Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. The stress-relief method for the determination of the ground stress tensor is a common procedure in rock mechanics. In particular, the method of applying gauges to the end of a borehole is a well-established technique. Investigations, both experimental and theoretical, indicate that large discrepancies can exist in the determination of the ground stress tensor when the rock substance is not the ideal elastically isotropic material assumed for the reduction of data. The purpose of this paper is to extend the analysis of strain gauges applied to the end of a borehole to rock material more closely approximate to an orthotropic substance.

The Gulf Coast Region has been the center of extensive lignite exploration and development activity in the past 10 years. Currently, 27.2 Mt (30 million st) of lignite are mined annually, the majority of which is uncovered by large walking draglines. Projections indicate that production could reach 125 Mt (138 million st) by 1990. As mining moves to deeper depths, removal of overburden becomes the decisive factor in mine planning and cost. The geology of a region plays a key role in the selection of an overburden removal system. While alternate stripping methods must be analyzed to determine the most economical and operationally sound method, so far bucketwheel excavator systems seem to be the best method for removing large volumes of soft, unconsolidated material that is found at projected mining depths in the Gulf Coast region. Geology of Gulf Coast Lignites Extent Distribution of the principal tertiary lignite-bearing deposits in the Gulf Coast Lignite province extend from the Texas-Mexico border to the Alabama-Georgia state line (Fig. 1). The lignite-bearing strata includes portions of eight states: Texas, Louisiana, Arkansas, Missouri, Kentucky, Tennessee, Mississippi, and Alabama. Lignites occur primarily in the Wilcox, Claiborne, and Jackson groups in the Gulf Coast. The uppermost strata of the Midway group in Mississippi and Alabama also contain significant lignite resources. Reserves Commercial lignite seams in the Gulf Coast Lignite province range from 0.6-3 m (2-10 ft) in thickness. The estimated lignite resources throughout the Gulf Coast in seams greater than 0.9 m (3 ft) in thickness and up to 61 m (200 ft) in depth currently are estimated at 32 Gt (35 billion st). Table 1 shows these resources by state. Quality Lignite quality can vary within individual mining areas and seams. However, trends in quality occur because of the depositional environment, age, and west-to-east geographical location. Better quality lignites occur in the Wilcox group in Texas and Louisiana. Poorer quality lignites occur in the northern regions of the Wilcox group and those of the geologically younger Claiborne and Jackson groups. Environmental Conditions Gulf Coast province environmental conditions are ideal for successful mine reclamation. The lignite occurs in flat to moderately rolling terrain, a topography easily reproduced from the spoil dumps or spoil rows developed during the mining operation. High to moderate rainfall facilitates rapid revegetation. Evidence from current mine reclamation programs and ongoing test plot studies indicate that mined lands can be reclaimed to reach premining productivities. Sometimes productivities are even greater than that of premining conditions. High temperature, methane, dust and other disasters are getting more serious with mining depth getting deeper and the development of mechanization in underground mines. An application of a descensional ventilation to a coalface is one of the effective measures to solve the above problemes. The descensional ventilation is an venttilation that an airflow in a coalface wouuld downflow along an inclination of a coalface and the direction of the airflow is the same as coalflow. Since 1960's, the descensional ventilation has been applied to 171 coalfaces in 46 coal mines of 23 coal mine administrations in China, such as Pingdingshan , Zhongliangshan, Pubai, Huangshi coal mine administrations. Among the 171 coalfaces, there were 104 coalfaces taking 60.8% in gently inclined seam. The coalfaces in inclined seam and steep seam were individually taking 18.7 % and 20.5 %. There were 77 coalfaces taking 45 % of the total in low gassy coal mines and coal and methane outburst mine were individually taking 17% and 38%. There were 141 coalfaces taking 82.5% of the total in potential danger of dust explosion. There were 125 coalfaces taking 73.1% of the total in potential danger of spontaneous combustion. Therefore, the descensional ventilation can be used in coalfaces under different conditions in China. The practice at home and abroad shown that the application of the descensional ventilation to coalfaces has obvious results in dust control, temperature control, preventing methane accumulation at top corner angle and control of spontaneous combustion in goaf. To more safely and reliably apply the descensional ventilation to coalface and to provide a way for the development of mine ventilation technology in China, the paper will have discussions on the following problems: METHANE EMISSION AND DISTRIBUTION AT COALFACE WITH DESCENSIONAL VENTILATION Methane emission in a coalface with a descensional ventilation is an argued issue for many years. Base on the coal practice, special similar model tests and researches in China, the followings are our main comments. The Descensional Ventilation can Reduce the Methane, Accumulation at the Top Corner Angle. The measurements in six coalfaces with the downward airflow in Qinhemen Mine, Fuxin Coal Mine Administrations shown that the methane concentration at the top corner angle is often up to l% when the coalface has the upward, airflow. The max. methane concentration at the top corner angle is about 0.49 to 0.7% when the coalface has the descensional ventilation. Therefore, with the descensional ventilation, it basically solved the overlimited gas concentration at the top corner angle which is a potential danger to coal production. Because the direction of upfloating gas is opposite to the direction, of the descensional airflow, the descensional ventilation; could increase a turbulent flow mixing capacity of the methan gas and air, and reduce a possibility of methane; accumulation. Due to an air leakage in goat when the coalface with the descensional ventilation lower than an air leakage in goat when the coalface with the, ascensional ventilation, a less methane quantity will release from goat at the descensional ventialtion. It should be pointed out that due to a higher air leakage at ascensional ventilation and the direction of the air; leakage same to the direction of the natural upfloating methane in goaf, those will cause a large methane; accumulation at the top of the goaf and easy bring about, methane accumulation and overlimited methane concentration at the top corner angle with an ventilation vortexflow at the top corner angle. On the other hand, because the direction of the upfloation force function is upward, the descentional ventilation could minimize as possibility of methane accumulation at top corner angle in coal with the descensional ventiltion.

INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. China's coal energy development, characteristics and relationships with atmospheric pollution are reported. Atmospheric pollution sources from coal combustion are analyzed. Some of the projects for clean coal combustion in the Shanghai area include use of industrial briquettes, investigation of coal combustion additives, and blending combustion of coal with industrial wastes. Coal is China's main energy source, and 80 percent of China's annual coal production is used in combustion devices. Coal-flue gases from the domestic stoves and industrial furnaces are the main atmospheric pollution source. China's atmospheric pollution is, in fact, the pollution of coal-flue gases. To 2000, in view of China's energy needs as a developing nation, the atmospheric pollution from coal combustion must receive our utmost attention.

Sedimentation in highly flocculated suspensions of fine particles such as clays occurs through individual settling units (flocs) which have very open structures and correspondingly low density -typically less than 5% solids by volume. It follows that such settling processes rapidly lead to the build-up of a bed of flocs which are essentially close-packed, with inter-floc porosity of perhaps 50%, but with an overall solids content of no more than about 2-3 percent by volume. An important consequence is that the thickening process is dominated by the consolidation of this bed rather than by simple settling of the individual flocs. Experimental measurements of sediment consolidation in flocculated clay suspensions indicate that for a given system, consolidation rates are essentially determined by solids concentration and can be evaluated using the classical Kynch treatment. However, these rates are strongly dependent on the physical as well as chemical conditions of the flocculation process. Furthermore the extent to which gravity consolidation proceeds depends on the total weight of sediment (i.e. on both height and solids concentration). The implications with respect to thickener operation and the requirements for laboratory testing for thickener design are discussed.

