The State Electricity Commission of Victoria is conducting a program of research and development into alternatives to the use of conventional boilers for the generation of electricity from brown coal. The objectives of the program are to reduce the cost of electricity generation and also to improve the thermal efficiency so as to reduce the emission of greenhouse gases and other pollutants. The program presently includes the following four technologies: Hydro-thermal Drying, Direct Coal Fired Gas Turbine, Integrated Gasification Combined Cycle, and Steam Fluidised Bed Drying. The Hydro-thermal Drying process produces a combustible coal-water-slurry fuel which is suitable for use in a coal fired gas turbine. The coal fired gas turbine has the potential to produce electricity at a lower cost than conventional power stations and when combined with a steam cycle, it will also use significantly less coal. The Integrated Gasification Combined Cycle process gasifies the coal, cleans the gas, and then bums it in a gas turbine/combined cycle. This process is being developed in Europe and the USA in order to meet their stringent emission regulations. It offers Victoria cleaner more efficient and cheaper electricity.

This paper endeavours to lay as concisely as possible, before the members the salient features of local gold milling practice, and to point out in what respects this practice differs from that of other large mining camps. This is essentially a free milling ore the gangue being quartz and the gold occurring in a coarse form. At times the ore crushed contains a good deal of slate, the latter imparting to the tailings a somewhat leaden hue.Small amounts of sulphides, chiefly iron pyrites, and at times smaller quantities of arsenical pyrites, zinc blende, and galena are contained in the stone. The average amount of sulphides contained in the ore cannot well be ascertained, as the concentrate obtained in all cases contain too much silica to form a basis of calculation...

This study explores two evolving 3D surveying technologies, photogrammetry and laser scanning, and applies them to deformation monitoring of rock faces and mine highwalls. A quantitative analysis focused on 3D coordinate determination is performed. Furthermore, a qualitative assessment directed at the practicality and viability of each system operating near a rock face or in a mining operation is undertaken to reveal one systemÆs deficiencies over the other. Two photogrammetric and four laser scanning surveys aimed at optimising accuracy and precision within a short period of data acquisition are conducted on the rock face at Organ Pipes National Park, Keilor, Victoria. The accuracy and repeatability of each survey is determined using a combination of iWitness photogrammetric, and Cyclone laser scanning software. The 3D coordinates of targets placed on the rock face are determined by triangulation and resection principles within a bundle adjustment. The coordinates determined by each system are then compared in a 3D transformation. Controlled deformation conditions are established to determine the precision to which each system can detect movement in the rock face. An object of known dimensions is placed on the rock face to simulate deformation. The relative orientation of images taken for the pre- and post-deformation photogrammetric surveys provide an overall 3D point accuracy of 1.255 mm and 1.804 mm respectively. A 3D transformation shows discrepancies of less than ¦22 mm (RMS) between the geometry of the photogrammetric and laser scanning models. Both systems are able to detect the simulated deformation to a precision of 50 mm. This work also identifies how to obtain millimetre accuracy for 3D coordinate determination of rock faces, thereby providing a quality data set for surveyors, geotechnical engineers and mine geologists. Photogrammetry is shown to be a mobile, time and cost-effective technique that is more amenable to mining operations than terrestrial laser scanning. However, both systems demonstrate that they are capable of detecting movements that may lead to failures in the rock face, and possibly endangering human life. The implications are significant for surveyors, geotechnical engineers and mine geologists working in mining operations where enhanced safety conditions, increased productivity and lower operational costs are important considerations.

The quantity, quality and detail of project information increases as project development moves from initial scoping level studies, to pre-feasibility and option studies, then definitive feasibility study and basic engineering stages. Data accumulates from metallurgical and vendor testing from various ore types and composites carried out to assess physical characteristics and processing responses of the ore. Over-simplification or assumptions about the orebody for flow sheet development can result in using æaverageÆ information for design. Use of averages of data can have adverse implications on sizing of plant and equipment and consequently on definitive study cost estimates and detailed engineering. In practice, the treatment plant workforce is faced with managing a non-homogeneous or non-average orebody in a variable operating environment that is not always predictable. This paper presents views on how to use the data generated from testwork in project development and for process and plant design. Examples of process design risk or operating risk are presented. Although this topic is applicable to the broad range of process design decision making in the minerals industry, this discussion references comminution, flotation and extraction processes for gold and base metal ores.

A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. These approaches involve basic mining design, effect of fill placement density, optimization of curing time and of cement content, variation of fill particle grading, use of flocculants and of pozzolans, fill placement and dewatering, and or blasting and handling practice.

In a companion paper on current hedging practices in the mining industry (Armstrong et al, 2009) we showed that contrary to popular belief, mining groups are still using financial derivatives to hedge against foreign exchange risk and interest rate risk, and more recently against adverse changes in energy prices, notably the oil price. This paper presents a case study on a hypothetical gold mine to illustrate the impact that hedging policies could have on its profitability by reducing the downside risk due to adverse changes in the exchange rate and increases in fuel prices. The characteristics of the hypothetical mine have been set to reproduce those of a real gold deposit, the Kisladag mine that is currently being exploited by open pit methods in Turkey. This mine was selected because its feasibility study was available to the public. Geostatistical simulations are used to reproduce the inherent uncertainty on the recoverable reserves û stochastic simulations are used to generate the variability of the other three key sources of uncertainty: the gold price, the cost of energy and the exchange rate. A simple strategy based on straightforward vanilla options (puts and calls) was developed for hedging the last two risks, on the assumption that the company sells its production at the prevailing spot price.

Further evidence is presented as to the widespread occurrence of Thiobacillus ferrooxidans in nature in association with sulphide minerals. Leaching rates are discussed in terms of the effect of environmental parameters, particularly Eh and pH, on the bacterial process.The methods used to investigate leaching phenomena are described and the advantages and limitations of each method are discussed. A theoretical treatment of the bacterial leaching process is given which indicates that the optimum conditions arrived at by traditional methods are compatible with those deduced from consideration of the mathematics of continuous culture and thermodynamics

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

The leaching characteristics of a number of Australian uranium ores were determined under acid and alkaline conditions. Ores from the Ranger, Nabarlek and Koongarra deposits in the Northern Territory were readily leached in dilute sulphuric acid. Suitable processing conditions were: leaching at 35-40°C, pH 1·52·0 and redox potential -475 mV for periods of 16-24h with ore ground to 50 per cent -200 mesh CB.S.S.). Ore from the Roxby Downs deposit in South Australia required leaching at 55°C and a redox potential of -650 mV to achieve a satisfactory recovery. All ores contained refractory minerals which were not leached under conventional conditions, limiting uranium extraction to 86-96 per cent.Carbonate leaching of carnotite in calcrete ores from Yeelirrie and Lake Way in Western Australia yielded uranium extractions of at least 98 per cent. Leaching rates were considerably faster than those reported for other applications of alkaline leaching as the slow oxidation step was not required.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. The early history of the mine is traced from the beginning of shaft sinking in 1886 to the purchase by the Broken Hill Proprietary Co. Ltd. in 1949. A necessary preliminary to mechanisation of the Borehole Seam was development of the Young Wallsend seam, andthis development is described. Surface reorganisation and coal handling arrangements are dealt with in detail. Then follows a description of the Borehole Seam mechanisation, the provision of power supply for this purpose, arid pumping arrangements in themine.INTRODUCTIONStockton Borehole Colliery is in the Parish of Teralba, between the townships of Teralba and Boolaroo, and about 12 miles from Newcastle. The colliery holding, a freehofd area of 2,560 acres, was apparently an original land grant when acquired by Teralba Co-operative Coal Company who decided to mine for coal and named the mine "Teralba Colliery." Shaft sinking was commenced in 1886 but was delayed by financial and water troubles to such an extent that it was not until 1901 that the Borehole Seam was reached.Coal was won until 1904 using a single 16 ft. diameter shaft, ventilation being achieved by means of a wooden boxing down one side of the shaft. This collapsed, and operations ceased until the mine was taken over in 1906 by a company known as "Borehole Colliery Limited," the principal stockholder being the Stockton Coal Company. It renamed the mine "Borehole Colliery." This new company immediately commenced sinking a 13 ft. diameter air shaft. In 1908 the Stocktol1 Colliery at Stockton was abandoned, and during the following year much of its equipment was transferred to Borehole Colliery. THE choice of a pumping plant for the drainage of a mine is a matter of such importance that it is obvious that in a short paper it is impossible to go fully into the reasons governing the adoption of any particular type. The author, therefore, proposes to briefly discuss the methods.in vogue, and, as far as possible, to point out the advantages and disadvantages of the numerous systems. The probiem is of extreme importance to the mining engineer, and it appears that in the past sufficient thought has not been given to this branch, as shown by the numerous failures which are encountered.When water is met with in large quantities, the development of the mine depends upon the pumping plant to such a great extent that the most careful consideration should be given before deciding on any particular scheme for drainage. The pumpingplant in a mine should be looked. upon in the light of an insurance policy, and should be treated as such, care being taken that the premium is as low as possibl~, and to ensure this it is necessary that the most efficient plant be secured. Any value addition to the mineral sands in the Murray Basin (Australia) will generate waste that needs to be disposed of safely. For example, conversion of ilmenite and synthetic rutile to titania (TiO2) pigment would generate large amounts of environmentally undesirable elements. Processing of U+Th containing zircon sands to zirconia or to higher purity zircon would generate a low-level radioactive waste. In this study it is proposed that one way to circumvent the waste problem could be to contain such waste in magnesium-based (Sorel) cements. Containment of waste in magnesium cements is an attractive idea especially for the mineral sand processing companies that could operate in the Murray Basin in the future, because the required magnesium oxide and magnesium chloride may be made cheaply from the saline waters encountered during mining operations. The magnesium cement production process is also far less energy intensive than the Portland cement production process. The results of this study indicate that mixing a waste stream with a slurry of magnesium cement before being discharged to the disposal area would contain the waste in a æconcrete-likeÆ structure, resistant to dispersion by wind and moderate rain. However, some loss of strength and increased leaching of impurities, Mg and Cl could take place in wet climate areas. Ongoing research is being concentrated to develop a new process for making water-resistant magnesium cement.

With some notable exceptions, marine placers located just below, or just above, present sea level, are responsible for much of today's production of detrital ilmenite, rutile, zircon, and other minerals of value. The purpose of this paper is to discuss the paleogeographic and paleo-oceanographic factors which may have determined the location of presently submerged marine placers. These factors include changes in sea level, burial by recent marine sediments, stream capture and other changes in drainage patterns, and recent changes in climate. Selected geologic situations in the Yellow Sea off the coast of Korea, in the Atlantic Ocean off the coast of Portugal, in the Bering Sea off the coast of Alaska, and in the Arabian Sea off the coast of India, will be used to illustrate the author's point of view.

Previous paleodepth studies of low-sulphidation epithermal Au-Ag deposits in the Coromandel region indicated that economic gold mineralisation was generally limited to a depth zone of 100 to 400 m below the paleosurface. Notable exceptions are Waihi and Karangahake, where ore shoots extended to depths of about 750 and 900 m respectively. These studies have been extended to include Au-Ag, Hg and Sb epithermal deposits in Northland and the Taupo Volcanic Zone. The main paleodepth indicators used are sinters and hydrothermal eruption breccias, hydrostatic pressures estimated from homogenisation temperature measurements on fluid inclusions, and hydrothermal alteration mineralogy. Also the occurrence of lacustrine and fluvial sediments is an indicator of the paleosurface at their time of deposition. Selected paleodepth indicators have been compiled and mapped in a GIS environment. The distribution of the paleodepth indicators are used to define regional variations in erosion levels, and may be useful in predicting areas most likely to preserve the optimum depth window for gold deposition. In the Coromandel region, regional stream sediment geochemical data has also been used to broadly define erosion levels in terms of Zn, Pb and Cu representing deeper base metal zone mineralization and Hg and Sb representing shallower cinnabar and stibnite mineralisation. The interpretations of paleodepth and potential reconstruction of paleosurfaces are limited by the paucity of data, poor age control on the paleodepth indicators and the epithermal deposits, and marked relief and complex stratigraphy in the volcanic terranes.

The cost of power is an important matter to mining companies generally and this thought that the members of the Australasian Institute of Engineers, as well as the engineering and mining professions generally would be interested in any proposal for the reduction of that cost has led to the presentation of this paper.The writer trusts that the description will be found clear and increase the interest in this interesting subject. In the up of the electrical arrangements touched on in this paper, the author has had the able assistance of his friend Mr. Mars, to whom he offers his hearty thanks. The selection of the best class of power plant for a mine is a very difficult and large problem and it is quite out of place to dogmatise that anyone of the many systems that offer is better than another, eg that the all electrical is better than the partly direct steam-driven and partly electrical, or that a gas plant is better than a steam plant. Such a selection is one that calls for very careful and close consideration, in each particular case, of a large number of before it is possible to arrive at a proper decision.

