Bureau of Mines routine crude-oil analyses of 88 samples from 60 fields are presented in this report. Similar analyses from other fields in California have been published in previous reports listed in the appendix, page 52. Yearly production of crude oil in California and the percentage of United States production represented by California production for 1948-54 are given in table 1. [ ] Analyses in this report are of samples from the fields listed in table 2, with production data for 1953, cumulative production through 1953, and year of discovery of each field. Information regarding the source and general characteristics of the samples is included in table 3 with a summary of analytical and computed data.

This report (Independent Functional Safety Assessment 4.0) is the fifth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

The Division of Environmental Activities, U.S. Bureau of Mines, conducted a solid waste demonstration project on a burning coal refuse bank. The primary objective of this project was to develop and evaluate an efficient method of extinguishing burning coal refuse and moving it. A series of tests were performed using water monitors and related apparatus to quench the burning material and, at the same time, using earth-moving equipment to transport, spread, and compact the extinguished material. The method found to be most effective consisted of water-quenching the surface material to a workable depth, ripping, and removing the quenched material with a bulldozer and tractor-scraper. The total cost was estimated to be $0.44 per cubic yard.

The U.S. Bureau of Mines and Western Fuels Utah, Inc. entered into an agreement to plan, install, and evaluate a micro-computer based monitoring and control system at Deserado Mine, an underground coal mine. The U.S. Bureau of Hines contracted the Colorado School of Mines (CSN) to independently evaluate the project. CSM evaluated and documented costs, benefits, problems, and management and labor perceptions in this report. Recommendations are provided for mine operators and monitoring system vendors considering future installations.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of November 12, 1973, under the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 indexes. Initial capital investment ranges from $12,540,700 for the 1.06-million-ton-per-year (MM tpy) mine to $44,720,500 for the 4.99 MM tpy mine. Total capital investment ranges from $21,850,700 to $75,693,500 for the same mines. Corresponding selling prices for the coal range from $8.76 to $7.53 per ton, assuming a 12-percent discounted cash flow rate of return after Federal income taxes.

This paper describing the mining practices at Mine No. 2 of the Marquette Range, Michigan is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various minim; districts of the United States. The publication, of this information should be of interest to the industry at large and the exchange of ideas thereby made possible should be of economic value to operators in all harts of the country. In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 34,680-acre Lime Canyon Wilderness Study Area (NV-050-231) to evaluate its identified mineral resources. The Wilderness Study Area is in Clark County, NV, about 30 air miles southwest of Mesquite, NV. The area studied contains an estimated 44 million tons of indicated subeconomic resources of gypsum, an inferred subeconimic resource of limestone and dolomite, and occurrences of gold, copper, uranium, and zeolite. The Wilderness Study Area is underlain chiefly by carbonate rocks with lesser amounts of sandstone and shale. Metamorphic, granitic, and volcanic rocks also crop out within the area. Large portions of the area are overlain by alluvium. The Wilderness Study Area is within the Gold Butte mining district. Several gold mines with past production are nearby to the south of the Wilderness Study Area; one mine is reported in operation on a small scale. Several silver-bearing copper and zinc mines with past production are nearby to the east of the Wilderness Study Area

Marrow vein deposits will continue to be an important source of valuable minerals. Productivity per manshift is not keeping pace with operating costs. Increased mechanization of stoping operations must be obtained to create greater productivity at a reduced cost per ton. This application of mechanization may be to either present methods or to newly developed concepts. The total mine unit operations will be effected by increased productivity. Two approaches to increasing the mechanization of narrow vein stoping were studied with the intention of increasing stope productivity and decreasing stoping costs. A method of bringing efficient rubber-tired equipment into narrow cut and fill stopes was designed. It proposes to provide stope access by way of a ramp constructed on the stope fill. Impact breaking equipment was studied and specific applications proposed.

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

When location guidelines are followed in choosing sites for fixed point velocity transducers for use in underground coal mine monitoring, mine air turbulence intensities <11% are generally expected at those sites. The objective of this Bureau of Mines investigation to determine the effect of turbulence intensities <11% on vortex shedding sensors and transducers. Measurements were made at velocity levels of interest for underground coal mine monitoring use (?200, ?500, ?1,000, ?1,500 ft/min). The effect of grid-produced turbulence intensities (2% to ?14%) on the output of vortex-shedding air-velocity transducers was less than ±10%.

