Getting the best match between truck and haul road requires examining the cost effects of many factors. Most mines use a bottom line measure based on cost per ton of material moved. This measure focuses on the two components of truck haulage cost per ton: productivity (or performance) and operating cost. For specific tasks, productivity can be measured or predicted using either field measurement or modeling. Individual tasks can be combined to provide a larger scale, longer term net figure for total mine output. True cost is more difficult to capture. Factors are time- and task-oriented and can be influenced by a summation of factors over a truck's lifetime. For example, "allocated" costs, such as owning (depreciation) and some repair costs, are spread over long periods. Items such as fuel and tires can be tied more directly to certain tasks. This article focuses on the more direct, task-oriented factors that affect truck productivity and cost. In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

Designing optimal placer gold recovery plants requires a detailed knowledge of the size, shape and surface physical characteristics of the gold particles and the host alluvium in the pay gravel, sand or clay. Results of a recent pilot-scale study of the quantitative performance characteristics of riffled matted sluice systems are presented. For the appropriate non-coherent pay gravel-sand with medium-flat gold, simple sluices can recover gold at greater than 85% efficiency down to 100pm diameter. Alternatives to simple sluices are presented and discussed briefly.

The presence of agglomerated particles in airborne dust in coal mines has been confirmed by SEM examination of static samples collected on substrates. In addition, the effect of agglomerated particles on the performance of cascade impactors and cyclone- type personal samplers has been studied. Simple procedures have been developed for evaluating the extent of agglomeration in air-borne dust by comparing the observed size- selectivity of the sampling devices with that expected under idealized conditions. Applications of these techniques in the laboratory and in underground mines are discussed.

In many parts of the world, pyrite and arsenopyrite occur together in sulphide ores either as the only sulphide minerals or in conjunction with other valuable sulphides. It is desirable to produce separate concentrates of the various sulphide minerals, including pyrite and arsenopyrite, so that the contained desirable metals can be recovered economically. It is common, for instance, for gold in an ore containing both pyrite and arsenopyrite to be associated almost exclusively with the arsenopyrite. It is desirable in this instance to produce an arsenopyrite concentrate for gold recovery while rejecting the barren pyrite.

Recent advances in virtual reality (VR) have resulted in major opportunities for improving the safety training of mine workers, supervisors and managers. VR has the potential to expose mine personnel to hazardous situations in a safe, highly visual and interactive manner. Customized simulations of mine layouts, dynamic operations and mine environment can be set up, and mine personnel can be allowed to move around the virtual mine, making decisions at key points. The consequences of both correct and incorrect decisions can be immediately fed back to the trainee.

The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

The Montana Talc ore body was discovered in the summer of 1983, in the Gravelly Range, approximately 25 miles south of Ennis, Montana. Initial drilling indicated a plus-million-ton ore body of high-purity talc. Preliminary analyses were performed on the ore cuttings, .including chemical analysis, brightness measurements, and microscopic evaluations of the structure of the talc. The results indicated the talc was similar to that currently being marketed from Montana and probably would have good commercial value.

This research came about because of the recognized need for a safe, easy way to line small-diameter bored raises (less than 150 cm). Currently, an operator must go down the raise and apply the concrete lining manually, using the shotcrete method of application. With an automated system, there would be no man positioned in the bore itself. All control functions could be commanded from a central location. Shotcreting in the confined space of a small-diameter bored raise presents problems that can be overcome by the application of shotcrete using a remote system.

Installation of a computerized mine monitoring and control system in two planned construction phases began in 1983. Phase one consisted of providing a central monitoring station located on surface for monitoring underground CO detection in Frood Mine's heated area. The implementation of this project annualized labour savings of $200,000. The cost of installation of an early fire warning system was $100,000. There are several CO sensor monitoring carbon monoxide trends through mine heated areas. To obtain an early warning, it is not good enough to know that a fire has started, but it is also necessary to know where the fire is located.

Two different groups of mechanisms have been considered in the past to explain the effects of chemical additives on grinding. While one group of explanations is based upon alterations of surface and mechanical properties of the individual particles, the other group depends mainly on the arrangement of particles and their flow in suspensions. In this paper some of the past work on grinding aids is reviewed and attrition grinding of a commercially important ceramic material, zirconia (stabilized with yttria) with polyaaylic acid as grinding aid, is studied in order to determine the effect of the aid on the ground product itself. It was observed that even though polyaaylic acid did cause a drastic decrease in the viscosity of the pulp, it did not have any major effect on the grinding of zirconia at least up to 2000 ppm and only minor detrimental effect above it. Importantly, complexation by the polymer was found to cause extraction of yttrium into solution with possibly significant changes in the surface chemical composition of the product.

Health and safety issues are very important to the mining industry. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last three decades are presented and critically evaluated with respect to factors such as the number of workers and annual production. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greece are also discussed.

