Throughout the world, sedimentary basins are exploited for many different minerals. Frequently, the extractive methods conflict with one another. A case in point is the proximity of oil and gas operations and the mining of coal. Generally, the interference between the two industries lies in the fact that the reserves over- lie or underlie one another. Mining of coal generally is developed on a rectangular pattern in a horizontal mode while oil and gas drilling is developed on a radial pattern in a vertical mode. Coal mining has exhausted vast acreages in various basins with many of those basins being drilled for oil and gas. Those existing wells create problems by requiring the unrecoverable coal pillars to support the well bore, or to make special provisions in order to mine through an existing well. The system works ... more or less; but there are little or no provisions made for additional drilling unless the vast majority of those new wells are drilled through mined-out sections (gob) of those mines. Many states have rules and regulations governing the drilling of oil and gas wells through gob; but, some companies and some regulatory agencies or personnel have deemed such drilling as a hazard to the mining operations. This paper explores the history, technical standards, and safety aspects of drilling oil and gas wells though the gob of worked-out and active mines. It is the opinion of the author that such drilling can be conducted safely while eliminating the re- quired changes in mine projections and the loss of recoverable coal in the form of well pillars.

This paper presents the results from an extensive research program on the vacuum filtration of iron ore slurries. Experiments were conducted with the addition of several types of flocculants and surfactants. The filtration response of the slurries was studied in terms of the cake formation rate and the residual cake moisture. The Umuna epithermal precious metal deposit has provided the target for a simulated rock geochemistry exploration program, directed at bedrock exposed in the drainage system of eastern Misima Island. A geochemical halo to the deposit is readily recognised in the mafic meta-volcanic country rock. This halo is defined by anomalous results for both major (K, Na, Ca, Mg) and minor (Au, As, Sb, Cu, Pb, Zn, Ba, Rb, Sr, Cs, Bi, Ga, S) element geochemistry, extending further than 1km from the deposit. Such halos are sufficiently extensive to provide adequate exploration targets in the search for epithermal mineralisation, complementing mineralogic and secondary media geochemical investigations.

Analytical costs are a major part of exploration programs in developing nations which may lack adequate laboratories. Laser-Induced Breakdown Spectroscopy (LIBS), a variant of atomic emission spectroscopy, can reduce exploration analytical costs and can provide the analytical results in <1minute. CPI is now marketing battery-powered, backpack mounted analyzers, using LIBS to analyze for many elements of interest to the explorationist. LIBS is well suited to the analysis of elements in industrial minerals. Limits of detection in ppm for some of these are: Li-1, Be-2, Na-100,B-33, Sr-10, Ba-300, Cs-1, K-500, Fe-500, Mg-500, andTi-500.

Contract required excavating 2,000 If of 14&apos; horseshoe tunnel in rock, a 95&apos; deep work shaft on shore, and a 50&apos; deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100&apos; in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

This paper is concerned with applied platinum resistance thermometry which involves many considerations absent in precision thermometry. The historical development of the Callendar-Van Dusen Equation which describes the resistance- temperature relation of pure platinum is discussed. The advantage of using platinum resistance temperature sensors over thermocouples is described, and the improvements in design and construction of these sensors that have come about in the past few years are discussed. Integral and remote bridges that convert resistance changes into voltage together with signal conditioning techniques and equipment for voltage or current signals are described. Errors encountered in temperature measuring schemes and methods to reduce these errors are summarized.

The lithologic, mineralogic, and magnetic beneficiation characteristics of the iron formation at U. S. Steel&apos;s Atlantic City Ore Mine, Fremont County, Wyoming, have been determined. The iron formation averages about 30 percent Fe content, and varies from 125 feet to about 500 feet in thickness. It is composed of interbedded magnetite-rich quartzites, magnetite-quartz-amphibole schists, and amphibole-chlorite schists. Quartz, actinolite-tremolite, chlorite, and magnetite are the essential mineral constituents. These rocks are differentiated into four major ore types on the basis of their relative quartz and amphibole content. The iron content of the magnetic concentrate decreases and the silica content increases with decreasing grain size and increasing amphibole content in each ore type at the same fineness of grind. Criteria were developed to enable the mine operator to recognize the ore types and to blend them to produce a more uniform concentrator feed. This results in less variation in product quality and requires fewer changes in operating conditions-in the concentrator.

The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.

The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. This paper, prepared jointly by the owner and con-tractor, will describe project-related site geology, engineering considerations, construction, and dispute resolution/avoidance practices.

Urban sprawl, and all its attendant problems, is upon us. In Florida, and much of the rest of the world, this has been intensified by a special problem - the coastal zone - a land of high-intensity urbanization localized where the sea and our citizens interact. Florida is blessed by a long coastline of beautiful beaches, indented by estuaries, lagoons and spring fed rivers. Rocky and sand covered islands invite habitation. A large and varied fauna and flora make recreation an avocation and work a pleasure. Accompanying these people are all the sustaining, and satellite industries that find the climate, labor, and commodity markets, cheap water transportation, and natural resources to be attractive. It is estimated that by the year 2008 a megalopolis will stretch down the Atlantic Seaboard from Georgia to encompass the Keys and extend along the Gulf to Alabama. This city will be fenced by the sea on one side and by the water management works, necessary to provide the water supply for this complex, on the other. What can we do about increasing the amount of water available for this population and decreasing the resultant wastes??? Rarely has there been tendered a more favorable opportunity for a coordinated planning and development project that will provide public access to beaches and multiple use of the coastal lands. Florida, as a peninsula swept by ocean breezes, having a largely indigenous water supply and only the beginning of the pollution of estuarine and coastal waters can cope with air, water and coastal dissipation and pollution, if we have a beginning at providing a constant water supply and at limiting pollution. This answer would appear to lie underground, where the porous limestones are interbedded with impervious fine-grained sediments and ground-water that circulates through these aquifers empty to the ocean and Gulf along the continental slopes.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don&apos;t necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn&apos;t mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone&apos;s welfare.&apos; Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island&apos;s resources are owned by Friday as in the case where they are under Crusoe&apos;s control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

