On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. SME committee members included JM Rendu, independent consultant and chairman of the SME Committee on Resources and Reserves; Ian Douglas, manager of deposit modeling and reserve estimation with Newmont Mining; Art Graham, director and mining engineer with Deutsche Bank Trust Company Americas; Larry Smith, chief geologist with AMEC Mining and Metals Consulting; and George MacDonald, vice president of exploration with Freeport-McMoRan Copper and Gold.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. Sufco coal mine, a subsidiary of Arch Western Bituminous Group, recently purchased a reverse osmosis (RO) system. The systems intent was to remove impurities in the water being mixed with the hydraulic oil to maintain the viability of critical longwall hydraulic systems and to prevent degradation. This project not only ensured hydraulic components from corrosion, but also revealed a cost savings by reducing the percentage of hydraulic oil mixed with the RO water. SUFCO WATER TREATMENT HISTORY Sufco coal mine has been in operation for approximately 70 years. Old works extend up to 15 miles one way, not including adjacent mined out longwall panels. Due to the geologic conditions and strata, water treatment has been as simple as putting water in at a high point of a mined out area and recovering it at a low point to discharge. Doing this reduces the total suspended solids (TSS) to less than 25 parts per million (ppm) and the total dissolved solids (TDS) less than 1,200 ppm which complies with Sufco?s water discharge permit. Even though the requirements for the permit were met, the water is still corrosive in nature. A portion of this water is piped back into the fireline (makeup) water system. It is then boosted to pressures of up to 500 psi to support mining sections, belt systems, equipment, fire fighting systems and the longwall.

Phosphate ores are the source of many commodities, such as phosphorus element, P2O5 and fertilizers. Discarding a large percentage of fine phosphate particles produced as slimes during phosphate ore processing represents a severe environmental problem, besides making the beneficiation process uneconomical. The phosphate industry is interested in a process that is efficient, with high grade and high recovery; ensures economical feasibility, with low operating cost; and is environmentally sound, with low toxicity. Numerous investigations have been conducted to try to find better processing techniques and reagents. However, reagent requirements and recovery limitations may be so high that the end does not justify the means. Reagents of biological origin are of special interest because they offer specific interactions with minerals, reduced operating costs, environmental acceptability and flexibility in adaptation. Recently, there has been a growing interest in using microorganisms as flocculants for mineral fines and as flotation collectors.

The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers fromthe National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

Ease of excavation or rippability, also called diggability or excavatibility, is a critical decision-making parameter in the selection of both the overburden removal method and the required equipment in surface mining and geotechnical engineering projects. The most widely used method of estimating rippability is rock mass classification. Although there are different classification schemes in the literature, all of them have the two major limitations of sharp transitions at class boundaries and subjective uncertainties in decision making. In this study, the decision trees method was employed as a classification tool for estimating ground rippability, using the four rock mass parameters of weathering degree, uniaxial compressive strength, joint spacing and bedding spacing. The results were compared with those of the widely used method of diggability index rating (DIR) and a fuzzy-based DIR. The problem of subjective uncertainty was resolved in the proposed decision trees method, as the tree rules were derived automatically from the training data sets. Compared with fuzzy-DIR, a decision tree classifier is simpler, needs less computational time and is more appreciable by industry practitioners. Nevertheless, the proposed method is not flawless and, similar to both the conventional and fuzzy DIR methods, yielded poor estimations in particular instances. The limitations of the three methods are discussed.

For more than 35 years Lurgi has been providing its fluid bed roasters on a world­wide basis. The current total annual capaci­ty of the 250 Lurgi roasters approaches 26 million mt of sulphide minerals, including gold-bearing flotation pyrite concentrates. While the stationary fluid bed has been uti­lized for roasting exclusively, Lurgi has now commercially introduced its Circulating Fluid Bed (CFB) technology for gold roasting in a successful effort to maximize gold re­covery.

Critical to successful dump and heap leaching for gold, silver, copper and uranium are factors such as permeability, solution delivery to the ore, and solution recovery. This paper deals with possible techniques for successful accomplishment of these three factors. New developments as well as older techniques are discussed, together with rationale for use of some techniques in reference to others. The authors hope to present a checklist so that the ideal application to individual mine situations can be achieved. This involves a discussion of the merits of each different method and the situations for most logical application. It is hoped that such discussion will broaden the geographic areas where dump and heap leaching can be applied to include greater winter cold and tropical regions of large amounts of rainfall.

Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. The 5.5 m (18 ft) square stump pillars still maintained a safety factor of 1.5, although the safety factors calculated by various pillar strength

Two coal mine shafts recently completed in Franklin County, Ill., afford experience and accomplishment to warrant review, These shafts provide access to a tract with a potential recovery of one hundred million tons. This work provided the initial sinking by other than a contractor's organization since 1918. Four additional shafts required during the interim were sunk under contract arrangement with others. Supervisory contact and inspection afforded experience to govern planning and conduct of the recent work.

A cost analysis for two alternative contour mining methods is performed to compare their results. The methods evaluated are: 1) Front-End Loader/Truck Haulback and 2) Scraper Haulback. Before performing these analyses, output requirements and equipment needs are found based on integrating geometric limitations with material properties. The final geometric design establishes limits on clearances, congestion problems and grades (with associated running surface materials). All calculations are kept practical, with assumptions clearly stated. The cost analysis is a unique, easily utilized compilation of several different approaches incorporating cost engineering principles. The strengths of each are welded into a cohesive entity once again aimed at practical application. The results are presented in tabular form.

Siberia, a vast country rich in mineral resources and a large number of different ethnic groups. To the east of Lake Baikal is Buryatia with capital Ulan Ude. The Buryat are closely related to the Mongolians. Ulan Ude is connected to Ulaan Baatar (Ulan Bator) the capital of Mongolia by train – a 26 hours trip. Getting a visa to Russia is not a simple case. Visits to metallurgical research laboratories, Lake Baikal, and historical museums are enriching experience.

