After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

The transportation of solids by slurry pipeline is a rapidly growing field. Although early patents date from the latter part of the nineteenth century, it has only been within the last twenty years that successful long distance slurry transport lines have come into their own. The pioneering efforts in this country include the gilsonite slurry pipeline from Bonanza, Utah, to Grand Junction, Colorado, and the coal slurry pipeline from Cadiz to Cleveland, Ohio. Both of these lines were constructed in 1957 and had a combined annual capacity of about 360 million ton miles. Although the Cadiz pipeline was mothballed in the early 1960's, the interest in slurry transport systems continues to increase and one engineering and construction company is predicting that by 1980 an annual slurry system rate of more than eight billion ton miles will be achieved. The design and construction of cross-country pipelines for fluids such as crude oil appears relatively simple when contrasted against the complex problems encountered in slurry systems. Considerable effort has been expended in hydraulic research laboratories in an attempt to improve our understanding of slurry behavior. This effort has been rewarded with considerable success and is best illustrated by the large number of slurry systems now planned or under construction. Open-source technology to support Industry 4.0 has become the target of academic research in many sectors. This study reviews the trends of open-source technology, its forms, and some industrial applications. As a case study of the use of open-source hardware and software in the mining industry, this study proposed a low-cost environmental monitoring system for nonmetallic underground mines to support mine safety and occupational health. The system was developed using open-source hardware, Arduino and 3D printer, to design the monitoring device, and open-source software, MIT App Inventor, to develop an Android application for smartphones to enable remote communication with the system. Field experiments were conducted at an underground tunnel and a nonmetallic underground mining site to assess the performance of the system in mobile and static modes, respectively. Although a few limitations related to the precision of the low-cost dust and gas sensors exist, the findings of the experiments show that the mining industry can benefit from open-source technology deployment when considering cost factors.

The productivity in coal mines, measured in terns of the output per manshift depends largely on the efficiency and speed of men and materials transport between working faces and the surface. The mechanization of coal winning and material handling processes has led to a great rise in the mine productivity (1). Early applications of power in U. S. coal mines were mainly electrical. The excellent traction available with the DC motor and the ease of the distribution of the DC power have made trolley wire installations for haulage very popular. In shallow mines with very limited emissions of methane it did not constitute a major hazard but as mine depths increased and corresponding emissions of methane also increased fire and methane ignition hazards have become very serious. Conveyors have proved economic where intense mechanization of coal faces generates a large output of coal from a single face, but the fire and respirable dust hazard associated with them are no less serious. Recognizing these shortcomings, the Federal Coal Mine Health and Safety Act of 1969 laid down numerous provisions for the safe use of trolley-wire haulage and conveyors (2) which generally improve safety but in some cases complicate mining operations and have decreased productivity significantly since 1969. In course of time as coal mines become deeper and hence gassier and as the emphasis on safety increases it would be inconceivable to use trolley-wire haulage under ground as already witnessed in several other countries with deep coal mines. With rising capital investments and cost of the protection against fire and respirable dust, the use of conveyors may also have to be limited to special areas, e.g. main entries. Indeed, there are only two alternatives available, namely; (1) Degasify the coal seams prior to mining and use conventional electrical power, or (2) Develop alternate sources of power which would be safer and yet efficient and cheap.

Construction of Shaft 17B-1, a part of The New York City water supply system, required an excavation of approximately 38 m (123 ft) through water-bearing overburden soil and more than 152 m (500 ft) of gneiss bedrock to make a connection to Water Tunnel No. 3. Ground freezing was the specified method to provide temporary earth support and ground water control for the overburden material. The ground freezing process relied on a supplemental geotechnical investigation and comprehensive laboratory testing of the frozen soil to evaluate the potential long-term creep behavior of the soil and the elimination of a temporary lining system. This paper describes that process as well as the drilling and installation methods of the ground freezing system. Additionally, the methodical system of excavation and insulation is discussed that permitted a safe and timely excavation followed by the installation of the permanent concrete liner.

Soil conditioners with higher biodegradability and lower eco-toxicity have been specifically developed to comply with strict regulations in several countries around the world, with the goal of reducing the environmental impact of tunneling on soil, water, and living organisms. This paper highlights innovative sustainable soil conditioners and how they differ from traditional products. Additionally, environmental considerations for TBM projects around the world and in North America will be examined.

