Ore bodies at Cornwall, Pennsylvania, have been mined since 1742 principally for iron from magnetite, but also for copper (in chalcopyrite), silver (in chalcopyrite), gold (in chalcopyrite), cobalt (in pyrite), sulfur, and crushed limestone aggregate. Metallization occurs as a limestone replacement above the essentially conformable, south dipping portion of a discordant saucershaped diabase sheet. Pre-Triassic and Triassic faulting have emplaced host Cambrian limestone and two Ordovician(?) hornfels units, now for the most part resting above diabase. Thermal metamorphism of carbonate-bearing country rocks largely to calc-silicates, is ubiquitous. Metasomatism, particularly of potassium, is unique to ore zones. Associated magnetite- actinolite mineralization replaces, in a preferential sequence, all earlier metamorphic and metasomatic minerals and rarely diabase chilled margin. Mineralogical (diopside, actinolite, mica, sulfides, oxides) and chemical (Fe, Cu, S, Co) zoning of the eastern ore body is focused down dip, near its western edge, along a major vertical fault through diabase. This zoning is spatially related to magnetite veins in diabase, to an ore body within diabase, and to a shear zone that probably extends through the sheet.

The mine is a large open-pit copper mine located near Tucson, AZ. Mining operations involve shovels digging at relatively fixed locations and haul trucks moving the muck to a primary ore crusher, a primary waste crusher, and directly to waste dumps. The total investment in shovels and trucks is some $100 million. Fig. l is a schematic drawing of the operation. A static method of truck assignment is used; i.e., each driver is given one particular shovel to serve until reassigned by the dispatcher. A dynamic system is one where trucks are reassigned after each trip. The problem is to compute a near optimum assignment of trucks for efficient operation.

Computer applications in mine 'production' planning and control are concerned with the here and now. In production planning and control we are dealing with tactics as opposed to strategy. Our objective is to make the best of the situation in the short term, i.e., in a relatively fixed environment with relatively fixed plant, equipment, and labor. Environmental factors include not only the geology of the deposit but also market factors (such as price) and governmental constraints and regulations. Mine production planning systems are applied at the interface between concept and execution. Mine production control systems are applied at the interface between execution and revised operating practices or a revised concept. Fig. 1 shows the information flow that takes place regardless of whether the planning and control systems are manual or automatic. The feedback that results depends on the feedback mechanism that has been established, and this feedback can be enhanced by careful systems analysis and design. Chronologically, production planning and control activities support the last in the series of line functions that are ordinarily performed by mining companies. The first of these is exploration, the second is evaluation and development, and the third and final function is production.

This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives. The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

Cyprus Pima is a medium-sized open-pit copper mine located 35 km (22 miles) south of Tucson, AZ. The ore body was discovered using geophysical prospecting methods in 1953 and was originally worked as a small underground mine followed by small open-pit operations. As mining equipment grew larger and the economic ore grade dropped, the operation grew in size, through four expansions, to the present 50 500 tpd (56 500 stpd) milling rate. The remaining stripping ratio is about 2.5 to 1. Mining equipment includes 11 electric shovels ranging in size from 6 to 15 m3 (8 to 20 cu yd) and 42 diesel-electric haulage trucks ranging in size from 89 to 223 t (100 to 250 st). Mine planning is performed at Cyprus Pima to serve several functions. The most important is to plan ahead, one year at a time, to predict the ore grade and stripping requirements on a month-by-month schedule. This yearly plan is necessary for budget preparation and is revised once each quarter to incorporate variations in actual production experienced during the preceding quarter.

