There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. The ferberite district of Boulder County, Colo., has been an important producer of tungsten since 1900. During World War I, high prices for tungston concontrates resulted in a brief period of intense activity, and the production in 1917 was 2,707 tons of 60 percent W03 concentrates. Production declined thereafter, and in 19.2 the tungsten produced in Boulder County represented about 4 percent of the Nation's output, being exceeded only by the scheelite production in California, Nevada, and Idaho. Boulder County has boon an important source: of tungsten in the Korean emergency; the present report does not describe this recent activity, as it will be covered by a future publication. Tungsten occurs in small ore shoots of narrow and irregular veins. Most of the ore shoots have been found outcropping on the surface. Core drilling; has been used by the larger operators to explore for new veins and to locate extensions of known veins.

"INTRODUCTION The Camp Bird mine was investigated by Bureau of Mines engineers 3/ September 22 and 24, 1942, and April 29 and 30, 1944. In a subsequent report and supplement, it was recommended that core drilling be done below the 14th. level to determine if commercial ore existed at greater depths, and particularly if ore existed in the vein or adjacent thereto where it passes into the sedimentary formations estimated to underlie the volcanics approximately 400 feet below the 14th level.Seven diamond-drill holes aggregating 3,956 feet were drilled. Four of these holes were under the Hematite ore body and three were under the Big Discovery ore body. Two holes under, the Hematite ore body wore directed at angles but little steeper than the angle of dip of the vein and penetrated the sedimentaries beneath the volcanics close to the vein. Enough low-grade ore was found at the base of the Telluride conglomerate to indicate the presence of a large body of low-grade zinc sulfide ore. Two holes were directed to crosscut the vein at a depth of approximately 125 feet below the 14th level. No commercial ore was cut, but the vein showed the average width and same general characteristics as at the 14th level. One hole under the Big Discovery ore body was directed to crosscut the vein and test the base of the Telluride conglomerate in the footwall block. No commercial ore was found in either the vein or the sedimentary horizon. One hole was directed to test the base of the Telluride conglomerate in close proximity to the vein in the hanging-wall block. This hole was lost approximately 100 feet short of its objective, and a third hole was drilled to accomplish this same thing. The third hole was stopped approximately 50 feet short of its objective when failure of equipment caused a recess of the"

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

Mining and metallurgy have had a long history in China, and resources there have always been considered promising. Under the People's Republic of China (PRC), a remarkable industrial renaissance is underway that should further gain momentum in the years ahead. Rapid development of minerals have not only brought the PRC prominence in industrialization, but also in world affairs. Chinese mineral developments, especially petroleum, have been increasingly in the news. Oil and gas may have great potential, but a very large coal industry is already in existence. The steel industry ranks fifth or sixth in the world. The PRC is also prominent in fertilizer, cement, and salt production. The export metals are well known. Also, the country is buying heavily in nonferrous base metals. The need to know and the intense interest in the subject have prompted this study. The world significance of Chinese minerals is pointed out. The history of growth and PRC's mineral supply position are reviewed. Evaluations are made of policy considerations and regional and technical factors affecting mineral development. PRC's mineral trade and efforts to obtain equipment, supplies, and know-how are assessed. Specific reviews are made of major mineral sectors, including coal and power, oil and gas, iron and steel, nonferrous metals, industrial minerals, and fertilizers and chemicals. The overall outlook is summarized.

This publication is designed to be helpful in promoting health and safety in tunneling and related operations. The format has been selected and arranged to provide a condensed guide for safety personnel, inspection and investigative agencies, design and project engineers, and others responsible for the health and safety of workmen. All the precautionary measures recommended are based on actual conditions observed, from investigations of fatal or serious accidents, and from research conducted to find ways and means of alleviating hazards and unhealthful conditions. Many of the recommended rules are included in State laws and in the general safety requirements of the construction industry. Explanatory, descriptive, and qualifying information has been largely omitted in this publication to keep basic data in more useful and compact form. Included in the appendixes are special precautions for gassy (methane atmospheres) tunnels and tunnels where petroleum products are encountered.

This U.S. Bureau of Mines report describes the development of a yielding steel post for underground mine support. The report covers concept development, laboratory tests, modifications, and field evaluations. The objective of this work was to develop a stiff support member capable both of supporting high loads and yielding when excessive amounts of mine entry closure were present. The 6-to 7-ft steel post was designed to yield nearly 2 ft while maintaining a 45-ton (force) load. The post is a three-piece unit consisting of top and bottom telescoping legs and a separate foot bracket. It develops its load-carrying characteristics when the lower pipe, with an attached interference ring, is forced into the larger top pipe. Laboratory tests were used to determine critical loads and post performance for various post lengths. Field tests showed that the posts could perform in actual mining conditions. The post has the ability to provide support in highly yielding ground and also, because of its slender profile, enhance ventilation and provide more area for travelways and escapeways. The design is simple enough to allow for fabrication at most mine shop facilities.

