The six main drives needed to build 55 miles of 4.8 and 7.7 metre i.d. tunnels in 33 months called for careful co-ordination of the design of tunnel boring machines and linings. The implications of these requirements are discussed, with particular reference to the selection of tunnel liners. The solutions adopted are detailed and details are given of the specifications and procedures adopted. The design methods employed for liners are outlined. The construction methods are described and current performance figures given.

Fighting the challenge of diminishing ore grades, low base metal prices and a changing pattern of ore supply, Boliden has now taken the second generation of the fully­autogenous grinding concept on stream, Using new design and a highly-developed process control system the benefits of conventional two stage autogenous grinding technology are obtained with a wide range of ore types. The APC grinding system has been developed further. A new design of the Boliden Pebble Extractor together with an advanced control strategy make the performance of the APC concept superior to all other grinding systems with any ore quality. The capacity and simplicity of the autogenous grinding concept is equivalent to the best SAG installations but the operational costs are up to 25 % lower than for SAG or other primary ball or rod mill systems. The concept is as flexible as conventional crushing and rod mill installations but investment and operating costs are of the order of 25 % lower. Also, from the metallurgical point of view, the different types of autogenous grinding system outperform all other comminution systems including SAG. From 1989 to 1991 four fully autogenous grinding sections have been installed at various concentrators at the Boliden company. Old crushing plants and rod and pebble grinding circuits have finally been replaced by highly productive and cost-efficient autogenous grinding equipment. Significant savings in operational costs have already been reported. Power consumption and maintenance costs have been reduced significantly. Productivity expressed as milled tonnes per operator has been improved. Metallurgical results have developed favourably.

A probability-based analysis method in conjunction with the finite element structure modeling technique to evaluate an entry system stability is developed. Variability of the rock properties and loading surrounding the entry system is taken into consideration to predict a roof stability by using the probability of failure instead of the common safety factor concept. A dynamic programming is applied to establish a recurrence relationship between the degree of potential roof fall and accumulated roof fall index in an area of interested. A probable distribution of roof fall is assessed by using a developed computer program, RFSTAB. The assessment of the roof falling boundary in the longwall entry system is used as the example to illustrate the procedure and effectiveness of this analysis method

Powder surface and polymer structural changes during stirred milling have been studied as a function of grinding time, solid concentration and polymer molecular weight. It was found that specific surface area of limestone particles can be increased over 100% by using polymer additives. Particle surface and polymer structure were also found to change during grinding. Powder surface and polymer properties have been determined using Surface Tension, Fluorescence, TOC and HPLC/GPC analysis, and surface and polymer properties are correlated with operating variables and the mechanisms involved are explored. Particularly, the fragmentation of the polymer molecules was found to occur during long term grinding and this was beneficial for ultrafine grinding.

Western Mining Corporation Limited owns and operates the St Ives Gold Plant located near Kambalda, approximately 90 kilometres south of Kalgoorlie in Western Australia. Production commenced in March 1988 at a design capacity of approxi­mately two million tonnes per year. The plant was quickly expanded as a result of new ore discoveries in the district and has been processing ore since 1993 at the rate of three million tonnes per year. The plant has recovered over 50 tonnes of gold since the operation began, The plant was able to maintain acceptable recoveries throughout the plant expansion phases. Further gains in recovery were possible since there was still free gold in the tailings after approximately 24 hours of leaching. Testwork carried out on prospective orebodies showed that some contained considerable quantities of free visible gold, while others were seen to be semi­refractory using a conventional grind - leach circuit. Alternative treatment techniques were considered because a substantial amount of revenue was lost with the treatment of these ore bodies using conventional milling techniquies. The basis for all the investigations was to maximise the gold recovery from each orebody while minimising the effective cost per ounce of gold produced,