This report describes the preparation characteristics of the more significant coalbeds in Monongalia County, W. Va. It is one of a Bureau of Mines series planned to determine coals suitable for producing metallurgical coke, either as mined or after beneficiation. Over 9.5 million tons of coal was produced in Monongalia County in 1957, of which more than 7 million tons was cleaned mechanically in 8 cleaning plants. On January I, 1954 the Bureau of Mines estimated that 1,576 million tons of recoverable coal remained in the county in beds 28 inches or more thick.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. A prototype borehole probe for ore grade determinations by means of in-situ neutron activation analysis was designed, built, and tested in a two-phase program. Phase I dealt with the design and fabrication of a borehole logging system for operation in 7.6 cm (3 in.) diameter or larger boreholes. It consisted of a 5.06 cm (2 in.) diameter borehole probe containing an intrinsic germanium detector, a canister-type solid cryogen cooling system, cooled FET preamplifier, linear amplifier, high voltage supply, analog-to-digital converter, microprocessor-based multichannel analyzer, buffer memory, bi-directional cable link, power supplies, and a Californium-252 neutron source. A surface support vehicle was designed and outfitted. A minicomputer system was constructed and software developed and tested. In Phase II the system was field tested at several mine sites. The system was calibrated, tested, improved, and demonstrated in a variety of applications. Tests were performed at sites pertinent to uranium, iron, coal, copper, silver and gold. Technical feasibility was demonstrated for all these applications except gold; the gold results were inconclusive. In-situ neutron activation analysis using high resolution gamma ray spectrometry was found to be a potentially viable logging method for are grade analysis under certain conditions.

The Bureau of Mines has examined selected deposits of titanium minerals throughout the United States. The titaniferous magnetite deposits in the western San Gabriel Mountains, Los Angeles County, Calif., were among those selected for study, and in 1956-58 field work was conducted to determine the extent and character of the titaniferous magnetite deposits occurring in the area. This report describes this work and summarizes earlier work in the area by the Bureau and others. The titaniferous magnetite occurs disseminated as seams and lenticular pods in an anorthosite belt 4 to 6 miles wide that trends about. N. 80° W., extending from sec. 13, T. 3 N., R. 12 W., to the west boundary of R. 14 W., at which point the titaniferous magnetite-bearing rocks disappear beneath the sediments in the Santa Clara River Valley.

"SUMMARYThe Ione-Carbondale clays area is 2 miles northwesterly of Ione, Amador County, Calif. It was explored during the war by the Bureau of Mines to obtain data on the alumina content and to recover representative samples for beneficiation tests for alumina recovery.Seventy holes, aggregating 8,837 feet, were drilled, and about 10.3 acres of land was cleared of underbrush. Maps and cross sections were compiled showing location of holes, analyses, and other pertinent data.The clay beds vary in thickness from 13 to 196 feet, and are covered by a loose overburden, averaging about 11.9 feet in thickness. The ratio of overburden to clay is 1 : 8.2. Analysis of a composite sample showed the recoverable alumina (A12O3) and Fe2O3 content to be in the order of 23.6 percent and 2.8 percent, respectively.Topography of the clay area is ideal for open-pit mining methods and plant site.INTRODUCTIONInvestigation of alumina-rich clays for the possible production of aluminum was made during the recent war period, when the shortage of bauxite was becoming critical.Results of field examinations by the Bureau of Mines and the Federal Geological Survey indicated that one of the most promising areas for the development of alumina-rich clays is in the Ione-Carbondale district."

Background Investigators collaborated to develop a new training module that would address the hazards of working around highwalls. Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

The occurrence of dust in mines has always been a source of trouble, but for any years, and virtually up to the beginning of the present century, relatively little of a definite nature was known as to the numerous ill effects of dust in mining operations. Even today, with the west amount of time given and attention paid (for at least 40 years in various, countries) to research and observation en dust in mining, and in spite of the experience with it, much information remains to be obtained, before definite, well-authenticated statements can be made as to numerous features connected with the occurrence of dust in Dines an of its effect upon the health and safety of the worker. One statement that can be made with relatively good assurance of being uncontradicted in that dust is a real menace to the well-being of mine workers, and this includes both health and safety. In addition, dust in and around mines and mining plants is one cause of large financial losses to mine owners and operators. FORMATION OF DUST IN COAL MINES IN THE UNITED STATES One definition of mining is "the processes by which useful materials are obtained from the earth&apos;s crust; " since virtually all of the useful materials of or in the earth&apos;s crust either are solids or must be reached by penetrating through solids, the materials that are moved in mining must necessarily be broken or disrupted, so that almost every phase of the work of loosening the material and transporting it is likely to produce dust.
