It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Physical mine modeling and computer simulation techniques were used to conduct technical feasibility and economic analyses of selected pit configurations for surface mining a single coal seam dipping at about 15 percent to a maximum depth of 150 feet. The pit orientations along the dip (dipline), strike (strikeline) and along an apparent dip were studied. Physical models of each pit configuration were prepared first to delineate potential operational problem areas, and also to furnish a data base-for the computer simulation models. A dragline micro- simulation model (Fluor), a shovel/truck simulation model and a cost analysis model were used to conduct the study. Sensitivity analyses were conducted on variables such as the pit width, block length, and angle of dip. The productivity (Cu.yds/hour) of the mining equipment (dragline or stripping shovel) under each set of conditions was used to optimize the pit configuration. Both block length and panel width were found to significantly affect the dragline productivity larger size trucks were preferable to smaller size trucks in the pit configuration along an apparent dip. The cost analysis results showed that the pit configuration along the seam dip was more economical than the pit along the strike or along an apparent dip.

The necessity to protect the environment can limit mining activities and make some areas less attractive for the prospecting and exploration of mineral deposits. In Poland, the main environmental factors that restrain Irumng are: 1. Regional A Protection of the landscape B. Protection of ground water from contamination and depletion 2. Local A Conservation of fertile soils B. Conservation of forest resources C. Preservation of natural, cultural, and historical monuments The regional factors listed above that can limit mining are presented on a map of Poland. These data, combined with maps of known and potential mineral deposits, make it possible to delineate general levels of limitation for various mining-related activities varying from "no existing environmental limitations" to "no allowed industrial activity" As an example, a compilation of such data is presented for lignite exploration and mining in Poland. Lignite deposits occur within Upper Paleocene to Upper Miocene clastic strata at depths ranging from a few to 300 m. The thickness of the lignite is generally a few meters, but can locally reach over 100 m within grabens. As a result, the overburden-to-lignite thickness ratio varies from less than 1 to over 20. Within the same Tertiary strata, and within overlying Quaternary strata, several aquifers exist that produce good quality water that may be contaminated or depleted during lignite mining. The protection of these ground waters is the main factor limiting lignite mining and should be addressed in mining and environmental policy and planning.

In dealing with the mining engineering problems, the traditional approaches of laboratory experimental simulations and/or analytical solutions are not very effective. Mainly because the field problems are too complex to be solved with a few simplified assumptions. Conversely it is also true that the experimental and analytical/ numerical models currently available are far from being able to model the actual cases. Under such conditions, the most effective mean of research into mining engineering problems is to combine the mine (field) investigations with laboratory and / or analytical modelings. It is with this concept in mind this research was initiated in 1973. 'The field investigations which began in the fall of 1978 consisted of mainly visiting the mines where surface subsidence monitorings had been or were being monitored and/or surface structural changes had occurred. From such visits, subsidence data were collected. A quick analysis of those data provided preliminary understandings of the characteristics of the surface subsidence parameters in the regions (1-5). Using those date, models of various types are being developed for subsidence prediction / control. So far, a total of 44 longwall subsidence profiles in 22 longwall panels and 10 room-and-pillar profiles in 5 room and-pillar sections have been collected. This paper summarizes the combined results published previously (1-5) and present the preliminary results of the predictive models developed.

The operation of large opencast mines in a densely populated area in the centre of Europe involves an inevitable interference in the region. Thus, this is only possible with general acceptance by the regional stakeholders. In order to achieve this general acceptance, it is necessary to develop sound common concepts and to engage in a continuous dialogue with the stakeholders. The aim is to create seminal structures of relevance to the regional economy, taking into account the interests of the various stakeholders like e.g. authorities, local governments, the regional public, and churches. The recultivation of the mined-out areas represents the offset for the mining activities. RWE Power has reached high acceptance of its recultivation. This high acceptance is illustrated by various examples, from biotopes to high-yield agriculture and recreational areas. Thus, recultivation covers all the elements of sustainable development from social compatibility to ecological as well as economic aspects. This is only achievable through an intensive stakeholder dialogue in the region: The communities concerned are intensively involved in the planning and approval process for the new landscape. As far as social compatibility - one of the aspects of sustainable development - is concerned, the necessary resettlement of whole villages is one of the principal challenges. Over the last few decades, RWE Power has developed an approach that is broadly recognised by the stake-holders in the region. The best proof for this is the high proportion of resettlees taking part in the joint resettlement scheme offered. This can only be achieved by constant involvement of the stakeholders in the resettlement process. In conclusion, it can be stated that RWE Power has implemented a well-functioning stakeholder dialogue that guarantees the general acceptance necessary for mining operations.

