Skelly and Loy has been retained to perform operational audits throughout the nation’s coal fields, The need for such studies is generally associated with long term coal supply contracts and is typically initiated by the utility company. However, a number of projects have been commissioned by mining companies while others have been jointly funded by the utility and mining company.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. Computer modeling of the blasting process can aid in gaining an understanding of the physics controlling the process. The sequence of events in a blast occur so rapidly and in such a violent environment that measurements are still difficult to obtain. Computer modeling using a program such as DMC [Taylor and Preece, 1989a, 1989b] can provide insights into the physics of the rapid and violent events associated with a blast. DMC has been used to simulate crater blasting @‘teece, 199Oc] and the blasting of Oil Shale for modified in-situ retorting [Freece, 1990a, 1990b]. This paper will address the influence that damping has on the velocity distribution in the rock mass during the rock motion phase of a blast. Since velocity distribution is a controlling factor of muck pile shape, damping also conbibutes to muck pile shape.

Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

An instantaneous and continuous analysis of a mineral suspension should be of great value in controlling various mineral preparation processes. Described herein is a method of analysis based on the use of high-frequency alternating current, which, under certain restrictive conditions, could be of use. Theoretical Considerations In a suspension of conductive minerals, the electrical effect primarily responsible for the variations in electric conductivity is the capacitance. The study investigates the influence of water migration on the fluidity of fresh cemented paste backfill (CPB) with and without flocculant under variable shear rates. The research utilizes nuclear magnetic resonance (NMR), rheological tests, and scanning electron microscopy (SEM) to analyze water migration, rheological properties, and microstructure evolution. The findings reveal that water migrates to more stable states as shear rate increases, and the addition of flocculant enhances water migration and increases shear stress and apparent viscosity. The study establishes relationships between water content and rheological parameters, providing insights into the flow characteristics of fresh CPB for pipeline transportation.

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

The paper provides the most recent information on the construction of the AP60 phase 1 plant of Jonquiere which is due to be commissioned and started up in the first quarter of 2013. HSE management on site by RTA, and cooperation with local equipment manufacturers and contractors of the Saguenay-Lac Saint Jean region are highlighted in this section. The AP60 phase 1 Jonquiere plant aims to demonstrate of the AP60 technology at an industrial scale and allows the further developments of the AP60 cell. The advantages of the AP60 cell technology in terms of productivity, power consumption and environmental footprint are also briefly presented in the paper.

Blast-induced tunnel overbreak prediction in the past has been based on peak particle velocity measured far from the blast site with necessary extrapolation. This has often resulted in suggesting higher damage threshold levels of Acceleration/PPV for overbreak prediction (Bogdanhoff, 1995, Holmberg and Persson, 1997, Murthy and Dey, 2002). These, site-specific far-field blast vibration studies, have also revealed that predicted PPV levels for overbreak could lie in the range of 700-5000 mm/s, an extremely wide range to generalize. Experimental blasts were conducted, in an underground metal mine located in eastern India, with an objective to study the level of acceleration /peak particle velocity generated in tunnel blasting. Accelerometers and tri-axial geophones with measuring ranges upto 500 g, 254 mm/s respectively, were mounted on the tunnel floor close to the blast face, with sensor distances varying from 15.25m to 36.10m. Due to straight faces the measuring distance could not be reduced further anticipating, in particular, cable damage. The equipment used was of M/s Instantel Inc., Canada. The blast pattern used was burn cut with large dia relief holes providing the required free face. The blast hole depth was 1.8m. Tunnel overbreak was measured using a telescopic offset rod fabricated at Indian School of Mines, Dhanbad, India.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

The Bureau of Mines is investigating possible applications of acoustic energy at sonic and ultrasonic frequencies in petroleum production. A phase of this work involves measuring sound velocity through petroleum reservoir rocks. References and abstracts were prepared as a bibliography to make available to others some of the material obtained from a literature search covering the past applications and the present uses of sound. Laboratory and theoretical studies of the various parameters that influence the velocity of sound in porous media account for the wealth of information now available. Velocity of propagation of sound waves in porous sediments as a function of depth is a quantity frequently measured. Velocity logging systems, capable of measuring speed of sound waves in underground formations penetrated by wells, have been developed for interpretative studies. The close relation between acoustic velocity and porosity makes it possible to determine porosity from velocity logs. Most velocity log interpretation in terms of porosity is based on a formula developed by Wyllie and others known as the time-average relation.

