In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

Lightweight cellular grout backfill behind pipe-in-tunnel has been gaining increased acceptance in the tunneling industry and has proved to be both practical and economical. Two successfully constructed projects, the Upper Scioto West Interceptor Sewer (USWIS), in Columbus, Ohio and the Benbrook Pipeline Tunnel Project in Fort Worth, Texas will be discussed. The projects represent two different but successful applications of lightweight cellular grout backfill. The USWIS placed the grout behind precast reinforced concrete pipe, in water bearing limestone, and in close proximity to residential water wells. The Benbrook Project placed grout behind 6,096 meters (20,000 feet) of steel pipe from just two locations, eliminating major surface disruption typically associated with the placement of pumped concrete.

Research was conducted to investigate how ventilation of a mining face is affected when scrubber flow is greater or less than intake flow. Tests were conducted in a full-scale surface test gallery built to simulate a mining entry with a continuous mining ma- chine at the face. Methane gas was released at constant flow at the mining face. Gas measurements taken at six locations near the face were used to evaluate how well the face was being ventilated. Increasing scrubber flow resulted in lower methane levels even when scrubber flow was much greater than intake flow.

The zeolites review arrived too late for the June issue. The natural zeolite industry continues to grow even as some companies look for the exits. Production for 1993 was estimated at between 42 and 44 kt (46,000 and 48,000 st). That is between 7 and 9 kt (7700 and 9900 st) above 1992 production. GSA Resources, Saint Cloud Mining, Steelhead Specialty Minerals, Teague Minerals, UOP and Zeotech all reported continued growth last year. At the same time the East-West Minerals' Eastgate mordenite mine, and American Resources' Ash Meadows clinoptilolite operations both shut down their processing plants and are attempting to sell the mines and facilities. In addition, Tenneco Minerals continued its attempt to sell the Mud Hills clinoptilolite deposit. Unimin entered the natural zeolite industry through its acquisition of several properties of Aimcor. The purpose of this study is to compare estimation methods for lignite reserves at the Amyndeo mine and to provide a map of the estimated thickness of the coal seams. The reserves are first estimated with the method of Voronoi diagrams, using a group of mirror points to close the polygons around the boundaries of the mine. The second estimation method is based on Ordinary Kriging using the Spartan variogram model. Finally, the reserves are estimated by the mean lignite thickness value of the drill-hole data Two data sets are investigated. The first one corresponds to an exhausted part of the mine. The derived reserves estimates are compared with the actual data obtained by the Public Power Corporation (PPC) to validate the analysis. The second data set extends over the entire mine, and it is used to derive an approximate estimate of the total lignite reserves. A geostatistical analysis of the total layer thickness is performed. An interpolated kriging map of the total thickness variation is produced accompanied by a map of the kriging uncertainty.

The particular impact of imported industrial minerals varies within the Industry and is dependent upon many diverse factors. In a similar way, the impact on individuals has been varied and the degree of impact will depend partially on the individual's ability to handle change. Just as many corporations are adjusting their marketing strategy and production methods to compensate for imported mineral products; individual managers, mining engineers and geologists are making adjustments to their own personal job marketing techniques and on-the-job operating procedures. Modifying the degree of impact for both industry and individuals depends upon the ability to adapt.

In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

Successful soil construction involves prepa¬ration of an adequate base, selection of high quality soil ma¬terials, and placement of those materials by means which will establish a continuous macropore network and modest to low soil strength. Where such has been accomplished, experi¬ments reveal row crop productivity on reclaimed land which is very competitive with that on undisturbed land. Inferior productivity and sensitivity to drought stress are experienced where the soils are excessively compacted during construc¬tion. Some deep tillage practices have been quite successful in improving the compacted soils, but it is preferable to avoid compaction as the soil materials are handled.

