The meaning of the title, "Blank Piece of Paper," refers to the need for management to take a completely fresh viewpoint to the problems facing our industry. These problems are so severe and some so new that conventional thinking may not be adequate to resolve them. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

The Little Rocky Mountains host epithermal- gold-silver bearing vein and stockwork deposits in a syenite intrusive complex. Pegasus Gold Ltd. is currently mining these oxidized deposits by open-pit methods and recovering gold and silver by heap-leach processes. A geologic program has been designed to effectively determine the basic ore characteristics; 1) mineralization; 2) oxidation; 3) structural setting; 4) lithology; 5) alteration; and ultimately, 6) the leachability of the ore. Geologic mapping, sampling, drilling, assaying, and testing are routinely used in exploration, development, production control, mine planning, and ore reserve estimations. Timely and accurate assay results are essential for the program's success.

Gas outbursts occur as sudden eruptions of gas and minerals from the face of a mine heading as the heading approaches potentially burst prone (or anomalous) zones of rock. Such outbursts have resulted in considerable damage to equipment, and in some cases lives have been lost. Characterizing these anomalous zones and detecting their presence is therefore vital to safe mining. Certain significant characteristics associated with the outburst-prone zones are: (1) the presence of fluid inclusions, (2) unstable stress conditions, (3) characteristic geologic structures, (4) certain physical properties of the rock, and (5) microseismic activity. Geophysical and engineering methods for detecting these characteristics are discussed and are considered with respect to their past success and future potential for predicting gas outbursts.

Resin-in-leach (RIL) cyanidation experiments were performed on a refractory carbonaceous gold ore. The objective of this investigation was to determine if strong-base ion exchange resins could adsorb the soluble aurocyanide complex in preference to natural "preg robbing" organic constituents. Direct cyanidation of the carbonaceous gold ore used in this study resulted in less than 2% gold extraction in 24 hr. RIL cyanidation resulted in about 70% gold recovery onto the resin. Kinetic experiments indicated that 50% of the gold is extracted after 1 hr of leaching. Resin breakage was investigated for as-received and preattrited resins. Similar results were obtained with three different strong base resins.

The rate of beryllium dissolution from a low-grade ore was studied in sulfuric acid solutions. The effect of stirring speed, sulfuric acid concentration, particle size and temperature on the rate of dissolution of beryllium was established. The results of the study showed that the dissolution rate is independent of stirring speed within the range of 250-1000 rpm but depends on 1/2 power of the sulfuric acid concentration. The dissolution rate increases exponentially with decrease in particle size and the maximum attainable rate of extraction with respect to particle size is 6.6 x 10 mol dm min. The apparent activation energy (^E) for the dissolution reaction is 54.4 kJ/mol (13.0 kcal/mol). Based on this magnitude of the activation energy, it is concluded that a surface chemical reaction is the rate limiting step for the temperature range (70° -100°C) investigated.

Uranium is an element incompatible with respect to the major rock-forming minerals crystallizing from granitic magma, entering in- stead trace minerals such as zircon. The relationship between the saturation limit (SL) for such a mineral and the bulk distribution coefficient (Do) for U is central to understanding the distribution of U and its availability to late- stage fluids which can form ore deposits directly, or labile U which can be remobilized later. Low SL values imply early crystallization of zircon, but in very small proportions, minimizing Do and maximizing the degree of enrichment of U in late-stage fluids. Thus, granitic rocks with low Zr contents (due to a low saturation limit for zircon) are most likely to evolve U- enriched differentiates; this will be reflected in a high U content of the zircons (but not necessarily high U abundances in whole-rocks). Thus, the ratio of the U content of zircon to the Zr content of the corresponding whole-rock is potentially a very useful parameter in identifying granitic rocks which are most likely to have U-enriched solutions associated with them. The granitic rocks associated with the U deposits of the Midnite Mine area, Washington, have geochemical characteristics which fit very well the model presented here. The rocks are very low in Zr (100 ppm) and contain zircons with extremely high U contents (3,000-4,000 ppm).

Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. Hydrocyclone separators are some of the most widely used instruments in a variety of industrial applications. Their major functions are to sort, classify and separate solid particles and liquid droplets within a multiphase flow system. Research studies employing both experimental and numerical methods recognize that the performance of a cyclone is related to its geometric dimensions as well as the inner flow pattern. Although many successes have been achieved over the past years, the majority of investigations only focused on the simplified design of cyclone geometry and on single-phase flow. Therefore, this study set out to investigate the flow field in a new-design hydrocyclone and used particle image velocimetry (PIV) to explore the complex swirling flow behavior inside the cyclone within an air core. The flow field inside the cyclone was also studied by computational fluid dynamics (CFD) simulation using a commercial CFD package. Different turbulent models were tested in this study with a moderate-size mesh, and the interface of liquid phase and air phase was predicted by the volume of fluid (VOF) model.

There are two steps in evaluating potential mine waste impacts on ground and surface waters. Characterize the mine waste (characterization methodologies) and assess potential impacts (assessment strategies). One or both may be required for mine permitting, operation and closure. The first step is to characterize the waste. Determine if it has the potential to release chemical constituents or acid rock drainage to the environment. If no potential exists for release to the environment, the evaluation process is complete. A monitoring plan is then established. If the potential exists for release of chemical constituents or acid rock drainage to the environment, a strategy to evaluate potential impacts must be implemented. Strategies discussed here to evaluate potential impacts were developed during investigations at precious metal and base metal mines in Nevada. Water resources in Nevada consist mostly of ground water. So the strategies discussed focus on potential impacts to ground water. However, several of these strategies also apply to assessing potential impacts to surface water. Implementing these strategies has helped determine the potential for impact and has been successful in permitting mine expansion as well as allowing continued operation and obtaining mine closure at several mine sites in Nevada. These strategies were carried out in accordance with Nevada Division of Environmental Protection (NDEP) regulations and through the National Environmental Policy Act (NEPA)

Natural aggregate – sand, gravel, and crushed stone – is the number one non-energy mineral resource in the world in terms of both volume and value. A plan for the sustainable development of aggregate resources can include: 1) policies and economic incentives to encourage identification and protection of potential resources, 2)efficient quarrying and processing of aggregate, 3) efficient use of primary aggregates, 4) greater use of recycled, waste, or substitute material, 5) inclusion of costs of all environmental impacts in price of material, 6) reclamation to beneficial secondary uses, and 7)identification of objectives, targets, actions, and sustainability indicators. Quarrying can also contribute to sustainable ecosystems through natural habitat reclamation.

This paper quantifies the detrimental effects of pyrite and stibnite on gold leaching kinetics. Means to reduce the effect of these minerals by addition of lead nitrate and oxygen are presented. A significant retarding effect was observed when the pyrite concentration was 20%. A pretreatment with lead nitrate reduced the extent of gold surface coating by Ag, Fe and S. Stibnite, at a concentration as low as 20 ppm, significantly affected the gold leaching kinetics through forming a passivating film of Sb(V) oxide possibly Sb2O5. The most practical way to alleviate the effect of stibnite is to leach the materials at a moderate pH with addition of lead nitrate. A low temperature reduced the efficiency of lead nitrate to counteract the effect of stibnite. The increase of dissolved oxygen is not favourable to alleviate the coating of stibnite on gold.

