The Tavua Power Proprietary Ltd. was created in 1936 for the purpose of supplying electric power, compressed air and water to the mining field.The original share capital was subscribed on a two-third:one-third basis by the Emperor Gold Mining Company Ltd. and Loloma (Fiji) Gold Mines, N.L. In 1940, Fiji Mines Development Ltd. (later changed to Dolphin Mines Ltd.) was admitted as a shareholder, and, in 1950, a further change occurred. The present shareholding in the Company is as follows:A central power station was decided upon to reticulate power and compressed air over the whole field and building commenced in May 1936.The original plant comprised three Belliss and Morcom diesel generating sets 770 b.h.p. 525 kW 3,300 V, 3 phase, 50 cycle; one Belliss and Morcom diesel compressor set 2,09'0 cu. ft. of free air per min. at 90 lb. gauge 300 r.p.m., and two small Ruston-Holman diesel compressor sets each of 525 cu. ft. capacity taken over from Loloma (Fiji) Gold Mines, N.L., and the then existing Koroere Gold Mining Company.BuildingThe original building was 130 ft. long by 47 ft. wide with an elevated switchgear annex on the west side from which a clear view of the engine room is available.

Prior to mine development, exploration drilling within the Luise Caldera on Niolam Island encountered gold mineralisation to the northwest of the main Minifie and Lienetz orebodies. This mineralisation was referred to as the Kapit orebody, and ten diamond drill holes were subsequently completed over the area to investigate its economic potential. Several significant mineralised intercepts were returned. These were interpreted using the orebody model developed for Lihir at that time which invoked a strong horizontal control to mineralisation. Additional consideration was given to the elevated geothermal temperatures encountered, the proximity of the mineralisation to the ocean, and its perceived depth below sea level, resulting in the Kapit area being given a low priority for follow up investigation. As a result, no further work was completed over Kapit until recently. The Kapit orebody was the target of an intense diamond drilling programme during 2002/2003. Data from this latest round of drilling has significantly improved understanding of the mineralisation and associated geology. The significant orebody now delineated at Kapit substantially differs from past interpretations, and the latest data has upgraded its economic potential. A resource estimate and other critical studies completed in 2003 enabled an updated reserve statement to be issued in February 2004 including the Kapit mineralisation for the first time. Total Probable Reserves at Kapit stand at 25.2 million tonnes (Mt) at 5.28 grams of gold per tonne (g Au/t), for a total of 4.3 million ounces (Moz) of contained gold.

A computerised simulation model has been developed to select the most suitable digging method of a dragline operation for a given geological condition. The developed procedure uses a geological ore body model as the basis for the geologic database. The simulation selects the most cost effective dragline digging method from a database of various dragline digging methods The database consists of common and innovative dragline methods currently used in Australian open cut mines. A generalised computer package, DSLX, was extensively used to simulate various dragline digging methods. The DSLX software uses predefined functions to build strip geometry, working benches, blast profiles and spoil piles. The outputs from DSLX in form of volumetric, swing angles and hoist distances data are then aggregated with dragline specifications and site time study data to compare productivity of selected digging methods. The result of a case study showed that this procedure lends itself to the 'optimum' selection a dragline digging method for a given coal deposit.

The Broken Hill Proprietary Company Limited (BHP) is Australia's largest company with widespread commercial interests ranging from steel productin to minerals, oil and gas recovery. While these interests are worldwide, the Company operates or is partner in more than 30 Australian mining ventures. BHP Engineering (BHPE) is the in-house consultant to BHP but is also the largest consultancy in Australia available to general industry. Australian Groundwater Consultants Pty Limited (AGC) is a large, independent consultancy offering specialist services in all aspects of water resources, waste management and environmental engineering, both in Australia and overseas. AGC is particularly well regarded within the mining industry and has a considerable record of providing solutions for mine water related issues. By drawing on the extensive combined experience of AGC and BHP Engineering, this paper will summarize some of the unique ways in which water interacts with and impacts on mining operations in Australia, particularly in matters such as: Slope Stability Drainage and Dewatering Production Cost (Transport, Drilling, Blasting, etc) Water Supply Water Management Tailings and Waste Management Environmental Issues. The paper will also illustrate the cost benefit of providing major engineering works for reduction in total mining cost. It will be shown that, through advance planning and close interaction between outside experts (ie consultants) and on- site personnel, very significant operational cost savings can be made while at the same time achieving a safe and responsible mining environment.

