In most current practice, the methods that are employed in technical evaluations of cement raw materials are deterministic; i.e., decisions among alternative raw mixes and alternative plant designs are reached with the aid of only "average" compositions and "representative" samples of the available raw materials. Nevertheless, cement plants are sensitive to raw-material variability, and uniformly high-quality raw materials are not so abundant as they once were. Some simple examples will illustrate how geological techniques can be combined with geostatistical and operations-research approaches to customize mining and processing systems to deal with variable raw-material compositions.

This paper discusses the use of Conditional Simulation (CS) models to provide mill feed grade profiles for different time periods. The conventional approach of classifying block estimates as ore or waste generally does not adequately represent dilution, lost ore and the anticipated grade control data, including variability of mill feed from the pit and possible stockpiles. The detailed simulation of grade control practices can be done, but at the Pre- or Feasibility stage of the project may be impractical, since drawing dig limits on multiple benches is tedious and time consuming. Using the Feasibility Grade Control (FGC) method as developed by the Centre for Computational Geostatistics (CCG, University of Alberta-Edmonton), the CS models can be processed quickly to establish dilution and lost ore, and predict daily or short-term feed to the mill. The simulated nodes can be aggregated into selective mining units with adequate representation of likely geometries to be recovered from the pit, to mimic anticipated selectivity. An example from a large copper deposit is shown. The study provides an estimated stream of tonnages and grades fed to the plant by mining periods of interest and based on a specific mine design and schedule. The resulting cash flows support the economic and financial analyses of the Feasibility Study; also leads to improving mine schedules; and aids in developing blending schemes if necessary. INTRODUCTION The conventional approach of separating mineralized material into ore or waste categories does not always include a realistic amount of dilution and ore loss. Also, often it does not provide a good estimate of the grade that will be fed to the mill. If the grade control estimates are unbiased, they will over the long run represent the long-term average of grades fed to the mill; but the anticipated variability of mill feed from the pit and stockpile sources may be misrepresented. Some references on traditional grade control implementations can be found in Chunnett (1982); Davis et al. (1989); Srivastava et al. (1992); and Nowak (1992). Alternative methods based on economic variables improved significantly on the purely grade-based control methods, see Douglas et al. (1994). Further developments involved the use of geostatistical conditional simulations (CS) and profit models, which in several cases have been successfully implemented (Aguilar and Rossi, 1996; Rossi, 1997; Deutsch et al., 2000; Norrena and Deutsch, 2002; Neufeld, 2005; Jewbali and Dimitrakopoulos, 2009). But they can be impractical, mostly due to the lack of understanding of the methodology involved; even if semi-automatic dig limit drawing is implemented, there is always a need for is tedious and time consuming checking and corrections, even if using a single profit model derived from the simulated grades.

This paper presents the basics of EPA’s Hazard Ranking System (HRS), which is used to evaluate sites for possible inclusion on the Superfund National Priorities List (NPL). The paper describes the surface water, ground water, air, and soil exposure pathways and how they are applied to mining sites. Key factors contributing to the site score include the likelihood of a release, waste characteristics, and the targets for each pathway. Waste volumes, definitions of landfills versus surface impoundments, and background concentrations are of particular importance to mining and smelting sites. Because of the presence of metals, large waste volumes, and observable releases, mining and smelting sites often receive high enough scores to be proposed for the NPL based on a single path-way. Neverthess, owners and operators can take steps to reduce the risk of being scored, and to reduce the potential for high scores.

From some of the largest tunnel projects in the some of the most vibrant cities, to smaller projects in remote corners of the globe, the Robbins Co. announced two tunneling projects in which its tunnel boring machines will be used. Robbins earth pressure balance (EPB) machines undercut Downtown Zhengzhou. Zhengzhou, a city of 7 million people, is set to become a crossroads for rail commerce in China. The country?s future main routes, traveling between Beijing and Guangzhou (North-South), and between Xuzhou and Lanzhou (East-West), will intersect in the city. The plan includes up to four rail lines in Zhengzhou itself, which will eventually link up to the national lines. Excavation of Zhengzhou Metro?s new Line 1 tunnels began on Sept. 28, 2010, when the first of two 6.3-m (20.7-ft) diameter Robbins earth pressure balance (EPB) machines was launched from a 16-m- (52-ft-) deep shaft.