Loudoun Water’s Quarry A (Milestone Reservoir) project involves conversion of a rock quarry to a billion-gallon raw water reservoir. The project includes a new 40 MGD pump station, deep intake shaft, and three drill and blast intake tunnels for accessing the reservoir. Due to concerns regarding constructability and construction risks, the project design was paused while a Construction Manager At-Risk (CMAR) contractor was procured. The CMAR contractor was engaged collaboratively with the design team to provide risk and constructability input for refining the design. Aspects of the original design, design modifications, and benefits of the CMAR collaboration will be presented.

Large scale surface coal mining will be required to fill future energy demand in the United States. In realization of this long-term commitment to coal resources, the U.S. Energy Re-search and Development Administration sponsored a study to determine the costs and problems of large-scale surface coal mining. As a result of this study a series of computer models were developed that can be used by government and industry to: 1) facilitate mine design and equipment selection, 2) provide detailed analyses of mining and processing costs. Two types of models were developed: detailed simulation models, which provide detailed information on mining systems and equipment to assist in mine design and equipment selection1 and broad models, which provide a first-order evaluation of deposits and new ventures for an entire mining complex. The complete model series permits examination of surface coal mining under a variety of terrain conditions. Six different mining methods were analyzed and documented during the overall project: 1) Area stripping with draglines, 2) Area stripping with draglines, extended bench, 3) Contour stripping with draglines, 4) Area stripping with shovels (loaders) and trucks, 5) Mountain top removal with shovels (loaders) and trucks, 6) Multiple dipping seam mining with shovels (loaders) and trucks. Each major operation in the coal mining pro-cess is represented in these models so that the best methods and equipment may be selected and 50 that the impact of such selection will be reflected in estimates of capital investment, operating costs, and coal price. Individual models allow the user to separately analyze overburden removal, overburden drilling and blasting, coal drilling and blasting, coal loading and hauling, coal preparation and handling, land reclamation, and premining, facilities, and administrative expenses. Because it is impossible to cover all the models in this paper, only the detailed simulation models representative of the technique "area stripping with draglines," are described. The Fort Union Strippable Coal Resource Region, one of eight test cases, is used as an example to describe the models.

Annual requirements of uranium to fuel the 441 currently operating nuclear reactors in the world is 170 million pounds U3O8 (65,385 tonnes U). 2005 global production was 108 million pounds (41,595 t U), of which only 2.7 million pounds U3O8 (1,039 t U), was produced from US uranium deposits. US nuclear utilities represent 26% of the global nuclear capacity but only obtain 2.5% of their supply from US uranium mines. Since 2002 annual global production increased from 93 million pounds U3O8, a 15% increase and the US production increased from 2.3 million pounds to 2.7 million pounds, a 17% increase. Reasonably Assured Resources (RAR) of 12,332 million pounds U3O8 (4.7 million t U) are reported from a wide variety of countries and types of uranium deposits. This RAR suggests that there are significant global uranium resources potentially producible at a price of $50 per pound U3O8 ($130 per kg U). Table 1 shows the distribution of global uranium resources. This table, prepared from historic data maintained by the World Nuclear Association, does not include some areas of the world that are currently considered to contain significant resources of uranium such as Mongolia. Table 1 suggests that the United States contains the fourth largest uranium resource in the world with 890 million pounds U3O8, behind Australia, Kazakhstan and Canada in resources that are producible at a price of $50 per pound U3O8 ($130 per kg U). Within the US, the states that demonstrate the greatest amount of uranium resource are Wyoming, New Mexico, Texas and the Four Corners Area of Arizona, Colorado and Utah.

Tailings dam failures have been occurring in recent years. They are considered more vulnerable than hydraulic dams due to the lack of regulations on specific design criteria, and stability requirements regarding monitoring during the construction and maintenance process. Thus, monitoring the dam is essential to know the dam's existing state and ensure its safety. One of the reasons tailings storage facilities fail is slope instability caused by moisture content. A relationship does exist between moisture content and surface strength, early detection of seepage would help to assess the physical condition of the dam. Moreover, to cover the tailings dam area in an efficient way Unmanned Aerial Vehicles (UAVs) are suitable because of their versatility and high-resolution data acquisition. Mounted with a high-resolution RGB camera, and thermal, or hyperspectral sensors UAVs can acquire good quality images that combined with image analysis and machine learning algorithms yield a good estimate of soil moisture.

Dr. Roussey Roussev The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on fig. 3, in conjunction with Figs. 1 and 2. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected. The supportive discussion and verification by Dr. Roussev, with results similar to that of the paper, is appreciated. I will try to answer the additional questions he has raised. To begin with, the mill was fitted with six lifters of approximately one-quarter inch height. There has been extensive lab and plant level work to understand downstream influences of using dispersants like XFS-4272*. In sulfide ore processing, which is the area in which most industrial scale testing has been performed with this approach, neutral to positive influences have been observed. For example, positive effects (e.g., increased recovery) have been noticed in flotation operations involving ores that have a tendency to produce excessive slimes upon grinding. (1) Also, the use of a dispersant has been shown to demonstrate a positive influence on classification by improving the sharpness of separation and preventing a decrease in d50 value that usually accompanies increasing flow rates to classifiers.(2) The biggest potential downstream problem is in thickening, which at the dosages involved, has not been a problem in plant scale usage. The commercial price of dispersants like XFS-4272 is quite variable depending on source, concentration, etc, but a typical cost of XFS-4272 to achieve a 10% increase in throughput in industrial mills has been between 20 and 35- US per ton of feed ore (1981).