Liquids containing suspended solids are encountered in most mineral processing applications. Solids levels cover a very wide range, from ppm levels in cooling water systems to slurries containing greater than 70% solids. When the aqueous phase is recycled or further processed, a solid/liquid separation process is used. Chemical additives used to carry out this process are called coagulants and flocculants. In other cases, one seeks to control or modify the properties of the suspension. Dispersants are chemicals used to aid in suspending solids in a liquid as well as to control the properties of the resulting suspension. Dispersants find a range of uses in mining and mineral processing such as scale control, filter aids, flotation aids, and slurry viscosity modification. Materials used as dispersants include inorganic salts, alkalies, organic surfactants, and polyelectrolytes. This paper discusses the use of dispersants in mineral processing, with an emphasis on control of slurry viscosity. The mechanism of dispersion and factors that affect the choice of dispersant will be discussed.

Since the 1973 energy crisis, pyrometallurgical developments have been oriented towards lower cost sources of energy and higher grade ores and hydrometallurgy towards higher recoveries and greater flexibility in types of ores treated. Energy recuperation offers some potential, but at a price. 'The lower energy acid leaching process is indicated to have the greatest potential, particularly with its inherently high cobalt recovery.

The quest for productivity improvement, exclusively through capital investment and technological advances, is an incomplete process. Improvement, through capital and technology, is often not achieved because we fail to energize the true potential and commitment in our employees.

Most coal being used in the United States has been subjected to one or' more processes of coal preparation. The physical and chemical characteristics of a coal have a marked influence on the ultimate uses that coal may have. The selection of the proper preparation processes may similarly be important in producing the best practical coal product for any particular use. The physical composition and distribution of physical constituents in the coal will partially determine the efficiency of the preparation process chosen and conversely distribution and concentration of coal macerals will, to a degree, be controlled by the preparation process. A number of preparation processes have been evaluated to determine this interrelation. If a coal having' certain specifications is desired, these evaluations trill assist in providing information needed for the production of this coal.

The potential application of flotation for the treatment and processing of a fine-particle coal stream was investigated for the Chaili Coal Washery of the Zaozhuang Coal Mine Administration, Shandong Province, China. A goal of the test work was to evaluate the application of the Microcel™ flotation column and compare its performance to conventional flotation. Small-scale flotation tests were performed in the laboratory and on-site with fine coal slurry samples from the plant thickener underflow, i.e., the washing plant's undersized reject material. Flotation tests were conducted on-site with a 7.6-cm diameter Microcel™ column and with small-scale conventional cells. Column flotation tests were performed to determine a recovery-grade relationship for the fine coal feed, which contained about 24% ash, and to obtain sufficient data to enable scale-up to a large diameter unit. A primary objective as to establish the maximum throughput capacity of a Microcel™ flotation column while operating to produce a clean coal product with ash content of 7.5-7.8%. Results of the test work indicate that this product quality could be achieved at feed rates of 15-19 tph to a 3-m diameter Microcel™ flotation column. Lower ash products, i.e., 5-7% ash, were obtained but at lower column throughput capacities. Comparative flotation tests, conducted with conventional flotation cells, indicated that a product ash of only 8% or greater was achieved in a single-stage test.

During the last 30 years, a dramatic increase in the supply of byproduct sulfur substantially reduced the share of the market held by Frasch-mined (non-by-product) sulfur in North America. Even though Canadian sulfur production is not discretionary, the geographic remoteness from the large US markets and the high transportation costs associated with delivering sulfur to those markets has meant that Canadian producers act like discretionary producers in many important ways. They have effectively replaced the US Frasch producers as the cost-marginal sulfur source to large US markets. Implications of this change in market structure include more volatile sulfur prices and longer sulfur price recessions.

