In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

Clay minerals are one of the more important industrial minerals. They are used in many products and because of different specifications may require special processing which can be either wet or dry. The clays discussed are bentonites, kaolins including ball clays, and palygorskite (attapulgite). In order to design a process flow sheet for these clay minerals, the physical, chemical, mineralogical, and optical properties need to be evaluated. Each species of clay minerals require a group of special tests which are described in this paper.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation, which often requires that the primary ventilation system is upgraded with additional shafts and surface fans. The use of booster fans underground is a potentially practical alternative. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room and pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). Backfilling techniques are widely used in large-scale underground mines. Massive pillars, which have been left in place for stability, limit mining activity. Backfilling allows safe recovery of the ore remaining in pillars and assures long term stability. In deep mines expected high stress can be relieved with the backfill. Initially, waste rock was used to fill the openings with mixed results. The need to improve safety and reduce costs has prompted the industry to investigate alternatives. Hydraulic filling with Portland cement added has shown considerable promise, but little has been done to define the parameters of design effective system. The purpose of this study is to determine the relationship between backfill and mining components that can be used to effectively design a best-case hydraulic backfill.

At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

A dump edge and vehicle proximity warning system is being developed at the Colorado School of Mines using GPS and wireless local area networks to improve the safety of off-highway trucks in open pit mines. After two years of research, software development, and testing in the laboratory, field tests are currently being carried out at operating limestone quarries and open pit mining operations to evaluate the effectiveness of the system under rugged operating conditions. This paper describes the progress made on this NIOSH-funded project and discuss, tests carried out recently, at the Morenci open pit copper mine in Arizona.

Currently, the Bear Canyon Mine is facing the challenge of excessively high coal and rock temperatures in one of its headings. In Mine No.3, the air temperature at the 6th Right panel reached 36.4ºC and the coal 83.9 ºC. Due to these severe work conditions, the mining plan has been altered by changing the mine direction to avoid the high temperatures. To investigate the problem, drill holes were developed from the entries and the rock temperatures monitored using K-type thermocouples. The measurements confirmed the existence of localized “hot spots” in the mine. This paper presents a summary of ventilation surveys that were conducted in this mine. It includes the results of coal and rock temperature measurements from drill holes, interpretation of results using a heat flow simulator and the identification of hot spot areas. It also includes a summary of methods that were developed to reduce the hazard and control the problem.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept.9, 2006 at the Museum Convention Center in Leadville, CO. The four inductees are Earl H. Beistline (1916 to present), R.A.F. Penrose (1863-1931), Robert M. Reininger (1912-2006) and John Stanton (1830-1906). The inductions will bring to 193 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

"Since the United Nations conference on "environment and development" in Rio de Janeiro in 1992, the term "sustainable development" or short "sustainability" is used more and more in social-political discussions. Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

