The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

In the usual volumetric determination of uranium, the solution containing uranium is reduced in a Jones reductor, yielding a mixture of trivalent and tetravalent uranium; the trivalent uranium is oxidized to the tetravalent state by bubbling a stream of air through the solution. The resulting solution of. Tetravalent uranium is titrated with a standard oxidant, generally sulfatoceric acid, dichromate, or permanganate; It seemed likely that the, same general procedure could be used in determining semimicro quantities of uranium if the conditions affecting the variables involved were understood more clearly than at present. In the method described below, the use of ferric sulfate to oxidize tetravalent uranium allows the titration to be made at room temperature in an essentially colorless solution with sulfatoceric acid. The latter oxidant its turn permits the use of the very stable indicator, ferroin, with its sharp color.., change and exactly reproducible blanks. Solutions of uranyl sulfate were prepared by diluting a stock solution that had been standardized gravimetrically according to the method of Lundell and Knowles (8).3/ Solutions of sulfatoceric acid were prepared according to the directions of G. F. Smith (12) and were standardized against arsenic trioxide in the presence of osmic acid according to the directions of Gleu. The cerium solutions were stored in 18-liter carboys fitted with siphon arrangements so that the bottles did not need to be opened and protected from light in a dark cupboard. Under these conditions, even the 0.01 N solution changed by less than 1 part per thousand over a period of about 6 months.

"INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese-grade ore 6/ from the wide-spread domestic manganese and manganiforous iron deposits. Samples for testing were received from the Interstate Manganese Co. in northeastern Tennessee, 11 miles west of Mountain City and 10 miles southwest of Damascus Va. The ore deposit occurs in the residual material of the Shady dolomite 7/ as an unconsolidated mixture of hard and soft manganese oxides and clay.Numerous tunnels and pits have developed a large reserve of ore in an area of about 15 acres. One pit 250 by 50 by 20 feet is being mined by rower shovels. The ore is hauled to a washing plant for log-washing, hand-sorting, and jigging. The design, specification, and performance evaluation of the Communications and Location portions of a Coal Mine Rescue and Survival System are described. The work was performed as part of a nine month effort to develop a mine rescue and survival system using existing technology and state -of-the -art hardware as recommended by the National Academy of Engineering. Three basic subsystems were developed, one for survival, one for communications/location and one for rescue. This report and related equipment manuals describe only the Communications/ Location Subsystem which was designed, fabricated, and tested by the Westinghouse Georesearch Laboratory in Boulder, Colorado. Two basic technologies were used. Electromagnetic signals propagating through-the-earth provide voice downlink and coded beacon up-link communications. Seismic methods were developed to provide means for locating trapped miners. Seismic signalling also provides a backup means for communications. Parallel development programs for the electromagnetic and seismic portions of the system were conducted. The resulting hardware and software have been partially tested in coal mines and under simulated emergency conditions in order to evaluate system performance. The results of these tests are discussed. Further testing is recommended in order to establish quantitative performance limitations tinder a variety of environmental conditions and to develop methods for improving system performance.

This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

This report, the second of a series, presents the results of laboratory corrosion studies which were made in connection with a one-year test on aluminum lease tanks conducted by the United States Bureau of Mines. Part 1 of the report contains the results of the field tests. The studies were made on an oil lease in a so-called "sour district," near Borger, Tex., where free hydrogen sulphide accompanied the production of oil, gas, and salt water. Steel tanks previously used on the lease had suffered severe corrosion, because steel is inherently susceptible to attack by hydrogen sulphide. Because of the high resistivity of aluminum to the action of hydrogen sulphide, it was believed that this metal had promising possibilities as a material for the construction of lease tanks in "sour districts." The results of the one-year field test proved that aluminum lease tanks will withstand corrosion by hydrosulphide, but it as found that aluminum was susceptible to attack by salt water, which was invariably present in certain portions of the tanks, and that hydrogen sulphide accelerated this salt-water corrosion in an indirect manner, as will be explained hereinafter. In order to study corrosion conditions encountered in the tanks during the test period, a laboratory was maintained at the site of the aluminum lease tanks.

The Bureau of Mines and the Alabama. Power Co. jointly conducted a first experiment in underground gasification of coal at Gorgas, Ala., during the fall and winter of 1946-47. This preliminary experiment showed that it was not difficult to maintain combustion of coal underground, and that coal in place could be completely gasified. It was noted that the high temperature developed by the gasification of coal in place brought about changes in overlying strata that appeared to be favorable to the process. The high temperatures caused the roof rock to become plastic, to expand, and to settle down on the mine floor directly behind the reacting coke face. These results were promising enough to warrant further investigation of the process. It was believed that if this action could be controlled properly with roofs of similar composition, it would tend to force the gas-making fluids underground against the coal faces. Plans for the second experiment were based in part on this favor-able roof action, and the successful operation of the planned initial straightline passages depended on this fact. Gorgas was chosen as the site for the second experiment for the following reasons: A tract of coal land of sufficient size was available and isolated from the main body of coal; the roof rock was similar in composition to that encountered in the first experiment; and the overlying strata were thick enough to eliminate some of the operating difficulties that had been encountered, In addition, power, water, and machine-shop facilities as well as an adequate supply of labor were available in this area, and the friendly cooperation of the Alabama Power Co. further recommended this site for the planned experiment.

The Bureau of Mines, through a memorandum of agreement with the State of Ohio, tested a method of constructing seals in abandoned mine openings in Ohio by means of pneumatic stowing of crushed limestone and gravel with sand. A total of five openings and one shaft were back-filled. Pneumatic stowing uses compressed air to convey material through a pipeline and into the mine opening. The stowing equipment consists of a power supply, a blower, a feeder to inject the material into the pipeline through an airlock, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. Well-graded aggregate up to 2 inches in diameter and having sufficient fines is used as fill. The stowing method is safer and faster than conventional methods, is cost competitive, prevents trespass into abandoned mine openings, and eliminates or reduces the exposure of workers to possible hazards since the discharge nozzle can be kept at the mouth of the opening. The equipment is mobile, and, with some modification, the technique could be widely used for sealing abandoned and active mine openings, even in remote locations and during severe weather conditions.

