The minerals industry trend toward very flotation machines, exceeding 10 m3, began in the late 1960's and responds to the continuing desire to achieve better plant economics through improved plant floor-space utilization, power requirements, and operational /maintenance manpower heeds. In general, as process design tonnage increases, the benefits of the larger flotation machine becomes more evident. The development of the larger flotation machine can be distingushed from earlier, smaller, machines in demanding a rational "scale-up" procedure to guide the basic design, thereby producing a machine prototype capable of satisfactory-operational evaluation at minimum cost. Proven flotation machine "hydrodynamic" scale-up consideration, successfully applied in the development of both the WEMCO No. 164 (28.3 m3) and No. 190 (42.5 m3) machine will be reviewed, and the resulting economic benefits of large flotation machines in high tonnage applications will be summarized.

Ontario has a diverse industrial mineral resource base including abundant resources of structural industrial minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone and dolostone. These resources are used in the production of aggregates, brick, metallurgical stone, fillers, lime, cement and other construction materials. The majority of the operations are in deposits of Paleozoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were over 140 million metric tonnes of aggregates produced in 1985, approximately 115 million tonnes of which was produced in southern Ontario with the remainder being largely from Crown land in northern Ontario. The structural industrial minerals account for over 80% of the value of total industrial mineral production, with the remaining 20% of the value king accounted for by the non-structural minerals being led by salt which is produced in southwestern Ontario. A host of other non-structural industrial minerals are known but production is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite and by-product metallurgical sulphur products (Fig. 1). Location and Market Area Major production is in the area closest to the large markets of urbanized southern Ontario and the northeastern and north-central United States. In general, with the abundant variety and widespread resources of industrial minerals and the large population within 400 miles of most deposits, the market offers great potential. Ontario's 9 million population accounts for about 35% of the entire gross domestic product of Canada of $476.361 billion dollars in 1985. This equates to about 113 of the nation's buying power being within a 200 km (125 miles) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well developed industrial minerals industry fulfilling most of the structural industrial minerals demand in Ontario, as well as a subsidiary demand in neighbouring provinces and states.

Investigations of bedrock within subsided areas over abandoned coal mines reveal) very little disturbance of the bedrock. In areas that have surface subsidence of .3 to 1 m (1.0 to 3.25 ft), examination of cores from exploration drilling and investigations of the boreholes by means of closed circuit television have shown that fractures are spaced at least .9 to 3.6 m (3 to 12 ft) apart and are located within a zone 6 to 15 m (20 to 50 ft) above the collapsed area in coal mines 42.6 to 112.7 m (140 to 370 ft) deep. The dip of the fractures ranges from 25 to 60 degrees, cutting across nearly horizontal sedimentary bedding planes. Typical core recovery is 80 to 95 percent within the subsided areas and 100 percent outside the subsided areas.

The exploiting of geothermal steam is a new endeavor in this country and is for that matter a very new science in the world. With the majority of steam wells in the world having been drilled during the last twelve years relatively little experience and knowledge has been gained that can guide us as compared to the techniques the oil and gas producers have developed for their use. We few technical personnel associated with the field find it a continuous challenge to understand and explain what effects or causes the various unusual phenomenon experienced. We have had unending discussions attempting to formulate pet theories which we can use as guides. We know, so the geologists tell us, that the source of the heat is from the hot magmatic core of the earth. Theory has it that the magma is cooling off and that hot gases are given off as this magma cools and shrinks. In volcanic' areas along fault lines where the magma reaches closer to the surface than in other areas, there is a higher concentration of gas evolution; consequently, geyser or geothermal areas are developed. As these hot gases rise toward the surface they encounter various minerals, including overlying bodies of water. It is into these underground lakes that our wells are penetrating. As the heat enters these lakes it spreads out by conduction, convection and water migration. We can strike this hot water over quite large areas in many of the geothermal fields. At present there is one anomaly to this in the United States as there is in Italy where our wells do not penetrate a hot water lake. This is at The Big Geysers in California. Here superheated steam is produced with a heat content, so high that it could not have been boiled off of a fresh water pool. This puzzled us until last year when a well was completed into a large body of brine in the Imperial Valley. This brine exists at close to 500°F and at a hydrostatic pressure sufficient to preclude any boiling. It is now believed by some of us that a similar pool of brine must exist below The Big Geysers area, from which the steam is emanating. If there is such a brine pool, it offers a plausible explanation of the high-heat content, for brine boils at a higher temperature than fresh water. I am now beginning to think that a similar brine pool may exist under all the geothermal basins for if it is under two of them, it is highly probable that it is under the others. The partial understanding of what we are drilling toward, and formulating a theory to explain its behavior helps guide us in our steam well drilling.

