Safety management can best be described as how each company deals with the control of hazards (human or mechanical) to reduce costly accidents and employee injury caused by accidents. Properly used, effective safety management can mean the difference between being a highly productive, cost-efficient operation or one that "walks the fence," that is less productive with higher product costs. At Utah Power & Light Co's mining division, effective safety management has been used as tool to achieve this difference and remains as the number one priority to maintaining that difference.

Mining has traditionally been seen as a relatively risky business. Exploration is expensive and the failure rate is high, while start-up costs commonly run to many hundreds of million dollars. To justify the risk and expense, the returns from successful projects must also be high. Accurate estimation of mineral resources and reserves is fundamental to the processes of optimising returns and managing risk in mining developments. Systematic development from initial exploration through a series of development stages enables expenditure and risk to be balanced. As a consequence, large scale modern mine are more akin to manufacturing businesses. This paper examines the life history of a mineral reserve estimate from the perspective of a large mining company against a background of modern estimation and reporting requirements. It will also touch on what constitutes, in the author's opinion, `best' practice in reserve estimation, and how this concept can be spread more widely. In light of the properties on process mineralogy of the old tailings in a certain copper mine in the People's Republic of China, a new process of combined reagent and stepwise flotation is applied in which the flotation of copper sulfides is followed by the flotation of copper oxides. Recoveries of copper and associated gold and silver have been greatly increased. The tailings obtained were subjected to the gravitational separation-magnetic separation process to recover iron minerals. Tailings from iron separation are taken as fillers and sent to the pit underground. Thus, the secondary resources are comprehensively utilized.

A brief study of the history of gas caverns in salt formations enables us to consider creep mechanism in a cavity as a phenomenon of dissymmetrical deformation. Among different parameters affecting such a phenomenon, gravity forces, especially in large caverns, seem to be responsible for important bottom heaves as compared to roof releases. This fact is demonstrated here by means of certain theoretical considerations concerning elasto-viscoplastic constitutive laws relevant to rocksalt rheological behavior.

Karst hosted lignite deposits are characterized by variable thickness of lignite that was deposited in depressions in the karst topography and by the variable extent and shape of the lignite pods. Since the lignite to be mined will feed a mine mouth generating plant, an extremely important criteria in the mine plan is to assure continuous feed to the plant. The variability in both the extent of the pods and the thickness of the lignite within the pods must be taken into account in any mine design in order to quantify the risk that an area being developed will have enough lignite to feed the plant for the specified period. Indicator kriging was used to create a model of lignite thickness of the deposit. Pod boundaries were determined from the indicator kriging model by two methods. First, contour maps showing the probability that the lignite is above a minimum mining thickness were prepared. Using these maps the mine planning engineer can determine either conservative or optimistic boundaries. The second method recognized that the most costly error that can be made in the mine plan is to run out of lignite. Thus, a loss function was determined from the costs of overestimation and underestimation. Using this function, the probability that minimizes the risks of overestimation versus underestimation was calculated.

Quimica del Rey, SA, a subsidiary of Industrias Peñoles, SA de CV, produces sodium sulfate from brines extracted from a playa of Laguna del Rey, located in the State of Coahuila in northern Mexico. The spent brine is used as raw material for the production of magnesium oxide. The brine, which contains ions of sodium, magnesium, sulfate, and chlorine, occurs filling intercrystalline voids of a lenticular evaporite deposit whose main constituents are glauberite (sodium-calcium sulfate) and blöedite (sodium-magnesium sulfate).

Queenstake Resources Ltd. has been exploring and mining alluvial gold deposits in the Yukon Territory and British Columbia since 1980. The five mines in production produced, in 1987, a total of 13,222 ounces. This paper will briefly review Queenstake's exploration program, property descriptions and mining methods, environmental concerns and a comparison of costs. (Sueenstake has been successful in developing a cash flow base from these operations that provide the capital for the acquisition and exploration of new, and hopefully, larger scale gold producers. NOTE: The historic alluvial mining unit of ounces per cubic yard and English units of measurement have been used throughout this paper. Dollars are Canadian unless otherwise noted.