Quantitative analysis of Platinum Group Metals from ore samples and industrial materials using Inductively Coupled Plasma-Mass Spectrometer (ICP-MS), Inductively Coupled Plasma-Atomic Emission Spectrometer (ICP-AES), Atomic Absorption Spectrometer(AAS), and X-ray Fluorescence (XRF) techniques was conducted and the performance of various techniques was compared. The effects of different matrices in the sample materials were compared and discussed for each analytical technique. The ICP-AES technique exhibited better accuracy than AAS but showed limitations in its application due to strong spectral interference in the presence of common matrix elements such as iron. The ICP-MS showed the lowest detection limit and less spectral interferences than the previous two techniques. The XRF technique was also applied to examine the total amount of PGM from industrial materials. Results from each analytical method on various sources were presented and discussed.

In Japanese coal mines, drivage works of in-seam gate roads are mainly carried out by blasting methods. Changes of methane concentration in gate roads are recorded by centralized monitoring systems in general. To obtain useful information from the recorded data, authors analyzed changes of methane concentration for 3 hours after blastings. As a result, the changes of methane concentration with time can be divided into five distinct patterns. It is thought that appearance of the each pattern depends upon the geological conditions of the surrounding of the headings. Therefore, we attempted to confirm such observations by simulations using mathematical models.

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. Measures of metallurgical performance, such as recovery rates or mass balances, are frequently based on point estimates of operating conditions in the system of interest. Because the processes being measured are dynamic, a range of uncertainty accompanies each measurement; this uncertainty is reflected in the accuracy with which the calculated result describes the true metallurgical performance. In stochastic modeling, a range of probable values is used in place of a point estimate to describe each variable. The calculated result takes the form of a distribution, delineating both the magnitude and probability of potential outcomes.

The problem of measuring the amount of rock removed during a given time interval is faced by most mining operations. Many methods have been developed with varying degrees of success, dependent upon the mining method and the availability of usable data. The Rosebud Mine has been in production for nearly two years, employing several techniques to estimate monthly production from underground production stopes. The use of three-dimensional solids generated from survey data has greatly improved the reliability and confidence of monthly production reports. The authors will summarize the methodology currently being utilized at Rosebud.

When operations begin early next year at the $100-million Port Kembla coal loading facility in New South Wales, Australia, a sophisticated computer system, directed by two of Hewlett-Packard's HP1000 mini-computers, will perform a number of functions ranging from monitoring and reporting arrivals and departures to maintaining a library of events for up to one year. The three-processor HP1000 system configuration, valued at $215,000, is one of the largest single orders, in terms of dollar value, ever submitted in Australia for Hewlett-Packard's line of engineering and manufacturing minicomputers. The processors will be linked in a fully "backed-up'' configuration using Hewlett-Packard's fourth generation distributed networking system, DS/1000-IV, making the system one of the most sophisticated in Australia. Interfaced to a number of weightometers and programmable logic controllers (PLCs), the computers will be the heart of a coal inventory system for the facility which, in its first phase, will be capable of handling more than 13.5 Mt/a of coal. The computers will report on all plant functions, including conveyor belt and water spray operations. Specifically, the system will: • Monitor and report all coal movements related to road and rail deliveries, dispatches from ship loaders, and interstockpile transfers. •Maintain a ''running log" of all events pertaining to overall plant operations, such as conveyor starts and stops and anti-pollution spray activation. • Accept and maintain plant data entered manually or acquired automatically from various remote locations via either visual display units (VDUs) or PLCs. • Maintain complete historical records of all transactions and related plant events for up to one year. • Provide a facility for stockpile management, modeling-type programs, and training or other simulation activity. The facility was designed with the following characteristics in mind, based on an analysis of requirements for an automated coal loading operation that would optimize productivity and be flexible to change and grow with facility needs and changing technology: • Continuous Operations-Due to the need for continuous plant logging and control, the overall facility will be capable of uninterrupted, 24¬hour operation. • Handling Current and Projected Workloads-The facility will be capable of not only handling current workloads, but also any additional workloads required during future coal loading operations. • Expansion-The facility will be capable of expansion, for a minimum cost, at any time with minimum disruption in operations. • Single Source of Supply and Maintenance-The facility will be supplied and maintained by one supplier, through hardware and software maintenance support contracts. System Configuration Two HP1000 minicomputers, each with 500K bytes of main memory, will be front-ended by a pre-processor with 256K bytes of main memory. These three systems, active, backup, and front-end, will be interconnected into a triangular array, as shown in the accompanying diagram. Under normal conditions, the front-end will transmit plant status data to one of the main systems, whose primary function will be to monitor coal flow and maintain a relevant dialogue with operators. The front-end, therefore, handles all communication with the plant PLCs, effectively removing this overhead from the current plant monitor (either of the two main systems). The front-end pre-processes and post-processes all information flowing from the plant monitor to the PLCs and vice versa, thus effectively handling all communication between the two units. A second main system will handle reporting, administrative, and modeling functions, and will also be capable of performing both front-end and monitoring operations. Linking all
