Since 1998, environmental extremists have waged war with the central Appalachian coal industry in West Virginia and Kentucky. In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. The various ion exchange reactions occurring during the restoration of formations contaminated with ammonia during in situ uranium leaching are reviewed. Data are presented on the restoration of a previously leached laboratory packed column using line saturated brine. Although this restoration fluid selectively and effectively removed the ammonia, 24.5 pore volumes are required to reduce the ammonia concentration from 500 to 3 ppm. The presence of NaCl in the restoration fluid is beneficial in + improving the selectivity of the system for NH removal and reducing ca++ ion consumption.

Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This is the first study to examine the use of a dimethyl sulfoxide (CH3SOCH3, DMSO) solution containing copper chloride (CuCl2) for the leaching of chalcopyrite. Leaching experiments for a copper concentrate composed mainly of chalcopyrite were conducted at ambient pressure at 313–413 K. The leaching fractions of Cu, Fe, S, Au, and As were investigated. It was found that 90% of the Cu was extracted in 2 h, and 94% was extracted in 4 h at 373 K, which is competitive with other conventional processes. A DMSO solution containing CuCl2 could selectively dissolve the valuable metals Cu and Au from chalcopyrite, but leave minerals with little economic value such as pyrite (FeS2) and As in the residue. Chalcopyrite is oxidized by cupric ion in proportion to the stoichiometric ratio of Cu in the concentrate to the initial cupric ion in the DMSO solution, which is enhanced by the presence of oxygen below 373 K.

This paper describes the vibration transmissibility characteristics of mining vehicle seats under dynamic conditions in an opencast iron ore mine. Magnitude and frequency contents of vibration signals on the seat floor as well as on top of the seats were measured to record the change during transmission. The conventional rigid seats were found to resonate at about 4 Hz, which coincides with the resonance of the human spine. The pneumatic suspension seats also proved to be more efficient in attenuating the overall vibration energy transmitted from the vehicle chassis to the human body.

Jigging is a separtion process that has already been described by Agricola in 1556. Fine size material is normally treated in a hutch jigging process, in which the heavy particles are penetrating the jigging bed and are recovered in the hutch. In this process, a ragging consisting of the same or higher specific gravity particles is inserted upon the screen. The ragging is used mainly as a valve to maintain a constant upward flow of the water. Since the heavy particles should pass easily into the hutch, the ragging particles are up to ten times larger than the maximum feed size (1). In the fine size range - 1 mm the performance of jigs is mainly insufficient; some of the low density particles percolate the ragging while the hutch water flow prevents the fine heavy particles from entering the bed (2). By giving a thin layer of particles, which posesses a density sensitivity in case of certain adjustment of flow conditions, directly on the screen, the precision of separation can be increased. Stroke length and frequency have to be adjusted to give this filter layer a homogenous porosity between 60 and 70% during the pulsion phase, and the "en masse" lifting of the bed, as it is known in jigging of coarser material, has to be prevented (3). In this case, the jig cycle is only of minor influence.

Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

Meramec Mining Company, a joint venture by Bethlehem Steel Corporation and St. Joe Minerals Corporation, is engaged in the mining, concentrating, and pelletizing of iron ore from the Pea Ridge Mine located near Sullivan, Missouri, about 70 miles southwest of St. Louis. The orebody was delineated in the mid-1950's by St. Joe during an exploration program to discover new lead orebodies. An airborne magnetometer survey which was run by the U. S. Geological Survey, the Missouri Geological Survey, and several min¬ing companies was published in 1950 and showed an anomaly in the Pea Ridge area. Test holes drilled in 1953 and 1954 revealed the presence of a large orebody of probable commercial significance; additional drilling in 1956 and 1957 provided confirmation of this. Meramec Mining Company was incorporated in 1957 and shaft sinking began in the latter part of that year. The Pea Ridge orebody lies under about 1300 feet of sediments. It is tabular, about 2600 feet long and up to 600 feet thick, and lies in an approximate east-west delineation. The orebody dips about 800S and is of unknown depth. The ore is primarily high grade magnetite with smaller zones of specular hematite, The Pre-cambrian wall rock is rhyolite porphyry. Due to grade, overburden depth and stability and the presence of groundwater it was considered impractical to recover gold contained in unconsolidated palaeochannel sediments by conventional mining, dredging or borehole mining techniques. A series of field experiments was conducted to determine the feasibility of recovery of gold by in situ leaching from sediments located at a depth of about 80 metres. The test wellfield site and plant are described together with field test procedures, results and wellfield rehabilitation procedures. Choice of sodium cyanide as leachant and laboratory testing are discussed in relation to groundwater and sediment chemistry and problems encountered in field tests.

Arch Mineral has developed several computer programs that aid the surface mine planning function. These programs are utilized to perform long term projections for various area or semi-area stripping operations. The program generated reports include yardage, tonnage, quality and ratio information for the user-specified time periods. The projections are used to anticipate the annual budget, to compare alternative mine plans and to analyze acquisition candidates. The programs are user friendly, fast and accurate. Geological Grid File Two data files must be set-up and used in conjunction with the mine planning programs. These are a geological data file and a general input file.

