In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

In conventional electrolytic copper production, looped copper starter sheets, on which the copper is deposited, are supported by hard-drawn copper bars. These bars have cross-sectional areas of between 1 and 1.4 in2. The suspension bars serve two purposes: firstly to support the cathode, which can weigh up to 150 kg, and secondly to introduce the electric current. IYI examined these two requirements in detail to see whether a better design could be achieved. Considering firstly the current carrying requirement, it wee noted that under normal refinery conditions, each cathode carries between 400 and soak. If one applies the generally accepted rule that 1 in of copper can carry 1000A4 a suspension bar need theoretically contain only 1/2 in2 of copper. This contention is supported by the fact that the 500A current passed through the cathode also appears to pass quite satisfactorily through the two support loops, which have a cross-sectional area of approximately 0.35 in 2. Turning now to the strength requirements, the cross-section of hard-drawn copper bar required to support a 150 kg cathode is relatively small, and easily met by the present designs. It is not, however, the static load applied by the 150 kg cathode immersed in the electrolyte which causes the damage to the hard-drawn copper, or even the increased static load of a 100 kg man standing on one foot in the centre of the bar; the damage is actually caused by the dynamic loads applied to the bare when they are dropped, thrown into containers, lowered too rapidly into the cell, or otherwise mistreated. The important requirement is therefore that the bar does not permanently bend. Its proof stress of limit of proportionality, rather than the amount that it deflects under static loading, should be the strength criterion. With the hard-drawn copper normally used for the manufacture of suspension bars, it has been observed that the copper becomes annealed during use, particularly at the end of the bar where the current is introduced. Thus, after a relatively short time, the cathodes are in effect being supported by annealed copper bars.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U.S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions. A review of the literature reveals that some work has been conducted on the roof truss. 1 Gambrell and Haynes (1970) showed that the roof truss is superior to angled roofbolts installed through a header. Sheorey, Verma, and singh2 (1973) used statics to prove that the optimum angle of inclination should be greater than 450? However, to date, no systematic attempt has been made to establish design criteria. In this report, the problem was approached in three ways. First, model studies were performed to determine general trends of truss support as a function of a number of variables. This provided a better understanding of the support mechanism involved. Secondly, beam theory was employed to calculate the actual support capacity of a truss, realizing the many simplifications, assumptions, and shortcomings of this approach to such a complicated problem. Last, field testing will be utilized to test the hypotheses previously developed and provide hard data to further synthesize roof truss design criteria. Field testing has recently commenced and should be complete before mid 1977.

The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. This paper describes a practical technique to estimate the size distribution of large volumes of rock fragments, including blasted benches, waste dumps and heap leach sites. Images are obtained from a site using a standard video camera and downloaded onto the computer. Image processing algorithms are used to delineate the individual rock fragments in the images, followed by the calculation of the area and shape of each fragment. Statistical calculations are then performed to estimate the complete size distribution of the fragments. The accuracy of the technique has been assessed with a number of field validation studies.

This paper describes a graphical mini computer system called MPASS 2 (Mine Performance Analysis/Simulation) which has been designed to conduct analysis of underground room-and-pillar mining operations using both conventional and continuous mining methods. Dynamic, graphic displays of mine face machine activities are presented on the CRT screen to provide extensive visibility into underground mining activities. MPASS 2 consists of: an interactive inputting system that graphically creates a room-and-pillar mine and describes the mine when production is initiated; a time-step simulator that produces statistical summaries of shift activities and uses CRT screen graphics for accelerated-time display of machine activities and delays; a statistical analysis subsystem for analyzing mine performance data; an industrial engineering system that permits users to enter actual machine activity statistics and replay mine operations on the CRT screen; and a data management system to store historical performance information on mine characteristics and operations. MPASS 2 operates on a Hewlett-Packard 9845B mini computer with 450 K bytes of extended memory, and is written in H-P BASIC. It has been installed at Freeman-United Coal Mining Company in West Frankfort, Illinois and at the U. S. Department of Energy Pittsburgh Mining Technology Center. Applications include production system simulation, industrial engineering analysis, production scheduling, new equipment evaluations, and training.