Analytical and computer models are used to evaluate information obtained from existing data and investigation programs so mine water control systems can be designed and developed. These models allow the geohydrologist to predict the amount of groundwater inflow and the impact of dewatering and stream diversion on the hydrologic regime, and to determine the schedule and equipment needed for mine dewatering. This article describes uses of the model and the essential components necessary to construct an effective and practical one. Hydrologic models are constructed to determine the extent that mining activities will affect the ground water and surface water hydrologic regime. These models range from basic analytical, mathematical models to the more sophisticated finite difference and finite element groundwater models. Many factors determine the degree of sophistication, including the mining stage, the complexity of the hydrologic regime, the mining process, and regulatory requirements. Model Uses The geohydrologist and engineer construct models so the entire ground and surface water handling and supply system can be integrated and optimized. These models can provide the following data: • Information for water balance studies-the entire hydrologic regime for the area, including precipitation, transpiration, evaporation, infiltration, runoff, and the effect of geologic features. • Data on seepage rates during mining. • Information to design the depressurization and dewatering system, including water well spacing, location of sumping systems, need for grout curtains, and possible horizontal drain and underdrain locations. • Data needed to schedule dewatering and mining operations. • Prediction of initial and long-term impacts of mining and dewatering, including local and areal drawdowns, effects on existing wells, and modifications to the surface-subsurface hydrologic regime. Potentiometric surface maps and hydrographs can be prepared from these data. • Prediction of the effect of discharge from the water control system on the surface hydrology and data input to design systems for water discharge, storage, recharge, or reinjection. The results of a computer study that illustrates the effect of dewatering and reinjection into an aquifer to confine the cone of depression are shown on the accompanying figure. • Information to forecast potentiometric surface recovery after mining ceases. The accompanying figure shows the pumping and reinjection rates in a program that is adequate to dewater a mine and permit the recovery of potentiometric levels to approximate premining levels after mining ceases. • Documentation and design information for monitoring systems to be installed during all mining phases. • Water quality predictions and geochemical changes, including the possibility of brackish or saline water intrusion because of extensive dewatering or depressurization operations. • Documentation and data for acquiring permits from regulatory agencies. Model Input Program For any model to be effective, detailed hydrologic and geologic data must be gathered from a review of existing information and from an investigative program. These data should cover entire model limits. Data updating, revising, and refining should occur as new information is received from the investigation and monitoring programs, and from the mining operation as it progresses through the pre-mining, mining, post-mining, and reclamation

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies, and loss of wildlife habitat as a result of mining, industrial activity and urban sprawl. Over the past three years, a diverse group of educators, natural resource managers and business leaders has been assembled under the auspices of a local college to provide unique natural resource education opportunities for the region. By leveraging the collective experience of these present generation natural resource professionals, the Mojave Sustainability Project hopes to provide the next generation of professionals with that knowledge and those technical skills upon which tomorrow’s community can rely. This paper is a case study of how partnerships between academia, government, industry and the community can serve to address the regional social, environmental, and economic needs of today, while investing in the development of those professionals who will balance these needs tomorrow.

LaModel is a boundary-element program capable of calculating the displacements and stresses in thin bedded deposits such as coal, salt, or potash. Throughout its history, it has continually been upgraded in order to expand analysis detail and stay current with the latest advances in computer technology. The most recent enhancements include: an increased grid size capability, a significant increase in the speed of the automatic grid generation using an AutoCAD visual interface, implementation of subsidence-based horizontal strain calculations for multiple-seam situations, and pillar safety factor calculations. To demonstrate these new features, a multiple-seam case study of a longwall panel undermining an active set of main entries is presented.

China’s vibrant economic growth is built on coal, the source of two thirds of the country’s electricity. Over 95 percent of China’s coal is mined underground with the average mining depth at 410 m and in-creasing at 10 m per year; today, the deepest Chinese coal mines have exceeded 1,000 m. With increasing mining depths, there are greater challenges including increased methane emissions and spontaneous combustion. According to the government, nearly half of China’s coal mines are classified as gassy (with specific gas content at least 10 m3/mt). Coalbed methane (CBM) is a clean energy source. However, only a small percentage of the methane is captured, and the rest is vented directly to the atmosphere. This paper describes China’s CBM resource, its production and utilization.

