The Chaucha porphyry copper/molybdenum deposit was discovered by a United Nations team of geologists working with a ?counter- part" team of staff of the Ecuadorian government's General Directorate of Geology and Mines (DDGM) in July 1968. The exploration program formed the latter part of phase I work plan of a two-phased exploration project financed by the United Nations Development Programme and initiated in late 1964. The author was a team geologist during the period 1965-1967 and subsequently project manager for the period 1968-1972. The Chaucha property lies some 10 km (6 miles) east of the north- south-running western boundary of what was known as Operation Area No. 5. This area of some 10 500 km2(4050 sq miles) is a square truncated to the southeast and centered on the city of Cuenca, the major provincial capital (Azuay Province) of southern Ecuador. The eastern half of the exploration area is dominated by the Cretaceous- Tertiary sedimentary valley (basin) of Cuenca (Caar-Azuay) and its related drainage area. The western half, in which Chaucha lies, is dominated by the high Cordillera Occidental volcanic plateau and the western erosional valleys of the Andes draining to the Pacific. The valley that dominates the eastern part of the area [I500 m (4920 ft) above sea level] is transected by the Pan-American Highway. Because of increased agricultural activity associated with the Cuenca Valley, the area is reasonably well covered by a road network of varying quality. The high western area up to 4000 m (13,120 ft) in altitude is largely barren and completely inaccessible by vehicle. The geological reconnaissance map of the region is shown in Fig. 1.

A paper is presented in which an innovative biological process is described for the treatment of cyanide-, metals-, and nitrate-contaminated mine process water. The technology is capable of detoxifying cyanide and nitrate and immobilizing metals in wastewater from agitation cyanide leaching as well as heap leaching. A pilot-scale demonstration is described in which a pilot plant was constructed to detoxify cyanide and immobilize several metals from a mine process wastestream at a mine in Nevada. The demonstration was performed jointly under the Mine Waste Technology Program (MWTP), which is funded by the U.S. Environmental Protection Agency (EPA) and is jointly administered by the U.S. Department of Energy's (DOE) Western Environmental Technology Office (WETO) and the Superfund Innovative Technology Evaluation (SITE) Demonstration Program under Interagency Agreement Number DW89938513-01-0. MSE Technology Applications, Inc. (MSE) located in Butte, Montana, was the contractor responsible for conducting the project, and Pintail Systems Inc. of Aurora, Colorado, was the technology provider. The pilot-scale unit was field tested at the Echo Bay McCoy/Cove Mine southwest of Battle Mountain, Nevada. The biotreatment process was con­sidered to be very successful in detoxifying cyanide from the mine process water. The process was also determined to be very effective in removing metals. The pH was consistently neutral­ized and nitrates were successfully removed in the mine process water. As a result of conducting these pilot-scale tests, the biotreatment process was concluded to offer an innovative, cost­effective alternative for the treatment of mining wastewaters.

The U.S. Bureau of Mines (USBM) is currently investigating the electrochemistry of mineral flotation. A significant need in this area is greater reliability of sensors. The USBM is testing electrolytic methods to clean and condition redox-sensing electrodes to improve the reliability and extend the service life of these instruments in the harsh physical and chemical environment of mineral processing slurries. A novel method for removing scale from fouled electrodes has been developed that includes anodic polarization to 1.2 V versus the Ag/AgCl reference potential, followed by brief potentiodynamic conditioning. Laboratory results show that this technique removes calcarious deposits from gold sensing electrodes and returns the electrode to useful service within approximately 10 min. Mechanical abrasion to remove the scale is thereby avoided.

The theory of ore flotation has developed at a rather fast rate and the application of theory to practice has been successfully investigated. Significant technological advances have been made in such areas as control of the ore grade, automation in metallurgical control through conductivity measurements, and the development of faster and continuous analytical techniques for ore pulp analysis. Further significant improvements in mill control are being_ investigated through the application of a computer control to the process. This represents the more advanced trend in process control. At the heart of a control system installation, the digital computer will communicate directly with process instrumentation, perform' complex calcu¬lations to determine on a timely basis the control settings for attaining optimum results and automatically furnish signals to effect control actions. The process is considered as an integrated unit and economic criteria are used to measure its performance. The approaches to a mathematical model development to describe the process, optimization and control schemes as applied to an ore beneficiation process will be discussed.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

Strip mining with draglines and other surface equipment has traditionally been the method of choice for mining shallow deposits. This is particularly true for soft deposits that require little or no blasting. High rates of productivity and low operating costs have set this standard. However, these methods can be improved. Strip mining methods are batch processes and difficult to accommodate in processing. Moreover, they are encumbered with overburden removal, reclamation expense, and human inefficiencies. This paper describes the invention of a novel shallow earth mining technique called the Softwall Mining Method. Softwall Mining is an adaptation of longwall mining for loose earth conditions. The method was specifically invented for recovering phosphatic clay ore from beds in North Central Florida, but is likely to be suitable for a number of other minerals as well. Potential deposits for which the method may be well suited include placers, disseminated deposits in soft host rocks, bauxite, soft coals and lignite deposits, and other deposits where overburden will subside readily and where the ore can be hydraulically broken and slurried. Unit operating cost advantages are expected over the current dragline systems used. The Softwall mining advantages are its high rates of productivity, control and automation of the mining process, reduction of dilution and waste, and elimination of the majority of stripping and reclamation.