Through the early 1980's, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation of total station systems and their ability to meet the surveying requirements of Bingham Canyon culminated in the purchase of a total station system as the mine re-opened in 1986. This paper presents the procedure for evaluating, implementing and using the total station survey system at Bingham Canyon.

It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

New Mexico lies at the eastern edge of one of the world’s great metal-bearing provinces hosting numerous Laramide and Paleogene mineral deposits. Southwestern New Mexico contains Laramide porphyry Cu (±Mo, Au) and Paleogene Mo-W deposits. Porphyry deposits are generally large, low-grade deposits containing Cu, Fe, Mo, Au sulfides (and other metal sulfides) associated with porphyritic intrusions and exhibit characteristic alteration styles. Porphyry deposits can also be spatially and temporally associated with skarn deposits and polymetallic veins. All of these deposits have the potential to host various critical minerals, including Cu, Zn, Bi, Co, Ni, rare earth elements (REE), Te, and W. Critical minerals may be found as substitutions within ore minerals or as separate mineral phases. These deposits are constrained using 40Ar/39Ar dating into three ore-producing magmatic pulses: 1) ~78–71 Ma Laramide pulse, 2) ~59–50 Ma, Laramide pulse, and 3) ~40–30 Ma Paleogene pulse. New and historic whole-rock geochemical data have highlighted areas with critical minerals potential that require further study.

The production of oxygen on the Moon utilizing indigenous materials will be essential for successful lunar colonization. Several processes have been put forth to accomplish Lunar Liquid Oxygen (LLOX) generation. The schemes that have received the most study to date involve: 1) Reduction of ilmenite (FeTi03) by H2, CO, CH4, CO-Cl2 and Cl2, plasma. 2) Molten silicate electrolysis, both unadulterated and fluoride fluxed. 3) Several others, including H, reduction of glass, carbo-chlorination, HF acid leaching, fluorine extraction, magma oxidation, and vapor pyrolysis. The H2 reduction of ilmenite and molten silicate electrolysis processes have received the most study to date. They are both feasible schemes and have various pros and cons, including their feedstock requirements. However, all processes should be addressed at the onset of LLOX research. This paper reviews several of the most studied and feasible processes for winning oxygen front lunar materials. There is an obvious need for more experimentation and study.

This paper describes the design, equipment selection and onshore fabrication of the largest facilities module ever installed in a single lift in the Gulf of Mexico. Measuring 35.5 x 70.1 x 21.3 m (110 x 230 x 70 ft), the three operating level structure houses Frasch process sulfur mining equipment and weighed nearly 49 million N (5500 tons) during lift. An operating weight of over 74 million N (8300 st) combines with bridge reactions acting on the in-place module and results in a total operating vertical load on the supporting platform deck of about 107 million N (12,000 tons). A Vierendeel truss structural system was selected for framing the module to allow maximum equipment access and routing flexibility for complex, insulated large diameter process piping. Research and finite element analysis of crimp plate siding behavior in shear was carried out during selection of siding type for the module. An interactive design sequence was carried out that incorporated in-place operational criteria, onshore fabrication considerations, complex process equipment requirements, plus load-out, ocean transport and offshore lift analyses. Project schedule dictated that design, procurement and fabrication be fast-tracked with parallel activities accelerated to the maximum extent possible. Design and construction of this largest and most complex module was done concurrently with 52 other components of the project including jackets, decks, process and living quarters modules as well as two 122 x 22 m (400 x 72 ft) sulfur tankers. Total tonnage of steel structures for the project exceeded 90.7 kt (100,000 st). The 5 kt (5500 st) mining module proved the viability and costeffectiveness of larger modules than commonly used in Gulf of Mexico waters. This technical advance can be matched with economic opportunity for other large-scale offshore installations.

