The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

Woodlawn Mines began underground operations in 1986. At the time of going underground it was envisaged that there would be no 'contract' payment to the underground employees. This was a relatively unique step to make, especially as most major underground mines in Australia relied heavily on the contract system to motivate their workforce. (Obviously with varying degrees of success.) Woodlawn faced the task of motivating their employees through a multi-skilled system with a great emphasis on leadership and a genuine care for their employees. The 'proof of the pudding' is that Woodlawn has not lost any time over industrial issues since beginning underground operations in 1986. To achieve success in any operation the organisation must not only be advanced in its management principles but also be prepared to be innovative in the way it deals with physical problems, ie ground control, equipment selection and maintenance. Difficult ground conditions at Woodlawn have necessitated the deployment of two Cabolt Jumbos and the construction of cost-effective shotcrete systems. The shotcrete system now being built has been tested in a prototype form and is proving to be a safe and simple way to manage weak, low stress friable ground. Although the ground at Woodlawn has low stress component by virtue of the fact the ore can have a density of 4.5dm3, cable dowelling has become a necessity. The two cable dowel jumbos install high quality reinforced cables. The pressure of 'production' means that these machines must be consistently available for use and the training of maintenance personnel and operators ensures that a maximum of cable dowels can be installed over any given time span. In any modem mine ventilation is a primary concern and the major area of concern comes from the vehicles themselves. In our recent replacement for the standard 'Toro' loader, three engine options were considered. A relative newcomer to underground mining was accepted. The Detroit 60 series (DDEC) engine came with a great reputation and has lived up to this. The engine has an electronic management system that reduces particulates to a hardly visible minimum, provides great amounts of engine power and reduces fuel consumption by approximately 45 per cent. The operational benefits of such an engine are worth sharing through this conference.

This paper presents an overview of a technology package developed by BHP for locating discontinuities in coal seams using an in-seam seismic (ISS) exploration technique. The technology package includes instrumentation, data processing software, field procedures, numerical modelling and interpretation know-how. The technology developed has proved to be highly successful; features such as faults and dykes, not detected by other methods, have been delineated. Using equipment specifically designed for underground use, surveys are carried out quickly and at low cost. More than 30 ISS surveys have been conducted by BHP in Australia. Substantial savings in production revenue have been realised in situations where ISS has identified mining conditions which would have impeded longwall operations. Case studies of several ISS surveys are described in the Paper.

The application of known pelletizing tech- nology was successful in the agglomeration of zinc concentrate into pellets of minus 6mm siz- ing using fine zinc calcine and sulphuric acid as binder. Subsequent roasting trials conducted in a 0.3 m diameter fluid bed reactor, showed that the pellets satisfactorily withstood hot physical abrasion during fluidization. Fines generation was low and the pellet calcine was hard, possessing excellent handling properties. Results of laboratory scale static pellet sinter- ing tests showed conclusively that the deterior- ation in sinter physical quality experienced with fine calcine was not apparent when the calcine was added to the mix in pellet form. Based on the results of small scale exper- imental work, a one tonne per hour pilot plant was constructed and operated. Several thousand tonne of pellets were produced-for fluid bed roasting in Badische Analin and Soda Fabrik (B.A.S.F.) turbulent layer (T.L.) roasters previously designed for roasting iron pyrite concentrate. Continuity of the T.L. fluid bed roasting operations was achieved when the waste heat boilers were replaced with atmospheric coolers and thus eliminated the problems of gas flow restrictions. Sinter plant trials were conducted over a period of two weeks with the addition of pellet calcine to the sinter feed. Results showed a marked improvement in sinter plant performance, and as a result of better bed permeability, increased sinter production was achieved, with- out significant deterioration in sinter quality.

A new high tensile strength, steel cable, that may be grouted into boreholes has been developed for use as rode reinforcement. The manufacturing technique produces a birdcage pattern in which the cross section varies along the length of the cable. The load transfer from cement grouts to birdcage cables has been demonstrated in laboratory tests to be better than that of standard 15.2 mm diameter seven wire cables. The manufacturing process also allows for a wide range of capacities which may be specified by design engineers. The various birdcage cable configurations have been applied as rock reinforcement in a number of Australian underground and surface mines.