Three years ago a research program was initiated at the University of Saskatchewan to develop seismic surveying techniques for use in the Precambrian geological environment. The success of the reflection method in many younger geological settings suggested that this is the technique which would be the most suitable for experimentation. A successful adaptation of this technique to the Shield environment would make mapping of rock formations possible to much greater depth than is possible at the present time with any other applied geophysical technique. This presentation attempts to illustrate the advances which have been made in this program and will provide some insight into future plans. The field investigations were limited to the Flin Flon basin near to the town of Flin Flon, Manitoba (Fig. 1). This area was chosen because the surface geology has been mapped in great detail and it is a very important base metal producing region. It is an ancient sedimentary basin with some characteristics similar to areas where the reflection method has been successful.

Nowadays, geophysical prospecting is implemented in order to resolve a diversity of geological, hydrogeological and geotechnical problems. Though plenty of applications and a lot of research have been conducted in the country-side, only a few have been reported in the literature concerning urban areas, mainly due to high levels of noise present that aggravate most of the geophysical methods (e.g. electromagnetic, seismic, gravity etc.) or due to spatial limitations that hinder normal method implementation (e.g. electrical). Among all geophysical methods, electrical tomography proves to be the most rapid and urban noise insusceptible technique. This work presents a case study in the urban area of Hania (Crete I., Greece), where Electrical Resistivity Tomographies (ERTs) have been carried out for the detection and identification of possible buried ancient ruins or other manmade structures, prior the foundation of a building. Nineteen profiles were surveyed in a 20x40m grid using dipole-dipole configuration. The results indicate two areas of interest, that are interpreted as probable old wells, in the context of the existence, in former times and in the same area, of an olive oil plant. In the vicinity, near surface ancient ruins have been disclosed, but no such evidence provided this survey, for the particular area under study and the prospected depth. The collected ERT-data were processed by applying advanced algorithms in order to obtain a 3D-model of the study area that depicts more clearly and accurately the interesting subsurface structures.

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed, wire-mesh screen at different airflow rates in one-phase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity, non-Darcy, single- and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulae on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

With the opening of the Tilden mine near Ishpeming, MI, a new era in iron ore beneficiation was begun. A description of a U. S. Bureau of Mines investigation is summarized to illustrate the selective flocculation-deslime-flotation process developed by the Bureau and used at the Tilden concentrator, which is also briefly described. The operating parameters for the selective flocculation-cationic flotation of an oxidized taconite from the Mesabi range are discussed. A water reclamation system using lime and a cationic flocculant was applied to reclaim the effluents from a 900-pound-per-hour flotation pilot plant. About 80 percent of water requirements were recovered, and the calcium content of the reclaimed water was found to be more important than clarity in influencing the selective flocculation and flotation processes. Although reclaimed waters with about 10 ppm calcium registered turbidities of approximately 5,000 ppm SiO2 equivalents, the concentrates produced using these waters contained 64 percent Fe and =5.0 percent SiO2 and had accompanying iron recoveries of 75 percent. Lower grade concentrates resulted from using reclaimed water with higher calcium contents and lower turbidities.

