A common assumption in determining the shear strength of a rock joint using a direct shear test is that the surfaces undergoing relative shear are in complete contact. Furthermore, the limiting displacement associated with the residual strength values is obtained based on engineering judgement through visual inspection of shear force versus displacement curves. This study proposes a systematic way of determining the residual shear strength of rock joints by evaluating the limiting displacement leading to a minimum cohesive strength value and taking the true area of contact into account. The results of the study indicate that there is a limiting displacement associated with the residual shear strength, and some rocks may have an inherent interface residual cohesive strength different from zero. When the cohesion is different from zero, the residual shear strength is likely to be underestimated if the true area of contact is not considered. In the case where zero calculated cohesion is obtained, the area of contact has no bearing on the shear strength equation because the frictional force depends only on the normal load.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. Closed-circuit grinding processes are considered in the context of a reactor-separator circuit that involves multifraction streams and products. Because grinding circuits are low-efficiency, capital-intensive operations, modeling to maximize their economic return is appropriate. An attempt to develop and test such a model is presented in this work. The model relies on process simulation for both the mill and the separator, in conjunction with constraints imposed by product specifications. The grinding process was simulated using breakage functions, which provided complete data on the feed and product of the mill. A cyclone bank used as the separator was also simulated using known models. The overall process model provided a complete simulation of the multistream grinding and separation process. The process model was then incorporated into an economic model that predicts grinding cost, subject to process constraints, for a given set of operating variables. The model facilitates economic optimization of the grinding process as it relates to process variables and process hardware.

My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. [We will hear more about this coal from another speaker on the program this morning.]

The Shebandowan mine and concentrator, with a capacity of 9072 t/week (10,000 st per week), was opened in 1972 after several years of environmental study and planning. The mine is located in a popular vacation cottage .area about 96 km (60 miles) west of Thunder Bay, Ontario. Undertaken before environmental assessment procedures had become an established requirement, Shebandowan is one of the first Canadian examples of effectively integrating environmental work into overall planning. Although it is an underground mine, many of the environmental considerations are common to open-pit operations, and hence, it provides a case history for the use of all mine planners. Computers can play a part in such studies by simulating the annual production of mine wastes, by on-line polling of environmental sensors and by processing sensor data. Early attention was focused on establishing base-line conditions in a two-year water quality monitoring program. Since production began, water quality monitoring has shown that mining has not caused any significant changes. However, mine drainage disposal arrangements had to be modified in the light of operating experience. There is no townsite associated with the mine, and workers commute from established municipalities. Harmonious relations have been achieved with local cottage residents after their initial fears were dispelled. Plans are ready to begin revegetating the tailings when a sufficient area of dry elevated tailings has been accumulated. Rehabilitation of the land disturbed during development was begun before start-up and was completed during initial operations.

It is applicable when, by its practice, plant cost can be reduced or the value of its products increased by the removal of a barren or lean reject or a high grade final product. This paper attempts to describe cobbing as it is now being practiced, and also the problems that are of concern to the operator and design engineer. In preparation, 16 plants were contacted, all of which were very cooperative with their time and data.

As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

Mine shafts that are used as primary ventilation routes are different in their airflow characteristics to other subsurface openings because of the aerodynamic effects of guide rails, buntons, pipes, cables, ropes, and shape, size and velocity of conveyances. As many shafts contribute heavily to the overall resistance of a mine ventilation circuit, it is important to be able to predict the resistance of a planned shaft with reasonable accuracy. This paper describes part of a study on the ventilation characteristics of hoisting shafts, conducted for the Basalt (Nuclear) Waste Isolation Program (BWIP). Methods of quantifying each of the four components of shaft resistance are developed; namely the shaft walls, fittings (buntons, pipes, etc.), the skips or conveyances, including the dynamic effects of their motion, and shaft stations. Practical guidance is given on ways of reducing the shaft resistance. The paper concludes by giving a step by step procedure for the ventilation aspects involved in the design of combined hoisting/ventilation shafts.

In operation of column flotation of fine coal, the smaller bubbles are required to effectively recovery of fine hydrophobic particles. However, smaller size bubbles alone does not ensure an efficient flotation for fine particles. The sufficient available bubble surface area per unit column are essential for effective column flotation. The experiments are conducted in a lab-scale column using two different bubble size distributions and three different particle size distributions for flotation of Pittsburgh No.8 seam coal. The interaction between particle size, aeration rate, feed rate and wash water addition are examined in this investigation to establish the optimal operation conditions for flotation of fine coal. Despite of wide range of operation conditions used in this study, it is found that the experimental data fall in a single characteristic recovery-ash curve for a given bubble size distribution and particle size distribution. The major parameters affect the flotation performance points along -the characteristic recovery-ash curves are aeration rate/frother dosage, feed rate and wash water rate-.

Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work.

This paper presents several case studies in which a mechanics-based boundary-element program is used to back-calculate the surface subsidence associated with various panels at several northern Appalachian coal mines. The program used in this case study is called LAMODEL, which incorporates a frictionless, laminated overburden into a general-purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin-seam or vein-type deposits. In this paper, the program is used to calculate both the underground convergence and the resulting surface subsidence at five longwall panels and a room-and-pillar section. The fitted subsidence from the model is compared with the field measurements and analyzed. The results from this work show that the LAMODEL program is not as accurate as available empirical subsidence-predictive methods; the expected correlation between the geology and the optimum input parameters is not evident. However, for a mechanics-based program, LAMODEL does provide moderately accurate subsidence calculations, and it is one of a few programs that can even attempt to practically calculate both underground stress and convergence and the resulting surface subsidence.

