WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

The Phalen Colliery in the Sydney Coalfield is extracting the 2.6 m thick Phalen Seam by the panel and pillar longwall retreat method. Abandoned workings occur in the Harbour Seam 140 m above and overlie the Phalen Colliery. Parts of these workings are flooded, and pose a number of questions relating to the safety of operations in the Phalen Colliery. In order to answer some of these questions, the Cape Breton Development Corporation re-entered an abandoned non-flooded roadway in the Harbour Seam directly above a retreat panel in the Phalen Seam to allow the deployment of instrumentation to monitor interaction effects. Fifteen monitoring sites, each 4.5 m apart, were installed in the 5 East Top Level after it had been re-entered and made safe. Each monitoring station included a vibrating wire strain gauge piezometer and a potentiometric extensometer. The piezometers were attached to rock bolts anchored into the floor and were connected by a flexible standpipe to a constant head apparatus. Variations in hydraulic head due to subsidence were monitored to determine subsidence. The extensometer units were mounted on rock bolts anchored into the floor of the roadway beneath the ribside and monitored ground strains. The instrumentation was capable of remote reading in the event that access to the site was restricted after installation. This paper describes the instrumentation, the installation programme, and some preliminary results.

"Red Dog is one of the largest zinc mines in the world both in terms of reserves and annual production. In 2013, Red Dog produced 551,300 mt of contained zinc and 96,700 mt of contained lead. The mine, which is located in Northwest Alaska, is a partnership between Teck Alaska Incorporated, the operator of the mine and NANA Regional Corporation Inc, the local land owner. The Aqqaluk deposit, which is the current source of ore, has an average grade of 15.8% Zn, 4.1% Pb and 73 g/t Ag with the main minerals being sphalerite, galena, pyrite, barite and quartz. Surveys of the zinc flotation circuit at Red Dog identified that a substantial amount of fully liberated, sub 20 micron sphalerite particles were being lost to final tailings. As a means of improving fine sphalerite recovery, a four month plant trial of magnetic conditioning was conducted in the zinc retreat circuit. Magnetic conditioning technology has already been commissioned in several concentrators around the world to agglomerate fine paramagnetic minerals, increasing their probability of bubble collision and recovery in a flotation cell. The results of the four month plant trial at Red Dog showed that at a high level of confidence, a 1% increase in zinc recovery or zinc recovery and zinc concentrate grade combined was achieved with magnetic conditioning. The resulting economic benefit, which is also at a high level of confidence, is significant to Red Dog and therefore, magnetic conditioning has been permanently incorporated into the Red Dog zinc flotation circuit.IntroductionRed Dog is the largest zinc mine in North America and represents approximately 29% of North American zinc concentrate production. The mine is located in northwest Alaska, approximately 100 miles north of the Arctic Circle and 50 miles inland from the Chukchi Sea. The remote location makes the mine accessible only by air or seasonally by ocean-going barges. Red Dog is a partnership between NANA Regional Corporation Inc, the land owner and Teck Alaska Incorporated, the operator of the mine."

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

The Tui Mine is an abandoned Pb-Zn mine giving rise to water quality problems in the Te Aroha region of Coromandel, New Zealand. When sampled in September 2002, for example, both the Tui and Tunakohoia Streams draining the mine site exceeded ANZECC (2000) water quality guidelines for aquatic life protection (Cu, Cd and Zn) and recreational quality (Cd). Based on trace metal mass flux (kg/yr) from parts of the mine site, the principal pathways by which Cu, Zn and Cd contamination reach these streams have been identified as:the tailings dam leachate,the diverted stream water from above the dam,the drainage from Adit 5 (which accounts for 95 % of Zn and Cd contamination in Tunakohoia Stream), andto a lesser extent, run-off from waste rock piles below Adit 4 level. Of the various remediation options, which have been proposed for the site, the following are identified as providing the best protection for the Tui and Tunakohoia streams:stabilising the tailings dam embankment and capping the embankment and tailings,constructing and/or cleaning out engineered diversion drains around the perimeter of the tailings dam to divert surface water away from the tailings dam, andinstalling bulkheads within Adit 5. A formal postal survey of the people of Te Aroha (66 respondents from 230 surveys) indicated that their priority was that the site be made safe for the public to visit, and used for recreation. As soil samples in potential recreational areas of the mine site, significantly exceeded guideline values for Cu, Pb, Zn, Cd and As, soil removal or capping clearly also needs to be part of a remediation plan. Development of the site as a historical/ecotourism area was viewed favourably, as this may encourage more visitors to the Te Aroha area as well as educate local residents.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