This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.

For many years The Hanna Mining Company has been investigating the flotation of the non-magnetic iron ores located in the Western Mesabi Range of Minnesota.1 During the 1950's a number of anionic iron procedures were evaluated and in the late 1950's and early 1960's the anionic silica floats and the cationic silica floats were tested with improved results.2 The cationic float became more attractive and effective by the use of the improved ether amines. About 1962 a desliming process by selective flocculation was developed by the U.S. Bureau of Hines at Minneapolis', Minnesota.3, 4, 5 This is a very efficient method of desliming and was first tried with the anionic silica float and then the more practical cationic silica float. In the mid 1960's The Hanna Research Laboratory began studies to optimize the selective flocculation process for our ores. This was followed by studies to optimize the cationic silica float after desliming by selective flocculation. This testwork was done on large, 500 to 1000 tonne bulk samples of oxidized taconite which were later successfully piloted at .68t/h (1500 Lbs. /hr.). A program was then begun to test the oxidized portions of numerous taconite drill holes to outline the ore bodies and develop mining plans. This paper will discuss our optimization results of both the selective flocculation and the cationic silica float as applied to our various ores. In addition the pilot plant studies and drill core testwork will be discussed.

Experiments have been carried out to determine the efficacy of bubble column flocculation. An acid-base neutralization method was used to determine the mixing time in a 0.064 m x l.5 m bubble column equipped with a Mott porous sparger. The mixing times decreased as the tracer injection point approached the gas sparger. Preliminary flocculation experiments on two clay samples were carried out. The effects of frother addition and air flow rate are presented and discussed.

Phosphate reserves have been and still are a controversial subject. Some published estimates are particularly conservative and have caused concern in government and political circles that southeastern phosphates are a dwindling resource. "Ores and ore bodies" are a function of economics that relate to a time/demand factor. The history of phosphates and other mineral commodities is one of mineral deposits (resources) ever becoming ore (reserves) via a long term logic based on price, supply, and demand factors operating through time and improved technology. Projections indicate that southeastern phosphates are sufficient for several centuries of operations at present production rates.

The City of Portland is constructing the Columbia Slough Consolidation Conduit as a part of its commitment to reduce combined sewer overflows into the Willamette River and the Columbia Slough. Known as “The Big Pipe,” the conduit has a 3.7 m. (12 ft.) internal diameter and is 5,640 m. (18,500 ft.) long. Construction Segment 1 of the project includes 250 m. (814 ft.) of reinforced concrete pipe (RCP) installed by boring and jacking. Five separate crossings were constructed beneath Union Pacific Railroad tracks and Columbia Boulevard, an adjacent arterial roadway. This paper describes the design and construction of these bored and jacked crossings.

Several wall rock porphyry or pyrometascmatic copper deposits occur within the metamorphosed Paleozoic formations along the northern and eastern flanks of the Little Dragoon Mountains. Rocks ranging in age from Precambrian to Recent occur in the area. The Tertiary age Texas Canyon Quartz Monzonite intruded the sedimentary section in the eastern half of the range metamorphosing the Paleozoic carbonate units to tactites composed of garnet, diopside, and tremolite. Copper, zinc, and molybdenum minerals deposited in sites which are structurally controlled and stratigraphically favorable. Because the deposits are covered by alluvium, the information on structure, alteration, and mineralization is based upon a study of the diamond drilling programs. The mineralized district can be divided into four areas: 1) The Johnson Camp copper-zinc deposits; 2) The Dragoon copper deposit; 3) The I-10 copper-molybdenum deposit; 4) The Strong & Harris copper-zinc deposit. On the southwest end of the range beneath alluvial cover, the Cretaceous Bisbee Group was thrust over Precambrian and Paleozoic formations. The Tertiary Texas Canyon Quartz Monzonite intruded and metamorphosed them. In the upper plate, the Cretaceous sediments near the intrusive were metamorphosed to metaquartzite and andalusite and sillimanite schists. In the lower plate the Martin and Horquilla formations were marbleized. The lower Abrigo was metamorphosed to epidote rich calc-silicate tactites and biotite hornfels. A composite geologic cross section, based upon diamond drilling,, through the Dragoon copper deposit is shown in Fig. 1. The geologic events which formed this deposit are: 1. A faulted section of Precambrian Pioneer formation and diabase and Cambrian Bolsa and Abrigo formations was thrust over Pennsylvanian Horquilla formation. The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. The U.S. Bureau of nines evaluated the potential availability of tungsten from 57 tungsten mines and deposits in 19 market economy countries (1). The 38 properties that were producing at the time this study was performed contain approximately 375,000 tons1 of W03 (tungsten trioxide). The total estimated recoverable resource from all properties studied, both producers and nonproducers, was 1.2 million tons W03 (demonstrated level). Approximately 143,000 tons of W03 is recoverable from producing properties with costs at or below the January 1983 market prices. The study indicates that by 1990 production from currently operating mines in market economy countries will decrease as their demonstrated resources become exhausted. Some of this potential decline may be offset by lower than anticipated levels of market demand, discoveries of additional resources at producing mines, development of other known deposits, and/or discoveries of new deposits. Development of new tungsten resources in market economy countries will likely result in costs higher than exist at currently producing properties. The People's Republic of China has been steadily increasing production and export of tungsten in various form and currently supplies about 25 pct of U.S. imports. China's tungsten mines are large, high-grade operations capable of producing at relatively low cost. These factors, coupled with China's apparent need for foreign exchange, could lead to further expansions of production and exports from China, with a consequent increased dependence by market economy countries on China for tungsten requirements and a threat to the survival of the market economy countries' tungsten industries.