"Una de las enfermedades más extendidas en la industria minera es la pérdida de audición inducida por el ruido. La exposición de los mineros a niveles de ruido superiores a los niveles de exposición permisibles resulta en la pérdida de audición de aproximadamente el 80% de los mineros del carbón a la edad de jubilarse. En este contexto, el Instituto Nacional para la Seguridad y Salud Ocupacional (NIOSH, por sus siglas en inglés) está realizando investigaciones para desarrollar controles de ruido aplicados a los sistemas de minado de tajeos largos. Este método de minado es usado para extraer la mitad de la producción nacional de carbón subterránea. A partir de las mediciones en campo, se determinó en investigaciones anteriores que los componentes dominantes que generan sonido en el cizallador de un sistema de tajeos largos son los dos tambores de corte utilizados para extraer el carbón. Debido a las dimensiones y complejidad de los sistemas de minado de tajeos largos, el proyecto NIOSH desarrolló un modelo de elementos finitos validado del tambor de corte para utilizarlo en la predicción del sonido generado por este debido a las fuerzas de excitación experimentadas en las operaciones subterráneas. Este mismo modelo se utilizará para desarrollar controles de ingeniería para el ruido del tambor. Las fuerzas de excitación surgen de la interacción de la broca de corte y el carbón, y se transmiten al tambor de corte a través de los sujetadores de brocas. Debido a las condiciones adversas en el frente y la falta de instrumentación aprobada para uso subterráneo, las fuerzas operativas de corte de carbón no han sido evaluadas anteriormente. Para este fin, NIOSH, en colaboración con la Universidad Tecnológica de Michigan, desarrolló una broca instrumentada autónoma con seguridad intrínseca para medir estas fuerzas. Este artículo describe el desarrollo de la broca instrumentada y la medición de las fuerzas operativas de corte de carbón en tres minas. The evaluation of Abandoned Mined Lands can involve the investigation of very large areas of land. Often, the locations of critical areas or impending problems are unknown, and are not easily identified from the surface. Microseismic monitoring has been demonstrated to be effective in identifying potential instabilities and active movement in mines from distances of several kilometers. By placing sensors in proximity to, or in contact with, a high acoustic conductance layer close to the mined zone, large areas can be monitored for potential problems with a minimum of sensors and drillholes. As part of a U.S. Bureau of Mines contract, a prototype system was developed to identify and locate potential instability problems over wide areas of land. Once a problem area has been located, the system can be used to analyze the type of the problem, its size, relative degree of instability, and potential for damage. Continued monitoring after application of remedial measures can effectively determine the efficacy of those measures.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

The separation and recovery of copper from cyanide solution has been investigated since the early 1900s. The precipitation of copper using sulfide ion was patented in 1911 by Williamson, published by Leaver & Woolf of the USBM in 1931 and Cyanamid in 1960s. The current practice of sulfide precipitation is used in various processes such as “SART" for cyanide regeneration and copper recovery. The precipitation of copper sulfide requires the pH of the clear solution to be in the range of 4-6. The precipitated copper sulfide can be sold to smelters. Alternatively, copper cyanide can be precipitated from clear solutions in the pH range of 2-3. However, selling copper cyanide is challenging because of its cyanide content. Past work has focused on the use of boiling sulfuric acid to convert copper cyanide to copper sulfate as published by Seracini in 1991. This paper describes a simple process to convert copper cyanide to copper oxide using sodium hydroxide at ambient temperatures. The cuprite can be sold to smelters or used as a feed to an electrowinning circuit to produce copper cathodes. The process provides an effective method to recover copper from cyanide solutions with a lower capital requirement.

The area from Ohio on the east, Tennessee on the south, and Minnesota on the west: contains some very unique and useful clay deposits. Included are fireclays and plastic clays in Ohio, Kentucky, Indiana, Illinois, and Missouri; flint clays in Kentucky and Missouri; ball clays in Kentuckv and Tennessee; adsorbent clays (fuller's earth) in Missouri, southern Illinois, and Tennessee; and alluvial clays and shales for structural clay products from every state. Unique kaolin clays are known in Minnesota, Missouri, and southern Illinois and halloy-site localities are known in southern Indiana. The geology, physical properties, and uses or potential uses of these midwestern clays are described.

