According to the "Survey of Energy Resources 1980" (1)*, which was prepared by the Federal Institute for Geosciences and Raw Materials in Hannover (FRG)for the World Energy Conference 1980 in Munich, the world coal deposits are assessed at 775 billion tce proven reserves 448 billion tce of them recoverable and 6 161 billion tce additional resources. If one ignores growth rates, the current world coal output of 2,8 billion tpy gives our recoverable reserves a static life expectancy of 175 years. With an average increase in world output of 3,2 % like between 1973 and 1980 this range would be further shortened to an alarming degree. Furthermore, the criteria used to distinguish between workable and unworkable resources give rise to the suspicion that deposit characteristics are not always taken into account to a sufficient degree. For example, little attention is paid to major ?Bonitaet" - factors such as dip and seam thickness. There have been wide-ranging scientific discussions on the lower limit for workable coal resources, but no such limits have been set at the other end of the scale. Otherwise it is well known that performance and costs are badly affected den in level and moderately inclined seams the seam thickness is more than 4 to 5 m, because special mining methods have to be used beyond this limit. These are associated with significantly higher costs than with the winning of seams of ?normal? thickness.

A 1 t/d continuous elution pilot plan is being operated by General Mining at their Grootvlei Gold Mine using the technology developed at the Anglo American Research Laboratories. Flowsheet design and plant erection was carried out by Van Eck & Lurie and completed in December 1989. Following the conclusion of six test runs designed to optimise reagent additions, it was shown that elution efficiencies of 98-99% could be achieved using reagent additions as· low as 16 kg/ton of carbon NaCN and 28 kg/ton NaOH while consistently producing eluted carbon containing less than 50 g/t gold. Significant savings were indicated when compared and power were indicated when com­pared with the traditional batch AARL, Zadra and Micron alcohol elution procedures.

The U.S. Department of the Interior, Bureau of Mines, in cooperation with an American firm, has been contributing toward the creation of a new highwall mining system for extracting coal in active, unreclaimed contour strip mines in the United States. The prototype system features the computer-based, remote control, video operation of a thin-seam continuous miner. Haulage is accomplished remotely also with a 76-m (250-ft) long multiple-unit continuous haulage (MUCH) conveyor system on rubber-tire vehicles. One aspect of this multi-faceted effort has been to design a ventilation system for removing dust generated at the face during the extraction process. The remote mining system eliminates the need for personnel in the mined workings. Ventilation is required to remove visible dust from the area inby two video cameras. These cameras are located approximately 6 m (20 ft) from the face, one on either side of a modified Jeffrey 102HP continuous miner. Removing the dust from this area provides the remote operator with constant visual monitoring of coal extraction at the face and thus, insures the effective operation of the mining system. A ventilation system was designed for use in a mine opening with a maximum cross-sectional area of roughly 4 sq m (44 sq ft) excluding the mining machinery. This paper describes the ventilation system and discusses how it was developed in view of the constraints imposed by the mining equipment, mining conditions, and the extraction process.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. The 2014 George A. Fox Conference at the Graduate Center, City University of New York in New York City was presented under the theme, ?21st Century Challenges for the Tunneling Industry. Bruce Grewcock, chief executive officer and president of Peter Kiewit Sons? Inc., opened the conference with a keynote address in which he set the tone for the rest of the day by touching on the many challenges the industry is facing, which are plentiful and complex. Covering the breadth of the industry, he spoke about everything from the technical challenges that come from working beneath the streets of some of the most densely populated regions in the world to the challenges that come from working with the people who live in those areas. ?My observation is that we, as an industry, are being asked to put structures in places where they are needed, but are complex environments to work in,? said Grewcock. ?We work in an industry that relies on some of the most technically challenging engineering in the world, and when we are done with a project, we cover it up and no one ever sees it.? Despite these issues, Grewcock said that, in his opinion, the biggest challenge the industry is facing is that of people; more precisely, where to find the next batch of people. Looking out at the conference-record crowd of more than 400 registered attendees, Grewcock quipped that he saw plenty of gray beards and asked aloud, ?Where will we find, educate and train the people to tackle the issues that this industry will face in the future??