The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

INTRODUCTION In the early days of coarse-coal cleaning by the dense-medium process in Europe, loess was one of the materials used for medium solids. Newly developed cyclones were used to reclaim and thicken the loess suspension. On occasion, when the cyclone thickener at the Maurits mine in the Netherlands plugged, the overflow was found to be filled with clean coal free of impurity. From this observation stemmed the concept of the cyclone as a cleaning device. Development took place during World War II in the laboratory of the Dutch State Mines under the direction of M. G. Driessen. A 15-tph (13.6 t/h) pilot plant was in operation in the laboratory by 1945, when, in September, Driessen made the first public disclosure of the process in a paper presented to the Institute of Fuel in London.51 In April 1945, operation of this pilot plant was observed by H. F. Yancey, who was so impressed with the potential of the cyclone process that, on his return to the United States, a research program on the cyclone was immediately started by the US Bureau of Mines (USBM). This work led to an AIME paper in 1946 in which the first details of cyclone operation on American coals were made available.52 Commercial adoption of the cyclone proceeded in Europe, initially in the Netherlands, Germany, and France. In the United States, where coal is less costly and most of the coals are easy to clean and respond well to simpler cleaning processes, the first cyclone plant was not built until 1961.53 THEORY Before discussing the theory of a dense-medium cyclone, a brief description may be helpful to some readers who are not familiar with its basic operation. In a typical dense-medium cyclone, illustrated in Fig.7-51 a mixture of medium and raw coal enters tangentially near the top of the cylindrical section, thus forming a strong vortical flow. The refuse moves along the wall of the cyclone and is discharged through the underflow orifice. The washed coal moves toward the longitudinal axis of the cyclone and passes through the overflow orifice, or vortex finder, to the overflow chamber. Washed coal is discharged from this chamber, usually through a tangential outlet.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. The 31st annual American Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Tucson Starr Pass Resort on Saturday, Dec. 7, 2013. Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

In past years, water drainage control in coal mines has been primarily directed on the basis of water quantity rather than quality. Due to the recent intense interest in total ecology and environment, emphasis has shifted to the point where the water exiting from a mining operation may be of better quality than when it enters. In most operations this has meant the use of treatment methods (neutralization) while the technology for the prevention of acid drainage is being developed or refined. To date, underground abatement of acid formation has generally been less expensive but also less effective than surface treatment of the mine water. It seems probable that total mine water pollution control will have to include both underground abatement and surface treatment methods. The general acid producing reaction involving the oxidation of pyrite - 2FeS2 (pyrite) + 702 + 2H20 ? 2Fe2S04 + 2H2SO4 - is well known, even though the individual steps are not clearly understood. The major implication of this reaction, that acid production can be eliminated by not allowing the contact of pyrite with free oxygen or water, has been well substantiated both in the laboratory (1,2) and in practice. (3) Underground abatement or control processes can be generally classified into two types: (1) the effective control or elimination of acid causing reactions within the mine, and/or (2) the reduction or prevention of water flow into and out of the mine. Recognizing the fact that these two types may be directly inter-related, this paper will, for the purposes of clarity and simplification, discuss each separately.

El petrodiesel es un colector común para la flotación de carbón, pero la partición de compuestos orgánicos de diesel (DRO por sus siglas en inglés) en corrientes de proceso no ha sido ampliamente estudiada. Investigaciones preliminares sugieren que bajo esquemas de dosificación normales los contenidos residuales totales de DRO en aguas de procesos deben estar limitados a la fracción soluble en agua (WSF por sus siglas en inglés) sub-ppm. Es más, los hidrocarburos aromáticos poli-cíclicos (PAH por sus siglas en inglés) debería segmentarse de manera proporcional con los compuestos orgánicos de diesel (DRO). El propósito de este estudio fue confirmar estos resultados en pruebas de flotación realizadas en laboratorio. Se midieron los contenidos totales de DRO Y PAH en aguas asociadas con los flujos o corrientes de concentrados y relaves. Los resultados muestran que las aguas con concentrados tenían de manera consistente mayores cantidades de DRO que las aguas de relaves. Es más, los contenidos de DRO en ambos flujos generalmente se incrementaban con el aumento de la dosis de diesel. De acuerdo con la investigación preliminar, los DRO parecían estar limitados a la fracción soluble en agua (WSF) y los PAH tendían a segmentarse proporcionalmente con los DRO. Bajo condiciones de operación típicas, los DRO residuales no deberían representar una preocupación medioambiental, pero deben evitarse situaciones que permitan una sobredosis significativa de diesel.

