Introduction The March 1969 issue of Civil Engineering contained on article entitled "BART" Subway Construction: Planning and Costs" authoried by Thomas R. Kuesel. This article describes in some detail the innovations developed in planning and management to undertake the design and construction of the BART Project. This 75 mile long system contained 17 miles of urban tunnels and 13 subsurface stations. Within this article Mr. Kuesel very nicely listed the cost of the 70,000 linearfeet of bored tunnel, 23,380 linearfeet of cut and cover tunnel, and the costs of the thirteen underground stations. Ten years subsequent to the publishing of Mr. Kuesels article, it is very sobering to realize that San Francisco obtained a bargain of a magnitude that we are just beginning to realize. Table 1 is a listing of tunneled line sections taken from the paper. The average cost shown in this figure, including sections constructed under compressed air is $1,620 per foot of tunnel, with bid dates ranging from June 1966 thru October 1968. This average cost translated to about $16 million per double track mile of twin tunnel system.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

Bacterial leaching is a mature technology and has been applied in six commercial plants with others in the design stage or under construction. Bacterial oxidation is a relatively inexpensive process which uses naturally occurring soil bacteria to assist in extraction of base and precious metals. Bacterial oxidation has ini­tially been applied for gold recovery but the technology is now being transferred to base metal leaching with processes already developed for copper, cobalt and nickel. Bacterial oxidation plants often have capital and operating cost advantages over competing technologies and do not need a highly skilled workforce. The most common species found in the conditions used for bacterial oxidation and bacterial leaching are Thiobacillus fer­rooxidans and Thiobacillus thiooxidans. One common species other than Thiobaci!lus found in the commercial bacterial leach cultures is Leptospirillum ferrooxidans. Mixed cultures of the three species named here have formed the basis of the technolo­gy applied in most of the commercial applications of bacterial leaching to date. These bacterial species already mentioned all belong in the classification of mesophiles and have an operating range from 20 to 43°C. One other culture, a moderate thermophile operating over the range 40 to 50°C, has been used in one commercial plant in Western Australia. Bacterial oxidation takes place in acidic solutions under aer­obic conditions. The oxidation reaction normally produces iron (II) in solution which is ultimately conve1ted into the iron (III) form. The pH value falls naturally as the sulphide minerals are oxidised and the starting pH value can fall as low as pH 0.6 as the oxidation reaction proceeds. This paper examines the impact of the technology selection and its application on the design, engineering and operation of a bacterial oxidation plant. The effect of the changes to these para­meters on the cost of the bacterial oxidation plant is discussed.

The intelligent selection of wire cloth and perforated plate for screening surfaces seems a rather confusing subject to the newcomer in aggregate processing. The proper application of various screening surfaces is a complicated one and one could consider himself an expert only after many years of working with all applications. However, part of the subject matter could be simplified considerably for, the average screen user. In this paper an attempt will be made to do this, by presenting some comparative specification data along with cost figures Unfortunately, it is impossible in the limited scope of this paper to give actual service comparison records between different cloths or cloth and plate. Anyone who has considered making actual service comparisons for competing screening media is well aware of the almost insurmountable problems Their solution would form the basis for a separate paper on that subject alone. Therefore, this paper will be limited to comparative data up to the point of installation.

