÆ drive footwalls, and used as the basis for both the kriged block model and to determine the grade of individual stope blocks by peripheral weighted averages. Geology plays a key role in mining efficiency, given the locally variable nature of the ore zone.