INTRODUCTION The planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. is being designed and constructed by the Washington Metropolitan Area Transit Authority. At the present time, 112.6 kilometers (70 miles) of this system is in operation and contains 21 route-kilometers (13 miles) of rock tunneling, and 14.5 route-kilometers (9 miles) of soft ground tunneling. An additional 2.4 kilometers (1.5 miles) of single track tunnels in rock are planned and 6 additional contracts will consist of some 8 kilometers (5 miles) of twin tunnel, resulting in 16 additional linear kilometers (10 miles) of single track tunnel in soft ground. The Authority plans, upon its evaluation and the recommendation of the General Engineering Consultant, to include an alternative design incorporating the convergence confinement method of construction known as the New Austrian Tunneling Method (NATM), for Sections E-5, E-6e and E-8a of the E-Route. The Metro system is constructed in a variety of geological conditions and crosses the boundary of two major geographic provinces. This report presents the results of experiments to evaluate different types of mine fire sensors in an underground mine environment using a commercially available atmospheric monitoring system. To determine how well carbon monoxide (CO) and smoke sensors respond for purposes of fire detection, experiments were conducted using test fires of different mine combustibles and for both flaming and nonflaming combustion. The experiments were designed to assess the response of fire sensors to different contaminants and different contaminant levels produced from the test fires. The experiments were performed in the Safety Research Coal Mine at the U.S. National Institute for Occupational Safety and Health’s Bruceton Research Facility in the presence of an average ventilating air velocity of 1.6 m/s (315 fpm). Five fire sensor stations were located downstream of the test fire at fixed locations, with each sensor station consisting of four sensors: a CO fire sensor and three different smoke sensors, of which two were evaluated by the Mine Safety and Health Administration (MSHA) for intrinsic safety and the third was used extensively in underground mines overseas but not evaluated by MSHA for intrinsic safety. All four sensors were mounted near the center of the entry and in the upper onethird of the entry height. A UL-listed combination ionization and photoelectric smoke sensor was mounted near the roof at the first sensor station and its responses were compared against the responses of the four CO and smoke fire sensors. Sensor response data, contaminant travel times, and the impact of fire on the existing ventilation flow are discussed as they apply to earlywarning fire detection. Of significance in the analysis is the need for performance standards for mine fire sensors in order to provide for consistent and timely early warning of developing fires.

Coal is deposited at a mine site in several thin seams which outcrop in rolling hills and dip at about 8° to the northeast. The deposit is located in the northeast area of the State of New Mexico in the Southwest of the United States. A drilling program was undertaken and was quite irregular. Not all of the seams appear in all of the drill holes. Some of the holes did not go deep enough, while others were drilled below the outcrop of some seams. Occasionally a seam would pinch out and not be seen in a drill hole. Also, the outcrops of the seams are buried in many places by several feet of alluvium. All of these factors make correlation of the seams between drill holes difficult. The drawing of cross sections in three directions and at many locations across the mining area have been necessary to assure the accuracy of the input data.

The results discussed last year revealed the effect of flocculant type and coal wettability on the filtration of ultrafine coal In this paper, the differences in dewatering between -25 µ m ultrafine and -500 µ m fine coal with addition of flocculants, surfactants and oil-emulsions in vacuum filtration are further investigated Significant differences were observed in the reduction of the cake moisture. During sulphide ore grinding, electrochemical interactions between grinding medium and the minerals play a significant role in bringing out enhanced ball wear on the one hand and alter the surface property of the ground minerals on the other. The role of the flotation reagents added simultaneously during grinding with respect to ball wear as well as flotation is yet to be established. Electrochemical measurements such as rest potential, combination potential and galvanic current between sulphide mineral and ball material couples have been carried out in the presence and absence of flotation reagents to understand the nature of electrochemical interactions between ball material and sulphide mineral. Electrochemical mechanisms and models have been proposed to explain the role played by the flotation reagents during different binary, ternary and quaternary interactions with respect to ball wear during grinding.