In 1992, United States mine production of barite decreased 8.5%. Barite consumption, sold or used by grinding plants, decreased by 36.9% and imports decreased by 61.6% vs. 1991. World mine production decreased 1.5%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, decreased 11.9% according to the Bureau. The declared value, c.i.f. United States port, of all imported crude barite during 1992 decreased from $42.35/t ($38.42/st) in 1991 to $40.09/t ($36.37/st). Nevada continued to be the leading producer of barite with 88% of the total, followed by Georgia and Missouri. It is estimated that 80% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 20% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Ten¬nessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals and fillers in paper, plastics and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1992. The average number of rotary rigs operating (717) was 16.6% less than the 1991 average of 860 in the United States. Crude barite imports were 518 kt (571,000 st), 61.6% less than in 1991. Imports accounted for 44.7% of the barite consumed (apparent) in the United States. During the year, China continued to be the leading exporter of crude barite ore to the United States with 67.2% of total crude ore imports. India followed with 31 %, and others with 1.8%. The adsorption process, density and structural property of the oleate layer adsorbed onto a hydroxyapatite (HAP) surface at six different concentrations and three pHs (pH 8, 9 and 10) have been studied using the technique of quartz crystal microbalance with dissipation (QCM-D). The present study demonstrated the versatility and accuracy of the QCM-D for surface adsorption characterization. The real-time measurements of frequency and dissipation shifts with a hydroxyapatite-coated sensor revealed changes in the hydroxyapatite surface during the entire adsorption process. Chemisorption and surface precipitation of sodium oleate were also observed on the surface of hydroxyapatite through the use of Fourier Transform infrared spectroscopy(FTIR). Chemisorption dominated at low concentrations and high pH values and formed a rigid and thin adsorption layer. Surface precipitation of calcium oleate and micelles dominated at concentrations higher than critical micelle concentration (CMC) and lower pHs and formed a thick but dissipated adsorption layer with a high hydration level. Three distinct adsorption behaviors were identified from the different slopes of ?D-?f plots. The adsorption density was less than a monolayer at concentrations <0.164 mM, but increased significantly at concentrations higher than 0.821 mM at all three pHs. The critical concentration at pH 8 was 0.33 mM, which was lower than at pH 9 (0.821 mM) and pH 10 (3.3 mM).

This paper describes recent ground control challenges encountered at the longwall recovery areas of one of Bailey Mine?s two longwall faces and the proactive measures taken by CONSOL management and engineering to mitigate them. The challenges derived primarily from the following causes: (1) irregular roof coal and draw slate thickness, (2) presence of thick sandstone at the recovery area and extremely weak rocks below the sandstone, (3) close proximity to a regional anticline, (4) low shield set pressure and tip load, and (5) ineffective primary roof support that led to progressive failure of the headgate roof. The presence of the anticline contributed to extensive fracturing of the sandstone. Excessive pot-out in advance of the shields frequently occurred near mid-face due to the presence of thick draw slate and irregular roof coal near the recovery area. This, in turn, resulted in face heights that exceeded the maximum reach of the shields. Subsequently, during longwall meshing, when the advance rate slowed considerably, fractured sandstone would often break loose, causing the shields to yield, thereby reducing the height and inhibiting shearer movement. To improve the headgate and face conditions within the longwall recovery area, several actions were taken, including: (1) assessing site-specific roof geology by conducting in-mine roof coring around the recovery areas and by mapping immediate draw slate and roof coal thicknesses within surrounding entries, (2) increasing pump pressure and thus shield set pressures (3) diligently monitoring shield set pressures and longwall extraction horizon, (4) installing additional cable bolts and roof screening to prevent progressive failure of the immediate headgate roof, (5) fully-grouting supplemental cable bolts to improve headgate support stiffness, and (6) gluing the headgate roof within the recovery areas with polyurethane. As a result of these collective efforts, longwall recovery delays at Bailey Mine were reduced from 21 days in 2006 to nearly zero in 2009.