The McArthur, Balma (new name) and Habgood Groups are thick (up to 4.5 km) correlative sequences of shallow water evaporitic carbonates, mudstones and sandstones that are exposed largely within the Batten, and southern and northern Walker Fault Zones (Batten and Walker Troughs) of the McArthur Basin respectively. Recent re-mapping of the Walker Fault Zone has provided data for refined stratigraphic correlations between these groups. Two significant hiatuses are now recognised within the Balma Group (base of Vaughton Siltstone and base of Yarrawirrie Formation) and these may represent tectonically-generated sequence boundaries which may correlate with similar local hiatuses within the McArthur Group such as at the base of the Teena Dolomite and Lynott Formation respectively.

The hydro-chlorination of Fe2O3 and Fe304 has been investigated in the range 850-950¦C in order to elucidate the role of iron in the segregation process for nickeliferous laterites. The kinetics of Fe203 chlorination using 20% HC1 - 80% N2 gas mixtures is consistent with a single-stage structure control model, whereas Fe3O 4 exhibits a two-stage reaction mechanism. Oxygen potential measurements using a CSZ probe located above the bed and X-ray powder diffraction results confirm the proposed reaction scheme. When a serpentine nickeliferous laterite (1.03% Ni - 11.7% Fe) was chlorinated at 900¦C with a 20% HCl - 80% N2 gas mixture it was found that the iron oxide in the ore was extracted in a similar manner to the synthetic iron oxides. Also, it was found that the nickel extraction from the ore paralleled that of the iron and the tests indicated that for the major part of the extraction, the solid nickel species were in equilibrium with the gas phase. The recovery of nickel from laterite ores by the segregation process has been investigated by a number of workers and several extensive reviews of the literature associated with this field have been published (Iwasaki, 1972; Canterford, 1975; Wright, 1973).

Metso Minerals Process Technology Asia-Pacific (MMPT-AP) has been working with many mining companies worldwide performing æMine to MillÆ or Process Integration and Optimisation (PIO) studies. MMPT-AP has developed a proven methodology to improve the efficiency of the mine-mill interface and gain maximum benefit. The PIO methodology involves rock characterisation, mathematical modelling and simulation to generate a list of operational and control changes for both the mine and concentrator. Following the methodology, the list of recommendations is developed relatively easily; the more challenging part depends on the company. Success of a PIO project relies on the ability of an organisation to implement change û both operationally and culturally: the human element. When a PIO project is started, there is initial interest and commitment from the company. But how can this be maintained? How does an operation know if the benefit continues? MMPT-AP is now developing long-term relationships with clients to ensure that the increased production and improved efficiency continues. Direct and indirect measurements are used to determine the key factors involved and to understand the cause/effect relationships. Simulation tools also can be used to compare current with recommended practices û so when material properties vary over time, the benefits can still be quantified. PIO is about empowerment: by measuring and understanding what parameters affect concentrator performance, the site personnel now have the knowledge to make a difference. Rather than simply reporting variable or poor concentrator performance, operations can predict when production will be affected and put controls in place to prevent it from happening. This requires support and commitment from the company or æbuy inÆ. Ensuring this buy in continues is the challenge facing every company involved in PIO work û but the benefits are well worth it. This paper will review MMPT-APÆs experiences in implementing PIO projects in the long term: from both the consulting and operational viewpoints. MMPT-APÆs involvement with a number of companies will be discussed as examples of what works and what does not.