Although more than 100 thorium-rare earth minerals are known, only a few have any commercial significance. Monazite, thorite, bastnasite, and some exotic thorium rare earth ores are reviewed Commercial interest is presently centered on monazite from the Union of South Africa, and thorite from this country. Thorium became commercially important with the development of the incandescent gas mantle about 75 years ago, Gas mantles consist of thorium oxide with small amounts of cerium oxide. The thorium nitrate used to make gas mantles was first obtained from rare thorium minerals, As a matter of fact, this use of thorium is still important and is one of the largest commercial uses for thorium materials. The discovery of monazite sand placer deposits along the coasts of Travancore, India, and in some Brazilian beach s .s, and the development of the old North and South Carolina monazite stream placers gave the mantle industry of 30 to 40 years ago a comfortable inventory of thorium ore. Even today, the thorium industry depends largely upon monazite ores for its source of thorium. This paper will briefly describe some of the major thorium ores and their principal deposits insofar as they relate to the thorium industry in this country. Because of similar chemical and physical properties, thorium always occurs with the rare earth elements and with varying amounts of yttrium. Thorium may predominate over rare earths, as in thorite-type minerals, or may represent only a fraction of the rare earth content. Typical ratios of thorium to rare earths in various minerals are given in Table 1, The average thorium content of the earth's crust is about 12 grams per ton, and in this respect thorium approximates lead, molybdenum, and some of the rare earths in abundance. The ore minerals of greatest importance to the-thorium-rare earth industry are monazite, thorite-type minerals, bastnasite-type- ores, and the family of minerals which is characterized by a preponderance of the heavy rare earths and yttrium. The latter classification includes xenotime, gadolinite, samarskite, euxenite, etc, The first two, monazite and thorite, are of greatest significance.

Bentonite represents one of the main players in the stability of the drilling mud. Its particle size and particle size distribution affect the physical properties of the drilling mud especially the rheological properties. Therefore, a specific particle size distribution was recommended by American Petroleum Institute (API) for use in drilling mud. To clarify the effect of individual size and size distribution, in this study, the bentonite sample was classified into different size fractions. Each size fraction was tested separately in terms of controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness, and packing density. The effect of each size fraction on the rheological properties of the suspension was correlated to the behavior of the whole particle size distribution in the bentonite sample. The results indicate that the coarser the particles, the higher the rheological properties; in this case, the API mixture is the highest. The filtration loss and cake thickness for the API mixture are lower than that of the individual size fractions due to its wider size distribution due to the filling of voids between larger particles with smaller ones, which lead to bed compaction and consequently lower fluid loss and cake thickness.

Fourteen uranium miners' lungs from Colorado plateau were collected at autopsy and the concentrations of 238U, 234U and 230Th were determined by radiochemical procedures utilizing solvent extraction - alpha spectrometric techniques. The uranium and thorium isotopes are in near equilibrium with average concentrations of 238U, 234U and 230Th being 89.3, 95.2 and 91.1 pCi/kg respectively. The combined average radiation dose rate to lung from these three isotopes is about 24.2 mrad/year at death excluding the unmeasured contribution from the 226Ra and daughters. The average concentration of 230Th is about 65 times higher than the mean concentration of 230Th in lungs of non-miners dying at comparable ages from the same region.

Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

A system based on seismic techniques has been developed to detect and locate men trapped underground following a mine disaster. Both theoretical and field studies have been used to generate models to predict the performance of the system. For a strong source, it is almost certain that the miner's signal will be detected if the geophone array can be positioned over a likely area of entrapment. After signal processing, it is highly likely that the location of the miner can be determined within an accuracy of 100 ft (30.5 m). The system is presently operational in a state of readiness in the event of a mine disaster.

Gold mineralization in the Mesquite district is hosted by a series of Jurassic amphibolite grade metamorphic rocks which have been intruded by a Cretaceous leucogranite pegmatite. A series of northwest trending, high angle, normal faults have apparently acted as a structural locus for mineralized epithermal fluids and thus economic concentrations of gold in the Big Chief orebody. Late Tertiary fault reactivation has bounded the fault and fracture controlled mineralization. Popular theories of ore genesis call on, (1) Tertiary detachment faulting, (2) the Cretaceous intrusive, or (3) the opening of a dilational jog between regional dextral strike-slip faults as a source powering the gold bearing hydrothermal fluids.

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

In the Adriyala project, shield-leg pressure data from all shields and shearer location with time stamp from a mechanized longwall face are monitored and recorded in a surface computer. The data contain random noise due to power failure, leakage of legs, bad sensor readings, and other maintenance or geomechanical problems. An algorithm has been developed to detect mining cycle parameters such as setting and final pressures and duration of the cycle from these data for the analysis of periodic roof weighting phenomena. The intensities and persistence of periodic roof weighting are vital information for mine management to make judicious decisions on longwall operation.