The Kidd Creek orebody is a massive, base metal deposit with widths up to 600 feet and a strike length of 2,200 feet. The orebody dips eastwards at 70° to 80° and is amenable to sub-level open stoping. Five distinct zones (Fig.1) based on structural wall rocks and ore type parameters occur within the orebody. These zones are: Zone 1 - Mainly copper stringer ore Zone 2 - Massive pyrite ore Zone 3 - Massive sphalerite and chalcopyrite Zones 4 and 5 - Are banded and variable in nature Compressive strengths vary from zone to zone with an average of 22,000 p.s.i. and highs of 40,000 p.s.i. The mine is developed from a ramp extending from surface to the 1600 foot level and a 24 foot diameter, 3050 foot vertical shaft with main levels at 400 foot intervals. Sub-levels at 100 foot vertical intervals are driven from the ramp. transverse and longitudinal pillars to support the crown pillar left under the open pit. The layout allows an opportunity to enlarge or reduce pillar sizes and also to introduce fill on any horizon should conditions warrant. It also offers a large number of operating stopes spread through the various ore zones giving good ore blending characteristics. All ore from the stopes is handled through drawpoints using Wagner ST8 scooptrams with an average one way haul length of 650 feet.

"In 2016, the estimated value of total nonfuel mineral production in the United States was $74.6 billion, a slight increase from the revised total of $73.4 billion in 2015 (Table 1). Increased construction activity spurred increased production of industrial minerals, especially those used in infrastructure and residential construction. Although starting the year relatively low, prices for several metals, especially for some of the precious metals, began to trend upward. Decreased production of most metals produced in the United States, however, contributed to an overall decline in the value of metal production.Several U.S. metal mines and processing facilities were idled or closed permanently in 2016, including iron ore mines in Michigan and Minnesota; three primary aluminum smelters in Indiana, Missouri and Washington; one secondary zinc smelter in North Carolina; a titanium sponge facility in Utah and titanium mineral operations in Virginia. In addition, in May, the weekly average rig count for oil and gas drilling reached its lowest level since the 1940s when that measurement was first recorded. The reduced drilling activity resulted in decreased production of some industrial mineral products used in the drilling sector. Trends in mineral-related sectors of the domestic economy declined or held steady, except in the manufacturing of nonmetallic mineral products and nonferrous metals excluding aluminum, which increased. Overall, mining trended downward as the result of significant declines in coal mining, oil and gas extraction and metal mining (Table 2). Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. "In order to conserve the coal resources, many coal mines which have been mined begin to re-mine. Re-mining face is of complicated circumstances and coal spontaneous combustion is unknown, so experiments are designed to study the characteristics of multiple oxidized coal samples. The investigation into the oxidation of coal is conducive to the safe mining of the coal seam groups and thick coal seams. The non-caking coal is collected as coal samples. The raw coal sample with initial oxidation and the sample after second oxidation and third oxidation are obtained after a certain treatment of the coal. The temperature-programmed system, and proximate and ultimate analysis are adopted to compare the releases of gaseous products of spontaneous combustion characteristic parameters of the multiple oxidized coal sample. With the increase of oxidation times, experimental results indicate that the oxygen consumption rate, the release rate of carbon monoxide and the intensity of heat release are significantly decrease. The characteristic temperature dropped and the size of the pores in coal is smaller as well. INTRODUCTION China accounts for 13% of global coal resources [1-2]. In recent years, more and more coal mines begin to re-mine in order to conserve resources. This production mode is to mine coal pillar left by last exploitation or unavailable for mining. In the process of slicing mining for coal seam groups or thick coal seams, the second or multiple oxidation due to the mining-induced effect, may take place in the goaf of the lower seam. So the spontaneous combustion is prone to occur in this area. The study on oxidation of coal is conducive to the safe mining of the coal seam groups and thick coal seams. Scholars [3-7] have discussed the workability of re-mining for coal mines, verify the feasibility of the existing mining technology for re-mining area, and set up the prevention measures of coal spontaneous combustion. But all these measures are only based on on-site observation data, instead of experiment on spontaneous combustion characteristic parameters of re-mining coal samples which have a great importance for early prediction and forecast. The authors aim at investigating the multiple-oxidated coal spontaneous combustion law, and perfecting the coal spontaneous combustion mechanism to provide a basis for the prediction and forecast."