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. AND INTRODUCTION The Lochiel coal deposit, a large Tertiary soft brown coal deposit in the mid north of South Australia, is currently being investigated by the Electricity Trust of South Australia (ETSA) as a potential source of fuel for a base load power station. Feasibility studies indicated that the proposed dragline method of overburden removal was viable but economically sensitive to both highwail and dump batter angles. The unusual properties of the unconsolidated overburden sediments and the groundwater regime posed a number of intimately related hydrogeological and geotechnical questions which were addressed before and during the excavation of a trial pit. All strata at Lochiel are of soil strength, and artesian aquifers occur above and below the coal. From the initial evaluation of the deposit a number of hydrogeological questions were defined. These related to the rate at which the pore pressure in the silts is reduced by dewatering, the extent of the reduction in pore pressure due to prestripping, and the feasibility of dewatering and depressurising carbonaceous silty sand sequences. The site of the trial pit was selected to answer these and other questions from the basis of a detailed geological, hydrogeological and geotechnical understanding. The trial pit dewatering system simulated a full scale mine dewatering system and included ten pumped wells, twenty drainage wells, and nearly 400 monitoring instruments. It operated from September 1986 to June 1987. The excavation was carried out between February and May 1987.

In late 1984, Council of the Australasian Institute of Mining and Metallurgy accepted a proposal to establish a Mineral Heritage Committee. This was to be involved in matters relating to mineral heritage-its recording, its preservation, and the acknowledgement that it can be of use to the mineral industry in the future. The Committee was established to ensure that all of the disciplines of our profession were included and that, so far as possible, all of our country as well as those countries of the Southwest Pacific Basin were represented. Some work has been commenced to bring real- isation of the importance of the heritage of our mineral industry to the forefront of the commu- nity's interest. There is not a state in this country and the Southwest Pacific where the mineral industry has not at various times proved to be the basis of community development.

In the search for significant new economic base-metal resources within Australia during the early 1970s BHP's Exploration Department had observed that the majority of lead and zinc con- centrate production in Europe and the USA came from carbonate- hosted Mississippi-Valley-type (MVT) zinc-lead deposits, but Aus- tralia had no history of production from this class of deposit despite several very favourable geological environments, par- ticularly in the large Palaeozoic sedimentary basins. An exploration-research team was established in 1975 and the Lennard Shelf region, near Fitzroy Crossing, was selected as a most promising geological environment. Previous exploration for this class of deposit by other companies in Australia had largely used conventional exploration philosophies (geological mapping, geophysics and geochemistry to identify specific drill targets) but BHP sought specialist advice from a North American expert and adopted a grid-drilling philosophy, which involved wide spaced relatively deep diamond drill holes on a regular grid pattern, and statistical evaluation of the results. This technique resulted in the discovery of the Blendevale Deposit in 1978 in an area which had previously been explored by other companies using conventional methodologies. The deposit was delineated and a pre-feasibility study carried out in 1985 indicated that the resource of 20 Mt @ 8.3% Zn, 2.5% Pb was a marginal proposition.

The Chinese Central Government attaches great importance to the development of its coal industry. Besides carrying out the policy of simultaneous development of large, medium and small coalmines,the main strategy is to gradually modernize coal mining areas and coalmines and to increase the output from individual coalfaces. There are particular implications, processes and main experiences of coalmine modernisation in China.Ensuring a coal output of over one M tonne/yr from one coalface is a very complicated system-engineering project which deals with a wide range of problems. The most important measure used for achieving an output of over one M tonne/yr from a single coalface is the analysis of affecting factors on coalface production by means of the theory c reliability. Thus, as far as possible , the production stoppages caused by mechanical equipment failures and other factors are avoided, the equipment recovery rate is increased and the working hours of shearers are extended so as to ensure a high output and high efficiency.

Stress measurement is at the core of most stability design analyses. It is demonstrated that contrary to accepted practice, it is the field measurement, and not the calculated prediction, of stress that requires most examination and review. Since it is not really possible to quantify rockmass properties, the stiffness values used in reduction of stress measurements and in subsequent design analyses (either empirical or numerical modelling) must consider an appropriate range of values.