Comminution of various materials can be achieved in grinding equipment by nipping, impact, attrition, or a combination of these actions. Pna mills also known as edgerunners, chasers, and mullers-are classified as a nipping machine. The essential features of this type of grinding machine are rollers or mullers that turn on a horizontal axis while rating on the bed of material in the pan. Ploughs are used to direct the unground material to the center of the pan. Grinding may be accomplished wet or dry. Aritres, Chilean mills, and Huntington mills are types of pan mills. Ring roll and ring Ml mills, another type of nipping machine, were developed for grinding smaller particles of intermediate hardness to product sizes of about 100 pm. They were designed to attempt to reduce the cost of similar size reduction in ball mills and have been widely used to pulverize coal for power-plant facilities. Impact Machines Grinding machines that can be classified as impact mills include: hammer, cage, centrifugal, vibratory, pin, and stamp mills. The distinctive feature of an impact mill is that it has a fast-moving part that transfers some of its kinetic energy to the material particles by direct contact so that internal stresses are created in the particles. The Reitz Disintegrator is an example of an impact mill. It has rigidly mounted hammers attached to a vertical shaft that rotates in close proximity to horizontally mounted screens. Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

Reported are weight, particle size, gross chemistry and magnetism measurements for lithic, mineral and fused soil components separated from five lunar soils using dry, open-gradient, magnetic separation. Pure diamagnetic anorthite, a feedstock for the electrochemical separation of oxygen and metals, has been separated from anorthistic highland soils. In addition, paramagnetic ilmenite has been separated from high-titanium, basaltic mare soils. Ilmenite, a feedstock for oxygen preparation by hydrogen reduction, may also serve as a source of He3 for use in fusion power generation. Agglutinates (vesicular, glassy components containing metallic iron) have been separated from all of the soils. Iron and refractories can be used for space construction. Metallic iron is easily detected in lunar soils by magnetic susceptibility measurements. Based on the exploratory laboratory results, conceptualizations of innovative magnets for processing lunar soils are presented.

At least two dozen massive sulfide deposits in the southern Appalachians have supported significant mining operations. Literally hundreds more deposits are known to exist, but are too small to be of commercial interest. Essentially all that are being, or have been, mined are those deposits that were exposed at the surface when first discovered. It is reasonable to assume that many more massive sulfide deposits, large and small, exist hidden not far beneath the surface. The ideas I am sharing with you here today are based both on my personal studies of some of the deposits and on descriptions of deposits in the literature. An attempt will be made to account for the genetic interpretation problems raised by many of these deposits posessing both "syngenetic" and "epigenetic" features. In addition, an examination will be made of the possible relationships between the massive and the not-so-massive sulfide deposits in this region. Hopefully, these observations added to those of others will eventually lead to the synthesis of a better model on which we can base exploration programs in the southern Appalachians.

Alumina hydroxides such as gibbsite (Al(OH)3) and boehmite (AlOOH) are precursors of many types of alumina that find important industrial applications. The thermal decomposition of AlOOH, which is a more energy saving precursor compared to gibbsite, gives rise to the formation of ?-, d-, ?- and a-aluminas that are used for the production of catalysts. The applications of the aluminas are governed by their properties that are a function of the precursor material and its microstructure. The microstructure in turn is a factor of the method and conditions applied, as well as, in the case of soft chemical processes, on the anions present. Towards these ends, this study was focused on the effect of different anions on the physicochemical characteristics of the alumina hydroxides precipitated in the first 5 minutes after the perturbation of the stability of a supersaturated sodium aluminate solution (Bayer liquor).

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

Mineral exploration is a sequential information gathering process. Primary exploration programs filter favorable areas through a series of geological, geochemical, and geophysical tests resulting in the discovery of mineral occurrences. The most favorable of these discoveries provides economic justification for a delineation drilling program. The purpose of delineation drilling is to provide information for estimating relevant physical characteristics of the mineral occurrence. These estimates are used to evaluate the exploration project and, eventually, the economics of mine development. Delineation drilling normally completes the exploration process. If the assessed economic characteristics of the delineated occurrence provide justification for mine development and production, an economic mineral deposit is the end result of the exploration process. Subsequently, a development drilling program is initiated to obtain the necessary data for detailed mine planning. The delineation drilling stage is in itself a sequential investment process. As delineation information accumulates, the reliability of geological estimates is improved and, thus, the uncertainty associated with the assessment of profitability criteria is reduced. Delineation drilling should continue as long as the marginal benefits, which result from improving the reliability of profitability criteria, exceed the marginal costs associated with the additional drilling.

During 2001-2002, the Granny Smith Mine of Western Australia undertook the development of a planned circular failure. Excavation took place in an interim pit wall that intersected the transported sediments, lake clays, and palaeo channel sands that overlay the deposit. The purpose of the study was to refine feasibility level slope parameters used for the initial design of the Wallaby pit, with the intent of increasing the overall slope when excavating the ultimate pit limits. During excavation, the geological and hydrogeological characteristics were studied in detail and data was collected using area-specific instrumentation and monitoring. Failure occurred in mid February 2002, at which time a detailed survey of the excavated slope using laser technology was conducted to provide geometric information suitable for back analysis of the material shear strength. The slope failure and associated information was analysed by geotechnical consultants. The revised shear strength and hydrogeological parameters were then applied to design the final pit walls. The slope redesign provided a cost saving of approximately seven hundred thousand US dollars. Design, slope formation, back analysis, the geology of the clay units, the hydrological environment, planned infrastructure, management and safety issues, and the on-going slope performance of the final slope are discussed.
