On behalf of the Ontario Water Resources Commission, I would like to express my sincere appreciation to your Institute for presenting us with this opportunity to outline the regulatory control programme as it relates to the mining industry in the Province of Ontario. In Canada, and particularly in Ontario, we are blessed with an abundance of natural resources. Fresh water in the form of lakes and rivers covers nearly 17 per cent of the area of the Province. (Total area of the Province of Ontario is 412,582 square miles.) The mining industry, which had its beginning in the early 1800's with a small iron ore plant, has progressed with the major discoveries of nickel and copper in 1883, silver in 1903, gold in 1908, iron in 1939 and uranium in 1953, to the point where, in 1966, almost one billion dollars in mineral wealth was mined in Ontario. Water, in spite of its great abundance and with due respects that it may become a natural resource worthy of export in the foreseeable future, has become increasingly precious in Ontario, particularly in the more urban areas in the southern part of the Province.

Some of the defining characteristics of narcissists include a grandiose sense of self-importance, preoccupation with success and power, a sense of infallibility, and a supreme confidence in their ability and intelligence. Ironically, many of these characteristics are rewarded in business organizations, which may explain why there seems to be so many narcissists in management positions. Assuming we will be dealing with narcissists throughout our career, it makes sense for us to understand what makes them tick, and more importantly what we can do to work with them in a constructive manner.

Carbon capture and storage (CCS) is an attractive area of research in such fields as CO2 mineral carbonation, global warming and sustainable energy systems. In this study, carbonation efficiency for aqueous mineral carbonation (MC) was achieved through two steps,which include leaching of calciumfrom cement kiln dust (CKD) followed by the reaction of pure CO2 with the calcium hydroxide precipitates formed by the hydroxylation using NaOH. Response surface methodology (RSM) with a Box-Behnken design (BBD) was applied to optimize the calciumleaching yield,while the carbonation efficiency from CKD was assessed using RSMwith central composite design (CCD). Optimization of calcium leaching is highly important, as it is a rate-limiting reaction step in MC and also influences and enhances carbonation efficiency. Different parameters including acid concentration (HNO3), leaching temperature, leaching time, and dose of CKD sample were considered in order to optimize the maximum yield of Ca leaching from the CKD sample. In addition, different CO2 flow rates and temperatures were used as parameters for optimizing carbonation efficiency. Two quadratic regression models were developed for each process, i.e. calciumleaching and carbonation. For calcium leaching, a maximum of 98.55% calcium was extracted under the optimal set of acid concentration 4.13 M, 90 °C, 28 min leaching time, and 13.8 g of CKD sample. For carbonation, the maximum carbonation efficiency of 89.2% was achieved for a CO2 flow rate of 1163 cm3/min at 90 °C. Calcium leaching results indicate that the leaching yield was significantly affected by all the input parameters except leaching time. For carbonation, both factors affected the carbonation efficiency, with the effect temperature shown to be greater than that of the CO2 flow rate. Additionally, the predicted results agreed well with the experimental values for both calcium leaching and carbonation processes, with errors of less than 1% and 5%, respectively.

"The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

In a fully mechanized top coal caving mining process, the mechanical properties of the top coal deteriorate constantly, and the stability of the support is determined by the boundary position of the top coal entering the limit equilibrium state. Top coal flaking occurs more easily along the advancing direction owing to an increase in the distance of the boundary from the wall. Moreover, the strength of the coal seam is an important factor that determines the boundary position. The equation of the top coal limit equilibrium zone boundary, used in fully mechanized top coal caving mining, was determined based on the limit equilibrium theory, continuum damage mechanics, and the Hoek–Brown rock empirical strength criterion. Using the RFPA3D and UDEC numerical analysis methods, the effect of top coal strength on the mechanical behavior during the mining process was determined; and the space–time relationship between the top coal deformation failure, damage evolution, and boundary of the limit equilibrium zone was established. The results revealed that when the coal mass entered the limit equilibrium zone, accelerated crack development, accelerated damage, and axial unloading occurred. Moreover, an increase in the coal seam strength caused the boundary of the top coal limit equilibrium zone to be closer to the wall. By comparing the numerical results with the theoretical results, the overall trend was found to be consistent, allowing the verification of the rationality and reliability of the determination equation of the boundary position of the limit equilibrium zone.

