Mining-related wastes, which are increasing, are being utilized more and more as valuable resources in Virginia. The Environmental Protection Agency (EPA) divides mining-related wastes into two categories: those generated from mineral extraction and beneficiation and those generated from mineral processing. Materials from both categories are produced in Virginia, where waste (by-product) materials are present at a variety of mining sites and processing plants; some of which have been exploited for various uses in the past and/or present. These materials include: used concrete recycled for roadbase material; pyrite coated with magnetite for use in portland cement; minor amounts of fly ash for use in concrete block, lightweight aggregate, and flowable structural fills; granite and diabase quarry fines for use as agricultural and asphalt filler; lime kiln dust for use in neutralizing and stabilizing coal refuse; soapstone aggregate for use in terrazzo heat retention panels; kaolin for use as a filler product and as an ingredient in white cement; slate quarry fines used as landcover and combined with aggregate for crusher run and as a filler in asphalt; and coal refuse for use as fuel in a lightweight aggregate plant. There are some materials available that have never been utilized, although several ideas were investigated to turn them into usable commodities. One such material is a high-alumina scrap produced as a by-product at a ferrovanadium processing plant. However, large quantities of waste materials from metal mining, industrial mineral, and fossil fuel operations remain to be disposed of in an environmentally safe and economic manner. In 1989, almost one million tons of fly ash were produced from burning of coal at eight coal-fired power plants in Virginia. Present uses for this waste such as an ingredient in concrete block, concrete aggregate, and in structural fills cannot dispose of all the available material; however, increased use of fly ash as a soil/rock substitute for structural fills and embankments may solve the problem of its disposal. Another waste material is calcium carbonate precipitate paste produced at a lithium carbonate processing plant and presently being used for back filling an on-site inactive underground limestone mine. Flue gas desulfurization (FGD) wastes in the form of CaS04 will probably increase threefold. If this material contains a minimum of 95 percent gypsum and negligible chloride, it may have a value to a wallboard manufacturer as we move toward the year 2000. Thought must be given how this increasing waste can be disposed of in an environmentally safe manner.

Fluoride activation has been evaluated by Hallimond tube flotation of collophanite in terms of fluoride concentration, conditioning time, pH, and temperature. The results reveal that efficient oleate flotation of collophanite can be achieved by fluoride activation. Experimental results of fluoride adsorption by collophanite suggest that, at low fluoride concentration, a fluoroapatite-type compound may form on the collophanite surface by chemisorption of fluoride ions at calcium sites. At high fluoride concentration, calcium fluoride appears to form at the collophanite surface involving a surface precipitation phenomenon. The formation of CaF2 on the surface of fluoride-treated collophanite is further substantiated by the FTIR spectroscopic measurements, which suggest a metathetic exchange with phosphate from the collophanite lattice during the surface precipitation process.

During the period of 1973-79, an extensive period of research and development was undertaken by Klimpel and coworkers (1980, 1981, 1982a, 1982b, 1983. 1984, 1987) on the identification of a commercially viable chemically assisted approach to improving the efficiency of the wet grinding of coals and ores in tumbling media mills. The emphasis of the previous publications just listed was on the engineering use implications of controlling-slurry viscosity (rheology) in laboratory and plant scale grinding devices. In this paper, some discussion and results pertaining to the actual chemical screening phase will be presented.

Many of you are familiar with the Washington Metro Project. However, inasmuch as some may not be, and others may want to refresh their memories regarding certain facets of the project, I will cite a few summary details about the rail transit system we are constructing. That summary will also give each of us a common point for departure as I develop the principal thoughts that I want to leave with you. The Washington Metropolitan Area Transit Authority (WMATA) is an interstate agency established by Compact between the District of Columbia, Maryland and Virginia and approved by the United States Congress. Currently, the Authority has approval to build and operate a 101-mile (162.5 km) regional rapid rail transit system as shown on Appendix A. Of that total, 38 miles (61.2 km) will be in D. C., 32 miles (51.5 km) in Maryland and 30 miles (48.3 km) in Virginia. (Mileage figures, because of rounding error, do not add to 101 miles.) Referring again to the 101-mile total, 48 miles (77.2 km) will be underground, 42 miles (67.6 km) on the surface and 10 miles (16.1 km) on aerial structures. Of the 48 miles (77.2 km) that are underground, 15 miles (24.1 km) are rock tunnel, 14 miles (22.5 km) are earth tunnel, 0.5 miles (0.8 km) 9.s sunken tube and 19 miles (30.6 inn) are cut-and-cover construction. The system will include 86 stations, with 51 of them underground. Referring again to the full 86 stations, 43 will be in D. C., 23 in Maryland and 20 in Virginia. We currently have 37 miles (59.5 km) of line and 41 stations in operations as shown on Appendix B. Also shown on Appendix B is another 16 mile (25.7 km) increment and 13 stations which have been substantially completed, but are not yet in service. Additionally,