At the No. 4 Mine of Jim Walter Resources in Tuscaloosa County in the North Central part of the State of Alabama, the Mary Lee and Blue Creek coal beds lay 2000 feet below the surface. The quantity of methane gas stored within the coal bed reservoir at this depth and released during development mining necessitates that each coal producing section be ventilated using large air quantities approaching 100,000 cfm. In order to meet coal contractural commitments in the early stages of mine development by installing the necessary number of continuous mining machine units and to develop the mine to projected air shaft sites, high pressure, large volume mine ventilating fans were required. This presentation discusses the installation start-up and changeover procedures when two size GAF 31.5-28-1 TLT-Babcock 3500 Horsepower fans with adjustable pitch in flight blades were put on line while phasing out two Jeffrey Mining Machine Company 8HUA 117 Fans. A graph will be presented to depict the most economic diameter shaft size under 2000 feet of cover with different air quantity requirements.

During the last ten years, Paques Inc. has been engaged in the development and installation of treatment systems to remove sulfur compounds from water and gaseous streams using biotechnological processes. Metal and sulfate can be removed from mine waters in two biological steps. In the first step, sulfate-reducing bacteria converts sulfate to hydrogen sulfide (H2S). The HS reacts with the dissolved metals to form insoluble metal sulfide precipitates. In the second step, sulfide-oxidizing bacteria convert excess H2S to elemental sulfur. The Budelco Zinc Refinery in The Netherlands installed a groundwater treatment system to remove metals and sulfate using the biological steps described above. The system has been operating since May 1992 and has been treating 5,000 m3/d (180 thousand cu ft/day). A pilot plant began operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop processes for metal and sulfate removal from groundwater and for the selective copper recovery from leach water. I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

This paper describes the geology and geotechnics associated with construction of the Thames Tunnel, part of the UK’s Channel Tunnel Rail Link (CTRL). The 2.5km long twin tunnels run beneath the river Thames at depths of up to 40m and are currently under construction. They pass through varying geology comprising alluvium, terrace gravels and chalk with flints and are currently being bored using Herrenknecht mixshield slurry tunnel boring machines (TBM’s). This paper outlines the lithology and engineering properties of each geological formation and describes the geotechnical processes, potential hazards and difficulties experienced in the works. A summary is given into the extent of the investigative work in terms of route selection, tunnel design, TBM optimisation and further details are provided on the geotechnical aspects associated with the construction of the tunnel approach structures and the tunnels.

Common mineral resources (sand, gravel, crushed stone, etc.), which are so necessary for the construction of metropolitan areas, are rapidly being depleted or otherwise rendered unavailable in the very areas that need them most. However, the problem of planning for these resources involves a number of independent and dependent variables that must first be defined and related. Finally, a dollar value must be assigned where possible. Complex interrelationships between the variables and their dependence on outside factors has made mathematical "solution" of the problem of planning for non-renewable mineral resources difficult at the present time. Therefore, the use of computer simulation is suggested as a means by which this complex problem can be investigated. The purpose of this paper is to report on a continuing research program whose objectives are: (1) to delineate the factors involved in planning for the utilization of common mineral resources in urban-suburban environs; (2) to construct a planning model for these materials amenable to computer analysis, (3) evaluate the model by using test cases, and (4) perform a sensitivity analysis to determine the initial parameters in future planning for these materials.

In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

Before going into this subject, I would very much like to call to your attention some past history on patents granted by the United States Patent office that involved ammonium nitrate. On February 10, 1885, a patent was granted to Russell S. Penniman. "The object of this invention is to securely protect ammonium nitrate against deliquescent and to maintain it in substantially its normal disintegrated condition, so as to afford a new product suited for ready use in the manufacture of high explosives, and enable the immediate admixture thereof with any of the well known explosive substances or compounds heretofore employed. 'Whether the nitrate be thus granulated or otherwise reduced to a granular or divided condition, it is then thoroughly mixed with about twelve (12) percent of the fluid or semi-fluid carbonaceous protecting medium, which forms a readily applied jacket or coating for the granules of nitrate and also serves as a carbonaceous element in such explosive compounds as it may thereafter be employed in."

The Toquepala concentrator expansion project incremented the capacity of the existing concentrator by 15,000 Metric tons per day (t/d), from 45,000 to 60,000 t/d. The plant is located in southern Peru,1,200 km southeast of Lima. The implementation plan for the expansion project was based upon an engineering and procurement contract, and a construction contract. The overall Project Management was by Southern Peru Copper Corporation (SPCC). The expansion followed a very aggressive schedule that considered a construction period of only ten months, with minimum interference to the existing facilities. Major equipment was purchased during basic engineering. This paper details the design, construction, and commissioning of the 6.4 m diameter by 10.2 m long ball mill, and the performance of the milling circuit during the first two months of operation.

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

New global industry standards and regulatory changes regarding mining tailings management are driving installation of tailings filtration plants to decommission existing tailings dams and implement dry stacking. Target of this project was to reduce ultrafine slime tailings deposition. Previous investigation at Samarco concentrator has showed a 35% decrease in tailings filtration throughput when feeding a mix of 95% flotation tailings with 5% slime tailings (compared with 100% flotation tailings), also worsening geotechnical aspects such as material workability during dry staking. Industrial trials using a proper filter aid at tailings filtration plant feeding a mix of 94% flotation tailing and 6% slime tailing (equivalent to 30% of total slime generation) have provided filtration performance maintenance (throughput and cake moisture), and dry stacking the dewatered material. Results achieved will enable life expansion of existing slime disposal structures, as well as potential life of mining extension. Furthermore, reagent chemistry influence is discussed by the light of geotechnical aspects, which has been showing improved KPIs, such as workability, compressibility and permeability.

INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft.