Gold extractions from three refractory sulphide concentrates have been increased by bacterial oxidation with T. ferrooxidans prior to cyanide leaching. Arsenopyrite, pyrite and stibnite were the major sulphide components associated with gold in the concentrates examined. Kinetic oxidation tests were conducted for each concentrate by monitoring iron and arsenic levels in leach slurry. A correlation has been established between the level of bacterial oxidation and gold extraction from cyanide leaching of oxidised residues. High levels of bacterial oxidation have been achieved in approximately 8 days at pulp densities of 20-25/ w/v solids, resulting in 70-90% gold extraction.

The increased use of continuous miners to extract thicker coal seams has necessitated the use of enhanced ventilation systems in the headings. Due to the increased face size, more ventilation is required to effectively dilute the liberated methane down to acceptable levels. If more air is directed to the face an increase in the entrainment of dust creates an increased potential for workers to be exposed to dust. To enable the ventilation systems to reduce the methane levels and the levels of the airborne dust the ventilation systems in the heading have to be carefully designed. The matter is made more complicated through the use of other ventilation methods like jet fans, air-moving sprayfans on the continuous miners and high capacity scrubbers on the continuous miners. To enable the design of a balanced ventilation system in seam heights of over five metres requires methods that consider the system in a three- dimensional manner rather than in a two-dimensional fashion. Through the use of computational fluid dynamics (CFD) coupled with appropriate methods of taking underground face ventilation readings these problems can be solved in a cost effective way. Using computer modelling, ventilation methods can be designed and assessed instead of using costly underground trials to test the alternatives. Use of this system has led to a higher level of ventilation design as well as a more effective method to combat the health and safety hazards in coal mine headings.

Mineral activity in Ontario represents an annual production in excess of $4 billion. The Ontario government encourages the mining industry to undertake mineral development through grant programs and incentives offered by mineral resource taxation. Computers are playing an increasingly important role in improving productivity in the administration of incentive programs and the Mining Tax Act in Ontario. This has meant speedier processing of grant applications and tax returns which is resulting in a streamlined approach to incentives and taxation in Ontario. The use of computers has resulted in significant contributions to key areas of concern such as assessment of mining tax returns, analysis of the changes, if any, to the Mining Tax Act and modeling of the Ontario Mineral Exploration Program (OMEP). Implementation of state-of-the-art technology such as Local Area Networks (LAN's), fourth generation languages and integrated micro-mainframe information processing has resulted in improved productivity as well as lower costs. As a result, the respective services provided to the mineral industry by these two programs are now delivered in an efficient and cost-effective manner utilizing the latest available computer technology.

The Florida phosphate industry is a leader in environmental control, both in terms of dollars spent and significant achievements. For instance, since 1960 the phosphate industry has spent over $71 million for air pollution and control devices, including installation, research and development and maintenance. Water pollution control expenditures also total in the millions, with over $69 million spent in the same 10 year period. The industry also is a leader in water conservation measures, having spent nearly $ 18 million since 1966 for conservation devices. Since phosphate is mined by strip mining, land reclamation plays an important part in the environmental control picture. Here again, the phosphate industry has met the challenge with a voluntary program of reclamation which accounts for over 20,000 acres of land useable after mining has taken place. In terms of progress in environmental control, the industry has been able over the years to solve within the limits of technology the fluoride emission problems it once had, and is currently at work solving sulfur dioxide and particulate problems. In just the past year the industry also has been extremely successful in limiting phosphorus and nitrogen discharges into area streams. The industry continues to cooperate with state and local pollution control officials on matters of environmental control, and future plans include even closer cooperation and assistance, as well as increased expenditures.