"Although CO2 content indicates the quantity of carbonate in altered basaltic rocks, it does not measure the intensity of carbonate alteration. CO/CaO molar ratios, which correlate with the relative proportions of individual carbonate species, measure the intensity of carbonatization. The Timmins gold area is characterized by pervasive carbonatization, with large parts of the area having CO2/Ca0 ratios greater than 1, representing C02 supersaturation relative to CaO. The mean CO/CaO in the Timmins area is0.67, compared to 0.13 in two unmineralized control areas. Regional arsenic abundance in the gold-bearing area averages 4 ppm, compared to about 0.35 ppm for the non-mineralized areas. The average K20 and Rb abundances are similar in both mineralized and non-mineralized areas (about 0.30% K20 and 7 ppm Rb). Although there appears to have been no wholesale addition of K20 or Rb to the mineralized area from external sources, these alkalies have been redistributed internally, resulting in patterns of local enrichments and depletions which are characteristic of the mineralized region.Local target anomalies associated with known mineralization consist of CO2/Ca0 > 1.5, As > 10 ppm and K2O > 0. 75%. Not all three values are required to be above these thresholds in order to identify local targets. Combinations such as C02/ Ca0 > 1.5 and As < 10 ppm, CO/CaO 1-1.5 and K20 > 0. 75 or K20 > 0. 75 and As > 10 ppm are equally indicative of proximity to gold occurrences. Gold-bearing veins and associated anomalies occur throughout the entire volcanic succession and are not restricted to any particular stratigraphic horizons. The levels and patterns of alteration and occurrences of gold appear to be structurally controlled."

Nuclear techniques have been used to determine the solids weight fraction (W) and ash content of (fine) coal in slurries independent of voidage variations. The method is based on the correlation between W and the hydrogen concentration Hsl (wt/wt) of the slurry. Hsl is determined by combining measurements of neutron moderation and ?-ray transmission. Both Wand ash content are determined by combining the above measurements with the ash-sensitive measurement of X-ray backscatter compensated by a measurement of iron K X-ray intensity.The nuclear analysis system, called the SIRO coal slurry gauge, has been proved in a six-week plant trial at the BHP Steelworks washery at Newcastle, NSW. Several probes, each containing a radioisotope source and scintillation detector, were immersed directly into the coal slurry in the feed box upstream from the bank of flotation cells. For 140 samples W, ash and voidage varied in the ranges of 0 to 13 wt percent, 26 to 41 wt per cent and 0 to 4 vol. per cent, respectively. The r.m.s. difference in solids weight fraction, determined by probe measurements and conventional assay, was 0&#183;52 wt per cent. Ash was determined with an r.m.s. difference of 2&#183;0 wt percent in the coal. Better sampling techniques were used in the last half of the plant trial, and r.m.s. differences were 0.35 wt per cent solids and 1&#183;5 wt per cent ash.

"INTRODUCTION The tests described in this publication were planned to provide information on the explosibility of metal-powder dust clouds. This subject has become increasingly important because of the large quantity and variety of metallic powders now used for military and industrial purposes. To provide the increased amounts of metallic powders needed in the manufacture of munitions and to supply the demand created by the rapid growth of powder metallurgy, existing metal-powder plants have been enlarged, production schedules accelerated, and new plants erected. In some cases new methods of producing metal powders have been developed. This increased production and the development of new manufacturing methods have caused an increase in the number of metal-powder fires and explosions, with accompanying heavy loss of life and property. These have emphasized the need for information on methods of providing protection against hazards inherent in the production and handling of powdered metals. This paper gives results of laboratory inflammability and explosibility tests made to April 1, 1943, and is a progress report. Many descriptive details have been omitted purposely; they will supplied in a later publication, expected to be a Bureau of Mines bulletin."