"For the first time, the influence of stearyl trimethyl ammonium chloride (STAC) as a collector, on the flotation behavior of lepidolite (Uljin, South Korea) was systematically examined in Denver Sub-A cells. Flotation tests were carried out by varying amount of STAC (50–200 g/ton), feed size (-65, -100, -150, and -200 mesh), and solution pH. The impeller speed of 1000 rpm, flotation time of 10 min and AF-65 (a frother) of 250 mL/ton were invariably applied. In order to complement flotation experiments, zeta potential measurements and XRD analysis were conducted. XRD results showed that the ores were mainly composed of lepidolite, muscovite, quartz, calcite and albite. In addition, zeta potential results showed that isoelectric points were about 2.5, 2.3, and 9.7 for quartz, albite, and calcite, respectively, and lepidolite was determined to be less than 2. Overall, the results of 3-stage flotation showed that Li2O grade and recovery tended to increase with increasing STAC dosage and decreasing feed size. In addition, Li2O grade increased with decreasing pH. The results were explained by the extent of the interaction between STAC and each mineral.INTRODUCTION A great number of potential applications of lithium are being developed currently by the thermonuclear fusion power generation industry(1,2) as well as by the battery and fuel cell industry(3). Even though lithium is mainly consumed in the form of lithium metal and some lithium compounds, about 10% of total lithium production is consumed directly as mineral concentrates by the ceramic industry for the manufacture of special ceramics and mica based glass-ceramics(4). Granitic pegmatites normally contain feldspars, quartz, and mica in addition to lithium-bearing minerals such as spodumene (LiAl(SiO3)2), petalite (LiAlSi4O10), and lepidolite (KLi2Al(Al,Si)3O10(F,OH)2). The amount and grade of metallic minerals tend to gradually decrease and become lower, leading to the increase in the price of base metal or metallic compound(5). Accordingly, recent studies have been extensively devoted to developing the technique to improve the grade of metallic minerals from low grade metallic ores(6,7). Nevertheless, studies regarding the improvement of Li grade from lepidolite ores are very scarce. Lepidolite is a phyllosilicate mineral of the mica group and is often associated with other minerals such as calcite, muscovite, feldspar, and quartz, which need to be separated for lepidolite enrichment(8). Many studies have reported the flotation techniques for separating calcite, muscovite, feldspar, and/or quartz from various targeting minerals(9-11); however, there has been no attempt to investigate physico-chemical properties of lepidolite and its separation from such types of gangue minerals through flotation. Hence, in this study, for the first time, flotation has been carried out for the quaternary ammonium salts (stearyl trimethyl ammonium chloride (STAC, (CH3)3CH3(CH2)16NCl))-lepidolite system based on only the electrokinetic property of minerals that consist of lepidolite ores without adding any depressant to get an initial insight on its flotation behavior. The experimental variables that influence the lepidolite flotation such as amount of collectors, feed size and solution pH have been also examined."

Little comprehensive information has been reported on the behavior of room-and-pillar mines. The objective of this paper is to present case data on mine failures in the Illinois basin for use in practice. Presented are results of an ongoing study and details on the site characteristics of cases where sags have developed on the surface. Site data are reported to show the geologic, mining, and sag conditions that existed. Sags mainly develop from pillar, floor, or pillar-floor failure. The character of the sags depends upon the type of mine failure as well as the overburden response.

Room-and-pillar mining at White Pine started in 1953 from a sub-outcropping orebody that gently dips to 1000 m depths in a distance of about 6 km. High horizontal stresses were recognized in the mid-1960s which had obvious stability impacts when viewed in combination with the increased overburden stresses. Modifications in conventional room-and-pillar design were introduced through the years on a trial-and-error basis to help overcome stability and resource recovery problems. These modifications were based on pressure arch concepts using pillar yielding and/or pillar recovery, and on mine layout orientation to minimize stress impacts. While some of these modifications were successfully applied in some areas, they failed in others. Through the years, visual observations played a major role in panel design with contributions from stress measurements and analyses. However, the down slide in the copper economy during the 1970s and early 1980s resulted in a loss of interest in the application of these concepts. This paper reviews ground control problems and presents the results of recent stress measurements and computer analyses. They shed light on the importance of using yield pillars and mine layout orientation to control stresses at depth.