An interactive mine ventilation simulation software program (WIPPVENT) was developed at the Waste Isolation Pilot Plant (WIPP). The WIPP is a U.S. Department of Energy (DOE) research and development project located near Carlsbad, New Mexico. The facility is designed to provide a permanent, safe underground disposal of U.S. defense generated transuranic waste in bedded salt. In addition to its regular functions, the underground ventilation system is engineered to prevent the uncontrolled spread of radioactive materials in the unlikely event of a release. To enhance the operability system, Westinghouse Electric Corporation has developed an interactive mine ventilation simulation software program (WIPPVENT). While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC (copyright © 1991 Mine Ventilation Services, Inc.), the user interface has been completely rewritten as a Windows ® application and screen graphics have been added. WIPPVENT is designed to interact with the WIPP ventilation monitoring systems through the site wide Central Monitoring System.

Sulphuric acid leaching is the most common method of recovering uranium from its ores and in the following discussion various alternative low cost routes are investigated for recovering uranium from milled ore acid leach liquors. Historically uranium has been recovered from dilute impure leach liquors by packed bed ion exchange (IX), solvent extraction (SX) or a combination of both. All three process routes as commonly practised require complete separation of leached solids and liquids, as well as extensive solids washing in order to reduce soluble uranium losses to a minimum. Separation and washing are costly and often require equipment covering large areas of land. The size and capital cost of the post leach solids washing operation is controlled by the ease of washing the slimes fraction of the ore and the key to the problem of cost reduction, as many others have realised, lies in the ability to separate the slimes fraction of the ore from the more easily washed sands, to wash the sands in low cost equipment and to recover uranium from the slimes stream. Sands and slimes are usually defined in this context as the material larger than, and smaller than, 325 mesh (44 microns). The proposed flowsheets which minimise solid-liquid separation and washing have usually incorporated ion exchange (Refs 1,2,3), and resin in pulp is in fact practised in several mills in the USA (Ref 1). The resins used in these flowsheets and [cranium] recovery throughout the world have been strong base resins which load rapidly and are moderately selective for the uranyl sulphate complex anion over the range of pH which is conveniently achieved in an acid leach operation. Strong base resins are, however, not as selective as weak base resins and weak base liquid reagents owing to the adsorption of competing anions, some of which find their way into the product while others act as resins poisons. Ion exchange using strong base resins must therefore be followed by a more selective weak base SX purification step if pure yellow cake is required.

The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Table 1 lists the main design characteristics. [TABLE 1. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. J. Dasher Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title. reply by M. G. Ayat The first and the last criticism of this paper is that the work is not pertinent to the title. Anybody who reads this article will immediately realize that the work describes the breakage of coal particles to finer sizes in coal slurry pipes and pumps. If this is so, why not title the work "Degradation process in coal slurry pipelines"? What could be more pertinent to this title than the investigation concerning the degradation phenomenon of coal particles in a pipe carrying a coal slurry? Mr. Dasher complains that he does not understand the meaning of the term "increasingly smaller size." The first sentence of this article defines the degradation process as "the breakage of coal particles to increasingly finer sizes." The term "increasingly finer sizes" here means successive breakage of a fine particle to finer and finer sizes. According to Hukki (Hukki, 1975), the probability of breakage is high for large particles and rapidly diminished for fine sizes. We apologize for being brief about some of these definitions. The degradation process, breakage of particles to increasingly finer sizes, is so widespread in the mineral industry that we did not feel it necessary to bore the reader with lengthy definitions of some simple terms. Mr. Dasher states that the coals examined and their original size consist are unidentified. Please look at Table I and Table 2 in the paper again where you will find the original size consist of the coals examined and their full specifications. We only named the coals A, B, C, D, and E to avoid identifying the coal seams that were more susceptible to degradation. Not identifying the name of the wet screening device used in this work has also been criticized. In our opinion, wet screening operation is such a routine and standard procedure that naming the device by which the screening is performed would serve no purpose but to promote a sales approach. This was not our intention. We did not conclude that the correlation between the degradation process and Hardgrove Grindability Index is hard to establish as Mr. Dasher writes in his letter. We stated, not concluded, that "It is reasonable to assume that some relationship between the extent of degradation and its physical properties, such as Hardgrove Grindability Index, does exist. However, any definite correlation is difficult to establish." This statement is based on other researchers work, which are clearly referenced in the article. The conclusions of this paper were based solely on the findings of the experimental work. As for the theory of comminution that Mr. Dasher asks, we would like to refer him to some basic comminution books and articles where various theories are clearly described. For example, Hukki (Hukki, R.T.,"The Principles of Comminution; An Analytical Summary," Eng. Min. 176, 106, 1975) suggests that the relationship between energy and particle size is a composite form of three laws (Bond's law, Kick's law, and Rittinger's law). A comprehensive analysis of coal breakage processes is also performed by Broadbent and Callcott (S.R. Broadbent, and T.G. Callcott, "Coal Breakage Processes, I. - A New Analysis of Coal Breakage Processes;" and "Coal Breakage Processes, II. - A Matrix Representation of Breakage," Journal of the Institute of Fuel, pp. 524-539, December 1956). These and many other relevant publications explain the relationship between the particle size and energy much better that what can be said in this short reply. We will, however, agree with Mr. Dasher on one particular point. We, too, believe that if the investigation concerning the degradation process in coal slurry pipeline were to be pursued further, one could choose to determine one or more of the variables available in the process, such as discharge pressure, power consumption, percent solid, pipe diameter, etc.