The wear resistance of an alloy in heavy mill liner sections may be quite different from that of the same alloy in small balls and other light sections. This fact was established by means of a well standardized laboratory test that was validated for ball mill service. The salient properties of mill liner alloys, including austenitic manganese steels, medium alloy hardenable steels, and abrasion resistance cast irons are described, critically compared, and quantitatively ranked in terms of mill liner service. Where they are tough enough the high-chromium and other martensitic cast irons (e.g. Ni-Hard) promise maximum economy, but their section sensitivity is a limitation. To overcome this an extensive research program studied over a hundred experimental alloys, ranking them for heavy section abrasion resistance by means of the laboratory test. Computer analysis of the results provided a parabolic formula in terms of composition, the apexes of the parabolas providing optimum wear resistance. From the extensive family of parabolas one apex was selected for intensive study in experimental liners, pilot plant production, development of quality controls, and finally full scale production. This is a 19% chromium iron critically alloyed with nickel and molybdenum and hardened by heat treatment. It has excellent resistance to various types of abrasion, but its chief advantage is in heavy mill liner sections, where it has about 25% better abrasion resistance than the best of the quality controlled chilled Ni-Hards. It is also tougher. After production problems were solved, a number of ball and rod mill tests were arranged on a guaranteed performance basis. Two of these, representing about 138,000 pounds of mill liner castings, have recently confirmed in service the superiority that was predicted by the laboratory tests.

In the pelletizing plant of Hoogovens, Estel BV, a varying mixture of hematites and magnetites is used for the production of acid and (occasionally) fluxed pellets. Optimum results regarding productivity, quality and process control are obtained with mixtures containing 30-40 % magnetites. A decrease of the magnetite ratio or an increase of the basicity has a great influence on both productivity and heat and power consumption. Tests have been carried out to find the extent to which magnetite can be replaced by b.f. dust, mill-scale and coke breeze. Pilot plant tests show that about 80-100 % of the production loss due to a decrease in magnetite content or to the increase in basicity can be regained without damage to the quality by adding coke breeze. The amount of coke breeze should be limited tot 1,5 %; if this percen¬tage is chosen higher, the quality of the pellets deteriorates rapidly. The amount of coke breeze to be added should be about 30 % above the theoretical value, based on heat balance considerations. The results achieved by incorporating b.f. dust and mill-scale into the pelletmix were also encouraging, but as some types of mill-scale are very difficult to grind and the supply of b.f. dust is limited, the research has not been carried out extensively in this field. The pilot plant tests on replacement of magnetite by coke breeze have been followed by industrial tests, during which the breeze was added to the ore feed before the dry-grinding system.

"Since 2008, the U.S. Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (MSHA, 2008). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force (2006) recommended an apparent temperature limit of 35 °C (95 °F) for RAs. In Title 30 Code of Federal Regulations Part 7.504, or 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 35 °C (95 °F) inside an occupied RA (MSHA, 2016). The apparent temperature is calculated using both air temperature and relative humidity (Steadman, 1979).Calculations can be used to deter-mine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, the mine temperature could be assumed to re-main constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. Re-search conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) shows that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (Yantek, 2014). Thus, calculations performed with the assumption that the mine temperature is constant would underpredict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, there has been no research to confirm that the mine air temperature is the appropriate basis."

When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

"In 2017, the total estimated value of nonfuel mineral production in the United States increased by 6 percent from 2016 (Table 1). The value of metals produced domestically increased by 12 percent and the value of industrial minerals produced domestically increased by 3 percent. Some metal commodity values (cobalt, magnesium metal and palladium) increased by more than 35 percent in 2017 from 2016 owing to higher prices.Some U.S. metal mines and processing facilities remained idle in 2017, including three primary aluminum smelters in Indiana, Missouri and Washington; a titanium sponge facility in Utah and a byproduct vanadium production facility in Utah. In contrast, new gold mines opened in late 2016 and 2017 in Nevada and South Carolina, respectively, and iron ore mines in Michigan and Minnesota restarted or operated for the full year. In addition, increased oil and natural gas drilling activity led to increased production of some industrial mineral commodities that are used for oil and gas drilling. Production of some industrial minerals, especially those used in infrastructure and residential construction, remained essentially unchanged in 2017, a reflection of the limited growth in construction activity. The production of some metals, including iron and steel, aluminum and other nonferrous metals and nonmetallic mineral products increased. Overall, mining activity trended upward as the result of increases in coal mining, oil and gas extraction and metal mining (Table 2).Discussion of mine production is commonly segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.