Underground coal mining systems have kept pace with developments that have occurred in other types of mining. A diversified group of machines are now available with high horsepower motors, built-in microprocessor technology, and numerous options to satisfy miners' needs in various geological environments. The results will be a greater degree of mechanization and recovery of coal from inclined seams, thins seams, and seams mined in lifts from shallow as well as deeper deposits. This article is based on a general suvey carried out by the authors to detemine the current status of mechaniztion and systems development in underground coal mining. It indicates that the next two decades will see increasing use of longwall mining, which has already reached a high degree of sophistication. Automation, remote control, and robotics are the key words of the future. Data transmission from underground to surface and over long distances will be almost routine. Many components of the high technology industry that are just being considered by the mining industry regarding equipment health and perform¬ance monitoring, quality control, application of expert systems, and computer networking will become a routine part of underground mining technology. Within the next 21 years, "manless" mining, first attempted about 25 years ago, will become a reality. Current coal face developments Developments in underground mining equipment, its application, and associated technology have made phenomenal progress compared to those in other types of mining. This paper presents some results obtained from research on long-term subsidence over and near chain pillar systems - the area available to long-term subsidence in longwall operations. Although the long-term subsidence for most longwall operations is insignificant, it does exist in some cases. In the cases that showed significant long-term subsidence, it was found that the development process could be expressed by an exponential decaying function. The stability factor of the chain pillar system and the potential for long-term subsidence are the two most important factors that control the magnitude and development characteristics of the long-term subsidence process.

A method of improving the efficiency of solid-liquid separation during centrifugal filtration has been developed. It consists of increasing the pressure drop across the filter cake using extraneous means such as pressurizing a filter chamber. This method, which may be referred to as hyperbaric centrifugation, is designed to increase filtration rate during the drainage cycle and, hence, to produce drier cake. In the present communication, the results obtained in a series of batch centrifugal filtration experiments are presented. The results obtained on fine coal and mineral samples show that cake moistures are approximately 50% lower than the case of using ambient pressure.

The risk of contamination of dumped tailings and ground water by coal flotation reagents has been investigated by using the 14C-radiotracer method for adsorption and desorption measurements. The results indicate, that a high amount of the reagent components adsorbed on the tailings if there was no coal in the pulp. In coal flotation however a competitive adsorption behaviour could be observed, with the effect that only a low quantity of reagents adsorbed on the tailings. Mobilization tests showed, that only small quantities of reagents could be desorbed by rinsing water. Therefore the contamination of ground water should be low.

Gas hydrates (GH) are crystalline compounds consisting of a water molecule lattice, in the cages of which suitably sized molecules, such as methane or other light hydrocarbons, are confined. Although this solid phase looks similar to common ice, it contains substantial amounts of natural gas. The necessary conditions for natural gas hydrate formation exist in some deep-sea marine environments and in permafrost regions. Despite the extensive research, which has been conducted in the fields of exploration and exploitation of natural gas hydrate deposits over the last decades, there is still great uncertainty over the estimated amount of hydrates that these reserves bear. The present work examines some key features of sediments which affect their capacity to host gas hydrates. The hydrate content of a natural hydrate formation is correlated qualitatively with factors such as temperature, effective porosity, mineralogical composition, bio-surfactants, pore pressure and compaction pressure.

A hydrothermal bentonite located in the high Sierras in Nevada is being mined and processed to produce a natural dietary supplement. The minerals present are smectite, gypsum, jarosite, quartz, feldspar, kaolinite, goethite, hematite and zeolite. The clay material was analyzed for respirable crystalline silica, asbestiform minerals, heavy metals and dioxin. No asbestiform minerals are present and the crystalline silica, heavy metals and dioxin are all less than the maximums set by Federal and State agencies. The clay material was analyzed chemically for all major, minor, trace and rare earth elements. The geology, applications and analyses will be discussed in the paper.

The ability to compete profitably in a competitive, demanding and specialized market, requires all components of productivity to be optimized toward the same manufacturing goal. This ever present requisite is seldom more apparent than with the quality control (PC) considerations that confront the super-refined metallurgical production necessary for today's exacting technical applications. In a work-place that already exceeds all environmental standards for cleanliness, this paper describes the development of specific environmental mechanisms and controls implemented at a titanium processing facility to impact both the minimal air-borne particulate contaminants and excessive process heat generation which are believed to degrade product purity. Based on the analysis of a carefully structured and instrumented field survey, two alternative solutions were proposed to modify the present facility utilizing a forced air (blowing) system. The first scenario requires ambient air to be drawn from a louvered rooftop installation and ducted to specific zones within the plant with appropriate weighted louvers and wall and roof exhausters designed into the system for air control. The second scenario incorporates a properly sized baghouse to be used in conjunction with the first system.