"IntroductionA process for production of magnesium by carbothermal reduction was developed at Padentheirm, Austria, by the Austro Americanische Magnesit Corporation& an independent investigation of this and other processes was started in 1937 by the Bureau of Mines at Pullman, Wash., with the cooperation of Washington State College. 10/ A preliminary study of the Radentheirm pro¬cess, as revealed by the meager information then available, demonstrated the following two major disadvantages,The use of hydrogen for shock cooling requires an enormous volume of gas - about 1,000 cubic feet for condensing each pound of metal as a pyrophoric dust which must be completely separated from this gas. Then if the gas is to be recycled for repeated use, the CO produced by the reduction reaction must be separated from the hydrogen. These separations are costly from the standpoint of equipment and operation. 11/The condensate is an impure, pyrophoric metal powder that must be purified and converted to coherent form. This is accomplished by distillation or sublimation of the metal. Distillation on a large scale involves difficulties inherent in the high boiling point (1,107° C.) and the chemical activity of the metal. To avoid these difficulties, the metal is sublimed at 600° C. and of very low pressure. This is quite easily carried out as a batch operation but is a costly procedure. A continuous sublimation process has not been accompli shed."

Contract H0177044 included three objectives; (1) consolidate, maintain, and distribute information on STE approved lighting systems; (2) develop and present one-day seminars on underground mine lighting; (3) determine direct labor and hardware costs associated with the installation of mine illumination systems. All objectives were completed with results as follows: Task I - A file containing 1350 Statements of Test and Evaluation (STE) for all types of underground equipment was developed and publicized throughout the coal fields, A total of 40 requests for STE information was received and processed. Task II and III - A series of 50 seminars was scheduled and presented to 942 attendees throughout the coal fields. The seminars were well received and attendees indicated the information presented would be helpful in bringing their equipment into compliance. Holding a series of seminars in the coal fields, instead of a few in population centers, was favored by attendees. Task IV - Installation cost data obtained on 415 lighting systems indicate that the factors which most affect installation costs are higher hardware cost for DC powered systems and slightly higher manpower requirements for systems installed underground. Based on these data, the total cost to industry of retrofitting existing underground equipment could range up to $50 million.

Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

The U.S. Bureau of Mines conducted research to characterize longwall gob loading under bump-prone geologic conditions. Bureau-designed stress meters were installed in the floor rock beneath two longwall panels and coal pillars in the gate road between them. Gob and gate road pillar stress was monitored continuously by a state-of-the-art data acquisition system. The timing of the final destruction of the abutment pillar's load-bearing core was optimal, since the pillar is located between two gob areas and no longer of significant importance for ground control. Maximum stress was observed immediately in front of the longwall face, and this pressure quickly dropped as the face moved past the instruments. The center of the longwall panels regained significant overburden load, while the instruments located less than 100 ft from the edge of the panel showed little or no increase in pressure due to gob reloading.

[The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according; to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-rank coals according to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. This paper describes mining and milling methods of the American Smelting & Refining Co. at the Morning mine in the Mullan area of the Coeur d'Alene mining region in Idaho and is one of a series of Bureau of Mines reports dealing with methods and costs of mining throughout the United States. The Morning mine has been described previously in a Bureau of Mines report published in 1930,2/ and the milling methods and costs at the Morning concentrator were presented in a Bureau of Mines report published in 1932. 3/ These reports are supplemented by this publication, which presents data to show the effect of changing times and conditions on a typical medium-size mining operation during the latter part of its history, when costs were rising and production was from increasingly greater depths. The report contrasts two periods in the history of the mine-periods not too far separated in years but considerably different in economic conditions. During the first period (1939) costs of labor and materials were moderate, mining operations were just being transferred from the main shaft to deeper workings opened from the offset shaft, and the operation prospered. During the second period (12 years later) production costs had increased following the national trend in all industry, mining was from greater depths near the bottom of the ore body, and the operation was becoming unprofitable. Mining on the lower levels of the property ceased in 1953.

This U.S. Bureau of Mines report examines the causes and consequences of longwall face sloughage. Theoretical relationships were developed to evaluate mechanisms that produce slough age. From these relationships, contributory factors were identified for further analysis in field efforts. A survey identified 12 mine sites with sloughage problems, and these were investigated. From these studies, it was determined that the depth of cover and mining height are the two most significant factors causing sloughage on longwall faces. Coalbed friability and cleat orientation also were found to be significant factors in promoting sloughage. It was concluded that sloughage is primarily a problem in thicker seams or seams with friable coalbeds, and that the problem is more severe as the depth of cover increases. Sloughage also was found to increase as the rate of mining decreased. Observations indicated that face slough age can increase dust generation significantly on longwall faces. Current efforts to control dust generation from longwall sloughage are described.

Most U.S. coal production is bituminous coal. Some 90% of current production comes from a geographical area enclosed in a circle with a 300 mile radius and its center at about Huntington, West Virginia. There are important underground coal production areas in the western parts of the United States as well. Most U.S. coal production comes from fairly level seams, many of which pitch rather uniformly only a few feet per mile. Usually there will be several overlying seams of varying thicknesses, separated by several tens of feet. Fig. 1. 1.