Basic procedures in the mining industry have changed only slightly over the centuries since metals and fossil fuels became an essential part of man's economic and cultural life. Mining techniques of the 20th century bear a close resemblance to those of the ancients: exploration, ore breakage and removal, hoisting, and processing. The great advances, however, have been in equipment and machinery of greater size and speed which allow greater efficiency in each of these operations, with a corresponding reduction in manpower requirements. Yesteryear production was measured in pounds per man-day; today a giant and complex, but highly efficient, continuous mining machine can remove as much as eight tons of material a minute from the coal face. If our energy and metal demands of the future are to be met, and at this time it can be assumed that coal will continue to supply a significant part of the energy demand, other dramatic and spectacular technologic advances must be accomplished. Along with mechanization, however, public policy will require the industry to place greater emphasis on health and safety protection, as has been well demonstrated by recent actions of Congress. Together, fossil fuels and metals formed the basis for the industrial revolution-coal to develop power and metals to transform power into useful energy. Strangely enough, however, the mining industry the world over has lagged behind the continuous social changes brought on by the industrial revolution, such as preventive health and industrial hygiene services, and other programs directed to the well-being of the worker. In some countries this resistance, to change may have led in part to the nationalization of the coal industry. Whether this disinclination to social change in the industry of the United States reflects managerial attitudes, inept labor leadership, government neglect, or economic relationship would be the subject of an interesting study. Doubtless the mores of miners and their resistance to change, as well as their geographic isolation from other industrial groups, may have had a strong influence on these factors. In every major coal mining country the accident rate in the coal industry is substantially higher than other industrial groups, and the cost of pneumoconiosis compensation in some countries is greater than the combined costs for all other occupational diseases from all other industries. The high social cost of occupational accidents and diseases may have been a factor in the closing of the industry in at least two countries. Despite diminishing manpower needs, the industry is faced with critical manpower shortages. Miners once reared their sons to be miners; now it appears that the opposite is true. In the hierarchy of performing mine planning tasks, production scheduling is naturally at the bottom. Yet good production scheduling is probably the most demanding and difficult task to achieve for various reasons. Being the last task in the mine planning hierarchy, a proper production schedule must not only conform to both the long-range and the short- range mine plans but also satisfy many practical details that are unique to day-to-day operations. For example, the averages which were good enough for both long-range and short- range mine planning are no longer good enough for production scheduling. Instead, the variations become the overriding concern. The answer must also be obtained quickly and on time, thus adding another dimension to the overall problem. Because of these considerations, many production scheduling problems have been begging for solution during the past decade. Many attempts were made to solve the production scheduling problems in the past using computers and the available operations research (OR) techniques, particularly among academic groups. However, it is probably true that, compared with the current full-time computer usage in long-range and short-range mine planning, very little computer usage is being made in production scheduling to date.

Production reporting is a natural computer application and is often one of the first applications implemented by new computer users. Automation of a manual reporting system is a good place for new computer users to gain computing experience because generation of basic reports - is fairly straightforward, and automation can often be justified easily on the basis of clerical cost savings. Computers are particularly well-suited for reporting applications which generally satisfy the criteria for effective computerization. Three characteristics must be present to effectively utilize a computerized system: 1) The potential application must be precisely definable. If an algorithm for data processing cannot be developed, data cannot be processed. 2) The operation to be performed must be repetitive. If a particular function is only going to be performed once, computerized systems development is probably not justified. 3) The volume of the data to be processed must be relatively large. If only a few items of data must be manipulated, manual methods are probably adequate. Although a computer can perform only a few functions (it can compute; it can make comparisons; it can rearrange data), it can perform these functions much faster and more accurately than a human being can. The ability to classify and reclassify data in a variety of ways and the ability to summarize data make the computer an ideal tool for production reporting. Production reports can be classified into three major categories, depending on their purpose. Reports can be used for (1) informative, (2) analytical, and (3) control purposes.

Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

"This article describes, through the presentation of five cases-history, technological advances that the Authors together with Tunneling Contractors devised for coping with adverse geotechnical conditions. It is believed that by introducing these new elements in a method that has proven its value in Italy and abroad for the last 40 years, the umbrella arch method, due to its versatility and simplicity, can become a universal method for conventional tunneling in very poor ground conditions. After a description of common faults and mistakes in applying the method, 5 projects are presented which demonstrate that self-drilling pipes give excellent results in terms of performance a zero volume loss, while, function of the ground conditions the various grouting mixtures used, such as expansive jet-injected cement-base grouts and bi-component resins, extend the use of the umbrella-arch in variety of grounds even in presence of water-bearing lenses. The case-histories provide successful applications in different conditions.BASIC FEATURES OF UMBRELLA ARCH METHODThe umbrella arch method provides a short support of the tunnel vault just ahead of the excavation face. The method foresees the drilling and installation of peripheral, sub-horizontal steel pipes in the ground, followed by their grouting. The umbrella arch method is also known as forepoling, steel pipe umbrella, reinforced protective umbrella or simply “umbrella”. The umbrella arch method does not have a static function because the immediate stabilization of tunnel section is entrusted to the internal shell of steel ribs and shotcrete. The “umbrella” provides a pre-support of the excavation which has to be stable for an adequate length and duration permitting the installation of the next steel rib and shotcrete under conditions of safety (Figure 1).The umbrella-arch provides pre-reinforcement of poor ground around the tunnel perimeter in a simple and flexible manner that is adaptable to different ground conditions. In fact, it is possible to vary the number and length of pipes, the distance between them, their diameter and thickness as well as the overlapping length of two succeeding umbrella arches. The versatility of the umbrella arch technique allows its application to: clay deposits, granular alluvial deposits, moraine and debris materials even when containing large blocks, heavily jointed, foliated and tectonically disturbed rock masses."