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made. Canada produces close to 42 million tonnes of coal per annum of which some 38 million tonnes is produced by surface mining methods. The two Western Canadian provinces, Alberta and British Columbia, produce 31 million tonnes of coal by surface mining. These two provinces provide the bulk of the metallurgical coal for export. The geological conditions in the Western provinces particularly in the mountain region are complex. The coals are friable and the seams are steeply inclined, sheared, intensely folded and faulted. There may be as many as 15 to 20 coal seams present with true thickness ranging from 2.5 m to over 8 m. This paper reviews the surface mining methods used to extract such seams. The difficulties associated with steep seam and multiple seam mining of friable coal resulting in lower coal recovery, high dilution and the problem of cleaning fine coal in the wash plant have been highlighted.

Strip mining of coal, and to a lesser extent limestone, gravel and other mineral deposits in the Appalachian region of the eastern United States has left many large and small areas of devastated land where mining predated reclamation requirements. In Pennsylvania alone, there are between 250,000 and 370,000 acres of strip-mined land 1,2/. A higher percentage, and a greater total acreage of land in Pennsylvania is in need of some form of reclamation than any other state, with the neighboring states of Ohio and Nest Virginia also having nearly the same magnitude of mining.2/ Recent legislation governing strip mining of coal proposed royalties to cover reclamation of such presently unusable land. However, in Pennsylvania and other states some progress has already been realized by utilizing abandoned strip mines and gravel pits for waste disposal sites. Given acceptable hydrogeologic settings, such use of these mined areas for landfilling has provided the incentive for ultimately restoring unreclaimed land to beneficial use, at no cost to the general public.

"While wearable technology has been garnering attention in the consumer market, enterprise and industry have just begun exploring its potential applications. Since February 2014, Motion Metrics International has been working in collaboration with Vandrico Solutions Inc. to apply wearable technology to improve productivity and safety in the mining industry.This article discusses the value proposition of using wearable technology to deliver critical notifications in mining. The advantages and disadvantages of various form factors are explored. The challenges, both specific to mining and in general to wearable technology, are defined. Finally, the concept of MetricsGear, the first wearable technology platform developed for mining by Motion Metrics International in collaboration with Vandrico Solutions Inc., is described. MetricsGear is designed to notify the user with minimal distraction to keep the user focused on his or her primary task and aware of mission-critical events. This focus and awareness allows the user to work more efficiently and safely. The mining process consists of a series of intricate stages, where certain events or conditions in one stage can have a huge impact on other stages. The notification of these critical events or conditions is vital for ensuring the overall efficiency of the mining process. Critical notifications can be classified as two types: timecritical events and contextual information. Time-critical events are situations where a timely response from a responder can have a significant impact on seizing an opportunity or mitigating cost. Some human-computer interaction (HCI) experts classify notification types based on the interruption, reaction and comprehension (IRC) framework. Time-critical events are classified to have high interruption, high reaction and low comprehension due to their urgency. The responder should have just enough information to identify the crisis and react as soon as possible (Chow, 2014). For example, when a tooth is lost during shovel operation, it is necessary to recover the missing tooth before it jams the primary crusher. The consequence of missing this critical time period is a jammed crusher that can cause the mine to be out of production until the jammed tooth is extracted (Baumann, 2013). In this case, the responder only needs to see an image to confirm if the tooth is missing and information to identify which equipment and when the tooth went missing (Fig. 1)."

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

"INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."

United States Antimony Corporation, at its Yankee Fork property in central Idaho, is currently using a combination of flotation, gravity-amalgamation, and concentrate cyanide leaching, silver sulfide precipitation, and activated charcoal loading to recover both silver and gold. Tine processes of flotation, milling, gravity concentration, amalgamation, concentrate leaching, sulfide precipitation and gold recovery via charcoal are discussed. The flow sheet illustrates the use of cyanidation as an alternative to shipment to a smelter.

A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

BHP Iron Ore initiated research programs in January 1995 to develop long-term plans for decommissioning waste rock material at its Mt. Whaleback operation. More than 2 Gt (2.2 billion st) of waste rock were deposited during the past 30 years. Ultimately, a total of 4 Gt (4.4 billion st) will be deposited in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semiarid climate adjacent to Newman, Western Australia. The primary research program includes the development of technology for the long-term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. Data obtained from a laboratory program and from soil-atmosphere modeling was used to design horizontal field test plots. The construction of the horizontal surface field test plots is discussed together with the field instruments installed to monitor performance. The cover system is designed to maximize infiltration during wet periods for subsequent evapotranspiration while minimizing surface runoff. The result is a near-zero net infiltration to the underlying waste material. An important feature of the design is the use of run-of-mine waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long-term performance.

