Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

The aim of the study was to use quantitative mineralogical measurements to predict the processing characteristics of an ore. Samples were taken from a wide range of concentrators processing ores of lead, zinc, copper and nickel. QEM'SEM was used to measure the characteristics of the ore feeding the plant. Concentrate product samples, together with plant operating data were used to give concentrate grade, recovery and grind size information. It was found that the mineralogical measurements correlated well with the metallurgical parameters indicating that these techniques will be very useful for making predictions in feasibility studies and simple plant optimization.

Such assay data is dependent on effective sampling protocols, sample preparation techniques, assaying practices and well founded quality assurance/quality control (QA/QC) procedures. This paper describes recent developments in grade control sampling at PT Nusa Halmahera Minerals high-grade Kencana gold mine at Gosowong Indonesia and presents a case study in identifying, minimising and monitoring random and systematic sampling error including the use of duplicate sampling and the Thompson Howarth technique for quantifying random sampling error.

The development of an ion exchange process for the recovery of vanadium from solutions containing low concentrations of vanadium and/or slurries is discussed. The process can be used to improve overall vanadium recovery throughout the plant, and/or to reduce the vanadium concentration of waste materials prior to their disposal. The development of the process on a laboratory and miniplant scale is discussed, and includes:selection of a suitable resin with the desired loading and elution characteristics; laboratory-scale testwork to evaluate the use of the resin in both resin-in-pulp and fixed bed configurations; recovery of a high-value vanadium product from the resin eluate; and a preliminary techno-economic assessment of the financial viability of the process.

When iron ore is crushed and split into lump and fines components, there are systematic differences between the lump and fines grades. Generally the lump product is richer in iron and lower in the other minerals, compared to the fines product. The grade differences between lump and fines, together with the lump percentage, are referred to as the ælump algorithmÆ. Mine estimates of grade, based on exploration or blasthole drilling, relate to head grade. The ælump algorithmÆ predicts lump and fines product grades from the head grade. This knowledge is important when developing mine plans. Different ore types can be expected to have systematically different lump algorithms. Previously, lump algorithms for specific ore types have been estimated by running the crusher with a single ore type over a sample period. This method is costly, interferes with production, and yields results of limited statistical power. It has been found that weighted-least-squares (WLS) multiple regression can be used to ascribe lump algorithms to different ore types, provided sample periods have sufficiently varied ore type mixes. This study discusses the method and its application to the analysis of Mining Area C crusher production records to estimate the separate lump algorithms, which could be applied to the different ore types. The analysis has enabled the set up of lump algorithms in the production system, to improve the grade control of lump and fines product. Some other relevant applications of the WLS multiple regression approach are also considered.

This paper reviews the present status of mining engineering education in Australia, outlines the main objectives of current programs, and looks at some of the difficulties that need to be overcome to maintain and improve current standards.A case is made for greater co-ordination and co-operation between the institutions themselves, and between industry and the professional bodies to ensure the highest standards are achieved in the most efficient way.

The present practices in electro-refining of copper are shown to be the result of piecemeal and gradual improvements and innovations as metallurgists responded to changing cost pressures and the availability of new technology.Major changes were inhibited by capital cost restraints and a reluctance to build unproven ideas into new plants.It is suggested that the level of technology available today, combined with the greatest cost pressures the industry has known, call for fundamental re-appraisal and a questioning of widely accepted conventional practices.Examples of the industry reaction to changing pressures are given, and directions for future developments are suggested.

Borehole radar is a proven geophysical technology that can be used to map an orebody ahead of mining. This paper will present a case study, where borehole radar is being used within the mining cycle to map out orebody blocks, both as a strategic and tactical tool. Refined equipment and procedures now enables a slimline borehole radar tool to be deployed on the end of drill rods, making it easier and faster to deploy in an underground mine with minimal impact on the mining process. Boreholes are drilled in advance of mining; cover holes to ensure the competence of the hanging wall and geology holes to determine the location and grade of ore are two such examples. All of these boreholes can be entered using a borehole radar tool to map geology and structure ahead. The radar data can provide images of the orebody as well as help detect potential water bearing structures that could impact on safety at a mining face.

Evaluation of tyre chains has been taking place at King Island Scheelite for several years. Results indicate that tyre life has been greatly improved in all cases. Good cost sav- ings are resulting on small loaders. The worth of chains is difficult to prove on larger loaders under the conditions at King Island Scheelite. However, the dramatic decrease in the number of punctures has convinced the Company that chains are worthwhile on some larger loaders.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. Numerical modelling is a valuable tool for simulating the fundamental processes that take place during a heating. The models presented in this paper have enabled a quantitative assessment of the effects of initial pile temperature, pile size and mass and coal particle size on the development of a heating. All of these parameters have a certain criticality in the coal self-heating process.

