The petrographic composition of sized coal produced through the progressive grinding of a Central Appalachian high-volatile bituminous coal blend was analyzed for multiple sets either by removing fine, -200-mesh, coal after each test iteration or by retaining the fine coal in progressive test fractions. With prolonged grinding, coarser fractions tend to become depleted in vitrinite and vitrinite-rich microl ithotypes, leading to progressively harder-to-grind coal remaining in the oversize, +200-mesh, fractions. The latter trend is shown both by the maceral and microlithotype composition of the coal and by the increased slope and fractal dimension of size frequency distribution, implying an increase in hardness and resistance to grinding of the oversize coal.

Since its passage in 1872, the Mining Law has been modified on several occasions to meet the changing needs of America's society and economy. Despite its evolution, the Mining Law continues to be criticized as outdated. This paper briefly traces the major points in the history and evolution of western mining laws, and reflects on the current status of ongoing discussion to reform the 1872 Mining Law.

CANMET has developed a simple yet very effective tracer gas method to test the efficiency of stench gas emergency warning systems which can easily be performed by mine personnel. This test method uses sulphur hexafluoride (SF,) as a surrogate for such stench gases as ethyl mercaptan. The test has many advantages: it is non-disruptive to production because SF, is odourless, colourless; it is safe to use as it is inert and only a small volume, insufficient to reduce oxygen levels, is necessary to dope the air with a measurable concentration; and most importantly it provides definitive results to assess the adequacy of the warning system. Specific findings of these tests have included, over doping sections of the mine and subsequent production loss due to sickness, the warning being ignored, the injection period being too short, excessive dispersion, and inadequate notification times. The simple test protocol involves releasing a known volume of the SF, under similar circumstances to those of the stench gas, and then sampling for its presence downstream. These samples are collected in air-tight syringes which are then analyzed in a laboratory with a gas chromatograph. By direct proportion, between the size of the stench and tracer gas releases, it is possible to convert the SF, concentration into equivalent stench gas concentrations profiles. From these, it is possible to define, the initial arrival time of the gas, the time it takes to reach a "target" notification concentration, whether the gas peak will exceed TWAEV, STEV and CEV exposure limits, and the duration of the peak above these levels. Since 1993, this test protocol has been employed a total of eight times on four different Canadian mine properties and the results are being used to optimize the stench gas release system with respect to volume of gas used, duration of injection, and number of injection locations.

Despite the limited demand for rare-earth elements, as well as yttrium and scandium, in conventional applications, the emergence of ne~ high-technology applications such as supermagnets, lasers and superconductors is expected to result in significant demand for some of these elements. This paper examines the anticipated applications and demands for rare-earth elements over the next decade and their implications on the utilization of available resources. Process methods for the recovery of rare-earth elements from conventional and unconventional resources are reviewed in the context of their growing demand. Challenges facing the industries in meeting this opportunity are also discussed.

Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.

Anionic conditioning of phosphate ores prior to fatty acid flotation is a critical step that determines the selectivity, recovers and, hence, the economics of the process. However, the chemical mechanisms operating during this conditioning step are not very well established. In this work, a comprehensive surrey of plant practice was conducted. Then, adsorption on flotation feed and francolite were studied under simulated plant conditions. Different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was sonic physisorption of oleic acid on phosphate flotation feed and francolite, in addition to chemisorption. However, in distilled water under laboratory conditions, only chemisorption was detected. Fuel oil reduces the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic- acid on the substrates. The study also specifically demonstrates that, for the results to be used commercially, it is important to conduct the tests under plant mixing conditions and with the same plant water chemistry.

"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

The Bureau of Mines is studying the effect of supercritical water, at 4000 C and 3,500 psi and subcritical water at lower temperatures and pressures. on mixtures of minerals and metals to determine the possible applications of water at high temperature and pressure for processing these materials. This research was conducted using a flow-through bench-scale system. Copper-bearing minerals studied were chalcocite, chalcopyrite, covellite, and cuprite. In general, mixtures of copper minerals and pyrite reacted to form bornite. Intermediate phases formed were chalcopyrite and digenite. Similar reactions occurred between pyrite and metallic copper. A mixture of chalcopyrite and pyrite was inert in supercritical water. The reaction between cuprite and metallic zinc yielded metallic copper. The cuprite was reduced by hydrogen generated by the reaction between metallic zinc and water. None of the reactions occurred exclusively in supercritical water, but also occurred in water at high temperature and pressure below the critical point. Experimental results did show that a dual-reaction process, consisting of solid-state diffusion and fluid transport, was occurring.

Southern Oklahoma (including the Arbuckle Mountains) has outcrops of rocks representing Precambrian, Paleozoic, and Cretaceous ages. Thus, rocks of every geologic age in the Paleozoic and Mesozoic Eras, except the Jurassic and Triassic Periods, are present in south-central Oklahoma. With rocks of such an enormous age range present in a relatively small geographic area, it is little wonder that a wide variety of economic rock and mineral resources are locally present. This report will describe the occurrence, mining, processing, and end-uses (dictated by chemical and physical properties) of the Precambrian Troy Granite, the Cambrian Royer Dolomite and Fort Sill Limestone, Ordovician silica sands of the Simpson Group, Ordovician limestones of the Viola Springs and Welling Formations, and Ordovician Sylvan Shale. In general, the more the end-use depends upon chemical composition and purity, the greater the price that can be demanded for such-minerals. The not-so-successful attempts to mine zinc, manganese, copper, and iron from the Arbuckle Mountains also will be discussed briefly, and I will provide a sermonette on analytical chemistry and its usefulness to corporate CEOs. I may be one of the few persons at this Forum on the Geology of Industrial Minerals who is not a professional geologist. I am an analytical chemist specializing in geochemistry. In particular, I investigate trace elements in rocks and their consequences in industrial processes. As such, I have consulted to the mining industry (and their clients) for two decades, always with the intent of improving service and product quality.