INTRODUCTION This paper deals with some practical aspects of the use and interpretation of dosimetric methods for assessing the exposure of workers to natural uranium. Consideration must be given not only to the scientific value of the method of dosimetry, but also to the practicality of the method in the particular working environment. It is generally accepted (IAEA, 1976) that uranium does not present a hazard during the mining and extraction processes up to the final concentration stage, that is precipitation as ADU or calcining to the oxide. Further processing (e.g. conversion to oxides, fluorides, etc.) is generally associated with the nuclear industry. It is customary for uranium processing facilities to be managed according to industrial norms rather than according to those applied for the purpose of radiation protection. This is mainly because of the large quantity of material to be processed and the fact that uranium is considered to be of a low radiotoxicity. Although ventilation is used to some extent, provision is not made for the same level of protection as would be required in a radiochemical facility. It is typical in such a plant to find that the process itself may be enclosed and ventilated, but the ventilation is inadequate to cope with an accidental release of material. The working environment is poorly ventilated, sometimes only by natural ventilation, and one frequently finds areas with high airborne dust levels, designated as mandatory respirator areas. Protection of personnel is dependent on personal protective equipment. Radiation protection is not of prime concern and personnel are not specifically trained in this subject. It is in this type of environment that acceptable monitoring procedures and personnel dosimetry must be established. The effectiveness and practical application of the dosimetry must also be judged against this working environment. DOSIMETRIC TECHNIQUES The methods available for assessing personnel exposure, whether it be in terms of chemical or radiological hazard, include urinalysis, faecal analysis and [in vivo] monitoring. Faecal analysis does not present itself easily as a method for routine use. Techniques for [in vivo] monitoring have been developed recently and as expensive instrumentation is required, it is not generally available. That leaves urinalysis as a dosimetric technique for routine use, and it is probably for this reason that urinalysis is still widely used. Guidelines for the interpretation of urinalysis results, as originally provided by Neuman (Neuman, 1950), are still used in practice, even though it has become clear that this method has severe limitations as regards the assessment of the dose as a result of the intake of class W or class Y compounds (Alexander, 1974). Typically a level of 300 µg [U/C] urine can serve as an indicator of an acute exposure (above which chemical damage to the kidneys may occur) and a level of 100 µg [U/C ] urine can serve as an indicator for an investigation. Such levels are determined and are used in conjunction with several factors, such as mode of intake (ingestion or inhalation), solubility of compound (D, W or Y), means of intake (acute or chronic), environmental monitoring results and frequency of urine sampling. Since the ICRP concept for internal radiation limitation changed from that of the critical organ, i.e. the single organ of greatest significance under the circumstances, to that of effective dose equivalent, i.e. account being taken of the total risk due to the exposure of all tissue, the maximum permissible organ burden (MPOB) was replaced as secondary dose limit by the annual limit on intake (ALI) (ICRP, 1977). The ALI values are calculated from the committed dose equivalents of the various organs, and are used to determine organ burdens, which are then used to interpret the dosimetric results. Using the ICRP model (ICRP, 1979), a comprehensive calculation was made by Johnson (Johnson, 1980), giving organ burdens and excretion data in terms of intake for acute and chronic exposures for different categories of uranium compounds. The question arises as to what extent the direct measurement of intake can be utilised as a method of dosimetry. This will require a method of personal intake measurement for each individual worker, with both ingestion and inhalation being taken into account. A measurement of

The goal of most in-plant studies is to identify factors that limit overall plant performance. A major finding from such studies is that interactions between unit operations are always important, usually specific for a particular ore and plant combination, and are one of the limits to plant performance. Computer simulation based on process models developed from in-plant studies is a useful tool for identifying limits to performance and for estimating the effects of proposed changes at both pilot and industrial plant scales. Examples involving interactions between comminution and various separation and agglomeration processes are presented, and directions for future development discussed.

Slurry operations are an integral part of mineral processing. There is therefore reason to consider using slurry pipelines for long distance mineral transportation. This paper reviews the current state-of-the art of such systems and, in particular, the design factors which must be addressed. It also discusses the selection of major components such as pipe, pumps, valves and storage facilities. Finally, the major steps required to determine the economic feasibility of a slurry system are listed and the major advantages and disadvantages of slurry pipelines compared with other forms of land transport are summarized. SLURRY PIPELINES: GENERAL OVERVIEW Minerals Transported Long distance slurry pipelines have been successfully used for transporting coal, iron concentrate, copper concentrate, limestone and phosphate. Additionally, several tailings disposal pipelines of considerable size and length have been built, but these generally are not categorized as long distance commercial mineral transportation systems. Table 1 lists selected examples of commercial slurry pipelines.