EcoTechnology refers to a series of potential metallurgical processes for complex ores, concentrates, tailings and slags that are all based on an initial chlorination step at low to moderate temperatures probably in a fluid bed chlorinator (FBC). Examples of the research and development (R&D) results are provided in this paper for a high grade Au/Sb Leach Tailings (EcoGold<sub>®</sub> Process), a very refractory sulphide Au concentrate, a refractory gold calcine tailings, a Cu/Au tailings (EcoCopper<sub>®</sub> Process), bulk polymetallic sulphide concentrates and polymetallic sulphide/oxide complex ores (EcoZinc<sub>®</sub> Process and EcoLead<sub>®</sub> Process). R&D on over thirty different ore types has been conducted at a bench scale as discussed. Latterly a dedicated pilot plant was designed and constructed by EcoTech Mining Pty Ltd (EML) and several of the different feed stock results have been confirmed by pilot plant testing. It is planned to scale up to a commercial demonstration plant. To demonstrate the versatility of EcoTechnology, bench and pilot plant test results on five of the projects are used as case studies as follows: Fosterville ‘leach tailing’, VIC; Wiluna flotation concentrate – BIOX Feed, WA; Wiluna calcine facility tailings, WA; Mt Morgan Cu/Au tailings, QLD; Polymetallic sulphide concentrates from Pegmont Deposit, QLD and Polymetallic sulphide/oxide ores from Commonwealth Mine Project, NSW. Most geostatistical techniques applied to the estimation of ore reserves assume relatively unifonn grade and thickness within an ore deposit environment. In shear-hosted mineralisation this rarely occurs. The distribution of mineralisation is controlled by the kinematic and geometric variation within the shear zone. Although the kinematic variation is dependent primarily on the temperature (and consequently the depth) of formation of the deposit, the geometric variation appears to be relatively insensitive to this parameter. Shoot mineralisation is controlled either by the intersection of secoodary shear planes (brittle deformation) or the stretching lineation of the mylonitic fabric (ductile defonnation).Once the shear geometry is clearly identified, it is critical to review the distribution of grade and thickness of mineralisation. The practice of cutting high-grade intersections without reference to the shear model leads to underestimation of the amount of gold in the deposit. High-grade shoots may occur as pipe-shaped bodies within the system; their identification is essential for both resource estimation and mine planning purposes.

The underwriting of professional negligence has proved to be an evolving science. As with most insurance products coverage offered in the past was very broad but as legal precedent demonstrated to Insurers areas of unforeseen exposure policy documents per se have become more restrictive until today the insurance market through attrition have produced a basic policy structure with various purchasable extensions which together provide insuring professionals with coverage that has proved to be adequate for their needs. The basic policy provides indemnity and protection for fortuitous negligence. In a practical sense, however, professional indemnity policies are really a defence document in so far as policy holders are relying upon the expertise of Insurers to protect them in the event that a claim is made upon them. Whether damages are awarded is in many respects a secondary consideration, the most important factor is to ensure that policy holders are protected in terms of the legal defence mechanism. By way of illustration we are currently in the process of defending a large professional firm which purchased from us a policy with a limit of indemnity of $10M. The case has been running in a Supreme Court now for 14 months and the defence costs which we have incurred on their behalf are rising close to $8M as I put pen to paper. Defence costs of that magnitude would in effect terminally cripple all but the very largest professional operations in Australia. In more recent times coverage has been provided in Australia for breaches of the Trade Practices Act and similar legislation enacted in various States. No-one really appreciated the comprehensive impact which the Trade Practices Act would have on commerce in Australia. Most professionals thought that indeed they would be exempt from prosecution under this Act. The passage of time has clearly indicated that this is not the case and we have found that it is much more difficult to defend a claim involving breaches of the Trade Practices Act than it would be to defend a claim for breach of tortuous liability.

The paper describes a spectrometric method and apparatus developed for lithology logging in brown coal formations. The nuclear spectromet- ric technique developed is able to delineate coal/sand/clay seams. One requirement was to log inside drilling rods, as well as cased or open holes. The method described is based on combined natural gamma and gamma- gamma techniques using a spectrometric system for signal acquisition and subsequent computer based on-line data analysis and interpretation.