Introduction The cleaning of coal to remove sulfur and inorganic impurities has, in recent years, become an essential operation in any coal utilization process. US coals, on average, contain about 3% total sulfur, of which more than 60% is generally inorganic or pyritic sulfur. Existing technologies such as heavy media cycloning, selective agglomeration, and electrostatic separation have the potential for removing about 80% of the pyrite from coal (Khoury, 1981). In view of the large volumes of coal being used today, there exists a need for the development of new processes to further improve the separation of pyrite from coal. Colloidal particles in suspension possess surface charges that are related to the chemical composition of the particles. In aqueous suspensions, the surface charge is a function of pH. For coal-pyrite mixtures, it is possible, by an adjustment of the pH (also a function of polar molecules), to reach a state where the charge on coal is very close to zero, but the charge on pyrite is still substantial. The introduction of collector particles with a charge opposite that of the pyrite should then result in the selective flocculation of pyrite and collec¬tor. These flocculates should settle out much faster than coal and could be removed from the bottom of the settling column. This note discusses our preliminary observations of the effect of clay-based collector particles, especially bentonite, on the settling behavior of coal and pyrite. These experiments were conducted with a view to developing a new electrokinetic flocculation process for separation of coal-pyrite mixtures. Experimental The objective of the experiments was to determine the effects of clay-based additives on the settling rates of clean coal, pyrite, and coal-pyrite mixtures. Illinois Colchester (No. 2) coal was obtained after processing in an existing coal cleaning facility. This coal was reported to contain less than 0.3% pyritic sulfur, which was in the form of a fine powder with an average particle size of 5µm. Pyrite (of average particle size 5 µm) was also obtained from the same facility and reportedly contained less than 0.1% coal. The zeta potentials of coal and pyrite in water were measured as a function of pH using a zetameter. The pH was adjusted by adding sodium hydroxide or hydrochloric acid to the suspensions. Sedimentation experiments were conducted in 50-mL glass cylinders, and settling rates were measured by noting the height of clear liquid above the settling front as a function of time. Settling behavior was also charted by periodically taking photographs of the system. The following systems were investigated: •a slurry consisting of 2.5 g of clean Illinois Colchester coal in 50 mL of water of pH 6.0, with and without the addition of 0.5 g of bentonite (Fisher, purified grade) ; • a slurry consisting of 2.5 g of pyrite in 50 mL water of pH 6.0, with and without the addition of 0.5 g of bentonite ; and • a slurry consisting of a mixture of 1.25 g clean coal and 1.25 g pyrite in 50 mL water of pH 6.0, with and without the addition of 0.5 g of bentonite. In addition, experiments were conducted with kaolinite (Bath, South Carolina) and alumina (Fisher, purified grade) as collector materials to verify the observed effects. Results and discussion Figure 1 shows the zeta potential values for the Illinois coal and pyrite as a function of pH. The zeta potentials of coal and pyrite decrease with increasing pH, changing from an initially positive value at low pH to a negative value at high pH. The point of zero charge (PZC) for the coal is at a pH of 6.2, while the PZC for pyrite occurs at a pH of 10.3.

It is no need to say that exploitation of industrial minerals has a close relation to development of the industries related. In the first stage, a small scale manufactures were initiated in areas producing some main raw material minerals. That is, the industrial development is greatly influenced by the local production of the raw materials in the stage. With the development of industrial technology, various kinds of raw material minerals are explored to meet the demands of industries in the second stage. New materials become indispensable, and low-grade raw material minerals, which were left as useless, are developed as useful materials. In the stage, the development of raw material minerals is accelerated by that of industrial technology related. However, industries mainly rely on domestic production of the min raw material minerals.

The generation of microscopic bubbles by cavitation may enhance particle-bubble attachment and improve flotation performance. It is shown in this paper that tiny bubbles or cavities can be generated by strong shear and turbulence in high speed liquid flows. These conditions create the necessary pressure fluctuations in the bulk water to cause the local pressure to drop below a critical value. The formation of bubbles is favored by high dissolved gas contents to promote gas diffusion into the cavities, and by the presence of surfactants to provide some mechanical strength due to the adsorbed film. Experimental results on bubble formation by cavitation and consequent flotation of fine silica (d50 = 1.6 µm) are presented.