Introduction Minerals exploration is one step in the mining industry's task of providing raw materials to basic industries. The industry's provision of raw materials involves identifying and evaluating resources, converting them to reserves, and intelligent, economic exploitation of these reserves. The mineral process focuses on identification and evaluation. Reserves are ore bodies and ore bodies are, by definition, wasting assets. Therefore, if an adequate provision of raw materials to basic industry is to continue, these wasting assets (ore bodies) must be replaced with new or different reserves as current reserves are depleted. Minerals exploration is a geologic problem and is fundamentally deductive, flowing from the general to the specific. Past exploration methods and philosophy have amply supplied the resources to meet the demands of an industrial society. During the past decade, however, the framework where mineral resources were identified, defined, and evaluated has changed. Mineral explorationists no longer can rely solely on the successful past methods to provide the necessary resources for our complex society. Productive explorationists must effectively and efficiently use tools and procedures that will maximize exploration efforts. Past tools need not be abandoned, but should be critically reviewed and revised in light of current scientific knowledge and technical advances. Future explorationists will view their craft not as a single discipline, but as a thoughtful integration of geophysics, geochemistry, and geostatistics for solving interrelated problems. This integration of the geosciences will lead to successful mineral exploration. Not only will the productive explorationist generate new information, he will master the use of existing data for identifying and evaluating a mineral resource. The mineral exploration process consists of incentives, ideas, finance, area, staff, time, and luck. The exploration process that stems from the interaction of these elements has three stages, each bound by a major decision point. They are selection, reconnaissance, and definition. Subsequent evaluation and exploitation phases are considered more the function of mining engineers than the exploration geologist. Mineral exploration endeavors that have been productive have three attributes fundamental to success: commitment, competence, and persistence. Commitment Commitment is believing that exploring for mineral resources is worth performing. While the mining industry is the focus of this commitment, government and society must also be committed to the concept of mineral reserve identification through exploration activity. Government demonstrates its commitment by providing access to land for exploration and, if it is successful, exploitation can take place. Realistic legislation relating to taxation, land use, reclamation, and environmental constraints is indicative of government commitment to intelligent resource use. The public must come to terms with mineral resource evaluation and extraction. Without some form of commitment from the public, availability of mineral resources vital to basic industry will be largely in the control of a foreign and potentially unstable mining industry. Commitment to a mineral resource identification-evaluation-extraction system must be shared equally by government, society, and the minerals industry. The scope and direction of this commitment varies, with the industry's commitment to explore for mineral resources being the most apparent. Industry commitment is the belief at all levels of exploration (from senior corporate executives to individual field and support staff) that exploration is worth performing, that exploration goals can be met, and that their particular organization is the best and the only group that can successfully accomplish the project. The minerals sector plays a significant role in the development of many Southern African economies. In the Southern Africa region, as in other developing regions, economic development is seen as the key contributor to poverty alleviation and social upliftment. The significant economic contribution of the minerals sector may be reduced by negative impacts on the biophysical environment and on the communities where mines operate. A critical variable in determining the net contribution of mining companies to SD is the degree of transparency with which the companies operate. Transparency is increasingly emphasised as an essential aspect of good governance and SD, but it is also difficult to establish, and is a sensitive issue for mining companies as they compete with each other for minerals sales. Transparent reporting could ensure that the interests of all stakeholders are addressed as company data is subject to informal ‘auditing’ by any interested party. This paper assesses published reports of five companies over a number of years to establish whether it is possible to make an assessment of the companies’ contribution to SD.

According to the increasing importance of boom type roadheaders in tunnelling essential problems occuring in the application of these machines are dealt with. Based on a chart including the various stages for decicion finding the excavation method of underground cavities, both the technical limits and economic criteria are discussed in order to determine the range of applicability of roadheaders. Giving examples-the numerous developments in the fields of pick and cutting technology, performance data of boom type roadheaders in hard rock, safety technology and increase in the machines' degree of utilization, research and development of VA is illustrated. Two topic operation examples show partial aspects of the various tendencies of development.

Many discussions on mine planning and design focus on computerized mine modeling but neglect the final step of operating design development. Mine planning and design criteria used for the final layback in the North DeLamar pit are included along with a comparison of designed and as-built tonnages, grades and topography.