"The dissolution behavior of lateritic nickel ore containing 1.2% Ni, 40.6% Fe, 9.5% SiO2 and 9.59% MgO by sulfuric acid was investigated. The ore was characterized adequately by different techniques such as chemical analysis, scanning electron microscope (SEM), X-ray diffraction (XRD), field emission scanning electron microscope (FESEM), thermal analysis and Fourier transform infrared (FTIR) spectroscopic measurements. The characterization results did not reveal any distinct mineral phase for nickel; it was associated with mineral phases like goethite, hematite, chromite and serpentine in various proportions. The beneficiation studies by hydrocyclone, magnetic separation and flotation did not enrich the nickel value. Reduction roasting followed by magnetic separation indicated only 2%Ni with 28.9% yield. Consequently, the recovery of nickel values from the lateritic ore by acid leaching under different conditions was studied. The kinetics of leaching obey the first order rate equations. The recovery of nickel was found to be influenced by temperature. It was observed that at an acid concentration of 2M, leaching temperature 363 K, time 240 min and solid-to-liquid ratio of 1:10, it is possible to leach out more than 95% Ni.IntroductionThe demand for nickel is ever increasing. Nickel is used to impart specific properties to steel, titanium and aluminium, and also is used in petrochemicals, catalysts, batteries, etc. It has been estimated that nickel oxide ores account for about 70% of the world nickel reserves. However, most nickel is sourced from sulfide ores. Nickel is extracted from sulfide ore by size reduction, followed by flotation to obtain a nickel-rich concentrate. The concentrate is then pyrometallurgically processed by smelting to produce a nickel-rich matte after discarding an iron-rich slag. Due to the increasing demand for nickel in stainless steel and other alloys, nickel is also extracted from many secondary sources. The recovery of nickel from oxide ores is now gaining momentum, and more exploitation of this ore is being attempted by advanced as well as environmentally feasible, cost-effective techniques. Dalvi et al. (2004) has reported that, due to the increase in demand, the world nickel production from laterites is expected to increase every year from the current level of production. In recent years, investigations of the use of low-grade ores, spent catalysts, clays, etc., have intensified to meet the market demand and also due to a shortage of high-grade nickel bearing ores (Al-Mansi and Abdel, 2002; Baba et al., 2009; Ismail et al., 2011)."

Bauxite is derived by surficial weathering of aluminosilicate rock forming minerals under warm and humid climatic conditions. Variations in climate combined with base level changes promote cyclical, evolutionary weathering/concentration patterns, the residual products of which are closely controlled by biological activity. Rock decomposition results mainly from hydrolysis, chelation and solution, the effects being (a) removal of bases and silica in dilute solution, (b) depletion of iron in areas where low pH-Eh prevail and, (c) concentration through direct precipitation, or more generally via intermediate amorphous phases, of aluminium hydrates in variable associations with iron hydrates and clay minerals. Bauxites can be regarded as aluminous soils, and as such they result from cyclic or polygenetic pedogenesis. The ferralitic pedological evolution is essential for bauxite formation. Under some specific conditions, related to local climate and parent rock composition, the podsolic- or andosolic-type of pedogenesis is an effective precursor to bauxitization.

The U.S. Geological Survey (USGS) in cooperation with the New Mexico Bureau of Mines is conducting an assessment of mineral resources in the 36,800 km2 Mimbres Resource Area, southwestern New Mexico. Included in the assessment is a literature-based evaluation of sand and gravel that utilizes third party geologic information. The USGS has developed a method based on existing 1:500,000 scale geologic maps supplemented by remote sensing, statistical models, and point data such as test hole or pit records. The method defines the areal extent, quality, and quantity of aggregate.

"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."