The Huelva smelter was commissioned in 1970 coinciding with the shutdown of the old smelter in the Rio Tinto mine site. That new smelter consisted of two Momoda blast furnaces with a capacity of 500 dmtpd of concentrate. Nevertheless, soon after their start-up, it was clear that an increase in the smelting capacity was needed. After an analysis of the existing alternatives at that time, the flash smelting technology was chosen. The new Outokumpu Flash Smelting Furnace (FSF) came into operation on 18 September1975, with an initial capacity of 900 dmtpd of concentrate, using four Venturi-type burners and preheated atmospheric air. Since that date the Huelva Smelter team, together with Outokumpu (now called Outotec), have continuously improved our FSF design, process conditions and operational practices, leading to a present capacity of 3,500 dmtpd of concentrate. Since 1975, five smelting campaigns have been completed, the last ending in November 2013 with the rebuilding of the original FSF hearth. This paper describes the history of these improvements and the lessons learned.

The sequence of events preceeding the discovery of the Mount Emmons molybdenite include some inadvertent near misses by several groups. The events are given in general chronological order to bring out the essentially contemporaneous, but different activities by several groups in two areas on opposite sides of Mount Emmons. The Mount Emmons molybdenite deposit lies in the Elk Mountain mining district. The west edge of the deposit is near the boundary between the Elk Mountain and Ruby mining districts as shown by the USGS map included (see Fig. 1). Considerable history regarding the Keystone silver-lead-zinc mine is given because of its proximity to the Mount Emmons molybdenite deposit which is on the other side of the mountain from Redwell Basin and where other significant activities took place. It should be noted that there was no documentary evidence available to me that would indicate that molybdenite was recognized to be present on, or under, any part of Mount Emmons, including Redwell Basin, before 1970. Veins containing silver-lead-zinc minerals were discovered in the Elk Mountain and Ruby mining districts about 1872. Some discoveries on the south flank of Mount Emmons about 1880 were developed into the Keystone mine. The Keystone has the largest cumulative production of metal ores of any of the mines in these districts. Most of the 413 Mt (455,473 st) of ore produced from the Keystone mine through August 1967 was produced after 1950. The ore averaged 175.4 gt (5.64 oz per ton) Ag, 2.62% Pb, 5.56% Zn, and 0.72% Cu.

Uranium mining and milling are rather new industries in Wyoming and South Dakota, but, in the past 15 years, ore valued at more than $400,000,000 has been mined and milled in the region. The major uranium deposits are in structural and/ or erosional basins or on the flanks of uplifts. The principal host rocks are medium- to coarse-grained sandstones that were deposited in continental or brackish-water environments and were derived in large part from the granitic cores of the uplifts and the sedimentary rocks that flank the cores. The ages of the host rocks range from Cretaceous to Miocene, but more than 95 per cent of the known reserves in the region are in rocks of early Eocene age. The bulk of the ore in the region is unoxidized and lies below the water table; some oxidized ore has been mined in the Powder River Basin and Black Hills districts. The unoxidized ore comprises pyrite, uraninite and/ or coffinite, marcasite, hematite, jordisite(?), and selenium. Minerals in the oxidized ore include hydrous uranium carbonates, phosphates, and sulfates and hydrous uranium and/ or vanadium silicates. The deposits are in the form of ore rolls that contain from a few hundred to a few hundred thousand tons of ore, ranging in grade from 0.1 per cent to 1.0 per cent U3O8. The rolls are at the margins of large tabular bodies of sandstone that has been altered by the orebearing solutions. The deposits are believed to have resulted from the interaction of an alkaline; oxidizing, ore-bearing ground water and a reducing environment. Exploration guides include the spatial relations of ore to altered sandstone, favorable lithology in the host rock, the content of certain elements and/ or compounds in ground water, and the relation of deposits to major paleodrainages.