A field project to develop and demonstrate a method for alleviating problems of highly-mineralized ground water where they occur as isolated zones or pockets in fresh-water aquifers is being conducted in the Ogallala Aquifer of eastern New Mexico by the Robert S. Kerr Water Research Center. Removal of contaminated water is by a large-capacity well and the pumped poor-quality water is used locally for secondary recovery of oil, Benefits of the operation are threefold in that the aquifer is being reclaimed for future fresh water production, contaminated water is being used beneficially, and fresh water which otherwise would have been used for waterflooding is available for other purposes. Ground-water quality in the site has improved markedly after 21 months of operation. Water quality in 15 specially-drilled monitoring wells has returned to the original quality level of the aquifer, and chloride concen¬trations in the pumping well have dropped to half the maximum level recorded thus far. Project results are very favorable and provide guidelines for initiation of similar undertakings in localities where needed.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

Los Pelambres, 200 km north of Santiago, Chile, is the latest in a series of mega-projects developed in this part of the world. While most of its predecessors are spread over open desert, the Los Pelambres mine is nestled inside a narrow alpine valley high in the Andean Mountains. To handle the daunting task of transporting the mined copper ore more than 12 km and 1,400 vertical meters downhill to the concentrator plant, a gigantic belt conveyor system (capacity of 8700 mtph, 1800 mm wide ST 7800 steel cord belt, 2.5m diameter pulleys, an elaborate braking system including a mechanical failsafe and large reducers with a total installed drive power of 25,000 kW) has been employed. Many of these components have pushed the limits of conventional belt conveyor design.

The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer

"Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. Geologic mapping was undertaken in the Sierrita Mountains as part of a Doctoral program at the University of Arizona, Tucson. During the study, approximately 35 square miles was mapped in detail, with particular attention given to specific areas of great or significant structural complexity and their relation to mineralization in the vicinity. A combination, of field studies and photogeologic interpretation was used in order to define regional and local structural controls for disseminated copper-molybdenum mineralization in and adjacent to the study area. Gratitude is expressed to the faculty of the University of Arizona, Department of Geology for their assistance in this work and to Bear Creek Mining Company for making numerous reports and drill cores available for study.

The Guillermo Gaviria Echeverri tunnel and its access roads project in Antioquia, Colombia is a mega infrastructure project that includes a road network with the longest tunnel in Latin America and several short tunnels, the latter being the focus of this study. The design of the project required careful consideration of several special factors, such as the tunnels’ steep slopes of up to 5%, high fire load of 100 MW, bidirectional operation, and short lengths that make it difficult to place ventilation equipment. The combination of all these parameters cause a challenging design problem for the ventilation systems and smoke control of the short tunnels. To address this challenge, a risk assessment study was conducted to support the design of a new and innovative ventilation strategy that deviates from relevant guidelines and standards, like the Austrian RVS [1][5][6] or the German EABT [8] in order to provide a customized solution for this particular project. This strategy resulted a cost-effective solution, that allowed a reduction in the number of required jet fans and at the same time reaches or reduces the risk level compared to traditional ventilation strategies.