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.

Introduction The cost of grinding may be divided into a fixed equipment cost portion and an operating cost portion. The fixed equipment cost is the amount of money required to purchase the grinding mill itself. This amount may be kept separate from the installation cost which, often, is taken as a percentage of the fixed equipment cost. A good average is 43%; therefore a $100,000 ball mill would cost approxi¬mately $143,000 installed. Operating costs are variable and paid per unit time for power, liner replacement, grinding charge replenishment, labor, and mainte¬nance including major parts replacement. Such costs depend on the geographical location and will vary with the cost of labor. Operating costs are difficult to estimate. Most mining companies consider such information proprietary. This section provides a means to obtain an estimate of the equip¬ment cost of a grinding mill with a rated accuracy of±l0%. Compara¬ble methods to determine operating costs are not available. Such costs are presented in table form with suggestions for updating them. Esti¬mating the cost of liners and steel replacement is possible as described in a later section. Capital Costs of Grinding Mills Grinding mill costs have been related,124 by means of equations and corresponding graphs, to the nominal horsepower requirements of mills. All graphs are based on a Marshall and Stevens cost index for Mining and Milling of 300, where a cost index is a ratio used to estimate current prices of equipment from obsolete prices. Where (Cost Index Now) Cost Now = (Cost Then) (Cost Index Then) (I) For example, the cost of an autogenous mill that requires a 3000¬hp motor is estimated as $500,000 (Fig. 95). This was the estimated price when the M&S (Marshall and Stevens, Mining and Milling) cost index had a value of 300. If the index is currently at 400, then the estimated current price of the autogenous mill is: Cost Now = ($500,000) (400) (300) = $667,000 Most professional journals will publish current values of cost indices at least once a month. In subsequent pages, each graph of grinding mill cost vs. mill horsepower has an associated graph of capacity vs. horsepower along with a table that relates mill size to horsepower. The associated graph and the table must be used with caution, since both apply to an average ore under average conditions. Example calculations showing how graphs should be used are shown in the following. It should be stressed that the cost data incorporated herein ex¬cludes the cost of pumps, motors, lines, and classifiers, unless other¬wise stated. Costs are not direct quotes; they are the averages of quotes supplied by manufacturers and analyzed by means of regression analysis. Example 1. O’Okiep Copper Co. Ltd.’s 45-kt/month (49,600-stpm) concentrator at the Spektakel mine in South Africa is comprised largely of reconditioned equipment from the old O’Okiep mill, which operated from 1940-1975. When combined with modern approaches to layout, crushing, classification, and flotation, a simple-to-operate plant was constructed at a cost of only $3.2 million.

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

The provinces of Guangxi, Guizhou, Hubei (and most recently Fujian) were the prime exporters of barite during this period. Guangdong and Shandong were exporters too but not major participants. These are all primarily agricultural areas so there existed a sufficient labor force willing to work in the mines to supplement their income from farming. During the early years, barite export pushed the existing transportation systems in these provinces to operational capacity. The mines from which this barite is extracted are located about 250 to 1,400 kilometers from the sea ports. Transportation of the ore from the mines to the ports follows a net-work that includes trucking to various rail-heads where it is then shipped via freight trains to ports for loading into seagoing vessels. in some instances, the barite travels by truck or train to the Yangtze River where it is then barged to an ocean port.

Despite its great potential utility, ion exchange has only achieved limited application in hydrometallurgy. To a significant extent this is due to the limitations of conventional ion exchange process design as well as the properties of the ion exchange resins themselves. Over the past decade several new ion exchange resins have been introduced with properties that make them potentially very useful for various hydrometallurgical separations. In addition, a novel ion exchange process called Reciprocating Flow Ion Exchange or Recoflo, which has been employed in the metal finishing industry for the last dozen or so years for chemical recovery and effluent treatment, has been shown to offer a number of unique and significant advantages over conventional I.X. technology.