INTRODUCTION Construction of tunnels in urban areas, especially reclaimed areas, pose many problems. The Red Hook Intercepting Sewer Tunnel, Contract 1A is a portion of the Red Hook Water Pollution Control Project located along the Brooklyn waterfront in New York City. This contract required the construction of a 2620 meter long (8600 L.F.), 3 meter (10-foot) diameter soft ground tunnel, eight Tunnel Manholes, nine Regulator structures, four Diversion and Tidegate structures and 765 meters (2500 L.F.) of branch intercepting sewers of diameters between .30 meters (12 inches) and 1.8 meters (72 inches). The construction contract bid price was $62 million with a duration of three years. The tunnel route crosses over five sets of operational twin cast iron subway tubes with clearances ranging from 4.3 meters (14 feet) to as small as 0.35 meters (14 inches). The route of the tunnel traverses historically interesting areas which have been reclaimed over the last 200 years. This paper is a case history describing the contractor's methods utilized to successfully advance the work through the above problem areas. The floatability of a bituminous coal in NaG solutions was evaluated using a modified Hallimond tube to delineate the role of the electrostatic interaction between bubbles and particles in determining the coal hydrophobicity. Zeta potential measurements showed that bubbles are negatively charged in the entire pH range tested, while coal particles are positively charged below pH 6.0 and negatively charged above it. Also, both sodium and chloride ions were confirmed to act as indifferent ions without any specific effects for both coal particles and bubbles. Flotation as a function of pH exhibited a maximum and minimum at low salt concentrations which is shown to be determined mainly by the coal hydrophobicity as measured by a new hydrophobic levitation technique. At high salt concentrations (above 0.1 mole/dm3), the flotation without such maximum or minimum is controlled by the electrostatic interaction between the bubble and the particle.

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is very popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed wire-mesh screen at different airflow rates in onephase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity non-Darcy single and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulas on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

Talc deposits in the Precambrian of southwestern Montana (Beaverhead and Madison Counties) are unique within the U. S. A. in that large bodies of tremolite-free talc can be open-pit mined. All known deposits are in pre-Beltian dolomite units. The origin is suspected to be metasomatic, with the siliceous component having been contributed by an intrusive Precambrian granite gneiss. Precambrian deformation was extreme and is characterized by multiple periods of tight isoclinal folding and the flowage of less competent rocks, rather than by faulting. Post- Precambrian folding has been relatively negligible; the characteristic Laramide structure is block-faulting developed along northwest-southeast trends. The talc is thought to have been formed in Precambrian time; the high-angle block-faults probably have no significance with regard to the formation of the talc, but do tend to complicate mining operations. Tremolite-free talc ore bodies with horizontal widths of more than 200 feet, vertical depths of several hundreds of feet, and strike-lengths of as much as one-half mile are known in the Ruby Range and the Gravelly Range. Where dolomite is interbedded with tremolite-free talc in the Gravelly Range, the scale of this relationship permits the use of conventional open-pit mining methods with subsequent upgrading by hand-sorting techniques. Underground mining has been used in the past, but all current Montana talc-mining operations are on the surface. The hand-sorted ore, some of which is shipped overseas, is finely ground or micronized in roller mills and fluid-energy mills. The products are distributed both nationwide and abroad.

Accident prevention can be portrayed as a science that deals with facts and natural phenomena and must be dealt with in the same manner as any other operating problem. Safety at the Copper Queen Branch dates back to 1913 when a Safety Organization was started and rules formulated for underground mining. Since then the mining industry has made substantial progress in the elimination of accidents and when the Lavender Pit was started in 1951, it adopted the general plan in use at all Phelps Dodge properties. Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimise the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focussed on ore characterisation and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blastability indices as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model however it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables as well as higher plant throughput. Additionally, the initiative has benefited both Brownfield and Greenfield projects on the PPRust operation.

In this paper, numerical approximation schemes, for solution of the mass transfer problem in mine ventilation have been developed by using three implicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments, using the concept of Root Mean Square error. For implicit finite difference schemes, in general, the modified central difference scheme is better than the two other schemes at lower velocity. Also, at lower air velocities, implicit schemes underpredicted the concentration values. At higher air velocities, the Crank-Nicholson and Laasonen schemes provided better results than the Modified Central Difference scheme.