With mining development on hold and other underground works in a slowdown, the development of nuclear wa te repositories takes centre tage on the American rock engineering scene. Three repositorie for commercial spent fuel-in salt, tuff, and basalt-are in the phase of site characterisation and conceptual design, and one pilot project for defense high-level wa te in salt is under construction. A repository design for crystal line rock has recently been postponed.Because of strict quality assurance requirements throughout design and construction, and because of the need to predict and ascertain in advance the satisfactory performance of the underground openings, much intellectual energy has been expended to analyse underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behaviour and improved methods of underground analysis and design. For the shorter term, a formalised ground control plan was developed, the principles of which may be applied to other types of projects.This paper summarises the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. BHP World Minerals (BHP) commenced development of the Cannington exploration decline in 1993 using Peabody Resources LimitedÆs Mining Services Division (PRL) as the contractor. Approval was given in 1996 to complete the mine development and bring the mine into production in 1997. The total mine development at Cannington by PRL has included 14 km of headings, 1040 m of shaft sinking for ventilation and ore hoisting and 990 m of raise boring for ore passes and vent rises. Hard money schedule of rates contracts were used for mine development from 1993 until early-1997. This took the mine development down to 570 m below the surface and developed six levels. Because of significant risks, the final phase of the mine development was completed in 1997 under a partnering agreement. This paper examines the factors considered in making the change to partnering, the issues involved in negotiating the partnering agreement to complete the Cannington mine development and the outcomes of the agreement.

The Rivera Crystalline Island (RCI) is an erosional window of the intracontinental Parana Basin that outcrops in the Rivera Department, north of Uruguay. RCI is made up mainly by Precambrian granites, metasediments and granite-gneisses. This island is crosscut by a dextral transcurrent shear zone system, the Rivera Shear System (RSS). The bulk strain ellipsoid was defined by previous work and has allowed the evaluation of shear dynamics. The geometry of the shear system is made up of two shear directions: E-W (P-shear), which turn right to NW-SE direction (R-shear), leading to the development of extensional bends. The shear zone system was developed in brittle-ductile to brittle regimes, under temperature conditions compatible with greenschist facies metamorphism. The shear zones are marked by an intensive fracture cleavage development. Mylonites develop only in narrow, discontinuous higher strain zones. Internally, the shear zones are dominated by intrusive rocks, mainly granites, dacites and diorites. Hydrothermal alteration has been developed in several areas.The economic significance of RCI is given by several small gold deposits, which have been exploited since 1869. One major new gold mine is under development, the San Gregorio Gold Mine. This gold deposit is locally controlled by a dilatant site where R-shear turns right to P-shear. Mine lithologies were deeply altered by hydrothermal fluids in the dilatant structure. This work presents the lineament-structural analysis carried out to identify similar structural patterns in all RCI sites favourable to host other gold deposits. The exploration program also considered remote sensing, geology, geophysical and geochemical survey.

The traditional method of scale-up uses the population-balance model. In particular, the selection function values for a material are determined in a laboratory mill and a variety of correlations are used to scale these values to plant scale mills. For example, the factor D2-5L (D-mill diameter, L-mill length) appears in many power correlations. The number of collisions is proportional to the number of balls (aD2L), the frequency of mill rotation ((x 1/4D-) and effectiveness of impact ((XD), which gives rise to the 'D2.5L' expression. However, what is lacking in this expression is that it does not throw light on the intensities of collisions. In other words, the collision intensities in both laboratory and plant scale mills are implied to be identical. This fact has been very limiting. Alternatively, the collision frequencies and intensity of impacts can be computed with the discrete element code. This code computes the motion and collision of each individual ball in the ball charge. Therefore the number of collisions and the fraction of collisions in the energy range Et, E2.òòE. (collision energy density) are calculated for a given mill size and operating conditions. Then, using the breakage function determined in drop-weight experiments, the evolution of size distribution is computed for a lab mill. The collision frequency and energy density for larger mill sizes are shown. The fundamental theory outlined for the calculation of size distribution is equally applicable for the large mill, which is the basis for scale-up.

The role of mining consultants needs to be re-examined, so that the quality of the service they deliver will continue to be adequate for the 1990's. One means of this evaluation is by examining Case Studies in the strategies and difficulties of developing contract and entrepreneurial research.

Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. The guideline is presented here in a summary form:
