"An environmental impact assessment (EIA) of a deep sea mining project typically describes the environmental baseline, impacts of the project to the environmental values, and proposed management techniques. Comprehensive EIAs also consider the impact of the mining project on existing industries, including deep sea fishing. However, few projects to date have included other industries in the EIA process in more than a cursory manner, due to the confidentiality of the process, conflicting priorities, and bureaucratic limitation. However, if the United Nations Sustainable Development Goals (particularly Goal 17: Collaboration) are to be achieved, a new way of thinking will be necessary for deep sea mining projects, starting with collaboration at the very beginning of the project life cycle.STRUCTURE OF PRESENTATIONThis presentation will be in the format of an oral (20 minute presentation).The presentation will cover the process of inter-industry collaboration throughout the life cycle of a deep sea mining project, drawing on historical and existing examples, including that of the Chatham Rock Phosphate Project in New Zealand."

Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. Seafloor massive sulfides (SMS) in the western Pacific have received much attention as resources for gold, silver, copper, zinc, and lead (Lenoble, 2000). Since the end of the 1980s, SMS have been found in the back-arc basin and on oceanic island-arc areas. The typical representatives found are in the Okinawa Trough and on the Izu-Ogasawara Arc near Japan (Halbach et al., 1989; Iizasa et al., 1999), in the Lau Basin and the North Fiji Basin near Fiji (Fouquet et al., 1991; Bendel et al., 1993), and in the East Manus Basin near Papua New Guinea (PNG) (Kia and Lasark, 1999). The higher gold, silver, and copper contents in one of the areas increased the chance for profitable mining operation, which was considered by a private company (Malnic, 2001). The company gathered investment money and announced to start the commercial mining from 2010 (www.nautilusminerals.com). On the basis of geological information of the Sunrise Deposit of the Myojin Knoll on the Izu-Ogasawara Arc (Iizasa et al., 1999) and geotechnical characteristics of SMS (Yamazaki and Park, 2003), some preliminary economic validation analyses of the SMS mining in small production scale were reported by one of the authors (Yamazaki et al., 2003; Yamazaki and Park, 2005; Yamazaki, 2007). The results showed high profitability of the SMS mining.

"INTRODUCTIONHydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean [3, 4 - 8]. Now, commercial interests gain more and more attention. Mining systems are being developed which involve fragmentation of the crusts and their separation from the substrate. The effectiveness of such activities greatly depends on physico-mechanical characteristics of the crusts and rocks on which they form. This determines the importance of the engineering geological study of the objects.This article comprises the results of the engineering geological studies of the crusts samples (72 samples) and their underlying rock substrates (75 samples), which were carried out during the research cruises 6-06, 6-07, 6-08, 6-13 (2006-2013) on the Magellan Seamounts guyots in the Western part of the Pacific Ocean by the specialists of the State Scientific Centre Yuzhmorgeologia [10 - 13, 19, 20]. A program of surveying and studying the surficial sediments of northern Juan de Fuca Strait was undertaken between 1988 and 199 1. Detrital sediments were mapped from the intertidal zone down to 100 m depth along the slopes of a series of shallow coastal marine terraces. The sand heavy mineral content was examined over this region and sediment geochemistry and assays were performed on selected samples both offshore and from beaches along the coast. The coastline of southwestern Vancouver Island has numerous streams, with a history of small Au placer extraction, which empty into the strait to the south. Only very minor evidence of this was seen in values from isolated locales. However, one beach presented a remarkably different mineralogy and geochemistry from the remainder of the coastline. From the beach to 800 meters offshore heavy mineral contents were greatly elevated and Ti values were as high as 1.4% of the sand fraction. Minerals were relatively fresh and angular, with mineral percents distinctly different than those found elsewhere along this coastline. No stream of substantial size crosses this largely sandy-gravel beach. A series of studies identified the source of this small marine placer as having its origins n the tailings from a submarine pipe broken short in the next bay. A Cu-Au mine 1.5 km upstream, closed by the mid 1970's, had processed its ore underground and piped the crushed tailings to the submarine discharge pipe. The crushed material has been transported and concentrated with the longshore current and been sorted by strong coastal swells. Ilmenite/titanomagnetite from the homblendized basalt of the mine is the source of the Ti enrichment.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus, but those who have an economic interest have the following composition: Mn 29%, Fe 6% Si 5%, Al 3%, Ni 1.4%, Cu 1.3%, Co 0.25%, Na 1.5%, Ca 1.5%, Mg 0.5%, K 0.5%, Ti 0.2 0.2% and Ba 0.2% (Morgan, 2000; ISA, 2002). The Pacific Rim is an area of abundant occurrence of polymetallic nodules (Glasby et al., 1980; Morgan, 2000). According to these authors, the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000m (Morgan et al., 1993). In studies conducted in the EEZ of the Mexican Pacific are those made within the project "Research on the origin, process and distribution of minerals in the Pacific ocean floor in the Exclusive Economic Zone of Mexico". Within this project Rosales (1989) conducted studies on the origin, process and distribution of polymetallic nodules, finding that a number of processes give origin to nodules, being diagenesis one of the main mechanisms of elements that contribute to the nodules. Besides hydrothermal processes that are carried near the East Pacific Rise at 21° N, inputs are contributing to the nodules metallic elements and sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes occurs westward (Rosales and Carranza, 1990). In 1993, after cruise MIMAR II, Carranza and Rosales refer that metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba may have a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn). As result of chemical analysis of Mn, Cu, Ni and Co, polymetallic nodules observed in part of the EEZ of Mexico are possible of potential economic interest (Rosales and Carranza, 1990, 2001; Carranza and Rosales, 2003).

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

The Cook Islands is a group of 15 islands, being a Polynesian nation in the heart of the South Pacific Ocean and now bears the name of famed English navigator Captain James Cook, who sailed here in the 1770’s. In the 1800s, it was re-named “the Cook Islands” by illustrious Russian cartographers from the previous English name of “The Hervey Islands”. SEABED MINERALS The Cook Islands has one of the world’s most abundant deep seabed mineral (SBM) resources of Manganese nodules estimated at 10 billion tonnes, within its large Exclusive Economic Zone (EEZ) of almost 2 million square kilometres. This knowledge has been gained through numerous scientific surveys conducted in the Cook Islands waters by many international scientific research entities, starting with a Russian deep seabed marine survey in the 1970’s, from which many physical samples of these abundant Manganese nodules were first recovered. Some of the 1970’s Russian samples are still retained in the Cook Islands more than 40 years later. Then a comprehensive 21 year Pacific wide Seabed Minerals scientific study, between 1985- 2005, undertaken by the Japanese and SOPAC1 based in Fiji, confirmed that the Cook Islands has a vast, unique and valuable deep seabed minerals resource of Cobalt rich Manganese nodules. These Nodules contain many valuable minerals required by the global market including Nickel, Copper, Cobalt and Rare Earth Elements.

The study of why and how life survives in the Extreme environment is a major frontier of science today. Extremophiles are organisms that require extreme environment including high temperature, pH, pressure and salt concentration, or low temperature, pH, nutrient concentration, or water availability. Their common habitats are geothermal vents, pools, lakes and craters of active volcanic regions, such as those of New Zealand, Japan, Kamchatka, Yellowstone USA or the hydrothermal vents of the ocean ridges and submarine volcanoes. These settings are accessible by foot, boat, helicopter, or submersibles. This presentation examines the geology, chemistry of geothermal sites of New Zealand, including the active volcano, White Island, Yellowstone, the submarine volcano Loihi in Hawaii, and sections of the mid-ocean ridges. Designing process and construction of Extremophilic sampling and bioreactor systems used in the study of Extremophiles will be discussed. The driving force behind the research of extremophiles is not only the fundamental science, but also biotechnological potential associated with these microorganisms and their cellular products. The University of Hawaii?s Marine Bioproducts and Engineering Center (MarBEC) is laying the foundations for such new industries.

The study of Co-rich manganese crusts has reached the level which allows to start prospecting works in the observable future, and furthermore, probably, exploitation of ore deposits. In this connection, among other goals, the necessity to analyze a distribution of ore bed parameters in details is quite urgent. Foremost, these are crust thicknesses in connection with landforms and elements of submarine mountains relief. This report is based on representative sampling made in course of research cruises run by SSC Yuzhmorgeologiya over guyots of the Magellan Seamounts. Crustal covers could overlie seafloor surfaces which are confined to a various landforms and elements of relief under the condition, that they are free of sediments. These are planed parts of a summit surfaces, edges, spurs, rectilinear parts of slopes, intermountain saddles and volcanic edifices. It is known, that crustal thicknesses are different at a various forms of relief [1]. We processed statistically the data around crustal thicknesses, which were sampled by dredging and submersible drilling (Tables 1, 2).

After the simulated ‘mining’ experiment (INDEX) in the Central Indian Ocean (in 1997); the restoration of benthic environment was monitored for 4 years (2001-2005) at 5 locations in and around the test site and at 3 reference stations (20-80 km) from the test site. A comparison of long-term monitoring data with the pre-mining and post mining observations has shown that: • The concentration of silt fraction which was the highest (50-60%) at most locations during ‘pre-mining’ and ‘post-mining’ phases, had reduced (40-50%) during monitoring phases. • There was a corresponding increase in clay concentration (50-60%) during the monitoring phase, implying change in the size of sediment particles settling on the seabed, a trend that was also observed at the reference locations. • The initial increase in water content and decrease in shear strength after the experiment, which appeared to be returning to normal in monitoring-1 (2001), was reversed during subsequent monitoring phases (2002-2005), indicating changes in benthic environmental conditions. • Sediment organic matter and pore-water chemical data have not only indicated partial restoration of geochemical properties after the experiment, but also cyclic changes during the monitoring period.

The need for improved, high confidence estimates of nodule abundance to support mine permitting, detailed mine planning and mining and processing equipment design is evident. To date, physical samples represent the ?Gold Standard? for nodule abundance measurement, and are likely to remain as such. However, there are some interesting improvements in the area of 3-D scanning which, if marinized for operations at 6000m, may prove to be reliable alternative methods for mapping abundance over large areas particularly if calibrated or benchmarked with physical sample data. . Features of a high confidence physical sampling device, such as the 0.75m2 (0.86m on a side) box corer developed and successfully used by the Kennecott Group for exploration in the CCZ, take into account not only the accuracy in nodule sample collection but a host of other operability considerations which can mean the difference between a successful exploration cruise yielding high numbers of large area samples and one in which few, inaccurate, often inconclusive samples are collected (or, even worse, the sampler fails to grab any nodules for any number of reasons). The collection of physical samples at appropriate spacing within a mine area combined with more qualitative indications of nodule density such as can be obtained using acoustic backscatter should prove adequate for the near term objectives related to overall abundance appraisal or estimates of ?indicated? resource. Looking ahead, exploration cruises will need to yield increasing amounts of data to support development of higher confidence resource abundance estimates to support issuance of mining permits and detailed design of mining plans and equipment. With its new continental shelf beyond the exclusive economic zone, New Zealand is a country with just 4% of its territory above water. The other 96% is submerged. New Zealand's marine territory covers an area about three-quarters the size of Australia. This territory includes large portions of the Gondwana continent from which NZ separated more than 80 million years ago. This underwater land mass extends from the shores of New Zealand to a water depth of more than 5,000 m, is largely unexplored and is almost certainly the site of many large, untapped oil, gas and mineral deposits. Underwater oil and gas drilling is now a universal activity. Underwater mining is in its infancy and will become a major activity in the future, contributing greatly to the New Zealand economy. New hydrocarbon deposits will undoubtedly be discovered under the ocean floor in regions such as the Great South Basin located off Canterbury and Otago. Mineral deposits are also undoubtedly located within the oceanic crust of this underwater NZ continent. These are as yet unknown and unexplored. The oceanic crust north of the North Island is currently being extended through the subduction of the Pacific plate into the Tonga Kermadec trench and through the growth of a line of submarine volcanoes extending north to Tonga. Active submarine volcanism has led to the growth of ocean floor mineral deposits consisting of polymetallic sulphides with iron, copper, zinc and lesser gold, silver and other metals.

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.