Physical, mineralogical and geochemical characterization, along with some beneficiation approach to pre-concentrate the Ni content of the chromite overburden material of the Sukinda Valley, India, have been carried out in detail. Mineralogically, the overburden consists of geothite, quartz, hematite, magnetite and secondary silicates in varying proportions. A specific Ni mineral phase is absent in this material with the Ni and Fe being mostly enriched in finer fractions. Distribution of Ni and Fe in various size fractions and increase of Ni with increase in Fe (goethite content) indicate that goethite is the major Ni-bearing mineral phase. Quantitative estimation of goethite from chemical analysis and weight loss data indicates that the goethite quantity varies from 40% to 90%. Electron microprobe analysis (EPMA) indicates that Nirich and Ni-poor goethite are present in the overburden material. A sequential dissolution study indicates that more than 50% of the Ni are present within the goethite lattice as a lattice substitution. The results of pre-concentration studies (size classification, gravity, flotation and magnetic separation) indicate that Ni is richer in finer fractions. Further, the enrichment of Ni content is limited to 1.1% with 50% recovery by classification followed by hydrocyclone separation of the below 53 m m fraction.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. This job was done in Morristown, NJ, with mono fluid system jet grouting for the construction of a new bank building. After the demolition of the existing two story structures, an excavation in loose sandy fill materials was necessary in order to reach the new structure basement level. Due to this jet grouting was selected as a medium to provide both excavation support and permanent underpinning, minimizing the adjacent building settlements. These two adjacent buildings were partially underpinned with a "gravity wall" made with 2 and 3 rows of secant vertical and inclined jet grout columns. Besides the classical jet grouting control methods, during the jet grouting execution, all the drilling and grouting parameters were recorded by a proprietary system called "Slogger". Additionally, after the jet grouting execution, an innovative result control technique was used by means of the application of the same parameter recording system. Some of the production columns were re-drilled and a comparison was made between the obtained drilling parameters and those obtained for the same age test columns. Under the referred existing conditions and in comparison with the conventional underpinning techniques, this project demonstrated that jet grouting, with proper execution and result control, can be faster than them and can maintain the building structural stability and act, at the same time, as a retention system minimizing the existing building settlements.

Building indicators that respond to all stakeholders&apos; needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

Aspects of blast vibrations, damage mechanisms and the influence of rock quality on damage severity are reviewed and results presented from a monitoring programme in which the rock mass rating for six tunnels was determined. The peak particle velocity induced in the tunnels during open-pit blasting was measured and the tunnels were inspected visually for fresh damage after each blast. The results suggest that the quality of rock in which an excavation is situated has an influence on the level of ground vibration to which it can be subjected without sustaining damage. This means that the use of a single limiting value of peak particle velocity, as in the blast damage criteria for residential structures, is not ideal and may result in damage to excavations in poorer-quality rock masses

"High demand for metals is driving the exploitation of lower grade and more complex orebodies. These projects are often the initiatives of junior mining companies with limited financial resources. In addition, existing operations seek to enhance revenue from their existing metal recovery operations, through the production of value-added by-product metals and chemicals. Typically, hydrometallurgical circuits, often with novel chemistry, are required to exploit these new ores, to produce the multiplicity of products that will make a marginal project economical, or to increase the product range of an existing operation. Often, the mineral processing engineer is given the task of coordinating the development of a back-end hydrometallurgical flowsheet for their mineral processing project. This paper discusses the objectives that companies have when they commission the operation of a hydrometallurgical pilot plant. The paper goes on to enumerate some of the principal differences between mineral processing and hydrometallurgical pilot plants and the effect these have on the design, operability and potential pilot plant outcomes. Important factors include working with chemically reactive solutions and pulps, elevated temperatures operation, changing rheological properties of slurries, the complexity of integrated circuit flowsheets with long hold-up times and multiple recycle streams, and the need in some cases for extreme attention to purity and cleanliness. Examples will be drawn from the extensive experience base of SGS Minerals Services at the Lakefield site, in piloting both mineral processing and hydrometallurgical process flowsheets.INTRODUCTIONWe are currently experiencing a period of strong growth in the demand for metals. This in turn is turning the spotlight on a great many smaller mining companies and mining promotion ventures trying to tap into the rising metal demand. Some of these companies want to develop their properties and recover metals while others want to develop to the point that a major company will take an interest, or in some cases buy them out completely.With the heightened interest in metals, many orebodies that have been known about for years are being reconsidered for exploitation. Often, the reason they have not been developed to date is because of difficult metallurgy and marginal grades leading to marginal economic viability. In both cases the key that unlocks the resources is often the application of a novel metallurgical flowsheet, often a hydrometallurgical flowsheet."

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau&apos;s field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

This Bureau of Mines report describes the results of an investigation for developing and applying procedures for stabilizing excavations openings in highly yielding ground. The approach developed in this report involves nonlinear modeling of the progressive relaxation of the zones of rock mass around the excavations opening where Coulomb criterion of failure is exceeded. Stresses are calculated by using a computer code; Coulomb-failure condition is examined for both intact rock and joints (using strength parameters [~] and c). The rock mass in the failed zones is relaxed by reducing the Young&apos;s modulus of the rock based on an empirical formulation that is a function of the shape of the opening and the extent of the failed zone. In addition, the material in the failed zone is assigned reduced strength paramters 0&apos; and c&apos;. The limiting (or convergent) relaxed zone is obtained through an iterative process by manually changing the rock modulus and the strength parameters between iterations. Support pressures are computed by applying forces normal to the excavation surface. The approach is applied to the analysis of stability and support requirements for an entry in a longwall coal mine.