In addition to coalbed thickness and basic coal quality data, coal drill cores can produce design data for coal beneficiation processes. To generate design data, a coal drill core should be reduced from its original cylindrical form to a particle size distribution and composition that represents (with the possible exception of top size) a raw coal process stream. Reducing a coal core with a crushing machine rarely accomplishes this representation. This investigation employs drop-shatter impact breakage followed by dry batch tumbling in a steel cylinder rotated about its transverse axis to characterize the core in terms of first-order and zeroth-order break- age rate constants, which are indices of the propensity of the coal to degrade during handling. To reduce composition variables and conserve difficult-to-obtain coal cores, the initial drop-shatter and dry-tumbling tests were done with synthetic cores. Then, cores from three coal beds, Illinois No. 6, Upper Freeport and Pocahontas No. 5, were tested. Comparison of a crushed drill core and a drill core prepared by drop-shatter and tumbling indicated that the size distribution and size fraction composition of the drop-shattered/tumbled core more closely resembled the plant feed.

A typical problem in ventilation networks with multiple fan systems is the possibility of them interacting. Multiple fan systems are no exceptions in complex tunnels, and may also be met in mines where underground fans are installed. When aiming at controlling a multiple fan system in a ventilation network, e.g. with a view to maintaining an acceptable air quality level, yet at minimum power consumption, transient flow conditions frequently occur. Although in most applications these transients are short compared to the time needed to achieve the planned actions on the ventilation, one should, however, keep in mind that it is important to avoid any bouncing effect between different (adjacent or distant) fan systems. Therefore a simulation of the unsteady-state flows could allow us to learn more about the propagation of transients within the network, and their possible secondary effects Among others, one question that often is raised, is to find out in which sequence and at what time schedule each of the fans in a network should e.g. be started up? Another typical problem, into which an unsteady-state simulation could provide some insight is the following: how should the facilities of variable pitch angle and/or changeable RPM of several fans operating in parallel be handled and combined in order to obtain a flow rate that changes gradually from zero to its maximum value i.e. the sum of the individual throughput flows of all the fans. The literature is not very abundant on the topic of simulating transient flows in networks. There is no doubt that numerical models have been developed (Pollak, Christensen, 1987), most of the time for particular applications (Wala, Kim, 1985), (Tanaskovic et al., 1984), (Schultz, Sockel, 1991), etc. The aim of this paper is to present a model that also simulates one-dimensional compressible flows in unsteady-state conditions with, however, the specific intent to handle networks with more than one fan. PROBLEM STATEMENT The mathematical model chosen to describe the unsteady flows in a ventilation network is based on the dynamic and continuity equations applied to each of its airways. The following basic assumptions are made : - the flow in the airway is considered to be one- dimensional, - - the flow is assumed to be fully turbulent, and hence the ATKINSON equation for calculating the friction losses will be applied. Whether this equation remains valid for transient state flows remains an open question. However, this may reasonably be assumed since the interesting flow frequencies are low. A discussion may be found in (Kämpf, 1987) ; - the airways are assumed to have a constant cross- sectional area along their length. If obviously this would not be the case, it is always possible to subdivide the concerned airway into sections for which the previous assumption holds. Applying the basic equations of mass and energy conservation, the flow in each branch may be described by the Euler equation for Newtonian flows.

This paper examines the viability of using the QEM*SEM automated scanning electron microscope for the determination iron sulfide and calcite volumetric percentages. The analytical reliability was verified by comparing elemental abundances calculated for fourteen samples using the QEM*SEM volumetric percentages and appropriate mineral compositions and elemental abundances determined by standard laboratory procedures. The abundances were comparable, thus demonstrating suitability of this technique for evaluation of the acid neutralization and generation potentials of mining wastes.

A unique non-contracting coal thickness measurement technique has been developed to measure both the dielectric constant and thickness of a coal seam as part of a sensor array supporting an autonomous coal mining machine. The sensor measures the reflection of an electromagnetic signal from the coal/shale interface. Underground measurements of coal 6- in thick with a dielectric constant of 4 have been confirmed. Measurements were also made of a 31-in thick coal pillar for application of the sensor to highwall mining. The electromagnetic measurement technique, the data reduction process and field test experience will be presented.