"Colored gemstones are most often mined in small scale artisanal mining operations. Sri Lanka is well known as source for precious stones since thousands of years. Gemstones are mine in small open pits, directly in rivers (river dredging) and in underground mines. Almost all mined deposits are alluvial deposits. PRECIOUS STONES AND DEPOSITS Precious stones from Sri Lanka are well known for thousands of years. Tales and legends from Arabia, India, China and reports from discoverers like Marco Polo describe the fabulous stones from Ceylon which was the name for Sri Lanka before 1972. Already 1000 BC King Salomon got valuable gemstones from the legendary Queen of Sheba on her visit to Jerusalem. Paintings (frescoes) of the “cloud maidens” with huge gemstones can be seen at the “mirror walls” of the Sigiriya rock fortress - one of the eight World Heritages Sites of Sri Lanka.And even today some of the most valuable and most desired gemstones come from Sri Lanka. The term “Ceylon Sapphire” stands for an excellent royal blue color of high quality corundum from Sri Lanka. Reason enough to look a bit closer how these gemstones are mined. Sri Lanka has rich gemstone deposits which are mined underground, in small open pits or directly within a river. Some of the primary deposits in magmatic and metamorphic rock are also known, but most gemstones are mined in secondary alluvial deposits. Gem bearing deposits can be found in a band from NW to SE. Highly probable deposits and main mining areas can be found around Ratnapura – the city of gems, down to the coast (Matale) and up to the region around Elahera. These secondary deposits are mostly thin layers of gravel and sand, so called “illam”. The depth can vary between some dm to 10 25 m or even almost 40 m. But the average depth is about 12 m. Gemstone mining is controlled, licensed and regulated by a special authority – the National Gem and Jewelry Authority - which was founded in 1993. Another task of this authority is the promotion and development of the gemstone industry and the control of import and export of gemstones. Any violence of the NGJA law can lead to a fine or even up to 5 years imprisonment. To increase the confidence in the gemstone industry the Authority offers a unique service to foreigners. All bought gemstones can be tested free of charge in certain laboratories in Ratnapura and Colombo. So visitors can be sure they got no imitations, wrong stones or even synthetic stones or glass. It was said that detected synthetic stones will be destroyed and the seller will do all he can to replace the stone with the right stone. Otherwise he will lose his license."

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

"It is safe to say that the coal industry, in the United States and globally, is currently suffering through one of the hardest times in its history.A perfect storm of competition, changing energy demands, politics and public perceptions have collided, inflicting significant harm to the industry that many say is irreparable. This, in turn, has led to massive job losses in some regions, heavy cuts in production and even bankruptcy filings from two of the largest coal mining companies in the nation.Cheaper natural gas can certainly take a large share of the blame for the struggle of coal, as utility companies switch from coal to natural gas for power generation. According to the U.S. Energy Information Administration (EIA) the amount of coal used for electricity generation in the United States is at a 45-year low.November 2015 marked the fifth consecutive month that natural gas was the leading source of power generation in the United States. EIA said generators produced 101,866 thousand megawatt hours (MWh) of electricity with gas in November versus just 87,789 thousand MWh with coal, the lowest monthly level since May 1980 when monthly coal use was 84,884 thousand MWh.According to Robert Godby, director of the Center for Energy Economics and Public Policy at the University of Wyoming, there are a number of factors playing a role in the decline of coal, but he points to the advances in fracking as the tipping point.“A lot of people will argue that regulation is the cause of the decline, and it has played a part, for sure, but the story of the recent past is more about what competition has done to the energy market,” Godby told Mining Engineering. “The war on coal was originally declared by natural gas in 2008.”The price of natural gas, which was at $13 per million Btu before the gas fracking boom, has fallen to as low as $1.68 in December 2015. Likewise, Godby said the cost of wind generation is now lower than the cost of generation from coal and the cost of solar generation is coming down as well. In addition to that, the demand for energy has changed in the past five years with more efficiencies in everything from building design to lightbulbs."

Moisture deterioration of clay-rich roof rocks causes high numbers of roof falls in coal mines in humid summer months. Rocks with high moisture content are generally weaker and can further deteriorate when subjected to wetting and drying cycles. As a result, it is important to evaluate the moisture-sensitivity of roof rock prior to mining. The National Institute for Occupational Safety and Health (NIOSH) has evaluated three moisture-sensitivity index tests on roof rocks from 23 U.S. coal mines. The three tests were the University of Kentucky Weatherability test (Weatherability test), the Consol Energy Water Sensitivity test (Water Sensitivity test), and the NIOSH Immersion test (Immersion test). Of these three tests, the Weatherability and Water Sensitivity tests are more reliable in classifying the moisture-sensitivity of roof rocks.