Permanent rock bolts used to support rock tunnels are required to perform for the design life of the structure as a minimum. Quality of installation is critical to the performance over the life of the rock bolt.This paper will present the findings from an in investigation into the integrity of rock bolts installed in an underground hydroelectric power station cavern and access tunnel. The 25?mm diameter rock bolts were installed 50 years ago, tensioned and post cement grouted. Due to a major machine upgrade the whole facility was subject to an asset survey. The owners are responsible for managing the risks associated with the failure of these rock bolts and ensuring the structural integrity of the tunnels and caverns is maintained to continue operations, protect machinery, assure production and more importantly maintain a safe working environment for all employees and visitors.To help manage risk a proactive approach is desired. To this end a test schedule using a non-destructive testing (NDT) system was carried out by Independent Integrity Testing Pty Ltd (i2t). The system used in this application was RokTel™. The system operates by applying a small axial impact to the rock bolt end and measuring the resultant acceleration response. The rock bolt characteristics affect the acceleration response.The data output from the system is analysed principally using Fourier Analysis (FFT) and sinusoidal waves. The energy generated in the bar, the rate of damping and changes in frequency are all assessed. Testing was carried out on 70 rock bolts within the tunnel and cavern. A selection were then over cored, photographed and documented. The data gathered from the testing is then correlated with physical evidence to establish a calibration for the remainder of the rock bolts and assess if this is a viable method for identifying defective elements, and what degree of accuracy can be achieved. Artificial support can be used to improve wall stability in open pit mines. This is examined for a particular case where the factor of safety for a slope is kept constant by using artificial support as the slope angle is increased. It is demonstrated that the savings in excavation generally exceed the cost of support. However, in order to correctly judge the eco- nomic impact of artificial support on the project, all the elements relat- ing to the use of artificial support must be taken in account.

From depths of 400 - 600 m, coal is transported by a conveyor in a drift or a bulk winder in a shaft, whilst men and/or materials are transported by a slope hauler or a cage winder. Assessment of the effect of alternative combinations on the key cost factors - output, capital, labour cost and construction time - allows the optimum choice for particular circumstances, there being no uniform solution.

There is no other effective way for study ing firedamp and coaldust explosions than to produce controlled explosions in a pre-monitor- ed environment - either mine openings kept for the purpose, or special surface galleries. Such explosion testing facilities have been employed historically at Buxton in U.K., with lesser known installations at Bruceton, U.S.A., Tremonia, West Germany, Katowice-Mikolow, Poland and elsewhere. Both firedamp and coal dust explosions are studied. Normally coal dust explosions are initiated by somewhat standardised methane air mixtures, by explosives, or purely by coal dust. Various structures and suppression installations are installed in roadways and galleries prior to explosion to simulate destruction and suppression, and the results of such tests form the basis of suppression installations, especially stone dust barriers and water barriers. Other data collected from these experiments include rev- ersals of explosion waves, pressures and temperatures and duration of explosion waves, analyses of aftergases etc. Other uses of explosion testing galleries include testing of explosives, electrical equipment and frictional . sparking.

There are two discrete aspects to collecting portable X-ray fluorescence (pXRF) data to obtain reliable results and to comply with reporting requirements under the 2012 edition of the JORC Code (JORC, 2012) – sampling method and quality assurance. A robust sampling program is required to obtain representative material for analysis. The appropriate method should be established for a particular project using a small orientation study. A variety of approaches to sampling soils, drill cuttings, rock faces and diamond drill core are discussed. These include using multiple spot analyses, scanning using a single operating beam and the collection of cutting saw pulps. The operator must also be aware of the attenuating effects of analysing through sample bags of different material types for various elements as well as the limitations of current pXRF instruments in reporting reliable data for certain elements. The analysis of the samples must also be accompanied by a quality assurance program in order to generate data that are ‘fit for purpose’. This includes recording X-ray tube resolution on a routine basis, using matrix-appropriate standards for which total elemental concentrations are available, using silica blanks, capturing sufficient duplicate analyses to constrain data precision and obtaining check assays to calibrate pXRF data against laboratory data. Examples of quality control approaches and data are presented. Table 1 of the 2012 JORC Code also recommends that information on instrument make and model, reading times and calibration be provided in any reporting of pXRF data. To this should be added information on operating mode and temperature, software version and moisture content of the samples. A robust sampling methodology with a suitable quality assurance/quality control program should produce pXRF data of sufficient quality for public reporting purposes, provided that the data are presented using appropriate cautionary language and adequate supporting information.CITATION:Arne, D C and Jeffress, G M, 2014. Mining epitomises the challenge of sustainable development, because few sectors have such a direct impact on the natural environment, yet few are more important to the economic and social health of almost every region in the globe. In a global industry, with increasing competition for exploration and mining investment dollars, sustainable development must also be resolved within an international competitiveness framework. In formulating a response to the challenge of sustainable development, the State and Federal Governments do not fully appreciate the extent to which technology drives the solution on a range of issues. In some cases` a dangerous fatalism about the state of science has led to an unhealthy æstop productionÆ attitude that puts our industry and economy at risk. As a technical institute representing the professionals in the minerals sector, The Australasian Institute of Mining and Metallurgy (The AusIMM) sees one of its roles as being to highlight the way in which industry innovation can facilitate solutions. The AusIMM is currently evolving a greenhouse gas emissions policy. As a case study it throws into sharp relief the way in which irresponsible ælimits to growthÆ policies could have a negative impact on the sustainability of the sector, as well as the importance of a technology- based solution. With 80 per cent of greenhouse gas emissions in the next twenty years projected to come from developing economies, such as India and China, major reductions will only be achieved if cost-effective, low emissions energy technologies are deployed in developing countries, and more energy efficient processes of producing key commodities for them are brought online. As a supplier of the key energy resources and materials that will be in high demand to feed developing economies, and with knowledge intensive industries with excellent R&D links across mining and manufacturing, Australia is well positioned to contribute to develop key low emissions technologies. However, we will only be able to take advantage of this position if the Federal Government commits to a holistic greenhouse emissions policy that does not penalise industry. We need effective æpushÆ polices aimed at leveraging investment in low emissions R&D that are closely linked in to æpullÆ policies aimed at stimulating technology uptake.