"The future of the marine mining industry is tied to the resource potential of the seafloor. Everything from economic feasibility, policy decisions and environmental impact assessments to extraction techniques and mining tool design rely on an understanding of the size, composition, and distribution of the deposits. Development and regulatory decisions must ultimately be tied to not only the grade and tonnage estimates of individual deposits or groups of deposits, but also an understanding of the uncertainty of these estimates. Here, we will discuss how seafloor massive sulfide (SMS) deposit grades and tonnages are evaluated, and the sources of the uncertainties associated with these values.TONNAGE UNCERTAINTYFirst-order tonnage (size) estimates for SMS deposits are primarily determined from calculating the volumes of material that occurs as positive bathymetric features on the seafloor. The extent of sulfide mineralization on the seafloor can be determined either from visual surveys (camera-tow, remotely-operated vehicle (ROV), or human-occupied submersible surveys) or from volume calculations of bathymetric features identified from digital elevation models of the seafloor, or a combination of both methods. For bathymetric models to be used to identify deposits in the absence of visual groundtruthing, data resolution of 1 m or less is generally required to confidently identify a feature as being hydrothermal in origin (as opposed to a volcanic or tectonic feature), and therefore near-bottom multibeam data acquisition (e.g., using autonomous underwater vehicle (AUVs) or remotely operated vehicles (ROVs) is required (Fig. 1). Specific characteristics of bathymetric features, such as shape, slope angles and surface roughness can be used to identify features of hydrothermal origin (Fig. 1). However, so far, bathymetric features mapped at a resolution of ~1 m cannot be relied upon to unambiguously distinguish a sulfide mound, and the additional use of multiple AUVmounted sensors, such as magnetometers, which can be used to detect hydrothermal upflow zones, or self-potential sensors, which detect electrical fields related to the oxidation of sulfide minerals, can increase the confidence that a bathymetric feature is indeed a sulfide body, without the need for expensive and time-consuming visual surveys (c.f. Petersen et al., this volume)."

Ferromanganese oxyhydroxide crusts (Fe-Mn crusts) precipitate out of cold ambient seawater onto hard-rock surfaces at water depths of about 600-4000 m throughout the ocean basins. Fe-Mn crusts concentrate most elements in the Periodic Table above their mean concentration in the earth's crust (continental plus oceanic crust), except for the major rock-forming oxides and also notably gold and palladium. Tellurium is concentrated greater than any other element relative to its earth's crust mean (about 1 ppb). For example, mean contents of the elements heretofore known to be most enriched in crusts, Mo, Tl, Sb, Co, Mn, Bi, As, Se, and Pb are enriched 100 to 1000 times over their earth's crust mean, whereas the mean Te content in Fe-Mn crusts is enriched about 50,000 times. However, the distribution of Te in the earth is poorly known. Estimates of the mean Te content of the earth's crust range from 0.36 to 10 ppb, with 1 ppb being the most commonly cited mean content (compilations in Levinson, 1974 and Govett, 1983). If we took the highest estimate of 10 ppb, then Te would be enriched in Fe-Mn crusts five times more than the next most enriched element, or 5000 times the estimated maximum mean earth's crust.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

The U. S. Bureau of Mines participated in a two-year joint State of Oregon/Department of Interior Placer Task Force study on the economic and environmental aspects of Oregon's marine placer deposits. The effort culminated in a research cruise off the southwest coast of Oregon to investigate the geological and biological characteristics of the continental shelf deposits. The Bureau's role was to collect and study the placer material off the continental shelf and to determine its strategic potential and significance. In-depth characterization of the sediments by optical and electron microscopy verify that the placer material from Cape Blanco contains up to 3 pct ilmenite, 0.5 pct chromite, and small amounts of zircon and gold. However, harsh sea conditions and equipment failures prevented sampling below a four-foot depth at the Cape Blanco site. Results to date indicate that the deposits sampled off the southwest coast of Oregon do not represent a significant source of strategic minerals. However, further study of the deeper sediments off Cape Blanco may uncover significant concentrations of chromite. This presentation encompasses the site geology, the geophysical and biological activities of the expedition, and the results of the Bureau's mineralogical and chemical investigation. The combined findings of the Bureau and other Task Force agencies have provided information needed to expand the country's limited knowledge of marine mineral resources and has assisted state and federal agencies in the formulation of offshore mineral policies.
