Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

El presente trabajo es un análisis del sistema de organización del sistema de seguridad a través del modelo Reason de causalidad o de "queso suizo", donde se identifica qué aspectos y decisiones se convierten en un factor condicionante para un accidente y también cómo la organización puede aprender de un accidente perfeccionando sus defensas en un ciclo de mejora continua. De forma que este modelo explica que un accidente es la consecuencia final de una superposición de fallas que va desde la última línea de defensa, pasando por el acto inseguro, la condición insegura, la falla de la supervisión, la falla de la asesoría (seguridad) hasta la falla de la organización. Para solucionar dicho problema, se realiza una gestión del error que incluye una serie de medidas preventivas como descubrir, evaluar y eliminar los factores que producen el error dentro de la fuerza laboral y así desarrollar la realidad intrínseca de la organización contra los errores humanos.

"This paper summarizes the results of numerical studies on drift stability in moderately jointed rock masses. It investigates the relative pertinence of geomechanical factors such as joint orientation, spacing and stress regime. This is undertaken using a distinct element model and a series of parametric studies. IntroductionIn evaluating the stability of drifts in jointed rock, it is often necessary to compromise by employing models that capture the complexity of the rock mass, but which are still simple enough to allow for their routine implementation. The distinct element method can arguably provide an eloquent method to accomplish this. This paper explores the applicability of the method by means of a parametric study aiming to identify the dominant factors that influence the stability of drifts in moderately jointed rock. To this end a commercially available 2D distinct element numerical model was used. A series of techniques are presented in an effort to quantify the results of any instability predicted by the model.This paper also demonstrates a case study where a 3D joint network model was integrated into the distinct analysis software package. The advantages, as well as the current limitations of this approach, are discussed."

ALABAMA'S mineral industry continued to expand. This was a record year for many commodities, with expansion in almost all industries. New records were established for the production of native asphalt, fixe clay, miscellaneous clay, kaolin, bentonite, lime, scrap mica, salt, sand and gravel, crushed limestone, crushed marble, and tale. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 87 percent of the total value of production, compared with 86 percent in 1963. The iron ore industry continued to decline. This was the first year in which consumption of imported iron ore exceeded the consumption of domestic iron ore. The coal industry recovered from the slump caused by the abandonment of red iron ore mining by United States Steel Corp., and production expanded 17 percent, for the best year in coal mining since 1948. During the year, the one-billionth ton of coal was mined within the State.

"In today’s challenging climate of reduced staffing, limited funding and uncertain markets, we are called on to operate more productively and ‘be more innovative’. As an industry, we are quick to identify our practice areas as a mark of our role in the machinery of the mine value chain. We proudly note our profession – ‘geologist’, ‘mining engineer’ or ‘accountant’ – and demarcate our responsibilities and even our physical space. We even subdivide our disciplines into sacred entities such as ‘logging geologist’, ‘resource geologist’ or ‘structural geologist’ to prevent any blurring as though somehow the confusion will cost valuable disciplinary ground. How can we function professionally to heed the call to be more productive and more innovative?The purpose of this paper is to underscore what is expected from project evaluation, examine the ways in which we work as an industry and explore alternatives used in other industries and environments.The paper begins with a summary of project evaluation expectations and the ways in which disciplines typically interconnect when conducting project evaluations. Next, the paper examines alternative work frameworks and making a distinction between multidisciplinary, interdisciplinary and transdisciplinary frameworks. A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. On August 6, 2007, the Crandall Canyon Mine experienced a collapse which trapped six mine-workers. An MW 4.1 seismic event was recorded in conjunction with this collapse. An additional 54 seismic events were detected and located in the vicinity via routine processing techniques during the month of the collapse. Waveformbased cross-correlation detection techniques have been used to uncover 1,328 small, previously undetected seismic events which occurred near the collapse area between July 26 and August 9, 2007. This work has resulted in lowering the magnitude threshold of completeness from ML 1.6 to ML -0.5, a 2.1 order-of-magnitude improvement over standard processing techniques. Event locations have been computed using a double-difference inversion. The spatial pattern of events ultimately helps to delineate the extent of the collapsed area. It is shown that many of the large catalogued events (>ML1.6) tend to be closely followed by numerous (often 20 or more) smaller aftershocks. Cluster analysis of the known catalog reinforces prior work indicating the existence of seismic clustering on the east and west sides of the collapse. Research now demonstrates that it is possible to differentiate events related to the main collapse from those related to the rescue attempt following the collapse. The cross-correlation techniques described herein greatly improve the ability to detect small mining-induced seismic events. These methods may lead to improvements in assessing seismic hazards for conditions similar to those observed at Crandall Canyon preceding the collapse.