"The froth flotation process was patented by E.L. Sulman, H.F.K. Pickard, and John Ballot in 1906 . . . . . . . . . .James M. Hyde installed the first froth flotation process in the U.S., about August 1, 1911, at the Basin Reduction Co. plant, Basin, Montana . . . . . . . . . .By 1914, 42 mining companies were operating or experimenting with the flotation process . . . . . . . . . .The period 1930 to 1960 saw the application of flotation spread to nonsulphide ores and become the key factor in the economic production of many industrial minerals". So states FROTH FLOTATION, 50th Anniversary Volume, published by AIME in 1962. It is interesting, to observe that the Mines Branch, now part of the Canadian Department of Energy, Mines and Resources, was established in 1907 through an act of Parliament entitled, "The Nines and Geology Act". In 1911, a mineral dressing group was formed and a laboratory was constructed. By 1921, an engineer was devoting full time to industrial mineral processing problems.

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro quantities of radionuclides such as, radium-226, thorium-230 and lead-210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U. S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in the uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings. The Mining and Metals Division of Union Carbide operates mills for the recovery of uranium and vanadium at Uravan and Rifle in Colorado and a mill in the Gas Hills of Wyoming for uranium production. The company also owns former mill sites on which mill tailings are located at Maybell, Rifle, and Slick Rock in Colorado and at Green River, Utah. The purpose of this paper is to describe the methods used by a few uranium mills, largely those operated by Union Carbide Corporation, to dispose of radioactive wastes, to discuss briefly the regulations under which the mills operate, and to present reference information on the subject.

The Ivanhoe district, Elko Co., Nevada, is located in the northern part of the Carlin trend of epithermal gold-deposits, but it differs from most mines in the belt in that Ivanhoe epithermal gold ores are found in 14 m.y. old Tertiary volcanic rocks as well as in the better known Paleozoic sediments. Within the Ivanhoe district U.S. Steel (USX Corp.) discovered and partly developed an epithermal gold deposit largely hosted by Tertiary rocks that, with a 167-hole program, was found to contain an open ended probable reserve of 4.0 million tons of heap leachable open pit oxide ore averaging .042 opt Au. An additional 4.0 m.t. of open pit sulfide ore averaging .048 opt Au were also developed. The U.S. Steel orebody was a blind discovery in that it just barely outcropped, and it was found by drilling through a premineral but barren cover of altered Tertiary volcanic rocks.

This paper mainly presents geotechnical aspects of a vehicular underpass that was built across under one of the busiest highway in Hong Kong. The underpass, in a section comprising an upper arch and invert slab, is approximately 6.2 m high at crown and 15 m wide at the base level with 40 m in length. The construction inevitably requires the underpass to be built using tunneling techniques to keep the overheadroad traffic uninterrupted. The paper will describe the design of temporary support for the tunnel excavation that was provided by an arch formed with horizontal pipes, which were installed using the pipe ramming method. The pipes arch was then supported by steel ribs founded on rock or mass concrete. Permanent lining design consideration was also discussed. Results of numerical modeling of the soil-structure interaction using the 2-D computer code FLAC will be presented. The predictions have been compared to the monitored results during construction, which indicates the prediction is in reasonable agreement with the measurement in the light of ground movement. The construction challenges will also be discussed in the paper.

To the average mine operator, the implementation of environmental regulations are viewed as a drain on the profitability of the mine. Since the birth of environmental awareness in the late 1960's, which led to the passage of the National Environmental Policy Act (NEPA) in 1969, and through the publicity brought about by the discovery of Love Canal in 1978, the public are clamoring for increased environmental protection. It should be emphasized that the concern regarding the issues of the handling and disposal of nuclear and toxic wastes is not limited to a few overzealous environmental advocates. Toxic waste issues have "grass roots" interest and support. A reflection of this support has been the passage of key pieces of federal legislation. . Of particular interest are the following acts: Clean Water, Toxic Substances Control, Surface Mine Land Reclamation, the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The last act is often referred to as "Superfund". Both RCRA and CERCLA have been re-authorized and amended, and in their re-authorization they have been substantially strengthened. Of the last two pieces of legislation, RCRA is the most powerful in that it governs the handling of hazardous wastes from "birth to grave". CERCLA was established to cleanup abandoned waste sites which are threatening human health or the environment. These cleanups can be undertaken by the government and then billed back to the previous owners or to the disposers at the sites.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.

The vast coal resources of North Slope, Alaska can be expected to attract substantial interest because the nearly flat lying coal beds of the coastal plan are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large scale coal mining and reclamation operations have not been carried out in the arctic The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the interrelationship between the problems due to permafrost and factors in reclamation of post mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.