Stability in Exxon's Colony Pilot Mine in the Piceance Creek Basin, Colorado has been monitored by periodic pillar stress-determinations End roof-to-floor convergence measurements since 1971. Pillar failure has caused marginal stability in some areas of the mine. Measurements taken during the process of failure provided valuable information on the in-situ pillar strength and long-term behavior of the mine structure. Four pillars were reinforced by 32 mm (1-1/4 in) diameter tensioned grouted bolts to increase long-term stability in the northern area of the mine. Stability of this area is necessary because future plans envision its use as an exit/access and ventilation exhaust. Computer analyses were performed to help evaluate the effect of pillar reinforcement on long-term stability. Results indicate that bolting is particularly useful in stabilizing failed pillars, but its effects are significant only in the immediate area of the pillar. The projected significant decrease in deformation of two extensively failed pillars near a main entry indicates that bolting reinforcement will assist the long-term stability of the opening.

This paper treats the spatial aspect of mine sequence optimization, revealing it in the context of determining the optimum number of cutbacks of an openpit mine. Cutback mining is currently a dominant method in the mining of base and precious metals. It is based on a pseudo-economic discretization of the pit space using advanced pit design algorithms. The result of implementing such an approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks to maximize project value. In this paper, the development of a mathematical solution of this problem using combinatorial analysis is presented. The solution provides a multivariate investigation of the optimum mine sequence with the implementation of a method for production scheduling optimization that uses Net Present Value (NPV) as a criterion for assessing the economic efficiency of mine sequencing. A case study using the conditions of a hypothetical openpit gold mine is provided to illustrate the applicability of the approach. The results obtained reveal the complex nature of NPV variation as a function of the cutback geometry.

Mine seismicity is influenced by the mechanical properties of both near-seam rocks and overburden and the prudent selection of mining methods and mine layout designs. Using finite-difference modeling, experience in many U.S. mines and measurements of the pressure arch width, the author has reviewed the engineering design factors that control seismicity in room-and-pillar retreat operations for stiff stratigraphic conditions in deep western U.S. mines. By back analyzing the overburden response in now understood to have been inadequately designed historic room-and-pillar mine, the overburden collapse mechanism is addressed as well as the need for improvements in designs including panel and barrier pillar widths, and sequence of retreat.

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. The Tennohji-Benten Giant Trunk Sewer Project has been under construction since 1974 in the eastern part of Osaka, the second largest city in Japan. The entire project is divided into 7 blocks, some of which have already been completed. This 8.8-km sewer tunnel, being driven through a densely populated area, was planned to be constructed by the shield tunneling method. This paper described shield tunneling performances and ground behaviors during the construction of Blocks 2 and 3. An earth pressure shield (dia., 6,750 mm) was employed in Block 3 tunneling. The ground was generally soft and the cover over the tunnel varied from 13 m to only 4.5 m, so that a considerable amount of chemicals was injected to stabilize the ground. A hand-digging type shield (dia., 7,250 mm) was used in Block 2 tunneling under compressed air. For 85 m of the total length of 1.6 km, the soil at the face was extremely soft, and therefore, the ground freezing method was additionally employed.

Much progress has been made in the application of geostatistics to hard rock ore deposits.1,2,3 4,8 Progress in the application of geostatistics to coal deposits has developed over a period of time out of hard rock technology.5,7 Exploratory drilling in many hard rock deposits is frequently significantly more productive than exploratory drilling in coal deposits. For example, hundreds of feet of drilling and/or many drill setups are frequently necessary to obtain a few samples from a typical 4 to 6 foot thick coal seam. With hard rock deposits, which are frequently thick or volumetric, less drilling dead work is involved in sampling the deposit. To produce a variogram, which is the basic element needed for geostatistical analysis, a few well positioned holes drilled into a hard rock deposit where the core(s) can be divided into many sections can produce a detailed variogram. To produce a similar type variogram in coal, it is necessary to drill many dozens of holes with much of the core length consisting of overburden data which is frequently of only secondary importance. To apply geostatistics to coal, not only are many separate sample sites needed, but frequently a problem exists in that the interval distance between samples cannot be controlled with the ease that hard rock drilling intervals can be controlled where it is only necessary to cut core segments according to some preassigned interval of distance. Because the uses of existing coal deposit samples are frequently handicapped by irregular sample distances and lack of sampling density along certain directions needed for the development of variograms, the application of geostatistics to coal deposits frequently does not proceed with the same efficiency and rapidity as when these techniques are applied to ore deposits. Grid-fitting was developed by the writers, as a logical and evolutionary improvement over the long and successful application of geostatistics to coal seams.6,9 Grid-fitting combines the trending of variance as well as other aspects of probability theory to optimize informational yields from the commonly less productive data derived from coal exploratory programs. Grid-fitting is basically a technique where a hypothesis involving numerous grid patterns, where each pattern is of a given geometry, size and direction is repeatedly matched against actual sample data to determine which match results in the closest fit of the hypothesis to the data. To determine the closest fit, a special index known as a selectivity index was developed. The selectivity index is basically the product of the mean and variance of the variances contained within each of the grids. hence, if SI is the selectivity index then [SI = Xs E (S i - Xs) /N] where [X]s is the mean of individual grid variances Si2 for any pattern of given geometry, direction and size.