We report 40Ar/39Ar ages for adularia and illite from veins and wall rocks at the Waihi and Favona deposits, in the Waihi district. One sample of vein adularia from the Favona deposit yielded a plateau age of 6.04 ¦ 0.06 (la) Ma, and two samples of vein adularia from the Waihi deposit yielded plateau ages of 6.17 ¦ 0.03 and 6.17 ¦ 0.09 Ma. Two samples of wall rock adularia from the Waihi deposit yielded plateau ages of 6.07 ¦ 0.06 and 6.08 ¦ 0.03 Ma. Adularia ages overlap at the 2s level, and we do not consider them to be significantly different. Two samples of illite from wall rocks at Favona have total gas ages of 5.66 ¦ 0.04 and 5.65 ¦ 0.04 Ma, and retention ages of 6.57 ¦ 0.04 and 6.61 ¦ 0.04 Ma, whereas one sample of vein illite yielded a total gas age of 5.29 ¦ 0.17 Ma, and a retention age of 6.26 ¦ 0.19 Ma. The total gas ages of illite are minimum ages that are equivalent to conventional K/Ar analyses, whereas retention ages of illite are maximum ages. Although interpretation of the illite data is complicated, the adularia results strongly suggest that the Waihi and Favona deposits formed contemporaneously in the same fossil geothermal system at 6.0 to 6.1 Ma.

"Darreh-Zerreshk and Ali-Abad are two relatively small porphyry copper-type deposits in Yazd Province in central Iran. They are located within the central Iranian volcano-plutonic belt, formed above the collisional convergent margin of the Iranian lithospheric plate from the late Eocene to the Miocene. This paper discusses the geochemical characteristics of the igneous rocks, and 40Ar/39Ar geochronology of plutons and alteration phases associated with the Darreh-Zerreshk and Ali-Abad deposits. The deposits are spatially associated with igneous complexes that consist of older and barren granites intruded by intermediate-composition granitoids, which are the carriers of Cu mineralization. The granites have relatively high content of Nb, Y, and K, a prominent negative Eu anomaly, and were probably derived from melting of, or contamination of mantle-derived magmas by, continental crust. Porphyritic diorites, quartz monzodiorites, and granodiorites show enrichment in light rare earth and large-ion lithophile elements, depletion in middle rare earth elements, and have no negative Eu anomaly. These intermediate-composition granitoids were derived from melting of the upper mantle or lower crust, and their differentiation was controlled partly by fractionation of hornblende. A pilot K/Ar whole-rock dating study suggests that the pre-ore granites were emplaced in the Oligocene. Dating by the 40Ar/39Ar method of nine samples of secondary biotite and sericitized rocks from drillcore within the mineralized and altered zones in both deposits yielded a well-defined age of ca. 16 Ma. This date is interpreted to be the time of hydrothermal alteration and of porphyry copper type mineralization in this part of Iran."

Here we report new mica and pyrite 40Ar/39Ar age data by laser probe and step-heating furnace analyses, and discuss problems in data collection and interpretation. The Nuggety Gully prospect is located 170 km (106 miles) south- east of Port Hedland and 40 km (25 miles) northeast of Marble Bar in the Pilbara Region, Western Australia. The area is held under title by Esso Exploration and Production Australia, Inc. The prospect covers a significant, but currently uneconomic body of molybdenum and copper mineralization of porphyry style, associated with Archean high level acid intrusives intruding sediments and volcanics of a narrow east-west Archean greenstone belt. The Nuggety Gully intrusive rocks have been dated at 3.2 b.y. ± 117 (de Later, oral communication). The current resource estimate for the deposit is 102 Mt (1 12 million st) of 0.1 1 % Mo and 0.15% Cu.