The introduction of large diameter drill holes and mass firings in underground metalliferous mines has led to an increase in the number of reported sulfide dust explosions in Australia and overseas. Adaptation of the coal mining technique of using limestone to inhibit or prevent dust explosions has not been entirely successful as the development and inhibition of a sulfide dust explosion is somewhat different from that of a coal dust explosion. Tests were carried out on two pyritic ore samples, sulfur contents of 41 and 36 per cent, in 8 and 20 litre explosion chambers to evaluate the effect of the addition of limestone on the maximum explosive pressures developed and rates of pressure rise. Significant values were obtained in both chambers with dusts containing 60 per cent ore and 40 per cent limestone. The percentages of limestone required to inhibit the pyritic dusts were considerably higher than those values generally accepted by the mining industry and the current methods used to inhibit sulfide dust explosions should be re-evaluated.

There are many ways toachieve this, ranging from operational efficiency improvements through production scenarios to planning initiatives. Of all, planning usually receives the least attention, yet it is the area of most influence on the Net Present Value (NPV) of the reserve. With computer technology, numerous concepts and iterations are possible thereby closing the gap between optimal and actual design. This paper discusses the application of the split shell design at the De Beers Venetia open pit in South Africa.

This paper describes laboratory testwork for the beneficiation of a medium grade iron ore, using Wet High Intensity Magnetic Separation (WHIMS). Factors leading to the selection of machine type for this method of separation are discussed and the design of the WHIMS section flowsheet of an iron ore beneficiation production plant are described including methods to achieve operational flexibility and adequate protection of the WHIMS separating chamber. The results of the commissioning and operation of the production plant over several years are described, together with experience developed in plant operation. Data on recovery of hematite over the full range of size fractions treated is presented and compared with data in the literature. Potential methods of improving plant performance are discussed. The purpose of this paper is to provide some practical commercial advice in relation to issues of access and trespass during exploration. It is not my intention to provide a detailed analysis of the applicable law because this is not the appropriate forum for latin maxims and turgid case studies. Instead I will explain the issues in sufficient detail to enable those who are not familiar,with the legal concepts to understand their obligations and responsibilities in relation to exploration activities. Take as an example a situation where a company (for the sake of attempted light relief, called Rogue Mining) holds an exploration tenement adjacent to one held by Lamb Exploration. In conducting aerial exploration activities over its own tenement Rogue overflies the tenement held by Lamb, doesn't turn off its equipment and accidentally collects data in respect of the adjacent land. In analysing that data it becomes apparent to Rogue that there is a substantial anomaly on the adjacent land of which Lamb is apparently unaware. Rogue subsequently negotiates to purchase an interest in Lamb's tenement.

In early 1987 Minproc acquired a license from the inventor to engineer and construct acid plants incorporating the Fattinger technology. The process offers a simple and reliable method of producing sulphuric acid from metallurgical off gases at significantly lower capital and operating costs than the more familiar contact process. The process also offers the simultaneous production of nitric acid, if the NOx content of the off gases is high enough. A development of this latter process has other applications within the minerals industry, particularly in conjunction with refractory gold ore preoxidation.

Gretley Colliery is situated at Wallsend, a suburb of Newcastle in New South Wales and is owned and operated by the Newcastle Wallsend Coal Ccnpany, a wholly owned subsidiary of Peko Wallsend Limited. The mine has been an efficient bord and pillar producer by industry standards. However, its continued economic viability was threatened because the bulk of remaining reserves lie in more difficult mining conditions and are of poorer quality. Alternatives were examined to improve productivity and allow Gretley to become more competitive in the current difficult market Environment.

Coal winning in the Latrobe Valley exceeds 45 mtpa uses a small number of Bucket Wheel Excavators and high speed conveyor systems. While this equipment offers many advantages in the production cycle, incorrect use can lead to low productivity and risks to the safety of the operators and equipment. The mining equipment is of high capital value and easily damaged when used outside the correct operating range. In the extreme case, this can result in total machine collapse, having major implications for personnel safety as well as production and costs. With an active productivity improvement program in the Latrobe Valley in the last two years resulting in a 50 per cent reduction of personnel, many experienced operators have retired. Mine management are facing the urgent need to rapidly train new operators to maintain high productivity levels and reduce the risk of accidents to personnel and high capital cost plant. With the assistance of the Central Gippsland College of TAFE a Certificate Level course has been developed for open cut operators. The course covers all essential training needs for the Latrobe Valley mines. The training is developed from National Competency Standards, allowing transfer of skills, and is flexible to suit other enterprises. It has been written for self-paced learning with the total job understanding, and to have competency-based learning outcomes, training tasks and assessments built-in to modules. With the introduction of this new training program, management is convinced that the element of risk within the mine will be significantly reduced. For these reasons it is an ideal training model for other enterprises.