INTRODUCTION Block caving is distinguished from other types of mining in its requirements that the mineral body to be extracted must cave after a relatively large tabular open¬ing is created underneath it, and that the caving must be predictable and controllable for both operating and safety reasons. A mineral body that caves readily may present special problems with respect to ground support in the mining access openings, where stability, rather than failure, is the desired objective. The complete ex¬traction of a caving block, which may measure 50 to 100 m on a side and 100 to 300 m in height, tends to create a large void, resulting in significant changes in the ground stress system and a migration of rock from all directions toward the void; these events begin very early in the life of the mine and lead to additional spe¬cial problems with respect to control of ground move¬ments in the mine working areas, in the rock adjacent to the caving stope, and on the subsiding surface above the mine. Thus, the mechanics of an undercut-cave operation involve a broad range of geotechnical subject matter, including the determination of the lithostatic earth stresses, the structural properties of a large jointed rock mass, the flow properties of the fragments after caving, the stability of tunnel-like openings, and the stability and displacements of the rock structure (1 to 2 km in size) that surrounds the ore body. The objectives are achieved by in-place measurement of rock properties, laboratory tests, theoretical structural analyses of the related prob¬lems, measurements of structural behavior in and above the mine, and comparison of theoretical predictions with actual performance in order to interpret and refine the predictive capability. Undercut-cave mining (Julin, et al., 1973) differs from most other methods in that the caving is an essen¬tial and inherent part of the excavation process and in¬volves the movements of millions of cubic meters of rock over distances of hundreds of meters, as compared to the gradual 2-m settling of the overburden typical of full¬caving longwall coal mining. Undercut-cave mining may involve a rock mass on the scale of a 1-km diam open¬pit mine, but mining is several times deeper than that in the open-pit mine; furthermore, a large portion of the rock mass is in a failed, rather than a stable, state. Ground-control problems are inevitable in a situa¬tion where ground movements are occurring on such a large scale, and where the rock mass is expected con¬veniently to cave at one location but to be stable at an¬other. To devise effective responses to these ground¬control problems, one needs to know first of all what is happening, not merely at the point where the symptoms are observed, but more broadly with respect to the be¬havior of the entire mine rock-mass structure over the total area of extraction, including the effects on the sur¬face as well as those underground. Monitoring structural behavior on this scale would require a sizable group of people, if they attempted to measure all the significant mining-induced changes of ground displacement and pressure, even on a 100-m grid of points. The practical approach is to conduct the mea¬surements activity by a judicious sampling, making in¬termittent, concentrated efforts in selected areas of lim¬ited extent to study problems of immediate importance; simultaneously a minimum level of surveillance is main¬tained over the total structure to delineate long-term be¬havior trends in the major structure, which provide the baseline reference data that are so essential for interpre¬tive purposes. Mine-structure behavior depends not only on the mine extraction configuration and sequence, but on the rock structural properties and how they change from one location to another in the mine. Increasing attention is being given to determinations of rock strength and de¬formation by performing mechanical properties tests in place and in the laboratory, and by drawing inferences from the mapping of geologic structure in mine openings as they are driven and from the logging of cores ob¬tained from exploration drilling that may be performed primarily for delineating ore reserves. Monitoring of mine-structure behavior and inter¬preting it in terms of the growing excavations and the structural properties of the rocks have significant im¬pacts on designing the major undercut-cave operations of undercutting and drawing the ore, supporting the ac¬cess openings, and controlling surface subsidence. The purpose of this chapter is to call attention to the com¬mon ground-control problems encountered in undercut¬cave mining, to relate them to the mining process, and to explain the geomechanical approaches to analyzing these problems with emphasis on methods that are most readily available to the mine staff. UNDERCUTTING, CAVING, AND DRAWING A distinguishing characteristic of an undercut-caving method of extraction is the objective that the rock mass fails of its own weight in a predictable and controllable manner, after it is undercut by excavating a tabular¬shaped void, horizontal or inclined. Induced or forced caving refers to procedures that may be resorted to when the ore will not self-cave over the desired span. Block caving, panel caving, and mass caving are terms used to denote the particular sequence of undercutting and ex¬tracting the total area of the ore body on a single min¬ing level. The discussion herein is not specialized to any of these variations; the word block as used does not imply anything as to sequence. CREATING THE UNDERCUT A common undercutting method is to drive a series of drifts and blast the intervening pillars. Theoretical structural analysis and practical experience show that ground-support problems in the undercutting drifts and in underlying access openings as well (the same princi¬ple applies even if undercutting is done by belling out drawpoints from the slusher drifts) are minimized by retreat-mining across the undercut slot according to a sequence such that the growing undercut area retains a