As Edward E. Runyan, 1983 AIME President, in an interview excerpt in ME, June, p. 607, stated, "...the AIME Transition Committee has recom¬mended to the AIME Board that each Constituent Society be allowed the option of separate incorporation, whereby each could become its own separate legal entity." Background The American Institute of Mining Engineers (AIME) was formed in 1871 by 22 engineers in Wilkes-Barre, PA. Although originally a mining organization, it became a home for metallurgists, iron and steel industry people, and for the individuals in the expanding petroleum engineering profession. There are now four Constituent Societies: Society of Mining Engineers, located in Littleton, CO, 29,000 members; Society of Petroleum Engineers, located in Dallas, TX, 47,500 members; The Metallurgical Society, located in Warrendale, PA, 10,000 members; and Iron and Steel Society, located in Warrendale, PA, 6,500 members. Each of the four groups has grown and continues to serve the specific and/or diverse needs of its membership. As the needs and requirements of their industries and professions change, each of the Societies has perceived and initiated programs that serve their constituency rather than AIME as a whole. Therefore, each Society has recognized an increasing need for autonomy to better augment their own programs. An AIME Ad Hoc Transition Committee, with Robert Merrill, AIME Past President, as chairman, made a number of recommendations pertaining to AIME operations that were approved in October 1982 by the AIME Board of Directors. One of the recommendations was to endorse separate incorporation of the Constituent Societies on an individual-society-option basis. The AIME Board commissioned a task force of Constituent Society representatives to develop specific revisions to the AIME Certificate of Incorporation and the AIME Constitution and Bylaws. This was done to allow separate incorporation and to reflect the decentralized structure of the Institute. The SME-AIME Board of Directors subsequently approved the recommendation of SME Working Party #69 that SME pursue separate incorporation. Meanwhile, Working Party #69 continues to work with the other Constituent Societies and with the AIME Task Force on Reorganization to determine the form and substance of the separate incorporation. Why Incorporate? George Webster in The Law of Associations quoted Chief Justice Marshall's (1819) definition of corporation as: "A corporation is an artificial being, invisible, intangible, and existing only in contemplation of law. Being the mere creature of law, it possesses only those properties which the charter of its creation confers upon it, either expressly or as incidental to its very existence. These are such as are supposed best calculated to effect the object for which it was created." SME-AIME attorneys, Davis, Graham & Stubbs, have pointed out that the status of an organization operating as an unincorporated association is always unclear. At present, SME-AIME administers assets of almost $3.5 million (mainly property and inventory) but technical ownership and ability to enter into contractual relationships resides with AIME. However, the operation appears to outsiders (particularly those with whom SME-AIME does business) to be an independent operation which would be expected to be a legal entity in its own right. Advantages of Incorporation Liability. Because of legal ownership by AIME of all assets of the Constituent Societies, those assets are subject to the claims of any of the creditors of AIME or any of its constituent parts (i.e., the other societies). Liabilities can be those usually encountered in business but also encompass special risks, which could develop if there were a careless and erroneous publication of material that might be used in practice or if standards are improperly established. A filter consisting of a synthetic fibrous material has been determined to be a viable alternative to the wire mesh panels currently used in irrigated filter dust collection systems. An extensive laboratory investigation of the material showed that it removed a higher percentage of both respirable coal and quartz dust from the air entering a collector than did the flat and pleated wire mesh panel designs. This improvement in dust collection efficiency reduced the amount of coal and quartz dust discharged from the collector exhaust by approximately 44%. Since continued exposure to excessive levels (>5%) of respirable quartz dust presents a severe health hazard, this alternative filter medium could be of use to those mines required to comply with more stringent dust standards due to quartz.

Lead and Zinc concentrates are being recovered at Rajpura- Dariba (Distt. Rajsamand, Rajasthan, India) from a complex multi metal sulphide deposit since 1984 by selective flotation employing a large number of reagents. The cost of concentrates' production has been high. Due to the increased availability of concentrates world over and to be competitive, it is necessary to reduce cost of production. An effort has been made by the R.D. Department of Hindustan Zinc Limited to bring down the cost by resorting to production of Bulk Pb + Zn concentrate with enough Ag to make it attractive to the smelters. This paper gives an account of open cycle testing and locked cycle testing in the Dowa Continous Mini Flotation unit. The metallurgical data generated in the mini flotation unit indicate the possibility of obtaining smelter-acceptable bulk concentrates containing Pb+Zn 45%, Ag 400 ppm and graphite carbon about 3%. An in-plant trial in the 3000 TPD concentrator indicated that there would be savings through dispensing with and reduction in some reagents, lower power requirement, etc. Also, a substantial increase in revenue is expected due to higher recoveries by resorting to bulk concentrate production as against individual concentrates.

In 1989, William A. Vogely created the Mineral Economics and Management Society (MEMS). He did this after SME disbanded the Minerals Resource Management Committee, a group dedicated to technical programming of minerals economics and management issues. A few years later, SME reinstated this committee. MEMS held its fourth annual conference "Mineral resources: Managing dilemmas and opportunities," in Boulder, CO March 9-11, 1995. Some of the MEMS programs are similar to the Minerals Resource Management Committee programs. However, MEMS conferences cover more diverse issues. These include minerals policy, environmental legislation impacts on the minerals industry and minerals economics issues. The 1995 MEMS conference included six sessions and three distinguished speaker addresses. Papers topics included US and Canadian mineral policy, financial strategies for managing mining companies, Latin American mineral investment opportunities, quantitative economic modeling and the impact of environmental interest groups on the minerals sector in the United States and Canada. One session was dedicated to students who competed for $1900 in prizes for outstanding papers.