Acid rock drainage is one of the most complex issues facing regulators and mining companies for management and remediation of mining wastes. All mining waste units, including open pits, underground workings, tailings, waste rock and leached spent ore have the potential to generate acidic leachate based on the acid generation or neutralization potential of the material. This paper uses a case study of the Walker Mine in northern California to give an overview of the available control and mitigation methods. Wetland design is emphasized as a low-cost alternative treatment option for wastewater remediation. The Walker Mine is located on the eastern flank of the Sierra Nevada, 20 miles north of Portola in Plumas County, California. The Walker Mine was an active copper mine between 1915 and 1941. During active mining, tailings were discharged into an area 1 mile west of the site at the confluence of Dolly Creek and Grizzly Creek. In addition, there were two main sources of metal-rich, acid waters impacting Dolly Creek: discharge from the mine tunnel portal, and seepage and surface runoff from waters contacting mine waste downslope from the portal area. A mine portal seal was installed in 1987 which prevented the majority of mine water drainage from further contaminating the area. Minor drainage from the portal and seeps discharge into a holding pond which overflows into Dolly Creek when elevation exceeds 6,200 feet. A site characterization study was performed to evaluate the potential water quality threat to Dolly Creek from mine tunnel discharge and waste rock seeps. Based on the results of this study several remedial options were investigated, both on a design and cost basis, to determine which abatement alternatives could be realistically implemented. The remedial options considered include both in situ containment (landfill, waste pile) or removal (backfilling into underground workings and/or sinkholes) of solid wastes. Waste water remedial options include long-term, seasonal treatment of the portal mine water, or long-term, passive treatment of portal discharge and waste pile leachate.

Two flat-lying trona seams 3-to 3.5-m thick, approximately 10 m apart, and at depths of 250 m are mined by room-and-pillar at OCI's Big Island Mine in Wyoming. Continuous miners and a yielding pillar system have contributed to improvements in resource recovery and productivity. Long-term stability with minimal subsidence is needed for a large portion of the mine beneath the Green River channel. This was investigated by computer modeling in 1990. Although results of the study indicated good long-term stability, recommendations were made for stress determinations to verify the model. Stress determinations made in 1997 showed pillar stresses 10% to 20% higher than the model stresses, and barrier pillar stresses 10% to 15% lower. This implies that higher panel stresses will be transmitted from the upper to the lower seam. A stability evaluation of the lower seam is planned before two-seam mining to assess entry widths and support requirements.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. Geologic features such as structure (faults, folds, fractures, etc.), water bearing zones, aquifers, pemeability variations, and porosity variations are important for mine planning and in situ energy recovery processes. Features important for planning a mine will be important for planning the recovery of energy by in situ processes. Various geophysical techniques might be used to obtain the necessary geologic information. In this paper, case histories will be discussed of the use of electromagnetic geophysical surveys at a potential underground coal gasification site and a potential tar sand oil recovery site to obtain pertinent geologic information. Results show that the controlled source audio- frequency magnetotelluric technique shows promise for mapping faults and natural fracture systems when there is a sufficient resistivity contrast.

Since plant start-up in January 1983, Golden Sunlight Mines, Inc. has implemented several process changes and improvements. Among these are a pulp preaeration circuit and a sand tailings retreatment circuit. The purpose of the preaeration circuit is to reduce reagent consumption during gold dissolution. The sand tailings retreatment circuit was added to recover and process separately pyrite concentrate to maintain acceptable overall gold recoveries with the more refractory sulfide ores. Research and plant operating data along with process and improvement descriptions are presented.

The potential of rockfall at open-pit mines presents a continuous hazard to mine workers and is typically mitigated by designing catch benches at empirically determined widths. The National Institute for Occupational Safety and Health (NIOSH) is working in conjunction with industry and academia to revisit and update current catch bench guidelines to better match acceptable risk tolerances for modern mining practices. To begin this process, a rockfall testing program was designed to gather empirical runout and bench catchment data at partnering mine sites in the Western United States. This paper presents a detailed description of each component of the rockfall testing program, including scouting and safety plan development, equipment requirements, synthetic rock development for uniform testing across varying bench configurations, local rock collection for testing of mine-specific geology, data acquisition during testing, and data processing. Additionally, this paper describes how the program has been updated over time according to lessons learned during initial rockfall testing.

The results of leaching experiments in columns simulating 80 and 200 ft deep cores through a leach dump are discussed, By equipping the columns with can precipitation plants, actual plant conditions could be duplicated. The results produced a better understanding of the physical and chemical limitations of the leaching process.