Experimental studies of the axial distribution of particles along dry ball mills are described. The results, for mills ranging in diameter from about 10 cm to 1 meter and operated in both the batch and continuous modes, indicate a consistent pattern of significant migration of particles away from the ends of the mill. In some, but less frequent, cases axial migration of the grinding media is also observed. Analysis of the data suggests that particle migration results from end-effects which extend for a distance of about one mill diameter along its length. End-wall roughness appears to play a significant role in the particle migration phenomenon. Media migration is generally associated with continuous mills operating at relatively high powder flow rates.

Developments in the agricultural use of potassium (K) have been based solely on the essential role K plays in crop production. Crop plants cannot complete their normal life cycle if K is deficient or absent. In fact, no essential plant nutrient other than nitrogen is required in greater quantities. Table 1 shows the amounts of K some crops take up from the soil. Although the exact functions of K in the plant are not well known, its primary role seems to be tied to plant metabolism. Potassium is vital to the process of photosynthesis. When K is deficient, photosynthesis declines, but respiration increases. These two K-deficient conditions. . . reduced photosynthesis and increased respiration ... lower the plant's carbohydrate supply, the end result being poor agronomic crop production. Potassium is also essential to several other plant functions, including the following: 1) Protein synthesis. 2) Water use efficiency, through the influence of K on stomata opening and closing, to maintain the turgidity in plant leaf cells. 3) Translocation of heavy metals such as iron and zinc. 4) Ionic balance. 5) Control of enzyme reactions within plants.

The mechanistic approach to comminution consisting of incorporating particulate breakage functions into a suitable population balance equation has been developed by a number of researchers over the past decade or so. (1) To date this approach has been developed and demonstrated primarily for batch-operated, laboratory or small-scale ball mills. However, since industrial mills are mostly quite large and operated in the continuous mode; suitable population balance models and methods for obtaining the necessary breakage and other model parameters must be developed. This paper describes and investigates a radioisotope tracer technique for this purpose, Population balance models previously developed(2,3) are adapted for this study.

Methods to increase the gas penetration through sinter layers. In the field of agglomeration, sintering has gained importance, specially in Europe; in Best-Europe this trend will continue till the year 1980, since it is quite probable that in the blast furnace burdens with 50-60 sinter, 10-20 % pellets and 20-25 % ore lumps will be employed. In order to meet this demand for sinter, new sinter bands with reaction areas between 300-400 m2 will be constructed. Chemical and physical phenomena during the Suction-Draught-sinter process. Iron ore sintering is generally considered as a burning process where the material contains 90-95 % ash i.e. non-combustible ingredients. Sintering represents a heterogeneous exothermic reaction in which the chemical phenomena as combustion, calcination, hydration, reduction and oxydation are superposed by physical phenomena. The physical phenomena are devided into material transport and simultaniously occurring heat transport processes. The velocity of these combined physico-chemical reactions i.e. the change in the reaction site per unit time determine the efficiency of the sinter process. The gas permeability as an important criterion of heat transport during the Suction-Draught sinter process.

Fly ash is a by-product generated from combustion of coal in thermal power plant. Disposal of fly ash is a major environmental concern for the power plants. Though a considerable part of fly ash is used in cement making and brick manufacturing, substantial quantity remains unutilized. Silica and alumina are the major constituents in fly ash along with lime. Aluminosilicates and unhydrated lime present in fly ash, in presence of water, undergo a pozzolanic reaction and form cementitious bond which holds the particles together. Bentonite is commonly used as binder in micropelletization of process waste to attain the mechanical strength required for handling and transportation. The bonding of particles by bentonite is a physical mechanism, while fly ash bonding is a chemical mechanism. The present paper deals with the partial replacement of bentonite with fly ash in micropelletization without affecting the quality of micropellets.

Bayan Obo ore contains mainly bastnaesite, monazite and associated iron, fluorite, calcite, dolomite, barite, and trace amount of columbite. Due to its complex mineral compositions and similar mineral properties, it is difficult to separate and obtain rare earth and fluorite concentrates with high purity by conventional magnetic separation and flotation. In this paper, a stepwise magnetic separation process comprised of wet permanent magnetic separation (PMS), wet electromagnetic separation (EMS), and superconducting magnetic separation (SCMS) was proposed to pre-concentrate iron, rare earth, and fluorite minerals from Bayan Obo ore. The results showed that iron, rare earth, and fluorite preconcentrates with high purity and low impurity content could be achieved, which might be helpful to shorten the technological process and improve the separation efficiency for the subsequent flotation of iron, rare earth, and fluorite minerals.