This paper describes the development of a process for producing manganese and iron pellet concentrates from low-grade manganiferous iron ores of the Cuyuna range by a two-stage sulfatization-reduction roast. First, the manganese minerals (7.5 percent manganese) were converted to water-soluble manganese sulfate by roasting in sulfur oxide gases at 700° C, then, the hematitic iron minerals (31 percent iron) in the hot sulfatized are were reduced to magnetite with simulated reformed natural gas in the temperature range of 350° to 425° C. Batch tests were made in a 3-inch-ID by 6-inch-long, gas-heated, stainless steel retort, and continuous countercurrent experiments were performed in a 2-inch-ID by 10-foot-long, electrically heated shaft furnace. Manganese sulfate was removed from the roasted product by leaching with water, and over 90 percent of the manganese was recovered in an oxide product (65 percent manganese) obtained by precipitation, drying, and thelmal decomposition of the sulfate. An iron oxide concentrate (60 percent iron) with an iron recovery of 75 percent was obtained from the water-insoluble residue by magnetic separation.

Analysis of seed numbers present in topsoils (a grazed area, an ungrazed area, and two stockpiles) indicated that seeds of the most prevalent colonizers (e.g., Kochia scoparla, Setaria virdis, and Salsolo collins) were not present in the topsoil upon respreading but rather appeared by immigration from the surrounding areas. The grazed site had a seed density of over 7,700 seeds m-2 (of which 43% were from weedy species) and the ungrazed site had 3,900 seeds m-2 (of which 7% were weeds); the stockpiled topsoils had very low seed densities (255 and 520 seeds m-2). Seed densities and diversity decreased with depth on both the grazed and ungrazed sites; this was especially true on the grazed site where 94% of the seeds were found in the surface 7.5 cm. Several species were present in the seed bank (e.g., Hedeoma hispida, Artemesia ludoviciana, A. frigida, and A, abslnthlum) which were also found on the three and four year old mined sites in the aboveground vegetation survey. Seeds from these species may germinate after several years of dormancy, thereby starting populations on mined sites and enhancing plant diversity. Seed bank analysis was also undertaken on mined sites ranging in age of 2 to 6 years (plus an unmined site). Mined site seed densities ranged from 1630 to 3980 seeds m-2, with the four year old site having the greatest density (largely because of high Melilotus spp. populations); unmined site and stockpiled topsoil sample had lower seed densities. A significant positive correlation between total viable seed content and soil-water saturation percentage indicated that soil texture may influence seed viability/ dormancy (the. finer the material, the higher the seed population). As with the previous part of this study (and other studies), there was a poor correlation between the aboveground flora and the belowground seed composition.

Identical in each report, the introduction summarizes research progress made in 1951 under the entire Synthetic Liquid Fuels program. Through the use of nondestructive testing techniques, the Bureau of Mines is pursuing a goal of improving the efficiency of the rock excava-tion process. Toward this end, 44 laboratory tests were conducted to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool. An acoustic emission CAE) transducer was used to monitor the test samples as they were loaded. The signal from this instrument was recorded in real time along with the radial and axial loads generated by the fracturing device. Through the review of these signals on a common-time base, it was possible to see the relationship between the developing fracture and the loading conditions. As a part of the posttesting investigations, samples that were pletely fractured were sawn and ground to expose the fractures. examination of these samples allowed approximations to be made incom-Visual of the total surface created. Surface area approximations were also made for the completely fractured samples. Quantitative analyses· of the AE signals were conducted for comparisons with the calculated surface areas.

"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

A revolutionary development in blasting materials has occurred in recent years. Ammonium nitrate, sensitized by the addition of a small percentage of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2 in a wide variety of mining, quarrying, and heavy construction operations. Moreover, the ready availability of the component supplies throughout the Nation, together with the ease of formulating them into effective blasting agents, has made it possible for the blaster himself to prepare the mixes at the site of use. Recently, most established explosives manufacturers have begun supplying premixed AN-FO (ammonium nitrate-fuel oil) or a comparable product to various mining operations. However, many individuals and small business establishments are marketing premixed products prepared in facilities that are often poorly constructed and poorly located. Although these blasting agents have partly or wholly displaced explosives such as dynamites in many applications, there are some blasting operations in which the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. As long as the hazards they present are clearly understood and respected, ammonium nitrate-based blasting agents have important safety characteristics when prepared under competent factory control or field-mixed under equivalent close control. This publication attempts to summarize the knowledge of those hazards and to incorporate practical ways to cope with them.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Stabilization has been attained by physical, chemical, vegetative, and combination procedures. Vegetative reclamation is preferred to physical and chemical stabilization but is diffi¬cult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Methods now have been developed for attain¬ing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $120 to $650 per acre. The cost for stabilizing tail¬ings requiring more intensive treatment techniques may range upward to $1,750 per acre. This report summarizes procedures developed by the Bureau of Mines and industry for vegetating amenable tailings, lists costs for the various processes, and suggests procedures that may be applicable for stabilizing saline and pyrite-containing tailings. Ridged planting beds, drip irrigation, and deep-furrow planting techniques are suggested for stabilizing saline wastes. A combination of mill tailings and sewage sludge can be used for pro¬ducing synthetic soils, and layers of sewage sludge buried under a layer of tailings offer promise of inhibiting acid formation from oxidation of sulfides in mineral wastes.