Mineral deposits of the central New Guinea region (Gunung Bijih, Ok Tedi, Mount Kare, Porgera, Frieda River) and of southeastern New Guinea (Wau-Edie Creek, Wafi, Hamata, Hidden Valley, Tolukuma, Misima) are associated with hot, forceful intrusions of magma of mantle origin that penetrated thick Precambrian and Palaeozoic continental crust. The interaction of high- temperature melt with continental crust, and the differentiation of melt while in transit through thick crust, may be factors in generating ore. Mineralised intrusives in central New Guinea are a result of Neogene- Quaternary magmatism and were emplaced in a foreland thrust belt environment, a setting similar to the (mineralised) Laramide intrusions of southwestern USA. In both cases, central New Guinea and the Laramide, magmatism is not obviously subduction- related. Mineralised intrusives in south- eastern New Guinea (Wau-Edie Creek, etc.), also, are in a thrust belt setting, and are not obviously subduction-related. The association of. gold in southeastern New Guinea with a second (Pliocene) phase of igneous activity, rather than with earlier (Miocene) activity suggests that re-working by successive intrusions may be a factor in localising ore. This is seen, also, in the Bismarck-Solomon islands region where the richer deposits are associated with later (Pliocene) intrusives rather than with earlier (Eocene-Oligocene) intrusives. Unlike the mainland mineral deposits, those of the Bismarck-Solomon islands are clearly subduction-related.

ALTHOUGH great progress has been made in flotation of the Broken Hill silver-lead-zinc ores, no paper dealing with this subject has been presented to the members of the Institute since James Hebbard's valuable contribution in 1913. Almost every discovery or development in the history of flotation has formed the basis 6f a patent, and but few experimentalists have overlooked the fact that their investigations might lead to the establishment of a patentable process. This, together with the aftermath of patent litigation, naturally resulted in secrecy being maintained in matters appertaining to the art, and the industry as a whole has consequently suffered considerably. Much valuable time has been wasted through numbers ofmen repeating work along certain lines, which, unknown to them, had already been thoroughly exhausted by others, whereas a lot of this would have been avoided by a freer interchange of information amongst those directly concerned. Owing to differences in the ore treated and the various applications of flotation concentration in relation to gravity methods, the flotation problems of the various mines differ considerably. This, together with the secrecy previously referred to, hasresulted in the development of numerous systems and machines, most of which would appear, to the casual observer, to comprise separate and distinct processes. The author has endeavoured to show how much these processes have in common with one another, and, at the same time, has tried to convey some general ideas on flotation to those members of the Institute who are not directly associated with this branch of concentration.

A commercial Philips X-ray Fluorescence (X.R.F.) analyser was converted to an experimental instrument suitable for determination of the accuracy to be expected of X.R.F. on line analyses of concentrator slurries. Problems with stability of slurry sample presentation were eliminated by a number of minor modifications.By the use of multiple linear regression techniques instrument calibration equations including error terms were determined for copper flotation feed slurries. Results indicated that the accuracy of copper and iron analyses of flowing slurry samples could approach that of static pressed powder samples.Possible means of reducing the error terms to a level of at least that of pressed powdel' samples involve alternative methods of compensating for the per cent solids in the slurry, Design is under way for installation of a plant unit.

Improving Pelletisation of Pyrite Cinder by High Pressure Roller Grinding As an important secondary resource for ironmaking, pyrite cinder is characterised by coarse particle size, low specific surface area, high porosity and poor surface activity, which leads to high bentonite dosage, low strength and too high moisture of green balls and high roasting temperature. In this paper, a study of improving the pelletisation of pyrite cinder containing feed by using high pressure roll grinding (HPRG) was presented, which aimed to improve the quality of green pellets and reinforce roasting performance pellets. It is shown that pyrite cinder is characterised by complicated mineral compositions dominated by haematite and metal sulfides, porous surface and middle class ballability, leading to higher balling moisture, higher bentonite dosage and higher firing temperature for pellet hardening. The pelletisation of pyrite cinder can be improved by high pressure roller grinding and blending with magnetite in the pellet feed. The former is probably ascribed to the increase in specific surface areas of pellet feed from 850 cm2+g to 1690 cm2+g when the pellet feed passes through roller twice. Good quality green balls and fired pellets can be made from feed comprising 40 - 60 per cent pyrite cinder and 60 - 40 per cent magnetite concentrate at small scale under the following conditions: 1.2 per cent bentonite, feed passing through roller twice at 7 per cent moisture at 1.5 ton pressure, balling at 13 per cent moisture for 13 min, preheating at 1050¦C for 12 min and firing at 1300¦C for 8 min. Green balls possess such properties as drop numbers of 6.5 times, compressive strength of 19.1 Newton and thermal shock temperature of 533¦C. Fired pellets are imparted high compressive strength of over 3000 Newton per pellet. Small scale tests have been proven by pilot scale tests that high grade fired pellets are made, assaying 63 per cent Fe and minor other impurities, such as sulfur and phosphorus except for copper content. The fired pellets made of three blends possess excellent metallurgical performance, such as reducibility index higher than 65 per cent, reduction swelling index lower than 15 per cent and low temperature reduction degradation lower than2 per cent. Especially the compressive strength after reduction is higher 719Newton per pellet.