Treatment of tungsten ore at Anschutz Mining Company's Chicote Grande (Bolivia) operation results in a relatively high grade arsenopyrite byproduct stream. Laboratory and miniplant testwork have been performed at Colorado School of Mines Research Institute to examine the technical feasibility of recovering a marketable arsenic product fr an this source. Process selection was constrained by the remote location of the millsite, which demands an uncomplicated, low maintenance operation. As a result of the research effort, a two-stage roasting/condensing process was developed, featuring the use of an indirect heating method. Arsenic was efficiently extracted and the arsenic trioxide (As203) product consistently exceeded the industrial purity specification of 99.5%. Key process parameters have been secured for extrapolation of the process to pilot or small commercial scale.

The accuracy of inflow estimates depends largely on how well permeability is characterized. Permeability is best evaluated as a statistical distribution. For the Chattahoochee Tunnel, this distribution was obtained with a large number of packer tests performed in 50 boreholes along the alignment. The distribution of packer-test data may not accurately reflect permeability, however, due to the limits of the test method and the luck of the field investigation. These discrepancies may be overcome by using log-normal plots of the data to develop a permeability model that will be use din lieu of the data to calculate inflow.

Sustainability is typically understood as having three interrelated dimensions-environmental, economic, and social. However, far less attention has been paid to social sustainability than to the other two forms. The paper argues that one of the difficulties in giving substance to the concept of social sustainability is that it is inherently value-dependent and has major conceptual, definitional and therefore measurement issues. This is particularly the case in complex crosscultural environments such as those found in Australian mine hinterlands with significant Aboriginal populations. Nonetheless, a concept of social sustainability can provide an important counter to the usual focus on environmental and economic sustainability, and can productively guide the minerals industry in its engagement with the Aboriginal people of mine hinterlands. The paper outlines a set of principles for socially sustainable communities, and proposes means by which these principles can be implemented. It further suggests that these principles may have broader applicability than just in the case of Aboriginal people.

It is well known that weak floor conditions in central Illinois affect pillar and mine opening stability. The floor interaction with coal pillars and immediate mine roof are being studied using two dimensional (plane-strain) elastic-plastic finite element models. The effects of varying soft floor thickness, coal seam- thickness, width of mine openings and strength parameters of coal and mine floor are being evaluated. The finite element models developed by Agbabian Associates and Dahl were utilized in this study.

Heap leaching was introduced to the precious metals mining industry approximately two decades ago as a simple, low cost method for recovering gold and silver from ores. Since that time, operational experience has contributed to knowledge and understanding of the process, making it a reliable alternative to conventional milling processes for low grade ores. At time of this writing, dozens of heap leach operations are active producing hundreds of thousands of ounces of gold and millions of ounces of silver annually. These successes have caused the popular press to acclaim heap leaching "high-tech" gold mining, but, despite the hype, the process remains a simple one. An example of simplicity in heap leaching is the operation established in 1986 at Amax Gold's Sleeper Mine. Starting with a simple goal, namely to produce gold from sub-mill grade ore at low cost, heap leaching was rapidly implemented at Sleeper; only five months after testwork started, leaching commenced on the first commercial scale, 50,000 ton heap of low grade ore. Sized at 600,000 tons per year to produce 10,500 oz gold per year, the low grade heap operation has performed beyond expectations. During the first year of production, 881,800 tons have been leached producing 15,665 oz of gold and 35,528 oz of silver. Operating ·costs for the first year have averaged $112 per oz gold produced ( or $95 per oz if silver credit is included). Successful implementation of heap leaching at Sleeper has had a dramatic impact on ore reserves and future operations.