"In-seam drilling has been undertaken for the past 30 years for gas drainage to reduce the risk ofoutburst and lower the concentrations of seam gas in the underground ventilation. The drillingpractices have reflected the standards of the times and have evolved with the development oftechnology and equipment and the needs to provide a safe environment underground. Earlypractice was to adapt equipment from other fields, but with changing emphasis, research anddevelopment by the coal industry has created specifi c equipment, technology and practices toaccurately place in-seam boreholes to provide efficient and effective gas drainage."

Over the 40 years that the author has been engaged in the Australian underground coal mining industry, there has been a continuous improvement in safety performance as the sector has grown in size and productivity. The underground environment hosts many hazards with significant risk profiles that are kept in check by effective health and safety management systems that have evolved largely following major underground disasters. Observations are made on the changes observed for specific aspects of the underground coal sector, with particular reference to ventilation issues, and predications are made as to the needs of the future.CITATION:Robertson, B, 2013. A microcomputer based control system has been developed and implemented at ZC Mines (now Pasminco Mining). The control system maximises throughput at a product size set point while maintaining a "safe" cyclone underflow and mill operating pulp density.To characterise mill and cyclone operation over a range of ore types, 60 circuit surveys were carried out by ZC Mines personnel over a period of four months. The data for each test were model fitted to check for data consistency and to accurately estimate circulating loads.The model fitted results were combined with instrument readings (including in-stream analysis probe assays) and the data checked for ability to predict key variables such as product size and underflow density from measurable inputs.In the resulting control scheme, panicle size and underflow density are not monitored directly, but are predicted by regression equation models based on directly measured variables. The tonnage control loop uses a dynamic model to maximise responsiveness.The system provides a data log output to an mM compatible personal computer at programmable intervals. Comparative data logging over a period demonstrates substantially smoothed circuit performance.The grinding control system was originally implemented using Fischer and Porter micro-DCI controllers. The program has also been implemented on a distributed control system using a sequence oriented programming language.

The gold adsorption capacity of ash-char and ion exchange resin Zerolit F.F. (I.P.) was evaluated by obtaining Freundlich isotherms in the presence of selected variables. It was found that the presence of Na , 2+, Ca 2+ cations and SO4 , CN , S Z, 0 2- Zn anions prompted adsorption of gold onto the char and reduced gold adsorption capacity of the resin. Temperature, particle size of adsorbent and pH of solution were found to influence the gold adsorption capacity of char and the resin. The most efficient desorbent for gold adsorbed on the ash char was S2 ions. Optimum sulphide concentrations were found in the region of 1% Na2S. Investigation into the concentration of gold from actual carbon contaminated gold residue dumps in Kalgoorlie area onto ion ex- change resin showed limited success in one case and not so in another. Maximum gold adsorption by the resin appeared when cyanidation and sulphidization treatments were carried out simultaneously in the presence of the resin.