In 1965, Monsanto started planning of a new dike (No. 15) for use in disposing of ore tailings at its Columbia, Tennessee phosphorus plant. Generally, in the phosphorus industry only clay tailings are produced making it necessary to borrow fill for construction of a retaining dike. Borrow area investigations indicated that weathered shales and limestones adjacent to the dam site would provide adequate construction materials. It was proposed that the more clayey weathered shales would be used for the impervious core and the more granular weathered limestones would be placed in the outer shell of the dike. A dike section is shown in Figure 1 with gradation curves for core and shell materials in Figure 2. Figure 3 shows an aerial view of the tailings pond and dike during first-stage construction. Although the borrow area explorations indicated that the weathering of the sedimen-tary deposits was highly irregular, it was not considered necessary, at the time, to specify special excavation techniques that would ensure a thorough blending of the materials in the borrow pit. Instead, because of the short haul distance, a scraper operation for both clay core and granular shell materials was adopted as the most economical construction method. Using this materials-handling technique, variations in permeability could be expected in the compacted layers inthe embankment. Where continuous layers of less clayey limestones were placed in the core of the dam, extending from the upstream to downstream shells, seepage losses would be expected to increase substantially. Upon completion of the damn 1966, and shortly after reservoir filling, it was apparent that the construction technique used had resulted in the formation of pervious layers through the clay core. Excessive seepage on the downstream face of the dike was noticeable within a very short time. A monitoring program was established, using piezometric observations and flow measurements. These data indicated that seepage should be reduced and the application of an asphaltic emulsion

One of the primary interests of the United States Department of Energy's Mine Planning Division is to fully develop avenues of technical research which potentially offer positive effects on coal mine productivity. One such area of research involves the removal of methane gas from unmined portions of coalbeds through vertical wells drilled from surface locations. As coalbed methane content is reduced, less gas is available for flow into the mine, and consequently ventilation requirements are decreased and/or coal extraction rates increase. Another attractive aspect of the vertical borehole drainage method is that it presents an opportunity to recover and utilize significant quantities of methane gas, which would otherwise be wasted to the atmosphere. The viability of removing gas from the Mary Lee coalbed using stimulated vertical boreholes was first suggested by Elder and Deul as a result of a United States Bureau of Mines' drilling project conducted from 1971 to 1974 (4). Other United States Bureau of Mines' studies forecasted that degasification would eventually be necessary in the Mary Lee coalbed because most new or expanding mine development would take place at depths exceeding 1 000 feet (305 meters), where the methane problem would be severe (3) (13). In 1975 a large-scaled drilling program was designed in order to supply industry's anticipated need for a degasification technology in the Warrior coal basin, Alabama. The results of this government/industry sponsored effort were to be specifically applicable to the Mary Lee coalbed, the most extensive and economically important deep minable coal present in the area. Major technical objectives of this program are twofold: (1) to measure the effects of various well completion designs, particularly hydraulic stimulation, on mining and (2) to determine the effects of well spacing on gas drainage rates. A cooperative agreement was established with United States Steel Corporation in late 1975 and field work began shortly thereafter in the proximity of a newly developing mine near Oak Grove, Alabama. Government responsibility for this program was transferred from the United States Bureau of Mines to the United States Department of Energy in October 1977. To date, as a result of this program, twenty-one wells have been completed into the Mary Lee coalbed at the Oak Grove site. Seventeen of these wells were drilled on an experimental grid pattern located two miles from the active mine. These grid wells are primarily being used to generate data necessary to determine the effects of well spacing on gas drainage rates and will also provide a large amount of information regarding the long-term effects of degasification on mining. The four remaining wells (designated Ton through TW4) were placed near the mine so that the full effects of completion could be studied within the short time required for underground interception. Results gathered from the first two test wells (TW1 and TW2) have been reported in detail (10) and indicated that several improvements were necessary to increase gas drainage rates. Hydraulic stimulation was one of the most important aspects of well design that required improvement. Nitrogen-charged foam stimulation treatment was used at TW3 and TW4 instead of the gelled-fluid type stimulation used at the first two near-mine test wells.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

Carbon-in-Leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. CIL process is becoming attractive even in other situations when preg robbing is not a factor. This paper discusses the situations in which the CIL circuit can be applied. The results of Leach/CIP and CIL circuits at Newmont's Mill No.2, 4 and 5 are presented for comparison. Newmont's Mill No. 4 was initially designed for a throughput of 4500 tons per day. The mill is presently operating at an average throughput of 7300 tons per day without significant changes to the original design. The design considerations of the Mill No.4 CIL circuit are discussed.