INTRODUCTION Coal is geologically a sedimentary rock with distinct bedding planes containing a mixture of petrographic constituents. Yet. because of its chemical nature, it also has some of the characteristics of a polymeric material. In addition, it is extensively precracked to give a macropore structure and also has a substantial internal volume of microporosity. Add to this the mineral constituents dispersed in the coal in a variety of forms and sizes. and it can be readily appreciated that coal is a complex and heterogeneous material. It has to date not been possible to predict the particle size distributions produced by breakage of coals from a priori application of the principles of fracture mechanics. However, there is a substantial body of data resulting from empirical observation of size distributions produced under various conditions, primarily from grinding mills. It is the function of this review to outline how this empirical information can be used to predict product size distributions for those systems which have been studied systematically, and to suggest future avenues of research using similar methodology. FRACTURE THEORY APPLIED TO COAL It is, of course, possible to devise experiments for slow crack propagation in a coal. However, the evidence is that coal breaks by brittle fracture in the mills and mining machines of industrial importance and therefore the theory of brittle fracture is sufficient to illustrate the important features of the fracture of coal. In order to produce size reduction a solid must be stressed by the application of force. The force can be a tensile (stretching), compressive, or shear force, and the three dimensional stress pattern in the solid represents the tensile, compressive, and shear forces per unit area acting in any direction through any point in the solid. As an illustration consider the case of a simple one-dimensional tensile stress: then stress is defined as a=F/A where F is the force. A is the cross-sectional area of the solid normal to F and strain. E, is defined as the fractional change in the length of the solid. so that E= x/L where x is the extension of an original length of L. Coal behaves as an elastic material over short times (although viscoelastic creep can occur if the stress is maintained over long times) and if it is not stretched too far the coal returns to its original shape when the stress is removed; otherwise catastrophic failure occurs and the coal fractures at a stress termed the tensile strength. The failure under stress of an elastic material is termed brittle fracture. Elastic material fails at small stain and the stress-stain relation to where brittle fracture occurs is the empirical Hooke's law. a= YE, where Y is Young's modulus. The work done on the solid to take the solid from zero external stress to a stressed state by slowly increasing F up to a final stress u is the integral of the stress times the strain. This reversible strain energy is stored in the solid and. using Hooke's law. is u /2Y per unit volume of solid. If the solid is immediately loaded to u the work done is [EAuL] which Is a2 /Y per unit volume, that is, twice the reversible work.

Smallbore tunnels in urban environments often present more technical and managerial problems than major large diameter schemes carried out for transportion, water supply and hydro-electric facilities. The 1.8 km Bath scheme was designed for construction in tunnel using the pipe jacking system. Unforeseen ground conditions meant other techniques were needed during construction. The paper describes the problems encountered and how they were overcome.

The Simon Silver Mine is located near Mina, Nevada, approximately 50 miles northwest of Tonopah and 40 miles east of Hawthorne. It is an old property which was last worked in 1932 and closed operations due to problems arising from low metal prices. Federal Resources Corp. acquired the property in 1963 and undertook a completely new development program since the old surface plant and underground workings were beyond feasible repair. The deposit of silver, lead, zinc and copper is predominantly replacement of limestone. In the summer of 1964, a new surface plant was constructed and on December 2, 1964, sinking of a three compartment vertical shaft started and was completed to a depth of 1088 feet in April of 1965. Following the sinking program an 850 foot crosscut was driven to intersect the mineral zone on the 1000 level after which drifting, crosscutting and raising totaling some additional 4280 feet has been completed along with considerable diamond drilling and long holing into the walls. To date, two ore bodies have been encountered and test stoping operations are underway together with development of the 800 level for servicing, ventilation and access. The present development of ore is directed towards substantiating sufficient reserves to warrant the construction of a flotation mill.