Henderson Mine has been transporting molybdenum ore using a rail haulage system for the past 21 years. Due to the age of this system, limited performance, and obsolescence, a capital investment decision was imminent. Henderson used this opportunity to evaluate other transportation methods and continuously improve their mining practices. These efforts resulted in a new mine plan for Henderson, which ensures that Henderson will continue to supply high quality molybdenum into the 21st century. This paper will discuss the dramatic changes taking place at the Henderson Mine as a new production level is mined. These changes include the installation of an underground crushing, conveying, and truck haulage system, as well as increasing the scale of the panel caving process. Each of these topics will be discussed, as will their rock mechanics and material flow implications.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners&apos; AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners&apos; AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners&apos; AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners&apos; AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. "In the mineral processing, clay minerals have negative effects on the flotation of valuable minerals. In this study, we investigated how the floatability of malachite (CuCO3·Cu(OH)2) is affected by presence of the clay minerals in the fundamental aspects. Flotation experiments were conducted by using Na2S and PAX (potassium amyl xanthate), and the floatability of malachite was compared between the cases in the presence and absence of clay minerals. The results showed that floatability was greater in the absence of clay minerals than in the presence of clay minerals and decreased with increasing weight percent of kaolinite under same conditions applied. In addition to examine how clay minerals affect malachite floatability, we conducted flotation experiment with changing clay adding order. The results indeed showed that malachite floatability was affected by clay adding sequence. INTRODUCTION The demand of copper is growing as industrial development increases, but mineral resources are limited. Therefore, studies for Cu oxide flotation are being conducted to improve their recovery(1-3). However the mining industry is well aware of the difficulty in treating copper ores in the presence of clay minerals(4). Clay minerals have unique properties and these properties may affect flotation. In the previous studies, the effect of slime coating of clay minerals on flotation was investigated(4-6). For example, Zhao and Peng (2014), Peng and Zhao (2015), and Arnold and Aplan (1986) found that clay slime coating on chalcopyrite, chalcocite and coal surfaces through the electrostatic attraction reduced surface hydrophobicity and then depressed the flotation. Other researchers have also reported clay minerals have impact on pulp rheology. Especially in the case of bentonite, pulp viscosity increased with increasing amount of bentonite and the higher pulp viscosity have deleterious effect on copper recovery(7, 8). However, these studies only focus on slime coatings and pulp rheological behavior. Forbes et al. attempted to decoupling rheology and slime coatings effect on flotation but this study has limitation that individual role of two clay species either attached to mineral or suspended in bulk solution was excluded(9). Hence, in this study, we aimed to investigating the effects of individual clay (suspended and attached) on malachite flotation."

Following a Major underground coal mine incident there followed a review of the role of mines rescue ? the Queensland Mines Rescue Brigade. It wasn?t until 2002 that the real change started to happen. The issue of geographical distance was addressed by mines rescue sub stations being located on the mines sites with parent rescue stations in a central location. The funding was by means of a levy on the mining industry with legislative standards and performance included. The previous Rescue Brigades were not well organised (central districts) and the application of recognised quality management practices within local management was lacking. The structure was based on other nations models and miners managing miners was an issue for the organisation. The reform was some what painful and the QMRS organisation will still evolve with continuous improvement. Queensland has the National Champion mines rescue team for the eighth year. QMRS is participating at the level in the industry of influencing emergency systems and training senior mine management in ?Emergency Mine Management? coaching the industry in emergency response systems. We have come a long way. We have had some success and there is always the challenge of setting the standards, those we should aspire to and the courage to influence the industry to higher goals of a safer future.

The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

All copper ore haulage at Isamine was transferred to the new 19 level haulage network by mid 1975. Previous experience together with design studies had indicated that a three train operation would be required to haul the scheduled ore production. The ore train with a gross weight of 600 tonne is made up of 15 bottom dumping trucks hauled by twin electric locomotives (Figure 1). Present train speeds reach 40 km/hr and, in the future, this speed could be increased to 55 km/hr. The planned operation on the restricted track network and the relatively high train speed meant that the train driver operated block light system would be inadequate on the grounds of haulage safety and meeting production targets. Some form of Centralised Train Control (CTC) system emerged as a necessity, and as an initial step, tenders were called for a relay control type CTC system. The high cost of these systems and the anticipated high maintenance costs and inflexibility of the offered systems led to the rejection of the tenders. It was decided to develop a CTC system locally and to use a digital computer to perform the basic track [ ] equipment interlocking tasks and monitor haulage operation.
