The geostatistical methods given for the estimation of low-ash coal reserves take into account the geological structure of the seam, and consequently give far more reliable results than have been obtained in the past. Confidence limits are given for all the estimates.

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 272 to 277. These financial statements are the responsibility of the Institute's Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropri¬ateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1996, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

Pointing out that South Africa needs to utilize its wealth-creating activities, together with local and international investment, to further develop its industries, the address asserts that the mining and minerals industries, especially in the manufacture of beneficiated products, offer the greatest potential for South Africa to achieve its goal. As many mineral-beneficiation processes are based on pyrometallurgical routes, the address goes on to describe some historical - pyrometallurgical operations and to indicate probable developments in the future. These include growth in the fields of both precious and base metals. After discussing environmental and recycling matters, together with manpower requirements, the address concludes that the major growth in the mining and minerals industries will occur in the manufacture of steel, stainless steel, ferro-alloys (particularly ferrochromium), aluminium, and titania slag.

The problems connected with deep mine hoisting and the increasing complexity of this process can be analysed through the application of such mathematical tools as stochastic modelling to study the effectiveness, reliability or safety of hoist methods. To relate these theoretical investigations to real practice, knowledge about components, their stochastic nature and stochastic order of appearance is necessary. This paper presents results obtained during the ten-year (1976-85) period of research undertaken in the Polish mining industry by the Mining Mechanisation Institute of the Silesian Technical University, Gliwice, Poland.

Earlier work had shown that the use of water jets at moderate pressure enhances mechanical cutting in hard rock. To assess the potential of this technique for use in conjunction with free-rolling cutters, a series of laboratory tests was conducted with disc and button cutters to determine the effect of variations in the jet and cutting parameters on the cuter performance. In these tests it was found that the use of water jets at pressure in the range 5 to 40 MPa can reduce the forces on a free-rolling cuter by 40 per cent, which represents a significant improvement in cutting performance. The reduction in thrust force was found to be dependent on jet pressure: the greater the pressure, the greater the reduction. The reduction in rolling force was independent of jet pressure over the range investigated. The results indicate that no additional improvements in cutting performance of any significance are to be gained by an increase in jet pressure above 40 MPa. The most effective jet configuration for the reduction of cuter forces was found to be four coherent water jets, two lateraly disposed on each side of the cuter and directed at the arc of contact between the cutting edge and the rock.

The paper deals briefly with the history of vanadium, and its uses, price movement, and world resources. It then describes the titanomagnetite ore of the Bushveld Complex, and the production of vanadium from this ore at Highveld Steel & Vanadium Corporation Limited, giving details of the various processes used, including the roast-leach, rotary-kiln, electric-smelting, shaking-ladle, and basic-oxygen-furnace operations. The paper concludes with a very brief account of the treatment of Highveld slags in Europe for the production of vanadium pentoxlde and ferrovanadium.

Logistic curves are used in the prediction of the primary production of tin metal from estimated worldwide resources. Such curves are asymptotic to the total cumulative reserves, which are a function of prevailing metal prices and total resources. The figures for tin resources are based on the findings of Robertson and of Brobst and Pratt, the latter authors including estimates of undiscovered deposits. It is suggested that tin production will slump from the present level to 100000 long tons per annum by the end of the century, but will reach a new peak of 200 000 long tons some thirty years later. It appears that production will never exceed 300000 long tons per annum unless substantial new resources, excluding those predicted, are discovered.

This paper presents data collected from full-scale plants in order to verify the predictions of a new simulator of CIP or CL operations. Good agreement was found between the experimental data and the simulator predictions. The simulator is able to predict the effects of many of the complex operating phenomena in GIP and CL plants that previous simulation techniques could not describe. This is illustrated by predictions of how factors, such as the manner of carbon transfer, concurrent leaching, and gold loading on eluted carbon, can affect the performance of an adsorption plant.

The improved design of support systems and stoping strategies when changes in depth, stratigraphy, or mine layouts are considered must rely on the designer's fundamental understanding of the deformation mechanisms adjacent to underground openings so that he can extrapolate and predict expected mining conditions. This paper presents a numerical approach to the modeling of the growth and interaction of mining-induced fractures near the edges of deep tabular excavations in brittle rock. Fractures are represented by displacement-discontinuity elements that are allowed to propagate according to prescribed growth rules. This procedure is justified by the reproduction of several features observed in laboratory simulations of fracturing around openings in blocks of rock subjected to uniaxial and biaxial compression. An attempt is then made to explain some of the attributes of the fracture zone surrounding tabular stopes. Particular questions of interest are the sequence in which fractures form and are mobilized in front of the mining face, the effect of parting planes parallel to the plane of the excavation, and the distribution of stress parallel to the hangingwall and footwall.

Potential developments to meet new engineering requirements are discussed briefly.

Operations of the strip mine at Arnot Colliery are described, and the improved volumetric extraction of the in situ coal reserves that has been obtained by the application of strip-mining techniques is highlighted. An account is given of the major problems encountered during the early stages of the operation with particular reference to overburden removal. coal and parting handling, and transportation. The techniques used in dealing with the problems and the current degree of success in overcoming them are outlined.

Changes in the explosion behaviour of mixtures of coal dust, methane, and air when exposed to different energy sources are discussed. Changes to the lower explosive limits, minimum ignition energies, and rates of pressure rise when the same hybrid mixture of coal dust, methane, and air is exposed to ignition sources which are either spatially extended or spatially concentrated, are examined. A diagram is presented from which coal-dust loadings and methane presence can be determined which are below the lower explosible limits, and stated as a safety factor.

Iron ore pellets with or without additives are commonly used as alternate charge material in both conventional and newer ironmaking processes. The performance characteristics of these pellets are normally assessed on the basis of their reducibility values, reduction strength and resistance to clustering. These properties depend mainly on the type and amount of additives and on the sintering phenomena of the pellets during firing. In the case of composite pellets (ore-coal pellets), reduction and sintering of the iron ore fines occur simultaneously. The thermodynamic and reaction mechanisms of the processes involved in the reduction of iron ore pellets with and without reductants, additives, etc., may not necessarily be identical. The reduction and sintering characteristics of pellets greatly influence the reaction mechanism and the surface morphology of the reduced pellets. The approaches in the literature to the analysis of these reduction and sintering phenomena are broadly categorized as follows: (i) empirical models, (ii) models based on kinetics, and (ill) models based on morphological changes. The relative merits and de-merits of these models are illustrated by their application to the reduction of fluxed ore-coal composite pellets. A critical analysis of the investigations that have been conducted on the reduction and sintering behaviour of such pellets is given. It is shown that, although elegant empirical models and kinetic equations have theoretical significance and can be usefully employed in elucidating the reaction mechanisms of iron ore lumps, they are sometimes not directly applicable to fluxed ore-coal composite pellets. In studies of the latter, the approach should be to correlate the morphological changes with the reduction mechanism. The paper also gives a brief account of an investigation on the reduction and sintering aspects of fluxed composite reduced iron pellets.

Members are advised that the Council has decided to change the format of the Journal from the present size to the standard international A4 size with effect from August, 1969. By making this change we will be conforming to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Institutes. While making these changes, the opportunity is taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Council trusts that these changes will meet with the approval of members.

This paper details the preliminary design work carried out before and during the implementation of an extensive backfilling programme on Cooke 3 Shaft, Randfontein Estates Gold Mining Company (Witwatersrand) Limited. The design work is of relevance to any system utilizing a cementitious binder, and the quality control aspects are of particular significance. Problems associated with correlating laboratory results to actual field results are also briefly discussed.