Theoretical research, laboratory tests and practical experience confirm the possibility to stabilise the excavated tunnel front by suitably composed slurries even in coarse ground with extremely high permeability. The fluid assures dependable repartition of the pressure, low torque of the cutting wheel and small perturbances of the original ground structure. Very easy access to the front, for tool repair or removal of obstacles, are other features of the WF-Hydroshield concept. For soft ground, the Hydrojet (excavation by immersed slurry jets) permits still further improvements. Field experiences in very mixed face conditions are related. Measured soil subsidences in homogeneous, loose sands above Hydroshield-driven tunnels are compared to calculated values. Dependable shield tail seals, which are a necessary condition for work without compressed air in the tunnel, and an original repair kit are presented. The aim to liberate shield driving from hazards of narrowly defined soil conditions and to broaden the range of applications led to a series of bentonite shield machines, derivated from the initial slurry type, such as Dense Mud Shield, Earth Pressure Balance Shield or shields with hard rock cutterheads. Similar to these constructions, overall stability of the front was the major concern in developing the Hydroshield. Industrial minerals deposits present sampling and grade control problems not normally encountered in metal mining operations. No longer are industrial minerals simply crude ground mineral products but are in fact high purity chemical raw materials. Operators of industrial minerals mines and processing plants now must meet increasingly stringent specifications established by the consumer of the final products. Meeting these stringent specifications requires not only sophisticated processing techniques but equally important careful sampling and grade or quality control at the mine. A well-trained geological staff can assure an adequate supply of uniformily high quality feed to the processing plant. In the final analysis this results in significantly higher operating profits.

The protection of groundwater resources is a growing issue on both the legislative front and within the private sector. At present, the legislative push is to establish within the Environmental Protection Agency a comprehensive research, development, and demonstration program relating to groundwater contamination and resources. It is evident that certain aspects of such legislation will be directed at the mining industry. Consequently, the mining industry must position itself to address the issues and concerns from a backdrop of facts and knowledge by developing an integrated hydrogeochemical model of the mining environment.

GEORGE WEINMAN: Our next speaker is Steve Garcia, operations vice president and general manager of mining at IMC-Agrico, Florida. Steve was born in Lakeland, Florida, to an IMC mining family. He has 17 years with IMC-Agrico and Freeport companies, including assignments in North Carolina, Nevada, Arkansas, and Indonesia. His work within the industry includes technical and operating positions including chief metallurgist, drying superintendent, and mines operations manager at Pane Creek. Other experiences include design of a grassroots phosphate facility in North Carolina; construction and start-up of a gold facility near Elko, Nevada; work in the Blytheville, Arkansas, ammonia urea facility; and three years managing engineering, construction, and support services in Irian Jaya, Indonesia. Steve's presentation is "Evaluation and Standardization of Multiple Slurry Pumping Systems."

Various types of Tertiary (Miocene) lignite occurrences had been formed and alternated with volcano-sedimentary Bigadiç Formation in the field of study, which resides in the middle and eastern parts of Biga Peninsula. The focus of the study is to identify the geochemical and petrologic properties of coal occurrences and the formation mechanism of the deposits. A comparative study of the deposits will also be studied. Biga Peninsula is a very rich zone in terms of both metallic ores and industrial minerals. Most of the metallic deposits and industrial occurrences in the region have been known and mined throughout the history. This richness of the region is related to the volcanic and tectonic activities that have developed during different geological periods. These activities are the main reasons of weathering and alteration phenomenon.

The US Bureau of Mines investigated cold-cutting alternatives to oxyacetylene torch cutting of metal. The alternatives examined were a pneumatic circular saw with an abrasive cutting wheel, a handheld abrasive water-jet cutting tool, an ultrathermic-cutting system, hydraulic punches and cutters, and a pneumatic reciprocating hacksaw. Sparks generated with the pneumatic circular saw or ultrathermic-cutting system were not completely eliminated with the use of water sprays. The water sprays also reduced the cutting rate of the pneumatic circular saw by 70%. The safety and performance of a handheld abrasive water jet cutting system requires additional research. The hydraulic cutters and punches are readily available and do not introduce any hazards. However, they are not comparable in price to the oxyacetylene gas torch and many different attachments would be needed to replace the torch. The pneumatic reciprocating hacksaw, which did not produce any sparks, is an acceptable alternative in terms of cutting rates. However, the price of the saw and blades is not comparable to that of the oxyacetylene gas torch. The results of this study will further the advancement of safe, efficient alternatives to oxyacetylene gas torches, which will improve miner safety.

The success of the industrial minerals end of the mining industry is often overshadowed by the high price of copper, the glamour of gold, and the nation's huge reserves of coal. Those three segments of the industry, however, along with every other business in the world, could not function without the products that are composed of a variety of industrial minerals. And, according to Haydn H. Murray, past president of SME, the value of industrial minerals in the United States is more than triple that of metals, about $19 billion a year versus $6 billion. In the developed countries of the world, he said, the value of industrial minerals is nearly always greater than the value of metallic minerals. Murray, also a professor of geology at Indiana University, was the luncheon speaker at the SME-sponsored Grinding of Industrial Minerals conference held in Asheville, NC this past September. Producers of industrial minerals know they must squeeze the maximum value out of the industrial mineral being mined and processed, Murray told the audience of about 100 people. Grinding and particle size, then, are vital to a commodity's profitability.