A new sense of urgency permeates the mining industry concerning maintenance. Mining's continuous process environment demands around-the-clock maintenance support. And profitability conscious mining operations require that production targets be met on time - and economically. These goals require nothing less than an effective maintenance program. In turn, the effectiveness of the maintenance program depends on quality information: easily procured, complete, timely, accurate, and properly used. Information picture is changing Some of the fully integrated, mainframe maintenance information pro¬grams of better days remain. Their upkeep and cost of operation, though, is becoming more difficult to justify. Some operations, faced with production cutbacks a few years ago, downscaled and found they liked it. Now, during an upswing, these operations question the need for the more elaborate, administrative-heavy programs they used to operate. Package programs are not taking their place. Too often, the packages are vague and generic. Some vendors claim that if their offerings work in a hospital complex, they must work in an underground mine. That is not so. Maintenance information in the mining industry is different. The situation has changed There are now smaller, self-contained maintenance groups whose information needs are different. These include an electrical crew in a smelter, an underground mobile equipment shop, or a remote service shop between several distant operating pits. These working environments have changed the character of the information needed as well as the methods for obtaining and using it. Operations-maintenance link In coming back from a downturn, operations people realize that their ability to meet production targets hinges on reliable equipment and avoidance of downtime. They have become familiar with the need to use maintenance services effectively. They also want quality maintenance information. When coupled with the sense of urgency about maintenance, a business-like working environment emerges that has significant new differences in both work control and information. Work control impact Work control has been streamlined to improve communications. Supporting information has been streamlined as well. • Verbal orders are the rule rather than the exception to quickly bring a multi-craft crew to the flotation section or a pit crew to a disabled haulage truck. • Written work requests and work order forms are seldom used, or even needed. Rather, electronic work control logs permit operations to request work, maintenance to acknowledge it, get ready, and do it - quickly, without delay. • Routine servicing is triggered by operating hour accumulation (mobile equipment) or tons of throughput (fixed equipment). Operations is now taking the initiative in delivering mobile equip¬ment to the "bad order line," or switching to a bypass conveyor. In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

Utilizing data compiled from a drilling program and bulk samples taken from a coal reserve, flowsheet performance for a coal preparation plant can be calculated using a desktop computer. Sets of equations defining material balances involving coal preparation plant unit operations are employed to depict plant performance. Techniques are discussed for interpolating washability data and extrapolating size distributions and other critical data to expand on oftentimes limited sets of quality data to a useable data base from which projections can be made. Simulation of flowsheets can be done for a number of different conditions and configurations while still remaining in a limited working memory capacity of 32,000 bytes. Presented within this paper are several pertinent examples.

The successful exploration for Austin Taylor and Gen. McRae from 1931 to 1940 obscured the fact that I was reaching a period of transition. This was true both in personal and business life. It was probably fortunate that I did not realize how great a change must come after I passed the age of 50. In the personal life of our family the change came when both our children left home to go to school or college. This made home a different place and, because of the absence of the children, Dorothy could devote much of her time and attention to the art she loved so well. She could spend long periods in New York, the center of the nation's art life. Vacations at Tahoe and long pleasure trips made the separation from the children less disturbing but it could never again be the same as it had been in the first 20 years of our marriage. The change In my business life was just as complete, though a little more gradual. While work for Bralorne and General McRae made the "bite" of the Great Depression less painful for us than it was for most consultants and their families, the fact that I was getting older made a new sort of work inevitable. I was 50 years old and the total grew rapidly. Planes and automobiles that made travel easier even in the wilds of Alaska and northern Canada still made it possible for me to look at new prospects, but increasingly often I was exhausted at the end of a day's climb and, if the nature of my work did not change there would soon be no more work. Fortunately work of a new sort came a little at a time. As I became a director of Bralorne and president of its American subsidiaries I had to take on more administrative work, and success of these operations made others want to employ me to help direct policy and value mines. The Stillwater Mining Company has acquired a Tunnel Boring Machine to expedite the mine development operations at its Stillwater Mine. The machine purchased by Stillwater was previously owned by Melbourne Metropolitan Board of Works, Melbourne, Australia. The machine was manufactured by Robbins Co. of Kent, Washington. The Stillwater Mine has an extensive system of footwall laterals which are required by the mine development scheme. The initial mine plan called for in excess of 30,500 linear meters (100,000 linear feet) of footwall lateral drifts at a cross section of approximately 3.0 meters in width by 3.75 meters in height (10 feet x 12 feet). A Tunnel Boring Machine was selected for this work. The Robbins machine number is 146-193. This machine is approximately 4 meters (13 feet 5 inches) in diameter. The machine was modified extensively prior to commencing operation at the Stillwater Mine.

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.