The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Understanding the energy-size reduction relationship is vital to grinding process; therefore, this paper aims to show the energy-size reduction of magnetite-calcite binary mixture in a laboratory wet conical ball mill. Single magnetite, single calcite, and blended magnetite-calcite mixture at three weight ratios in four particle sizes were ground in a laboratory wet conical ball mill at four grinding time periods. The results showed that the particle size distribution of both fine particles and coarse particles of single and mixture ground product fitted well with the PSD computed by Rosin–Rammler-Benne function. The larger mass percentage of calcite is, the higher t10 of binary mixture ground product is. On the contrary, t10 in the mixture decreases as the percentage of magnetite in the mixture increases. The different breakage behaviors in blended samples are due to the hardness and particle size. The results of calculated ratio of energy absorption factor showed that the calcite consumed more energy in the breakage process of binary mixture than ground alone. The JK size-dependent breakage model based on the t10 method fits all the experiment data, be it generated from pure minerals, mixtures at different weight ratios, or each component separated from the mixture.

"This paper reviews the evolving Ontario mining regime for mining industry-Aboriginal engagement and its apparent alignment with court decisions, domestic law, emerging international norms, mining industry rules, and mining firm-Aboriginal agreements, drawing on publicly available commentary from government officials, the private sector, and Indigenous communities. The presence of iron in sphalerite induces the formation of zinc ferrite (ZF) during roasting. Zinc refinery residues (ZRR) and electric arc furnace dust (EAFD) contain a significant amount of zinc ferrite and are difficult to treat. According to the literature, up to 71% ZF has been found to be present in ZRR. The dissolution of zinc ferrite is inefficient even in aqua regia. The Waelz process is an existing process to recover zinc from electric arc furnace dust by reduction using carbon monoxide followed by the volatilization of zinc. In this study, zinc was selectively extracted from zinc ferrite by partial reduction of zinc ferrite at relatively low temperature followed by leaching in dilute sulfuric acid (20 g/L). Pure zinc ferrite samples were partially reduced to zinc oxide and magnetite by using H2 gas as a reductant. The presence of magnetite and zinc oxide was confirmed by X-ray diffraction (XRD) technique. A maximum of 95%zinc extraction was achieved after leaching with sulfuric acid on the reacted samples. The paper also discusses the effect of time, temperature, and concentration of H2 in the reducing gas on the extraction of zinc and iron from ZF.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and' Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year's total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

This paper presents some results of dynamic loading tests performed on concrete piles driven in soft clay formation. The load transfer mechanism, measured in the dynamic increasing energy test (DIET), under blows of growing energy, is described in terms of mobilized normal forces diagrams and unitary local friction and displacements. It was observed that the lateral skin friction grows up to a maximum, in the soft clay layer and, gradually diminishes to a residual value when the system presents the maximum mobilized resistance. It may be concluded that the rupture load is not equal to the maximum mobilized point resistance plus the maximum mobilized local friction as suggested by most of static bearing capacity formulae.

Os tratamentos de borbulhamento de gás nas panelas são parte essencial para melhoria da cinética de todas as reações, diminuição de zonas mortas e remoção de inclusões. O presente trabalho teve o objetivo de caracterizar as bolhas da pluma na panela usando fotos tiradas por uma câmera de alta velocidade e assim avaliar seu diâmetro e sua área superficial. Foram utilizados três plugues porosos situados no fundo da panela, com áreas de injeção diferentes e testadas diferentes vazões de injeção. A partir dos valores encontrados, foram feitas considerações sobre os processos de refino dentro da panela.

"New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."