The United States on a daily basis no consumes about 15MM barrels (2.38 x 106m3) of oil; 5MM (0.79 x 106 m3) of this is imported. This compares tai a daily consumption of 18MM (2.86 x 106 m3) in 1980 when we imported 8MM (1.27 x 106 m3). We are producing the 10MM barrels (1.59 x 106 m3 ) of conventional oil at home from what amounts to just 2% of our domestic energy reserves. Nearly 90% of our total domestic energy reserves occurs in solid forms such as coal, oil shale, and tar sands; this is more than enough to meet our needs for the next 100 years. Worldwide, oil shale is second only to coal as a potential source of energy and the U.S. has approximately one-half of the world oil shale reserves which average over 25 gallons per ton (10.43 x 10-2 L/kg). Since the United States has immense oil shale resources, including some of the richest in the world, and since oil shale produces a superior transportation fuel, it would seem logical that the U.S. would be prudently developing this domestic resource. Unfortunately, despite over 50 years of research and a number of false starts, there is not a commercial shale oil industry in place today. There are a number of recurring roadblocks which have hindered private industry's efforts to develop oil shale and we will look at some of these.

Resin was first introduced to U. S. mines in 1971 and first produced in 1973. The original polyester roof bolt resin was very expensive and limited to a single cartridge size and a single slow gel time. Early resin applications were limited to very difficult ground conditions. Today approximately 80% of the over 100 million roof bolts installed in U.S. mines, tunnels, and construction projects employ polyester roof bolt resin. The industry has evolved from hand packing samples for trial testing to producing enough resin, if converted to a .9 inch (22.9mm) diameter cartridge, to encircle the world at the equator approximately three (3) times each year. Manufacturing and design improvements allow for a more consistent product with a wide range of applications at a price that is approximately 30% below our 1974 sales price. An inflation adjusted dollar buys six (6) times more resin in 2006 than in 1974. Modern gel times range from a few seconds to over 15 minutes. Viscosity is matched to bolt type and drilling machine characteristics. Multiple cartridge diameters and a wide range of cartridge lengths are offered by two operating companies. Resin manufacturers have also gone through a period of restructuring and change to meet the challenges of the mining industry. DuPont Fasloc has become Fasloc, Inc., a stand-alone company. Celtite became Fosroc then Minova, as it is known today. During this transformation, several manufacturers have either discontinued production or were absorbed. The industry led the development of the chemical grouting materials specifications contained in ASTM F432-95, Standard Specifications for Roof and Rock Bolts and Accessories. A history of the industry will be presented within a discussion of the evolution of the strength index, speed index, cartridge volume, class designation, and product marking requirements of ASTM F432-95.

Discussion of "The Ordering Transformation in Titanium-Aluminum Alloys Containing up to 25 at. pct Aluminum" by F. A. Crossley, Trans, TMS-AIME, 1968, vol. 242, pp. 726-30. Dr. Blackburn, in his response, pointed out that the c/a ratio of the Ti-26 at. pct A1 alloy quenched from 900°C is 1.6006 and not 1.5965 as plotted in Fig. 19. An error in transcription was made in preparing Table V of Ref. 1 (F. A. Crossley, Trans. TMS-AIME, 1966, vol. 236, p. 1174). The corrected Fig. 19 strengthens rather than weakens the argument that a martensitic transformation occurs in alloys containing from 15 to 18 at. pct Al. A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

"""Rock-dust barriers""5 as they are termed in this country, are for the purpose of confining a coal-dust mine explosion to the limited area in which it originates. These barriers were first tested in 1910-1911, with favorable results under the conditions of test, at the French official gallery which was then at Lieven, Department of Pas-de-Calais. Shortly afterwards the Bureau of Mines in the course of its investigation of all practical explosion-prevention methods tried barriers in the Experimental Mine near Bruceton, using the primary form of simple fixed cross shelves 20 inches wide extending over the passageway and laden with rock-dust. The Bureau termed them “Taffanel barriers"" in honor of the director of the Lieven testing station. The trials were made in conjunction with tests of explosibility of different coal-dusts.Experience showed that although the principle of barriers had merit when they were used for secondary defence, the primary form was uncertain in effectiveness. This led the senior author to design mechanically discharging barriers to be operated by the compression air waves which precede the flame of an explosion. For the better understanding of the principal involved, it is pointed out that the advance air waves are what make a coal-dust explosion possible by stirring up the coal-dust from the walls and floor of the passageway. If a barrier can throw inert dust into the air to form a cloud as dense or denser than that formed by the coal-dust, it will neutralize the explosiveness of the coal-dust, and the flame of the explosion will be extinguished. When the flame ceases, the pressure dies away in a short distance if the 'area that had been traversed by the explosion is not large."