How representative are partial-panel screen tests of the in situ response of screen to roof and rib deterioration and displacements? Can a more representative procedure that tests up to two full screen panels improve the utilization and effectiveness of screen as a roof and rib support? This paper details a new full-panel screen test procedure and the initial results. The full-panel test frame was designed to test a 2.4 by 3.6-meter screened area with bolt spacing as small as 0.3-meter increments. The initial design included up to 6 screen pull points, but additional locations can be added to produce a more uniform loading. The test frame was developed to capitalize on the capabilities of the Mine Roof Simulator (MRS) at the Pittsburgh Mining Research Division (PMRD) of the National Institute for Occupational Safety and Health (NIOSH). The initial tests included a baseline test of a partial panel (1.22 by 1.22-m screen section) using the original 1.52 by 1.52-meter test frame, a 1.22 by 1.22-meter screen section test in the new full-panel test frame, and two tests of 2.4 by 3.6-meter screened area in the full-panel test frame. The 1.22 by 1.22-meter screen section tests in the full-panel test frame produced a peak load 6% higher and a yield load 30% lower than the partial-panel (original) test frame. The multiple pull points of the full-panel frame produced variable yield, peak, and intermediate loads, but on average were lower than the single pull-point tests. INTRODUCTION Roof and rib surface support has become a major component of the stability and safety of underground coal openings in the past 15 years. The use of screen, either metal or synthetic, has proven to decrease the injuries of underground coal miners. By 2005, there were 466 injuries in the United States caused by roof skin failures, with numerous mines not employing roof screen. In contrast, in 2015 there were 175 injuries caused by roof skin failures, with at least some of the reduction due to the increased use of roof screen. A continued effort to increase the utilization of screen in areas of underground coal mines where workers are traveling and working can reduce these injuries even further. To aid in this effort, the testing of various screen types under various loading and attachment conditions is required. Past testing efforts have primarily consisted of partial-panel testing in a laboratory setting. Laboratory testing of roof screen, both metal and composite, has been conducted in several ways by researchers, manufacturers, and other entities. The primary focus on the testing has been evaluating weld integrity of 1.22 by 1.22-meter screen section tests of various screen types utilized in mining (Dolinar, 2006; Dolinar, 2009; Tannant, 2001). There have also been several efforts at numerical simulation of the screen and screen/rock interactions (Murali et al., 2006; Shan et al., 2014). A few full-panel tests were performed with one pull or loading point in the center of the screen panel (Shan et al., 2014). As most previous efforts have mentioned, the only true way to evaluate the capabilities of screen is to conduct full-panel testing. Single wire strand, weld, and partial-panel (1.22 x 1.22-m) tests as well as numerical modeling only provide insight into the actual response of full-panel screen. A new test frame and procedure have been developed at PMRD to conduct various loading, anchoring, and material testing.

The White Pine Mine is located 4- 1 /2 miles south of Lake Superior in the western part of Michigan's Upper Peninsula. The orebody occurs in tabular, gently dipping Keweenawan sediments. GEOLOGY The orebody outcrops beneath 30-50 feet of Pleistocene clays and dips to the east and northeast to a depth of 3, 000 feet in five miles. It lies midway between the Porcupine Mountains and the Bergland Hills, both of which are steeply dipping felsite and coarse porphyry intrusives, extrusives and sediments (Figures 1 and 2). The orebody sediments were deposited in the Keweenawan basin during mid- and upper Keweenawan times. Mineralization occurs in the basal 20 to 25 feet of the Nonesuch formation, which is made up primarily of laminated siltstone s. Native copper, chalcocite, and silver are the ore minerals. The ore is mined by trackless room-and-pillar methods.

This paper is an accumulation of information on the geology, mineralogy and mining of the Hectorite clay deposit owned by NL Chemicals (U.S.A.), Inc. The mine is located in San Bernardino County, California approximately 35 miles east of Barstow and 1-1/2 miles south of U.S. Highway 40. The region is known as the Mojave Block which is a region bound by the San Andreas fault zone to the southeast and the Garlock fault zone to the North. The faults of both zones are active, vertical faults along which movements are mainly horizontal. Most of the faults within the Mojave Block are high angle faults which trend northwest. They are considered part of the San Andreas fault system and are a result of the right- lateral movement characteristic of this system. The east-trending faults are also high angle faults, along which movement has displaced rock units vertically. Manix fault is the only mapped fault that shows evidence of left slip which is characteristic of the Garlock sys tem to the North.

With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

This paper describes the impact of natural ventilation pressure (NVP) on the Nuclear Waste Isolation Pilot Plant in New Mexico (WIPP). The WIPP site is a U.S. Department of Energy underground facility for the disposal of low level radioactive transuranic defense generated waste. Because the facility is designed for the storage of nuclear waste, special design considerations are necessary to ensure containment of potential radioactive releases. The main design considerations which influence the ventilation system are the requirements of separate air splits for mining and storage operations and of air filtering before atmospheric discharge in the event of a radioactive release. The leakage between the two air splits must always be from the mining area to the storage area. The transient effects of natural ventilation pressures, caused by seasonal and diurnal surface temperature changes, impact the ventilation characteristics throughout the facility. This paper discusses the measurements taken to quantify the changes in NVP and the engineered systems designed to mitigate against the effects of NVP.

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.
